Chair pro tem badum Move for approval or spin moves and supported any discussion or corrections to the journal. Hearing, none. Please vote.
And like both Jay
it. We have some problems with our screens. I think Commissioner Anderson votes yes. Commissioner the votes yes. Commissioner lane, Commissioner Wilson, yes, and Commissioner Anderson, Yes. Motion carries. Thank you. Next item, please report from the chair. Nothing today. Next item, unfinished
business. There is none listed. We are moving to offering of all petitions, ordinances, resolutions and presentations. Take number three first. Please sure item number three is a resolution by commissioners dobb and mereky Calling upon all municipalities, the state of Michigan and Congress to take all necessary action to preserve the federal tax exempt status of municipal bonds. Commissioner
dobb, thank
you, Madam Chair, this resolution calls upon Congress to preserve the tax exempt status of municipal bonds to support critical local infrastructure without burdening taxpayers with higher costs. Key provisions of the tax cuts and job acts of 2017 are set to expire after December 31 2025 the National Association of Counties Southeast Michigan Council of Governments and conference of Western Wayne are all advocating for this. As of yesterday, may 14, most of the US House committees have completed markups of their respective sections of the budget reconciliation bill. This bill does preserve the tax exemption for municipal bonds. However, Naco advises that counties should continue to advocate for county priorities to be included in the final budget reconciliation bill. Now we'll pass it over to Commissioner Meraki. Ricky. Thank
you, Commissioner jobs. So this. This, this resolution, CW, WW did a deep dive into this, where this thought came from. And this was an article written by a person named Stephen Moore, who's an economist and an author. And he made a list of 50 things that could be done to pay for the continuing, the 2017 tax cuts. So he he tweeted this out. There's no indication at all that anybody in the Trump administration has ever put this out, even as an idea. When this Stephen Moore put this out, there's been much bipartisan opposition to his idea on this. So this is a precautionary resolution and and many entities are doing this, just in case somebody actually listens to Stephen more. So we appreciate your support. Today
is moved by Commissioner Dobbs, supported by Commissioner mereki. Any further discussion on this item, Mr. Anderson, Madam
Chair, I just ask if it be open for everyone else to be a sponsor?
Yes, absolutely. And again, this is a preemptive strike, if you will. In case something comes down, it'll show how counties and different organizations across the country feel about municipal bonds and the importance of keeping the tax debt, taxes and status for those bonds. Any further discussion? Hearing, no hearing. No discussion. Please vote. You.
The motion carries,
please open the board for co sponsors. Let us know when the board is open for co sponsors. The
don't vote. Don't vote on one
second everyone.
The board is now open for co sponsors. I
would you like to be a co sponsor
Commissioner Wilson.
Co sponsors? Duly noted. Thank you.
Go back to number one, please.
Item number one is a presentation by Commissioner bell in observance of the Detroit Alumni Chapter of Delta Sigma Theta sororities Detroit Delta days. Thank you
so much. On last Tuesday, the Detroit chapter of Delta Sigma Theta sorority did present to the Detroit City Council as well as they came over here to present some of the social action events that they've been involved in for the last 100 years. We are very happy that the work that the Detroit deltas do is the indication of social action. Our very own Kimberly Fisher, who's in the county executive's office, is our social action committee chairperson, and they did a very good presentation to all that was in attendance last week on some of the things that the chapter has done. They want to always discuss the issues from economics, education, environmental justice, health equity, public safety, reproductive freedom, voting and civic engagement, and that those things were discussed last week at the top to the Detroit City Council, and then here to the county executive, the county sheriff and the county treasurer, who are always also in attendance last week at Detroit Delta days. Unfortunately, I did not have my resolution ready to present to them at that time, but I do have it today. So at this time, I would like to call or the president of the Detroit chapter of Delta Sigma Theta. Ms Stephanie Williams to please come up and receive this proclamation and resolution, as well as Kimberly Fisher to come up to receive this. MS, Stephanie Williams is the president of the chapter, and she is ending her two year term as president of the Detroit chapter of delta, sigma theta, some of the work that they've done have included shredding events and art auction making sure that all of the people throughout the community are aware of their civic engagement. So it's about social action. Is about community service. Is about making sure that the service of the organizations providing service to those persons in Wayne County and especially in the city of Detroit. So at this time, I like to present to everyone, Stephanie Williams, who is the president for a few more weeks, of the Detroit chapter of Delta Sigma Theta, and present them with this celebration of civic activity. Action to the chapter, Miss Williams. Thank you so much. My name is Stephanie L Williams. I am have the distinct pleasure to be the 44th president of the dynamic Detroit Alumni Chapter, which serves our communities locally. I represent almost 800 women in our chapter, and we are focused on social justice and social action, because we are social action. So everything that we do is aligned with making sure that our communities and there's there's equity in our community. I like to present our social action chair. Kimberly Fisher,
