So of course, that's going to create a reaction to the resistance to change other early adopters How could he do that
which is clarified what we're working on right now is a plan for the Southwest. It is not in districting project is a project that includes two districts. And that language is really important for a number of reasons. With all the information that has been circulated. You decide that this is a chocolate factory so I decided actually the discussion that we all had, yeah,
it seems like this is bringing up
Yeah, so we're calling it a bounded
I think the key here is it's not the project that isn't part of the project. Project includes
Admittedly, that's probably the biggest part of the project and the part that I
care the most about
the grand scheme of things
the big things happening southwest, realize about positions where they're just beginning to manage the change that is
so what I'm going to handle this here is a sample of three big redistricting reports named Mindy are realized realigning. Is anyone having a question? Now all together how does that change for more of the
entire process, but also in particular, to I guess, reworking the boundaries since that seems to be one of the priorities in the entire process of how to save, become more involved in the process
Can we become more involved in the process? That's
what I heard. That's what I heard. In my head, as you were asking the question. So I initially thought that this project would be assigned to cvhs committee. I think governance was meant to be at the end of the exec committee meeting on Sunday as well. Only because I would imagine that any part of this project doesn't need to go for council will probably go not probably it will go toward the council's cvhs committee. So that's kind of my expectation. I think that if he wants to participate in the process, a lot of me probably participate, certainly on the front end with determining or helping to determine what the overall engagement plan looks like and what the process itself looks like, just in determining the processes but but I'm open to be that suggestion, direction, whatever you
like a pep giving them a break in design, the process itself as well as I liked.
I mean, engagement is almost always in this meeting. I can't speak for everyone here. But at least the engagement is almost always very straightforward. It is
you're pretty much doing the same,
accomplishing the same goals the same, to get the word out and where possible
to cooperate. With.
That part is really straightforward with the process. It would be good if you're comfortable with the process. I think that's a good place to
the other question,
Mike, what's the oversimplification of naivety? Openness, we are still accepting her
as she relocated why was that
can be relatively well, more than anything, no citizen is precluded from voting by himself. But I've heard that I did not see that as a real issue. And I guess it goes to council districts and because whether that Walmart remains in my district in your district, that to me, was a little more of
I understand now. Why,
looking at the visit the counselor was an issue, but I really
did not quite understand why because it's really such higher than it used to be for us because no one will lose their opportunity to teach. So can someone help me understand what it is that you're missing? That makes it so much?
Harder? I think everybody probably participated in that. So part of it is an aversion
to change just
is what it is, and we'll call it as I see, and part of it is definitely an aversion to change period. Another part of it though, is history and culture. The enemy news fortunately, or unfortunately,
haven't come more than just what they were designed to be, in many cases. Because people have been in the Sanhedrin for so long. Some people have made a mistake, literally since the system was created. That I've talked about in the last two weeks. You in the southwest since the system was created. And because of that there is an attachment to the history of the EU itself. Here's an attachment to the neighbors working with the same people that informal relationships with them or put them for five years or 50 years, you know, whatever worked with them for a long time. 18 months one guy that has a very strong position with strong, established position on a topic. So some people just really feel a sense of identity where it's me. I endeavor to we endeavor to strengthen pride in me with identity. There is already a pre existing emphasis on pride and identity. That's not something that I've ever looked at since I have not ever expressed any interest or work towards any interest in promoting cry or identity. But that is definitely existed. For me
to see how clearly evolves into the left less than 1% of residences citizens actually
in crypto was less than
1%. If you according to the numbers, you've got less than 1% actually attended or participated.
In guess I was thinking when I continue to the elephant in the room was really the dismantling of AR
AR is not on the radar with our executive team. It's everybody's radar.
And my understanding is
the issues have been going on for decades. For hundreds of restraining orders.
It just seems like it's an endless war.
I still don't understand. You know, I think everybody's at the table trying to figure it out. To create a resolution says the endless war is not continuing.
This seems to be a viable
option because you would like to use it for a while. That may. This is change it may create something now, what else
do they have away? If there's trouble lenders, they're
just gonna leave in other
years. So I will say that
you can just
draw it off the map and that internal conflict goes away. You're not addressing
somebody who said 1500 people some
So you may get now a blending
of more people such that it's always the majority
and the typical process.
I'm not sure who to pays this question to you if it's to you Mr. Chair, or if it's to Lea because I came in late. Has the overall project been shared with a PAB and with the committee on a pen that you referenced that this is only a part of
so I heard the the designation of of NPU boundaries, and I heard about Neighborhood Empowerment. Is there any more to the project that I should have heard? I think more so.
Today, there hasn't been a presentation that Southwest I've seen that presenting to the southwest
haven't gotten multiple. What I'm saying is that the
presentation that they had received, those presentations have not been presented to AIPAC. Correct. And I think that's kind of the question slash column as to what this for me is, is to when or where when will that there was presentation presented
today minus the visual backdrop Technologies. Today
they're both here at this, this committee and the other question

just to provide clarity, I think you could be right if that were the case, but that's not the case. This is an individual troublemakers. It's a matter of people that don't get along together, together. And when we actually let me back up a little bit, just to be clear that the project is invalid if you are in a way that's not while the project does include re re configuring the neighborhoods that are currently in it. The project is not to it's not designed or created for the purpose of addressing the issue. I do expect that that will really benefit the project but that's not the reason that we're doing this at all. That said there is not seen it I'm not the expert on the bars problems on yours. As I've been told and that's as I've seen reference to stop dating back almost 18 years. I've only been around in this particular role for three years a little over three years and from what I have seen the issue is part of the issue is connected so how are people played to get together? Not so when one person just been a problem anywhere they go so Adams relations that they have not those issues I'm sure they will
be happy for you guys.
Okay guys, it is now 954 Is there a motion or a moment or an idea? Hey Yes
so there is a documentation project so effective. I think one way is to be able to
bring some of the basic presentation
was the types of visuals will speak to what we don't have
and the presentation slides.
But it is one of those handouts for to take us back to the month only be the executive committee's now. Back to the 1% that 1% of the populations of us participate in there is no not wasting. So I think looking at that is to at least provide a platform or something where this documentation can be accessible
and that's the kind of participation to get involved. I'm sorry
I shouldn't say that.
