sure and thank
all of you for being here with us tonight. I want to make sure that I thank the folks for taking time there is special. Thank you to the groups that were involved in reacting and helping your you want to take a moment to recognize that the elected officials joining us tonight. I know that great city council member Mary waters is here,
and also Jeff the chair of the St Clair County Board, commission. Well, okay, and then if any other elected officials who are here, just a chance to maybe stand and wait and finally, to recognize as well, okay? Because of this hearing is really to listen to all of you, and because we already have a large number of county partners, we're not going to do a presentation or an account. We're simply here to listen to what you got to say, and we're excited to hear from you the comments made tonight included in the transcript as Judge Carroll mentioned we posted publicly. I wanted to thank our court reporter in advance for being here. I'm going to try to speak slowly to make her court reporter's job a little easier. I would encourage you all to do the same as making her comments so that she can answer any reporting comments in a contested case, such as is this again proposed for record and are reviewed by the Commission. However, I want to note that there is a difference between comments and the evidence that provided guidance for witnesses, those folks who by testimony that can be challenged during cross examination, and because comments are not subject to the same levels. Going to be as commissioned to base a decision under law. Again, human view. And again, I was saying that over the last several years, to point out we have benefited from increased participation from those representing customers in our positive states, including a number of groups representing frontline organizations. Here in Detroit, in 2016 for example, there were 31 parties. And last year's case, there were 69 parties. Northern Dublin, we also saw more than governing of extra weaknesses and pages in the transcript and a growth in topics. Reflects the diversity and increase the diversity of the groups participating in our cases, these groups are formal living, just like the utility of Professional Staff Attorney General and others. Yes, carefully with you. In addition the legislature and signed into law by government and Alabama significantly increased the funding failed organizations to introduce expanding the range of cases for which

You can use and explicitly encourage granting to nonprofit organizations representing environmental justice communities and communities with the highest energy grants and respond which is separate from Deaf Michigan Loan service. So one way to make sure your perspectives are included in the industry. Record is to work for those nonprofit organizations to seek this funding to represent the infrastructure, and again, an increased focus on environmental justice
divisions. One more note before I close, because this is a contested case which hears a subject back to our tables, and this is really important.

like this, and as the Chair mentioned, we must grow our work in a very structured way that causes the laws of government. But this commission, the three of us here, we think it's incredibly valuable to hear from the people who are directly affected by the decisions that we made, and
that is why we're here tonight.
So hopefully we're going through a process to identify as movements for our cultivator process. We held a public hearing on this 28 and have some really great ideas on whether better take public input, expand accessibility and participation and also enhance transparency of our proceedings for however we can within the law, and then explain and explain language accessible ways the work that we do and the effects that it has on the Global Health Michigan. This commentary is still open, and if you have additional ideas for us, we would really love to hear them.

You can make comments during the public comment portion of our regular commission meetings, which we held every two to three weeks. And those can be intended in person at our offices in Lansing, and every one of them is also available to attend virtually for Microsoft Teams meeting, and everyone of those meetings has an opportunity for public comment. is required. It's become a
great requirement very recently, because many of you've heard the term
AI, artificial intelligence. Artificial
intelligence has put a tremendous burden on the electrical grid, as we know it.
It's not my favorite guy, but Eli mus indicated right now we run out electricity, where I find this year, I think that's over the ambitious, far as what he's expecting. But in the next few years, we won't make it go. So we can't. We have to. To invest now, pay now and later something much more costly. I
don't like how dare
you. You know
the girls who want to link her, man, that TV going you keep going up. But hey, I don't want to pay more. I know just anyone else, but I know we don't pay now. We'll
have my sister. It will take up time.

to stop by today, because people in
the city of Detroit need help.
These their meals. They call the office all the time saying, I need help if I need to eat them, I don't know where to turn. I don't know how to give them the help that they need so that they're not in the dark. Sometimes they have to choose between food or their medication and this high BTE bill. that in the beginning of the meeting, we always ask, How can you be better? Well, we live in a meeting where live with virtual meetings. Is a bad of life. We live in a pandemic. It, and then for people with disabilities. And according to our Attorney General, Dana NASS, she says we must provide equal access to public meetings period. It's the law, it's the nurse with Disabilities Act, and also section
504, etc. So my concern
is this, neither the MPSC follows the federal law, nor DTE. DTE needs to have a disability office where people with disabilities to answer to whatever their issue
they can call and yes, that's also part of public
action. Public affidavit, and that's part of the law, so I just need to make that out there, because I'm in everybody's court. I hope to see you come on area to get through to somebody. It shouldn't be that hard. Thank you.