thank you and good morning everyone. My name is Kimberly Fisher, and I'm the Social Action chair for the Detroit deltas. In addition to that, I am the Wayne County Community Engagement liaison for Eastern and Western Wayne County. So the work that we do in the Detroit deltas for the for Delta Sigma Theta Sorority Incorporated, it is hand in hand with the work that Alicia Bell and Warren Evans does here in the county. It is my pleasure to be here and thank you. Okay, thank you. Congratulations, ladies. Let's give them a round of applause for the work that they do. Come here bye. And
congratulations. We appreciate you. Thank you for the work that you do, Kim with Delta and with Wayne County, and we appreciate your work. And to our young people in the audience, when you hear about sororities and fraternities, you shouldn't think about partying. You should think about service, community service, civic engagement, brotherhood and sisterhood, because that is the foundation of what sororities and fraternities stand for. So this is a perfect example, and you also have a perfect example in your principal, MS, Phillips, but thank you, Commissioner. Baker McCormick, thank you, Madam Chair. I just want to commend your chapter the deltas on the work that you do and the sisterhood that we have in the divine nine. And because you are in my district, the foundation that is, I just want to congratulate you again on the work that you guys do. Thank you. Thank you so much, Commissioner. We are proud to have members on the Wayne County Commission that are part of the Divine nine. Commissioner Baker McCormick with the Beta Phi Beta Sorority, and Commissioner Irma Clark Coleman, part of Alpha Kappa Alpha Sorority, and myself, a 37 year member of Delta Sigma Theta sorority. So the work that we do again is civic engagement, sisterhood, brotherhood and community service. So thank you ladies for joining us today and continue the great work that we do in serving the citizens of Wayne County. Fifth vote. We don't have the vote. Okay? No voting today. Okay, thank you. Next item, please.
Item number two is a presentation by Commissioner Bell honoring the cast Technical High School's chess team for securing its qualifications in the US supernationals Eight championship event and wrestling team for its historical accomplishments. Thank you
so much, so much to be proud of today. We have today our cast, technical high school wrestling team and chess team. Let's give them a round of applause.
The wrestling team, right here. You are all our wrestlers, correct, but this is our wrestling team. This is one of the first year, if I'm not mistaken, that Cass has a wrestling team, and they made it all the way to state champions, and we are so very proud of them. Come on up to the principal, Miss Lisa Phillips, to the coaches who are here. We are so proud that they wanted to get into a new sport, Wrestling. Wrestling isn't a sport that Detroit public schools have always been engaged in, and they got in. Not only did they get into wrestling, they did a fan nominal job and won state champions as freshmen. So I think that is something to applaud, though they are not only scholars, they are athletes, and they are making history. So I would like to turn it over to our coach, or wrestling coach, come on, athletic director, to talk about the journey that they went through to get to this point.
Thanks for having us. We feel like we have a phenomenal group of student athletes that are doing a lot of great things. It feels good for them to be acknowledged. They're tremendous athletes, tremendous students and ambassadors in our community. And the acknowledgement feels great, and we appreciate that. Thank you. Cyrus Woodbury, you. Cyrus Woodbury was a state champion as a freshman. He was a first state champion for DPS, and he happens to be a freshman. His future is very bright. He's an exemplary young man, and we're very proud of him.
We have two young ladies also that are stellar performers and wrestlers, and they had tremendous seasons as well. And we're also equally proud of them, these two young ladies right here.
Congratulations on making
history. Their futures are bright, because it's one thing to go to school every day and get your academics, but when you can also incorporate a sport into that as well, these young people are doing something special, especially as it relates to the history of Detroit Public
Schools, and they all have a 3.5 GPA at Cass Technical High School. So they are absolutely scholar athletes. Thank you all. You stay finger. You stay Thank you athletes. That's the one. Okay. And then also our chess team, the chess team at Cass Technical High School, has done a phenomenal job as well. They can come up as well and get this where they state champs. Their coaches here, their coaches here as well. Come on up to the state champion chess team. The state champs, they are. They're national. They have a little bit of everything. This is the principle of Catholic High School, Miss Lisa Phillips, but I don't know everything. So
they're just returning from Orlando. Come on.