I'm prepared to make a motion
to participation. I'm looking at the leadership and direction I'm thinking to be involved in even take point.
I'm prepared to make make a motion to request that we have a marketing plan. Sorry. I am prepared to make a motion to have the AIPAC President request a marketing plan and the documentation there in to be shared from DCP to a PABX for this NP realignment, redistricting, whatever.
That's that's not quite what I was looking for. Okay. That should be helping to formulate contention. Is there a second to that motion?
Why don't you amend it with what equipment to splice the two together? I think they're relevant parts details.
You'd have to accept the amendment.
I can accept the amendment. i Great so amended, amended,
no. I would amend that to say that a path a path, formulate the checklist and work with planning to assemble the documentation and framework for this process.
I second. I second the amendment.
Fifth Amendment sought to restate the motion that we recommend to the general body and make that a PAP be involved in the reinforced resistant thing of the Indians on the southwest side of town to the point of creating the framework for the process. I'll make a motion to accept the minutes with my correction. Thank you so much.
Yes, the motion is seconded. The minutes are August 28. Meeting to be accepted as presented to corrections or insertion and we're going back for the first paragraph on your financial education.
Proper discussion yes. So I think you should read the final discussion. You need to catch on.
I think it should say and feedback is no longer available
and feedback from the public has been incorporated.
This means that it should be reading
more than the other ones apparently city planning. I would just say that it should read the way the secretary recalls. But if I may clarify. We're always accepting feedback on my best practices document. It does give the impression that I'm not thinking certainly is accurate but it's okay. We are certainly accepting feedback.
As far as medical services are concerned to see the final draft is no longer real. And feedback from the public has been incorporated does that sound like chapters
of faith? Yeah. Reporting is a little confusing for me, but feedback from the public has been incorporated by the factory.
So finally there is
the final practice on our website isn't it recorded that last month.
This is taken no I will say finally there is available feedback and is available and feedback from the public has been incorporated because that's
to take you out and then the final graph is the numbers. And so the final graph is available and feedback from the public has been people is everybody agreeable. Okay. Our next category is
usually leaves that house I don't see any of you
for two presentations. This morning. We have a presentation from the Department of City and the topic interview show. As this
year morning, the roads Department of City Planning so thank you all for having me. I was asked to talk this morning about the plan to strengthen the southwest.
Relax is such a strong a great weight base appear kings is the only one. But yeah, so I was asked to talk a little bit about our New England strong project which is a project to strengthen the Southwest quadrant of Atlanta. And I can say that I would like to start by saying that. One of the things that we we started talking about this two and a half weeks ago or so about 1718 days ago. And over the last two and a half weeks I have gotten a lot of feedback. Most of it's incredibly helpful. And if if the presentation many of you have heard this presentation by the times already by now, so if it sounds any different it's just because I've gotten so much feedback into incorporating that into the presentation. as I share with you all. I'll start by saying that I came into this role in March and I always say March in May of 2018 and when I started this role in May of 2019 My job was to coordinate whether it is to coordinate support to the NVQs by producing agendas and meeting agendas, distributing meeting notices electronically and administering our community impact grant program. That was my job. And both of you know that that is not my job today. We have pretty much immediately I started doing a little bit of a roadshow. Attending every employee meeting asking for one on ones at the end of the chairs. Meeting with anyone who asked for me to review cases there were executive board members or just lay members of industry wanted to talk to me a little bit, get my vision, share their perspective and their experience with their MPU with the immune system, etc. And in doing that, I almost immediately noticed a ton of opportunities to enhance the American system. One of those opportunities was around education and training and so one of the first things that we did was create a university because it troubled me and and work with me here I've asked for some grace as I try to practice my diplomacy skills. Those of you that know me know that that's not one of my strengths, but I'm working on it and I'm gonna be very diplomatic today. But, yeah, we immediately started working to create empathy university because it troubled me deeply to travel around 25 interviews in such a stark difference in how in the US manage applications, manage discussions, managed negotiations with developers with city departments with other elected officials, in general, it troubled me deeply. And I didn't like it. I wasn't comfortable with it at all. And I don't have a whole lot of power, but I thought about what I could do better and I'm always dreaming up ways to make things better and always thinking about ways to have an impact. So I
immediately started putting those thoughts to paper and figuring out how we could educate and train and equip folks in various communities around the city. To be able to participate in the system in the same way that other folks participate in other parts of the city. That's sort of what this conference is about. Since then, we've done other launched other programs by participating over here, because it also bothered me a lot that so few people would be in the room contributing to all of the the recommendations that come from the canopy view and see the inequity and not really disturbed me actually. So we started working on a program that we now call participate gate to go to spread engagement started to spread awareness of the immune system to do outreach to do some engagement to get more people in the room. I wouldn't get phone calls. I still do to this day I get phone calls from folks and emails wanting to know how this Kroger ended. Up on the corner when we already have three grocery stores. We don't need another promo we don't need another this or that or why has high rise going up on this intersection who decided that and every time I have these conversations, it gets me a little bit frustrated probably in a healthy way but still frustrated to know that so many people still don't know about this system. If I had a magic wand and an unlimited budget, everybody in Atlanta would know about the energy system. But we do work with it. With the tools that we're given. We have an amazing team that we put together in the last couple of years and our team is all they are all young, very proud to say this every single member of my team is a member of they are actively involved. These are Atlantans including some major delays but these are plantains that participate in their own neighborhood associations and an American. I think here, they're really we care. We're really passionate about this work. We're passionate about the system. We're passionate about these people, and that's where this program was birthed this. This program is this project I'm sorry that this project was created because I saw I mean, like I said, I'm a visionary and I had a mission. I along with everyone else. I read the news. I am hearing the city at city hall so I participate in conversations. I hear conversations, I see things that are happening. I watch all of the committee meetings and the council meetings. 90% of them sometimes my schedule doesn't allow and can't catch up with at least one but typically I'm watching them and I'm staying abreast of what's happening in the city and recognizing that the AP US in the southwest are going are moving slowly from admitting many of them zero applications each month, maybe with zoning variances, alcohol licenses, special events, etc. From zero to maybe once or maybe two to now having 5678 applications which, incidentally was Glover said to me I think it was yesterday or the day before that she had a packed agenda and I kind of chuckled I was like to genuis got like three items on the agenda and I pulled it up and indeed different agenda. I was not expecting that disclaimer, but they is the empty us in the southwest and I typically have that kind of activity. So watching that occur is telling us as many of you know we're out here. We're televised, I won't get on Angeles, but many of you know where I live and we're experiencing something very similar and also a little bit troubled by the participation or lack thereof. Bye. Bye. I'll just say everybody doesn't have access to the same tools that's really remarkable everybody ever had position in the same way to achieve success and to be effective? In the work that they're doing? And this plan is about that. It's about positioning folks to be able to pull from resources that are scattered about and to unite them along. One particular approach corridor does Campbell to enroll, so that what we've done with this plan is that now look at my notes that were there. I believe it's 40,000 Or maybe, yeah, I think it's close to 40,000. Residents of the Southwest will now have the ability to make recommendations on what happens on Campbellton bro. Whereas currently as of today,
you have that many team that can make recommendations on one part of Campbellton about 70,000 made recommendations on another part of Campbellton and about nine are going to attend our recommendations on another. Hamilton is a bit separated and this plan unites all of those voices to really raise their volume. As you may know, the boundaries have not been adjusted to accommodate have relationships here and spaces from corridors or anything like that. We have some really we have population disparity and while that is not the focus of this project, it is not the focus of this project. It is certainly a consideration and it does help to be able to redistribute the population in the southwest so that instead of really small interviews, like cube for example that has 1700 residents and x which has left fewer than 10,000 residents, instead of having those small pockets of people. You're amplifying their voices by joining them with other folks that are also along the corridor and share some of the same concerns and experiences.