DTE has been
extremely helpful and supportive with us and meeting needs of our community members
doing
doing heat waves, uh, we had flat bands of water distributed throughout the community. Hallelujah. We We have boxes
lifeguards distributed throughout the community. We have, we have a really robots. DTE, senior appliance program, whereas furnaces, washers, dryers are are replaced. You know, we are citizens to get a chance to get replaced. Seniors, predominantly,
our seniors have really been taken care of significantly, and we work diligently with DTE, with their shutdown Protection Program, the key citizens receiving energy, which is very critical. I'm also a citizen and a resident over on East side, where my LA business community, where new grid has been put up, over on the east side, the idle view substation, and I advise everyone to see what we've done with
15,000
square feet of surface space where artists have put up a
beautiful faith revival for accessible, safe, reliable, accessible, energy that's tested your commission and here across Southeast Michigan, Detroit special,
it can't be with the Race of ete. What's happening through these so what you could say that somebody going to be a couple of steps up, but when those sins, already know exist, between food,
between the property taxes.
Also thinking
about the suing profits for this organization, the corporation that has made more profits before covid. 19 corporations, and we're Michigan, we don't even have a choice. That's why another so many areas. Is

questions and advocate, because we run five programs that provide support in the community. We have senior programs, we have excitement programs and other programs. So maybe you just don't know if you're available, but they lost. So please reach out for support

If they invest in black businesses, and we need to improve our grid so reliability increases, so a lot of the place we have about a lack of service, interrupting service can be addressed. good evening. My name is Juanita Ray. I am the president of local two to three Utility Workers Union of America. I represent almost 4000 members and maintain and operate electrical, gas wind turbine and facility. My members live in every community, from other peninsula to the Michigan, Ohio border and everything in between. Our members are invested and active because they, too are a customer.
These men and women were 20, 473, 365,
days a year when things are at their worst, we are at all events. I'm going to talk about our aging infrastructure, the increasing climate change, and why it's important to support DTS, to invest $9 billion into the infrastructure over the next five years, which will increase reliability. In the last few years, we have experienced prolonged outages due to major storms that can be reduced with updates to the electrical system, new technology, such as vital situations, as an example, can isolate the impacted part of the circuit, living outages and unnecessary knowledge, also battery storage systems that can provide increased reliability born high heat pump by adding needed megawatts to Brewer. DTE will be decommissioning coal fired power plants and invest in heavily into clean energy that will reduce carbon emission over the next eight years, with this investment and proper oversight, it will meet the demand for the future and be competitive for new Business for the entire state of mission. Good evening, everybody. My name is Anna Harris. I am Detroit resident.
I'm hearing two sides talking to each other this
evening, and I'm hoping that I can share a couple remarks that might be nice about it. So I don't think there's anybody in this room who doesn't want to have a state of the art electrical grid, and we want to have reliable power and that we want to invest in the type of infrastructure that is going to be. Word off the climate crisis that is
hurling towards us at our rates.
However, when we know that DTE pulls in a profit, so a clear profit is the money that is made from revenue after expenses are paid. Okay? DTE, for those who aren't aware is both a public and a private entity. A private entity, legally is beholden to its stakeholders, financial stakeholders, not you, not the people who pay for the power, but those stakeholders. Okay, so we don't need to keep paying more rate increases. We need to cut out the component where people are
still having commissions. We can keep having public meetings. We can put all these band aids on this output. Power should be public utility like water. Why would we allow people to profit from the production of power, even if we
weren't looking at two or three Celsius deforming in the next three to five years, we have to structurally change the way that we are providing power to our citizens and cut out this for profit component where We can do this until we're all Done, ready
for for
my experience in dealing with BTE, I've been a complaint, and I'm a supporter,
and I always support
when things are going well, when things are going
wrong, I have experienced
how I always used to play their blood
and they are
inconvenienced. At the same time.
If we do not invest in the rigs
and continue just to cut trees,
we are going to continue to get what we get.
It's time for us not to kick the can down the road,
but give them what they need to fix this problem to
another ground, because God said that
there'll be an affirmative made the heavens and earth. There's
been weather patterns been around for less than 200 years. Earth is created over 2000 years ago.
The technology is here for us
to catch up and get these things underground so that others
will be affected by this Lord. So I encourage you to look beyond the right now and look for the future.