Up. Good morning everyone. So yes, I'm the assistant chess coach. My name is Ursula bird. Have the pleasure of coaching this phenomenal team. Coach Brandon and coach Cameron could not be here scheduling conflicts. So on behalf of the Catholic chicks team, we want to extend our heartfelt gratitude for this incredible recognition. We are truly honored to be acknowledged by the Wayne County Commissioners for your our dedication at the game of chess and discipline, strategy and teamwork. It presents our team is made up of passionate students who have committed countless hours to sharpening their skills, supporting one another and representing Cass Tech with pride in local and statewide tournaments. Through chess, we've learned lessons that go far beyond the board, lessons in patience, critical thinking and perseverance. Thank you for investing in us in the minds that celebrate academic and extracurricular excellence. This recognition motivates us to keep striving for greatness, both in competition and in life. We are second place national champions and we are third place national champions in the respective divisions. We are state champions and we are city champions four times, rinse and repeat. So thank you again for happiness. All right, thank you.
Jan is standing behind her
checkmate. Thank
you, Miss Phillips. You want to say a word? Oh? Say a word?
Okay? I just wanna say thank you. Thank you to everyone for honoring Detroit's future, the future standing behind me, whether it be chess, wrestling, academics, but these students are academically on top of everything that they need to do. But I just thank you for recognizing us, because so often people forget to recognize excellence and the sit the students in the city of Detroit, but you didn't. So thank you. Thank
you. Thank you. Thank you. Thank you. Thank you. Miss Phillips, thank you for all that you do with Cass Technical High School and the wonderful accomplishment that that school always get community. 80 of their seniors are going to University of Michigan 80 that's almost unheard of. They have that many children going to from one school. Yeah. And we do have one of the seniors here from the chess team. He would like to say a word, sir, and where you're going to go to school. One of
the I Am. One of the,
hello everybody. My name is Devin lot. I'm captain of the chess team, alongside with my co captain, Daniel randon, I am one of the 80 seniors who will be attending the University of Michigan this fall from Cass Technical High School, and I'm graduating summa cum laude with a 3.9 GPA.
Thank you. Thank you.
And I'm super proud of having our young men, our young men stepping up to the plate. Ladies, you know, we do it, but to have all of these young men Honor Roll students, I'm super proud of the young men in the city of Detroit and at CAST tech and then really in dpscd, all of them are great. Thank you. Thank you. Thank you all. Thank you all so much. Give another round of applause.
Wanted to just take time out, because it is important that we acknowledge our young people and the accomplishments that they do. We hear so much negativity on TV about our young people, but it's always important that we recognize and commend them when they do wonderfully, awesome things as well. So to have 80 young people going to University of Michigan from Cass tech, to have the chess team just coming back from Orlando and the state champions for the wrestling This is amazing work, and we always want to make sure that we recognize greatness when we see it. So again, thank you. Cast Technical High School for coming out and being recognized today. Continue the great work. They will have their high school graduation on June 2. How do I know? Because my son will be one of them, so he's not 180 going to U of M, though, but that's okay. He's going to Alabama a&m, which is just as good. So we're excited about what the future holds for these young people. And thank you again, Miss Phillips for bringing them down here today. God speed and continue the greatness that cast tech always excludes. Thank you so much. Thank you commissioners for indulging me for those items today. Now we will get down to business, and before we go to our first report, just want to let those in the audience and those online know that we operate in committee. Thank you. Is there a motion to approve the testimony, resolutions and certificates moved by Vice Chair, pro tem Bay Dune, supported by Commissioner, moved by Commissioner bureky, supported by Vice Chair, doing a couple of things on here I'd like to make note of one is again, as we celebrate our high school students with able to speak to the Cody high. School, which Cody High School, is in my district, and speak to them about those children who are going off to college. That was a very nice ceremony at that school is increasing their population. As you know, a lot of public schools have decreased the population. They're slowly getting their population numbers up, and the number of young people going off to college is increasing as well. So that was a great event. And then our very own Michael Turner, is retiring from Wayne County Sheriff's Department, and we'll make sure that we get something to him. If you should have eviction dig, we'll have a resolution for him to recognize his service to the sheriff's department and all of his service and public safety and the NAACP, so next time you see Michael, tell congratulations on his retirement. Are there any other discussion items? Commissioner mereky, thank
you, Madam Chair. I just want to thank all of you for being on my mom's resolution for her 90th birthday. It was three days party and fun. She's still pretty exhausted. She's a party animal. She really appreciate it. So thank you. Thank
you, and happy birthday again. To your mom. That's awesome. Any other comments on the resolutions and certificates? Okay? Hearing none? Please vote
Garza. Okay. Motion carries. Thank you. Next item,
please. We're on memoriams. There are 10 names listed. Okay.