So we see this as an opportunity to strengthen comprehensive planning efforts for Campbellton. abroad and also around cascade as well in the commercial districts and residential neighborhoods in southwest Atlanta. This certainly increases input as I pointed out along the Campbellton corridor, but we've also put together a plan to customize and improve engagement, training, education and support for Southwest residents and to implement their plans and studies. One of the things that we would like to do as a part of this plan is work with the residents of southwest to determine what exactly they believe their training needs are their educational needs are and then curate an educational program as a part of a university for sure. But not the same classes that we currently have. This is those classes but specifically curated for residents of the southwest to address the specific needs of the Southwest, whatever, whether there might be deficiencies or just opportunities to learn how to do this or learn more about that subject or that area. We want to provide a training program that gives the residents of the Southwest all the education that they need. We also want to customize and improve our engagement in the southwest all over the city. There are opportunities to and all of you know that there are opportunities to improve and increase participation in the MDM system. We have one one staff person that is dedicated to that work, just one one person whose job it is to somehow miraculously get more people to participate in the MDM system. It's a heavy heavy lift, but we're looking to really make an investment excuse me to make an investment in awareness and engagement starting with the southwest. Also coming from the southwest we have some interest in long term interest in doing some comprehensive planning small area planning for different entities in the southwest and neighborhoods in the southwest. It is our role it is certainly the major insurance and it is the Department of City Planning Centers and other city partners have an interest in seeing all of the entities adding a master plan, some sort of area plan for which they can work on something that document their vision for the place that they live and helps them implement those plans. So this project is about providing planning for all of the southwest and not just something to us right now. They don't all they are not all covered by a small area or a master plan. Lastly, it's about empowering neighborhood organizations. Many of you nobody came up in the committee on AIPAC meeting this morning and in other conversations that I've had many of you know some of the historic conflicts and issues that have occurred in some of the FPGAs one specifically in the southwest sea it should be noted that those interviews and me really most of the use of the city of Atlanta have very, very strong solid neighborhood organizations. These are solid neighborhoods with good people who really care about their neighborhoods and adopted communities. And for whatever reason, for one reason, two reasons or 70 reasons. They are not able to work together very effectively. This plan positions all of these neighborhood organizations to align them with strong opinions what I've been saying in the last few days, is that instead of having four AP US in the southwest, two of which are really, really strong solid and canoes, and two of which have the opportunity to have weaknesses and opportunities to strengthen this plan. positions. So we have three very, very strong, solid and continues all along Hamilton road corridor, three strong, solid and in use, because keep in mind and it is he was a grouping of neighborhood associations, or I'm sorry the mayor it's a grouping of neighborhoods. And the people in these neighborhoods are really really strong folks that are knowledgeable and experienced and by putting them all together all along Hamilton road corridor, we're amplifying their voice and strengthening their power or positioning them I should say, tech to be strengthened.
I heard Mr. Tumor tell me the other day not to talk about empowering the people because it is a much heavier than then what I would like to imply but I have definitely positioned to help empower the people so you shouldn't have a bat sheet that I believe Samantha pass out. Every sprays increases with us getting that out. We had a number of you know like like everyone else in the in the country and certainly in the area. We are still in a pandemic and we still have staffing issues. We still have folks that are out ill and departments that are short staffed and teach in offices that are short staffed this this project includes a lot of aliens from a lot of different offices and a lot of different people,
some of which are shorter post the case so everything
is taking a little bit longer. I apologize for not getting that out to you sooner, but I appreciate it greatly. It does list out the neighborhoods that would be impacted and where they're going. We also talked a little bit about the timeline I want to point out that we are really far behind. It was my dream this up some time ago. My plan was to get started on this many months ago. And obviously, you know what is it man plans God laughs or something like that. I forget how it goes. But yeah, I had a plan and the plan didn't work out the way I hoped it would. So we're certainly several months behind, but we're getting it done. We're getting out there. I'll answer the bands because there have been a couple of questions about about the timeline and about the flexibility. So I'll answer those two things now. And I also want to kind of clear up some of the misinformation that has been circulated typical responsibility for that because I do know that when you put clear information out it's hard to begin to circulate misinformation and so if there is misinformation circulating it's probably because the clear information wasn't out first. So full responsibility for that. But there is an always has been anybody in this room who who had a conversation with me on August 30. When we first started talking about this can tell you that from day one I did was in public engagement like that was always on fire. There was ever a moment where we thought it and those of you that know me don't even need to hear that. Because you already know that I would never throw anything out at all without engaging with the people that are going to be impacted by it. So we definitely have a public engagement plan. A pretty robust communications plan as well. It is my goal. My personal goal, certainly not over this project that every single resident who lives in one of these interviews will be aware of what is happening, you will know that there are meetings that they can attend that there are opportunities for them to give feedback for them to ask questions for them to make recommendations. It is my goal. It's certainly my endeavor that every single person that lives in the southwest will see a lawn sign will get an email or a text message or see a movie or see something on social media, whether you're following us or not. Regardless, it's our endeavor that everyone who lives on the southwest will know that this is taking place we do plan to reach out as far and as wide as we possibly can. In the southwest. We also are launching on this kind of Monday, our website, our landing page on our website that will get up to date information on the project. As things changed kind of things. I mean, these are changes in the last two weeks. So as they continue to change we'll be putting those updates on the project website or the landing page so that people will know we will continue to prepare materials and update the fact sheet that you have will do email blasts, text messaging, social media, etc. To make sure the work gets out in September. We'll be doing mail already begun meeting with me chairs meeting with me you executive boards, meeting with the general body of the Indians and we'll continue that in October and November. We'll also do some neighborhood visioning sessions and some planning sessions, if you will. This was based on this came from a request to to help actually facilitate these conversations among the neighborhoods. That are being moved into and use a and interviews I'm sorry, I almost forgot the neighborhood meetings as well. We'll be attending any neighborhood meetings in the software as that asked us to attend those meetings. With the caveat that we do have a very, very small team and only two of us working on this project. All of us on my team are working on this project. So one of the two of us is available, we will certainly attend and if not, we will try to schedule another time to attend in that way. And I think that is it I'm sure I'm leaving something out. Okay. So I think that is it. I know that there are going to be a ton of questions. I will say this because I know people are wondering.