I'm Jason Kaplan with the captain Tree Service Department Cass City, Michigan. We're a woman on tree service as a subcontractor for de energy. And close to 30 years ago. It was the first time we ever partnered with DD and our first project, we had six employees, and now we're almost at 300 employees. Every one of those 300 employees are everybody in this rooms, your neighbor, your friend, your family, and they support in the local communities. And we come back to all kinds of places like the autism Alliance in Michigan, the United Way. We just donated to the YMC of the metro Detroit. We also support the tree troop Academy in Detroit. We hired a lot of the graduates from the DP Academy, and we put them right straight forward, and they had good paying jobs, 17, which is supported through DBE. We again are in support of this as well, because it supports more than just our business, but our whole family and the community all around us.

we had four, we had four power outages
during one summer, during one hour, we were down in two days, and during that time, I had to throw out a lot of food. And I'm sure many people can relate to
that, very frustrating about
this summer, I must tell you, other times I always look at the weather to see what is going on, because I would buy food knowing that perhaps there could be a Storm. But this summer, we had one power College, and we were down eight hours.
I've seen improvement with DTE communication,
with alerts, with reaching out to the community. I think it's very important, and for that reason, I am support our radios. Thank you.

Brian, yes, I just don't understand what what is
it that sound and a lot of lot of citizens, I think,
with citizens, I
think what they do is go from street to street, you know, because the trees actually do need to be cut. And, you know, I've heard people talk about programs you have, but a lot of times those programs, what happens is people are being overqualified. Yeah, then you want them to apply for a Romo people, I think what the citizens really would need is a grant. And people need us making money off of us running grants. You know, I'm against it. I do feel that a grid is important, but not in the sense of Detroit. First
of all, to hold the gas light into speaking, get it in when you can, because CTE is
asking for an increase on gas rates too.
Represents. Not only myself, but the 1000s of great barriers in Detroit Highland Park who are tired of paying more or less when it comes to our electricity service. I know that solidarity, the organization committed to energy democracy and community led solutions, and we are outraged by the ongoing exploitation of our community by energy.
Very good. Is asking
for yet another rate increase this time now raises $456.4 million while delivering some of the worst service in
the nation. In the nation, how can we affect the public?
Which consider this request when it's clear that ECE priorities are entirely misaligned with the needs of the tough trips we see exactly where our money is going, private jet trips for executives,
employment for their luxuries. Well, we can barely afford to pay our monthly bills. 10s of 1000s of dollars from like smacking on island and Florida shareholder meetings are slipped into these rate hike requests, expenses that have nothing to do with improving the reliability of our grid or addressing the frequent outages we experience. How is this justifiable? How has this been allowed to drop?
Dde already received a 360 $8 million rate increase just several months ago. Nothing is approved. The Power goes out with every storm, literally
and figuratively, construction improvements, but where are the results? It's time to stop pretending that these rate hikes are for our
benefit. They are not fluid. 8% percent of their funding coming from them too.

Alex. I'm an assistant business manager international brother 17. I
even though the local 17 represents
over 4200 men
and women that were primarily left for the utility sector, these are the men and women that I really build and maintain, the power lines, substations, streetlights, traffic signals, three times three for Southeast Michigan, our organization was first chartered in Detroit in 1892 around the same time the first bridge was being arrived over the past March 32 years, the electrical industry has provided countless men and women from all communities employment that offers competitive wages, provides quality health care and plan protects and all the tools to live a secure, middle class lifestyle and
encourage dignity.
We hope this continues to work for the next several generations, electricity has gone from a knowledge and luxury of the past life and the county our current bridges have come to showcase over the last few years with severe weather caused a great amount of number four, many communities, current infrastructure is approaching the end of its useful life. The growing demand for electricity, vehicles, data centers and manufacturing will require significant portions of the rebuild to be fundamentally responsible. We must continue to see how clean source development required investment is commenced. As much as $9 million is coming to be invested in the first five years long the sustained benefits from this investment will also be amongst for the community. Grid updates, including modern technology, will need far fewer outages for customers during severe weather. These other areas also together. Of restoring customers much faster with systems. As a labor organization, worker safety is one of our top concerns.
Optimization and grid will also
need a safer work environment for utility workers and public this festival will also a prayer.