The first name Laura's prior a couple of months ago. You all may have remembered when there were twins who turned 100 years old. Those are my husband's cousins. Well, Laura was one of the twins, and she passed away a couple of weeks ago. So but her and her twin did make it to 100 years old, and to have twins at 100 is amazing. So her twin is still with us, but Laura passed a couple of weeks ago, so we wanted to just make sure we continue to keep the family lifted up in prayer, and especially her twin sister, Doris, also on here we have mister Tommy Johnson, senior, Tommy Lee Johnson Senior, we do know that is the father of our very own, Felicia Johnson. So we want to make sure that we keep you, Felicia, in our prayers and your family in our prayers. You have our sincerest condolences. The arrangements were sent out to everyone. So again, we're keeping you in our prayers during this difficult time. Are there any other comments on memorials? Madam Chair, Mister kenlock, just
wanted to recognize the resolution that was that will be presented this Saturday to the family of the late Mary Jared Jackson. She was the first deputy chief, female Deputy Chief, appointed under Mayor Coleman. Young she joined the department in 1958 as a member of the women's department. She was a leader, not only in the department, but and throughout the community. I remember being a young person interning for late council president Irma Henderson, and having met her during that time and and then her family have become a very close to my family over the years, since being a teenager, her daughter Ruth Cooper was a long time employee over The Athenian and just an amazing family. Also Shannon, who works for commissioner, Commissioner Irma Clark Coleman is there is her knees.
Thank you. Thank you. Thank you so much. Any additional names for memoriams or comments or discussion? Okay, hearing none, let's all please stand For a moment of silence.
Thank you. Applause. Next item, public comments, okay, public comments. Have two minutes. Is there anyone on Zoom for public comments? Anyone on telephone? No any cards, no cards. Anyone in the chambers. Two minutes for public comments.
Public comments, public comments.
Next item, reconsiderations. There are none remarks by members.
I have one. Remark on May 24 Commissioner Wilson will be celebrating his 25th birthday, so we happy birthday in advance. Commissioner, you look good for 25 so have a wonderful, wonderful birthday on the 24th of May, you're welcome, and you're welcome. 3939 and a half. Any remarks by members at this time? Any Commissioner clean.
Thank you, Madam Chair, well, perusing my morning pre press, yes, they still print it news of our favorite hazardous waste landfill down in Van Buren Township. So I'm just going to point out a couple of salient points that the article makes. I'll be willing to work with any of this commission has spoken twice about this landfill down there, so they're seeking permission to grow even larger and add new hazardous waste treatment processes to it. The the state representative from down that way was a little annoyed because they only saw that there was a public notice on a hearing from MDQ, or not that anymore. Eagle, Eagle, yeah, hard to keep up. So Representative Miller was a little annoyed it was found on page 13 of the local newspaper, just a little notice buried in back that nobody even saw. It's seeking to increase the disposal capability by about 23% or 500 million, I mean, to get this right, 5 million cubic yards of space to add waste. Disposal is also seeking permission to add new hazardous waste treatment process. And the article also points out that Wayne disposal is hazardous waste facility license with the state expired may 2022, of the May 28 informational meeting has now been rescheduled. I think they looked at the Mackinac schedule and said, So, I think we need to stay up on this. And Wayne disposal is licensed to receive 722 different types of hazardous waste compounds to potentially harmful to the public and environment. So it's all the PFAs and all that kind of stuff is going in there. So I wanted to make my colleagues aware of that, and would like to work with anyone that's interested, so that we restate and find out when this we've raised this before about public hearings and not getting any kind of notification whatsoever, and how the state can't, I don't know. It's pretty easy to set up a distribution list on on the on the web. So why they continue to refuse to do that? They ought to be notifying everybody. And so we'll have to look into like, how many more trucks does this mean going through that community if they expand? What are the new materials that they want to be able to process there? Right?