There have I had overheard as a day. If I talk to me this week ago that number just keeps climbing and climbing either over 30 meetings with community members, neighborhood leaders etc. On this project the folks in the southwest are largely based sighted. There are a lot of people get fixated on people that are not excited. There are people that are concerned that are quote one another are just not looking forward to this type of change. But there are so many that are excited and validated. And I can say that the majority of the either negative feedback or kind of average don't have this like this, you know, blah, blah, etc. Most of that is coming from folks outside of the Southwest but the people that are the Southwest are largely supported with conditions which I'm grateful for and we are and those of you that have proposed some of those conditions or or asked for some flexibility here and there are aware that we are doing everything that we can to meet every condition that has been proposed by the various neighborhood leaders and neighborhood presidents and empty chairs. But for the most part, people aren't supportive and just want to see a few conditions here and there to lend their full support.
Okay, we're going to take questions, we're going to ask if you want to ask the question, you can come to the mic. Asking that you wish to limit yourself to one minute and ask only one question at a time. I like to give everybody an opportunity to ask their questions. So limit yourself to one minute and one question. Thanks so much to
Eric tomorrow to get your cues because we only have one question on a segment
make sure the mic is on
I'd like you to gauge okay
please forgive me before we start. I did not make one verification. The questions for this should come from the delegates alternates in chief. We reserve a spot at the end of the meeting for all nine delegates to ask so if you are a delegate and volunteer volunteer, then, you know we can ask questions. Now. If you're not a delegate alternative is here. We're going to ask you to reserve your questions until we get to thank you so much. Okay, Eric,
can you carry on first? I don't want to correction that I think everyone was excited with a pro or con. Like question me faction. Is that correct?
Yes. All the time. And you might
have been wrong, but southwest have not signed me a cue that has two neighborhoods register. On here.
reach a C tracing that was cascaded into YouTube.
I don't see them. On here at all.
That being said, that being said, I'm not sure I understand the plans listed

So I just looked at the back sheet and I can see Midwest kowski and Regency tres is possible that it didn't bring perhaps I'm gonna have a hard copy of framing but I'm looking at an actual game and women know this number is it's just super tiny, which is why we have hundreds Is it Is there is

you're looking at the map Yes sir.
Oh god they're
going into here. So this below shows shows the neighborhoods where they currently are and where they're supposed to be. Mid standard Regency trends are explained to thank you so much.
Brown I have a general question. Question of mine. I assume. Maybe you're familiar with a specific set of statistics for the subject area. And I was wondering if you know differently to know what the balance is in this population and flux between renters and homeowners and how that would affect the planners approach to planning to the area. And if that similar concept also applies to your thinking about the city at large of causes fact, there's a huge number of large apartment buildings being built all the time now all over the city
and it seems to be changing things quite a bit and I'm just interested in your thoughts on that. Thank you,
Mr. Brown. So we do have data on the renter versus homeowner number. Stats. We actually this past summer had an intern whose project was to work on a rental engagement strategy that is something that I was pretty passionate about. I am pretty passionate about because I hear a lot of things that he that he believes about renters and also about the apartment buildings and rental housing projects. And things that are growing up. Is a consideration for sure. Go for the Southwest and city vibe and Rs 15 engagement strategy that was nearby, the internal with someone with a city wide went to engagement strategy, and we're looking forward to rolling that out and we get the resources to do so.
Department as well or so this was our first time and the people who are just bearing with turns out we have over 20 videos. One of the things that should be out every night is that we don't have as many apartment complexes. We have a lot of single family content I have a friend who is a teacher who was looking to teach and help find a similar person or similar income took him outside of the area of great teachers. Because we don't have that in southwest. We have around single family housing. We're getting more and more of senior housing. But we do not have as many apartment complexes that will attract in my opinion,
There's still a lot
more to come a lot until we get for
us. First I want to say thank you for your hard work, communicating with our communities in regards to these proposed changes. What are the challenges that are taking here? What community is the ability to invite other communities into a discussion? So you know, traditionally these in the US have worked in relationships with the neighborhood organizations that they represent. Have you seen strengthening with the MP views as they begin to work with other communities so that those communities feel just as strong in their representation? As those that have already had to work in the relationships?
And it was a really good question. So good to see you. By the way. Are you are you referring to when you say communities, because so far we've so changed
the way that I use the members of organizations. So it's forming a sense in the US traditionally hasn't worked relationship between news yields and city cascade heights and out of those traditional neighborhoods. So if we move farther down the corridor and bring in a neighborhood such as the lower right, but polonium may not feel like they have their traditional working model and may be more challenging for them to to present and or have a voice in the world. And so the messages one essence interviews of evidence that are moving into more strengthen or organize communities or empty us, how are we going to make sure that those adjoining communities feel just as important as another?