Y'all know that right? Power outages heal when the lights go on. It's just not just dark. Some people have treatments that they need when they need a machine plug in here a dozen.
So because we have people knocking at people's doors in the city of church and offering high over
$16,000 if y'all part of that
property, they're trying to get them out. Is that part of the right that's not enough money for us? Um, in the fight, the man said earlier, in the beginning, God created the heavens and herbs and lights, and one of the things he invented and created, should I say we have a solar panel in Detroit right now, right off the freeway. Um, nobody was given a notice to their homes of what could happen, or, you know, or wouldn't be solarized. We can blow up or anything to happen just right on the freeway where accidents occur. So if a car flip on, we're going to the solar panels. I gotta get the water signs up. We gotta tell what happens

The fact of the matter is that ete is directly stealing from public services like transit education with these rate hikes, people are not paying their property taxes through which our public services are funded, because having lights and gas shut off is more immediate than tax foreclosure, they're being forced to pay DTE shareholders before they're able to contribute toward the common good.
My second point is that
SSI Social Security income increased 3% last year. DTE got a 6% rate hike already in December, and now wants a 9% hike. The average GTE bill that I see is about $300 because often my clients are paying on back bills in addition to their current bills, this is already about their their income at this rate, it will become half of their income paid to GTE within a decade. Also, my friends at a house next to them explode and remember because the neighbor was using some alternative sources of heat. I have had at least one client every two months who uses alternative sources of heat, and I have to do more because they can't afford to tea. I am very opposed to these rate hikes, and I am for a rate decrease, which we could have all of our

I work with educators and healthcare professionals in Detroit, throughout the state, and my work, I often host corporations that try to dismantle unions and treat their workers with contempt all the name of profit. Ultimately, as the communities of these workers serve hospitals, schools and universities that suffer as a result of unchecked corporate greed and community spaces whose resources should be a public good. That sounds familiar, dt is no different than human Buster that I come across daily in my work. In fact, I think DT may be worse.
I know I believe that things are invincible when I see one, but the people of Detroit, Michigan will not back them. It's inexcusable for DTE to profit off majority black and low income city while they fail to provide reliable, affordable energy. It's not no consequential

One of the main reasons DDS pushed to this rate hike because of this massive spending suit planning to spend, say, $8.2 billion over the next three years, on top of 4.9 billion spent in the last few years, they want to spend over four $50 million the Attorney General, About that, said they only need around 130 million. Why did they why are they trying to spend more money? Well, here's the thing, the more money the DC spends, the more profit they're guaranteed, guaranteed a higher rate of return, and an effort growing out of investments, meaning more profit them, maybe straight out of pockets. This situation is especially troubling we consider that these rate structures were designed based on a different economic era, one of the four equitable distribution of luck, which residents had a far lower energy burden, the fracture they become a resident has to spend on an energy policy. Today, economic reality is starkly different. We live in something called late stage capitalism. You've heard of that. In Detroit, local households face an average heavy burden over 10% nearly three times the national average. Many families are struggling to keep lights on, while DTE is asking the MPC you all to force these residents to finance unnecessary products that may not benefit them. And they expect, not only to continue their their higher rate of return. They expect increasing profits year after year. I ask the commission, why should ete continue to enjoy robust guaranteed profits, while the people it serves are confronted with record high energy burdens? Why should ete be exempt from the shipping economic trend, and not only a customer face, but nearly all American businesses face it's time for permission to make choices that reflect deeper, systemic comprehension of the shifting economic realities and protect residents, plus consumers over the long term. This means that they must lower these rate of Return to reflect today's economic condition, prevent excessive profit stress.

We have a lot of DTE assets in Santa Clara County. DTE first filter plant in Marysville back in 1914 is when they started that plant. That plant did get decommissioned in 2000 and then it did get to around and we received an A fireman from the state of Michigan occupancy. And Santa Clara County actually owns a landfill too. So that material made to our landfill was tested, the site was approved and signed up on we have a gas fired plant that just recently opened the blue water energy center. We closed the St Clair plant. Just recently closed. It was a electric coal fired at a plant home representing 2000 megawatts of our DT produces 11,000 megawatts, correct? So when you take 2000 megawatts out of line, there's a heavy price that that goes along with replacing that through the renewables. And I'm not here. You know, four news three was talking over the D teams done in our community have employed
by people. So I just think this journey that you're faced with making decisions, understanding, incorporating renewables and those types of things into the whole public

were when I seriously doubted, I think DTD was talking about money, as my mom said, DTD brings people off because they can get away with it, please deny us for an increase. The good people of Michigan need this money more than TTV does, and if TTV executives need to travel, they can fly commercial work for us