And thank you, Madam, thank you. That's a very important we saw that in the paper today, and I know that's in Commissioner Wilson's district. Commissioner Wilson, go
ahead. Absolutely. Thank you, Chair bill, and I appreciate your commentary. Commissioner Killeen. Just for the record, I've been involved extensively in this, this issue. As a matter of fact, a couple of weeks ago, I was up in Lansing speaking to the press at a press conference led by Reggie Miller, the state rep in that area. Darren came, Larry made some great comments as well, talking about tipping fees and the things that we need to do in terms of trying to get bipartisan support to prohibit these type of actions from taking place. We also have Mayor Robert McCreight. We have the supervisor for Belleville, supervisor from Huron Township. And we even had a community activist who was affected by this type of landfill toxicity, if you will, over in New York, she spoke very well also. So this has definitely been a pet peeve of mine. I'm on top of it. I'm going to do everything I can as Wayne County Commissioner to fight and protect our resources in that area, especially our lakes, which is 19% or 20% of the fresh water in this in this area. So thank you again, Commissioner clean for bringing that up. But yes, ma'am, I'm. Definitely like a bloodhound on the cat. Thank you.
I know you are a commissioner, and again this, we keep going back and forth with this issue. I mean, this keeps coming back up again. And I know the representative and the senator from the area, the Commissioner, the executive's office, our body, has been fighting this tooth and nail, and we continue to do so. So as we continue these talks, if there's a need to have a task force established to be the one particular arm to work with the administration and our state leaders with this, we will certainly do so. But this has been something that to expand that again, as you stated, with the fresh water being right here, and you know, Wayne County cannot continue to be the dumping ground for the entire, you know, North America, because a lot of that comes from Canada. So we'll continue that fight to make sure that we keep it limited to what it is supposed to be, if not get it moved all together. Commissioner Baker McCormick, thank you, Madam Chair. And so, yes, this has been an ongoing matter that we've been going back and forth with, with Egle as to the reporting, but in our last meeting, sometime last year, we met with the administration, and I believe they said that they would keep track of the notices to of of any other hearings, of the hearings, or any matters that impact those waste facilities. So I was just wondering, are they at least getting a notice? I don't know, Ashley, are you aware if the administration or DPS was were notified of that hearing? Let us know, because again, we're in this together, both the administration and the Commission side, working together to fight this. So please let us know. And I know there's a lawsuit that we're in fighting right now as well, so we're just going to have to keep keep it going. Keep it going. So thank you for bringing that up. Commissioner Killeen, any additional remarks by members? Commissioner Palmer, thank you, Madam Chair.
Last April, 23 of 2024 you may remember that we honored civil rights and sports icon Gregory Eaton, and at that meeting that was attended also by Governor Whitmer and Coach Izzo and other luminaries earlier in that meeting, we honored the Riverview Gabriel Richard high school basketball team for winning the Catholic League championship and being a Final Four team. And at the time they came here and they were it was indicated to them that the only way that they'd be honored again is if they won the state championship this year. Well, the only Wayne County team to win a state basketball championship this year was Riverview Gabriel Richard High School, and they will be honored again, but we're going to do a different twist on it this year because of traffic being what it is down here, there's going to be A school assembly at their school today, and the Wayne County Executive and I will be attending and presenting them with appropriate honors. The governor nizzle won't be there, but their state championship trophy will be so I'll be proud to be representing the Wayne County Commission at that school assembly today.
Give me my hand. Congratulations to that team.
And one other thing you may remember, my grandson is a captain of that basketball team. Paul's grandpa, and he's going to Wayne State on a basketball scholarship. Congratulations,
congratulations. Well, give that team the best from all of us. I know you represent us well. Again, we have such wonderful scholar athletes, their scholar first, and their athletes second, and they do both of them very well. So we have a lot to be proud of our young people throughout Wayne County. So thank you, Commissioner, and I know that take lots of pictures. I know you will any additional remarks by members,
any additional remarks by members? All right, hearing none. Is there a motion to adjourn?