I got a question. That's a good one. And I've actually been asked a variation of that question a few times from those communities themselves. I will say this much. I I made a lot of thought to that early on when I was first dreaming up this vision of a really, really strong southwest that can lead the change that's happening and not have to change happen to them, but actually leave it when I when I first thought about this. I've wondered about the small groups of people who literally will feel swallowed up in the larger ones, or the groups that have some weaknesses where they would feel swallowed up in the groups that are stronger. I definitely don't want that to happen. I would. I would be devastated. Frankly, if we went from bad to worse. I don't want that to happen at all. I had a meeting on Wednesday. Night with a group of presidents from what we use. And what they said on what they asked almost specifically what and as a matter of fact, someone from your interview. I don't think you were on that call but I met with the executive board European as well. And someone from Europe us the same question, which is what kind of support are you going to provide like are you going to just draw these macros because to figure it out on my own, which is interesting. You can other conversations that I've had in other parts of the city. They said hey, we'll support any kind of a lot realignment if you let us figure it out on steroids. Like to put us in a room and degrade ourselves and leave us alone. Whereas other folks are like, are you gonna just leave us alone to figure it out ourselves right now help us out. I will personally commit that we will do whatever we need to do to make sure that the southwest and that these entities are stable and strong period. That means any kind of technical assistance that we need to provide so make sure and operational assistance support organizational support to make sure folks are strong one of those things that you'll see on the fact sheet is those planning sessions is for that reason is to get everybody into a woman talk about bylaws like how do we provide bylaws how do we talk about what this group is accustomed to and what that is accustomed to and how to find that middle ground so that everyone feels included and representative. That's what this is about. And we're going to definitely do everything that we can to make sure that happens. Thank you for the question.
Horrible please input
your age. I'm
medical card and the plan match. And it looks like it's becoming a part of this
new configuration or just the colors or
not. Yes, it is. Confusing unnecessarily. My apologies for that. But happens when you're short on people and you have to become a graphic designer overnight. But no, he is not impacted by this plan at all. There was a a time where a part of the SEC the second part of the AGI will be included a part that is was is technically a part of Q and we did want to change that to allow that part to be a part of age but that part is going to offer part of the city of Atlanta. So long, the long. The short answer is no. Thank you. Yes. And I'll point out as well. For those of you that heard the presentation early on. There was a point where speaking to some of the flexibility that we had and the movement and the changes etc. There was a point where we have plans to realign future Hills neighborhood in Westland terrace neighborhood also into NP s at this moment that is on hold and will probably not be a part of this plan. But I'm not sure yet. One more alright, you know, when do I get the impression that
this is a personal initiative of yours?
Everything I do is a personal initiative of minds around
I mean, that's kind of the way it was. Oh, thank you for doing this. Thank you.
I thought that was a trick question. up
I just can't get your foot on that thing and got a picture on Congress, which is that
it's not allowed until Monday. And actually the day actually should be Monday's day. I believe. Yeah, it's affected on Monday. Question is
also looking at the back seat currently, is also now becoming greater part of the office become explained. Sheet to see I see that. This just seems like it now has become so beautiful. It's hard.
So the neighborhoods that are in I believe there are
there are 10 neighborhoods and if you are the neighborhoods of our would be realigned with ads Park Campbellton Road, Pomona Park and mortality moving into NPS. Southwestern Lauren's families will begin to talk to you which will be q and really why they're continental colony mind work estates and Baker hills and Campbellton vineyards in the way of what
they thought feature eels and westwards here in the US feels like you would be best strengthened by a representation of at max two council districts and when the proposed recapping that would include a third council district. So I haven't heard that we would find it best that we could just stick to two Council representations.
Thank you for that. That helps. Thank you so much
yes sir, so we're gonna get on to it as well. Can you hear me
okay. On the executive committee,
if you are.
Normally, we ask that your your if you're not delegate onto the chair, hold your comments until we get to public comments so don't forget what you want to ask us. Okay.
Are you are
looking for a brand new point career missile right like very much for taking your time
is long for somebody to talk
to you more. I'd like to take a new cue, and I'd like to take the time to thank for her work on this project. We presented last Thursday tomorrow again, thank you and we will be holding a discussion there in October hopefully we can promote your vision. Thank you so much. Thank you
Thank you for that presentation. And just want to give a quick clip.
And you know, after the census every 10 years after the census, you start hearing about congressional
congressional district, the district. We start
doing the county commission district
your city council's
now, the city council the district plan are received my visual whatever. But I found it very interesting. They're designing my neighborhood between two council districts. I said that to say this. You're going to get information from your state reps and your senators about congressional districts. Please pay attention. Make sure that your neighborhood is when you think about the condition district go to the government official districts. We know that that is taking place if you're likely to get a new commissioner because you're shifting the blame. And last night we have to look at the
current plan. As I said this from what I understand it's not been finalized yet. Like I said they are dividing my community between two council districts. And of course you're going to hear me about that on Monday but please take a look at this and pay attention to them. Be really fortunate that in this room and her MECP Jose
is going to go back quite a number of neighborhoods. Take a look at that. Read read the fact sheet. Go to their website and remove that. And don't be afraid to contact them and give them your go to
those meetings. Encourage your residents to go
out point and those of you who are members of the amount of a advisory board, you know
it's not easy to get consensus on a lot of stuff. But the good part about it is because they are playing and because the AP US already existence, you have the opportunity to force your opinion. So take a look at your congressional districts. Those are coming down to your condition districts and your city council districts. And I just said no way. They will be dividing my community into two separate districts.
Only agenda we have two resolutions from the CHS committee. And these are for your first read only.
If you have had an opportunity to glance over those, and you should have had an opportunity to delete them because they presented you with immediate upset. So you noticed a lot of questions that you had. We have a couple of years of allowing you to ask those questions so that the city is really happy we have to address those

Hello, just a real quick update. I wanted to talk a little bit about our timeline going forward. We're continuing to work through all of the modules that we identified in the spring. We're hoping to have a draft list of recommendations by the end of the year. Frankly, we don't have it before the holidays because we know that a lot gets done during the holidays or it's harder for people at meetings. And then starting in January we will start socializing that list. We will start with the public meetings for input from the community on those that directors list of recommendations. There are, I believe four required public meetings, one in each partner will then finalize that draft and present it to City Council for the set of recommendations. And then he has been working on actual legislation in probably the March timeframe on legislation and process and policy changes for the various entities that are involved in the overall alcohol residency system. I'm going to ask again on behalf of ATAGIII and I have seen several times that you resist the urge to request one out changes in legislation. We are looking at a very complex system with a lot of moving parts. And when you pull out one little issue and try to change that it has impact on all those other entities. So we're going to ask that you let us finish our work basically. And then next meeting will be this coming Wednesday, the 21st. To the public, as always is welcome to attend and listen in. And the meetings are also being recorded and posted online so we can get that green finish.
Do we have any questions for business students
about the temporary?
History more than up I'm curious about the statement came in about one off changes. If a person or a group of logical questions came in on a one off change, are you saying that we should just keep quiet Are you saying that we should make that request to data?
Thanks for that clarification. One of the notes I meant to make was, if you have any input at all, that you would like a tag to consider if you have any concerns. Please share that line with me or with the president Phillips. We both serve on a tag and we will take that back. Thank you.
Thank you. So
we invested later. This is Eunice Walker, who is our first vice president has been confirmed and she did she had her first meeting this week. And so she will bring to you a report. And our next month's be this month. This week was her introductory meeting to give her an opportunity to see how things flow.
We on the
AC RB the citizens review board. We have two vacant slots in the US A through F A representative from a US agent and a representative before this scene. Mr. Reedy, the director of acrp will be here to update us on what's happening at KSC. That would be some of the things that they're doing outreach wise and community engagement and also to kind of
go over a little bit about what
they are looking for. In an applicant for those PCIe slots. I did have an opportunity to meet with him. This is Ultimate ultimately,
this is one of those very, very requires
a lot of really a lot of work. So if you're interested please head on over there, because next month, but at least know that it is it does require a lot of work and it does require a lot of reading and some technical analysis. So we want to be specific in
the swats to
that type of thing.
The germline tag we have. Yes,
and turtles let's talk about how they currently think you
know, they are currently vacant. So we have four appointees to that to the CRV and right now as I stated the appointee for A through F we do not have one appointee for S through Z we do not have one is to see of course her lifestyle changes she didn't she moved out country decor job. So we do need to get those fields as quickly as possible for the bill Montana we now have six slots available. We had two people to resign. And so if you have anyone in your employees that might be interested in serving on that note, please let us know. Let's see. We still only received one nomination for the first safety precinct. Okay, but if you peek at that, so we have 50
slots in each precinct
to these boardrooms. We're going to send out another reminder email and to all the chairs delegates and alternates and if you would please discuss this at your event meetings, because you may have people there that are interested in
your questions during my
30 minute break so five, and the Senate was weighed by several people and I've heard this in other places as well. The Public Safety Working Groups are smiling because they will duplicate the effort and other existing groups. And this was nothing more than a knee jerk reaction on the part of the secret prime problem so that they could say they had done something about the
your accuracy. So what was what would be the recommendation? Well, I
can't it's not recommendation. It's really common. I'll be putting forward any names to this because the name forward so agree or do you want to see
if that is something that we need to consider and submit to the Public Safety Commission. We need to discuss it and formulate how we're going to move that and submit that to the
consumer that is removed from that condition or we still have a responsibility in this garden, Warren.
Yes, I would suggest you refer this to our public safety committee.
We have one
meeting this Wednesday.
On the back of your agendas for upcoming events as there is the elders there, our public safety committee. All right. This farmer forward trying to keep him out of beautiful condition PowerPoint you today our coalition said over 40 Yesterday via email, and it's quite lengthy so I'm going to shoot that out to everybody. I think she said that they have a meeting coming up towards next week but towards the end of September you know they don't meet on a monthly basis. I'm not sure what this quarter that she will be submitting our report for that. So I'll send you notice that she sent off last night our committee reports Mr. Ross ameliorate that. Mr.
Vice Chair of the Committee on this royal society early. So we met this morning at five o'clock. Two motions coming out of committee to go to this body. First I in relationship to the
that the committee had have harassed for you to see what's going on council meeting this coming Monday, September 19. And allow them again, to ask about public input hearings regarding district council districts, as stated in their February resolution. So just for a little bit on this motion. Back in February, the city council did pass a resolution to start the redistricting process attached to that was scheduled public hearings work sessions and such not date certain but lay out that course. That was not followed and the city council instead of introducing the ordinance to go ahead and predict the difference, and that was of concern to our committee.
Okay, would you go back over the motion.
So the motion was to, to have a path have people in attendance the Committee on the council meeting was coming Monday, September the 19th at 11am to ask about public input hearings regarding redistricting as council districts anticipated and everything toward resolution.
Okay, so my question then is have you are designated people from competing on AIPAC to attend that meeting?
We are not designated. We are asking. I think Mr. Ross will be there is going to be there as well.
But you're asking other members to change that.
Yes, we're learning folks that this is now on the agenda for coming on council. And to encourage people to also engage either either meeting for the
next. Now this is the council redistricting that's on the purchase
That motions there now so what will happen is that the tentative meeting provide
Yes, okay. Folks are alerting and position.
So when we have to we have a position that we are continually advocating for what what to go
back to the motion had a committee that was just gonna ask about public hearings and did not take a position on public hearings, but asking that since it was included the resolution before but does not seem to follow the sense that that resolution is learned
is that it would be less emotion to propose legislation without some of the some of the measures we use for community engagement and syncing. I think that biggest pushback and it's gone from A to Z without the protocols and the problems. Is that correct?
Yes, the council laid out a course of action and did not follow a course of action in a sense a discharged citizen and advising the city on public engagement and participation. The city council has not gone through the participation that they have called out
that is the correct question. So this password around that given that emotions do not require a second
kind of what is that actually a motion or a request? Basically, it sounds like she actually requesting us
to so it was an emotional she was reading that list. General lobby is not a resolution itself. So I think just to go to vacation and to encourage people's wish that we're going to take a vote on it unless this lady wants to take a vote on it and say we have a position on it. But this was just a request.
Minister of hydro says we officially are not actually taking the position was basically just wanted them to follow their own guidelines hearings.
So in this emotional motion to have a delegation to ask about
public hearings, in terms of the
government, right? To attend to that list. So just about we have a motion to ask those two things. Say that okay, but when they come over to this meeting, ask him father was not included, and also two things. In general, constructing a potion to the body, that is not already been
added to your basket.
So it's important the emotions of the committee to bring into this body, not as emotion, but just to bring that information on to the bucket.
So those are for use of a bunch of vitamins. Which actually,
I'm not an emotion for I'm presenting the motion as it came out.
So, in essence, what's happening here is from the Committee on aid that we actually had placed that as many of us as possible, attend the committee. On Council meeting on Monday, September 9 at 11 o'clock here are merely to represent to the council that they follow their own guidelines and have public hearings about the customer. The district is quite good at.
I'm sorry. Yes. At the committee, our Council meeting on Monday there is a public comment period during which members pay taxes
because the prior files need to be the day before and that's important in
city council's returned to being here in person at City Hall video library excited Boy Scout electronics today.
Just to kind of send out a follow up email today.
We can send information to the secretary to the secretary to check.
Just want to make sure that we get in the hands of all of them. Donut salesman tears they're not here yet service.
Since the participant in the public comment section of this new console design choose to use our options provided proves that we can advance are asking the public
to gather the public meetings moved from the approaches of the city council
districts as normally served under normal circumstance circumstances I would be picky but this is I made that payment, get a chance to tweet, send it out to them today.
What do you think as far as the past because when you get an email, asking why and then also we'll be doing tech so kind of to things so that they understand this arena and that we will be there. And that's our that's our question.
Okay community committee on a campus that recommendation used
to be making a request for loss Do you think that's feasible at the start?
Well, I think you know, I really when I presented it, you know, situations like this, we should send something to the council. My concern is, you know, goal that they have read whatever what would they read it before the Monday and of course, even after the commissioner needs to forecast so we don't have any questioning about the procedure. He needs to go to the forecast. So say you do that. Make sure that you get to the community.
We can we can help you no
matter where your camera is. So my suggestion would be to take a motion and send an email but someone from this delegation also reads that bill at that public meeting. So that way, there's the opportunity to make sure that everyone is heard and read
your testimony. He was not
that was not what came out an RFP, but this body wants to consider that motion. That's what it is.
Who's still alive. Okay, that's just to replace Yes, it should,
should you all choose to make that motion? I didn't say that. That would be how we could kill two birds with one stone.
knocks on Mr. Morris.
Madam Chair, I'm gonna make a motion to send an email in advance of Monday's committee or council meeting to perform us at the City Council. have public hearings in relation to the relationship to the real question of some tough questions and some of the allegations relating to public record conversations. I second I did
in that motion, so
All right. So my motion was to send an email in advance on Monday to the state that AIPAC will have public comment public hearings on the rear portion of Kansas City Council officials and also that that email will be read to the public comment section of this.
No one heard the motion. Are there any questions regarding the motion? All right, you've heard the motion. All those in favor please let it be known by raising your hand please pretty surprised because we get a lot of light over here. It's not hard to see.
Matter second vice president will be sure including barbers
and myself as our
team will go into pitching just in case those of you opposing in opposition to our sending the email to city council, please raise your hand
All right, thank you so very much, and
I'm sorry, see the reality
of searches are negative stitches.
Is anybody abstaining? Significant? Okay, I see are invited so stay, please raise your hand.
No, this was on the names. Let's go back.
All those opposing in opposition. Those of you in opposition to our sending the email to city council and committee on council, please raise your hand if you believe no please raise your hand.
For 123 knows anybody who's staying please raise your hand
if there was an empty that was useless the bonus
when I'm sure I'm pitching in favor, three noes and one abstention. It's like our
formula 17. Our heart is at 70 got 90 votes currently.
So we have a mix up on the arm. This tree is good. So we finish it for everybody in favor of our sending email to city council, asking them to ensure that you're going to conduct the hearings. Please raise your hand raise your hands high so they can see okay, so we got 1414 plus 370. At this show that you have ATP. All right. Thank you so very much that presentation comes out of that country passes and minister high motivation that he deployed the corresponding sector against it said already
already Mr. Kessler?
Yes, the other motion passed at that time for those of you guys is that the department city planning involve a on the front end, defining the process of redistricting interviews, establishing the timeline and setting a checklist of documentation for the process to facilitate engagement. And this was obviously prior to the Cisco routers presentation to the general body but that was the motion that came out.
And so you need to vote on the motion since you heard the presentation for how we went ahead.
So that came to this body has a
bunch of emotions. Okay. Would you restate it so that everybody can be sure that they heard
that affordable estate planning involve a pat on the front end of defining the process for district communities, establishing the timeline and setting a checklist of documentation for the process to help facilitate engagement?
Okay. All right. Have you ever heard donation
from the Committee on a path?
or turning the UK after the presentation by city planning? Now we
know it's presented to us by voted down but that makes that decision was actually sufficient. This was done beforehand. It was actually distributed. So it's up to this body to make that call. But based on the information you have on the committee, this is the motion at the
end. I'm concerned that that front end is rather one specific time for pain.
I just wanted to offer some clarity because I was in that conversation with the committee on a path and I believe the motion is to cast correct me if I'm wrong but I think the discussion was around the city wide redistricting, not specific to the southwest planning and therefore the motion is still relevance because you all were discussing participation in the process for the city wide review of boundaries correct.
There was discussion on skin I think they are together there was not a distinction on designating specific to the southwest or Bromley And so based upon the specific wording that was discussed and voted on, it will be a broader.
I see I stepped away by that part. It is a bit late to participate on the front end of the southwest part of what's
been understood given the documentation section provided but I think once again, based upon Mr. Martin's interpretation history, this is still relatively finance. We're not on the back end just yet. But that is the motion out of
the terminology front end. Do you want to retain that or say the entire process
so that's the motion had committed against the body wants to amend it or making changes for the body? I cannot change the committee's
alright. What do you have to say about this? What what do you think?
It's anybody have any comments on this?
Okay. Well, I appreciate the motion that you created the formal process for this. I just hoped that this wouldn't slow down what has already been proposed towards the southwest quadrant. And so I don't know if there's a way to accomplish both, because I do believe that the neighborhoods and organizations in the US affected by this current change in large to agree impacts come to the table to create an agreement or come to an agreement.
Thank you so much. Mr. Dolman dogs.
Chair and we are keeping making a friendly motion
to propose a substitute motion. This is the city wide process versus the Southwest process.
I make a motion then then
motion to amend the previous motion to just incorporate the city wide boundaries versus city wide and southwest
information we had, was divided to the fact sheet and seven information. The discussion was about Southwest as well as future processes. The motion that the American made was not specific to either just a formal or the lab, therefore, presumably encompass. If there's a substitute motion to clarify, vaccinating changes. That's fine. It's time to consider but I cannot go back and change what the committee
includes. Mr. Martin.
Yes. To mark up the question from Leah. My understanding was that there would never be a citywide process, rather, that's going to be done on a quarter by quarter basis. And that was the current plan. And I was thinking about that.
Things change. The answer to that is that you're right as long as there is intent or desire to refuse to reach the boundaries and city wide. What that means like Africa southwest, I don't know I was just perspective. We don't have a staff or funds to do this project, statewide all at one time. So we'd have to be in phases anyway. And those phases would probably be Quadrant by quadrant but I'm not positive.
So given Mr. Customer has additional information, and the committee did not have the opportunity to to consider, I would ask that we send this back to committee with all of the information so that they can propose a new motion. Otherwise, I would ask that we vote this down in its current form.
Nor did you have college? Yeah. Mr.
Brett, so what I believe these days is a substitute motion based on
our sole focus Yes,
yes, that's not the case.
Right. So my substitution was to add clarity and to make it about the city live about the city live.
All right, one last comment. Mr. Markey,
was there a second motion
to substitute motion does not have plenty to substitute which would not have anything Tom second.
I will second tip. Laura, I made the original motion. And I'm happy to second his amendment.
There was no conflict
because things and addresses and addresses globally we as a nation virgin is a great that encompasses all the city with the beginning of it in southwest
Minnesota students if we could we have a motion on the floor that was made from the CHS observe committee on a pair. Let's vote on that motion.
When we have the substitute,
she has seconded
the truffles is coffee roasters problem second, we come back to school I can go through which emotion we have the full motion of the session to get back to the first motion and because the process is already second, that motion is before this bound now. So
the motion on the substitute motion. All right.
We need to go to the amendment and then we need to vote on the amended motion. So there are two votes that we need to have.
Mr. Dogs please restate your amendment for the body.
There's been a lot of discussion. confusing, so please restate it so that we can go
right so I guess we're to machine my question. Has to be murky, isn't it proper amendment or as a substitute
as a substitute question. So let's search for
clarity that we that aid has become involved in processing the student by
the process for living in cape town or city
including was in flat Earth. How's that different from
the original motion please?
the question that came about was that if we built this and people and process currently fine. And so to make sure that it is what you probably will have to ensure there is no impediment on the current process. In fact, we just received an invitation. They want to clear that up so it's called power over setting it's been aware of what's happening in southwest now. But the motion that was made after many times before that presentation that we're not talking about what's happening in southwest. But in general, if there is a single word reapportionment for Indian districts, that Eva shouldn't be pumped up for it, as well as the emotions
for NPM Q motion the core question.
Now vaccination supervisor,
manager I think what I heard was that he was asking for clarity of the original motion. And I need to clarify that if you lose the motion states that it is a statewide effort with the beginning focusing on the software. That that is the motion that cloud presented. And the clarity is it is a city wide. It will begin in the southwest quadrant. Kind of visual motion was
basically focused on that DCP including a pair in the process is from beginning to end. I think that was the gist of the original motion. I don't think it was so much focusing on the west side or the entire city. I think South emotion was in the process for me because
it goes directly to Kyle, can you restate the motion one more time please?
Yes, the original motion was at the Department of City Planning involved at the front end, providing the establishment a timeline and setting up a checklist of documentation for the process. To help facilitate engagement All right.
So we have the set the subject to watch out for has a property motioned and seconded
for for border as our as our question. So I believe we're in the question Okay. Questions discussion phase of the substitute motion that has already been set up right. Right. If we have to end that before we move forward, we should have that process
in so called question transmit column so we go to vote on a common question
the question is nothing called the lowest emotion of all the questions per second and the second, second,
second, the motion
so now we have about three times once on the technical ones on the emitted what's on the motion as
a common question requires a two thirds vote because it does and to be to focus on the right sometimes.
Alright, so first of all right now is going to be provided right so all in favor of the question on this substitute. Please Malaysian.
For some good to see everybody better and Angeles was great. Okay, so this is for you. We're calling the question. All those opposing calling the question please raise your hand one.
Yeah. Okay. And all abstaining, because it's a real confusing, please raise your hand 1234 Okay. Thank you so very much. Cheers.
That fails. folks to say that
Now vote on the substitute motion Is everybody
all right, all those in favor of Mr. Das substitute motion, please raise your hands. So
those of you who don't see the substitute motion please raise your hand all right, and all of those of you have standing please raise your hand during the raid, so we have a vote of seven, eight accurate
social motion fails
and now we go back to the original
not speaking on behalf of the committee which I presented but since we had we were in the room with us. There are certain things that have already happened and we can't find do regarding the process. I think from what I've seen the fact sheet there's still some flexibility regarding there's no dates set for specific sessions. Whatever else I think there's still consultation a pattern provides to be involved in laying the precedents for future so you have conversations and use what is reacting to what is happening ongoing itself the last hour.
Right. I guess if I may, Madam President. There are two dates that are said that are not documented in the manual changes easier to change it on the website that accurate than to track down the paper that may have been shared public engagement. Dates are set I think October 11 in November. It may be I can confirm that shortly. And the Department of City Planning welcomes feedback period the southwest and you've heard this from your neighbors in the southwest. It is my understanding that the folks in the southwest are not interested in having this process to lead. So we're moving forward with that but I absolutely want them to be back
on Friday, so did you ever know Yeah, just
one other thing that came up in the video the real answer to this that we had mentioned that is there is legislation as all that was there before the Community Development Services Committee. So this was just a heads up to our CPHS committee, that there might be opportunities for involvement and engagement. They're not to further delay the process that already happening, but as that proceeds forward if there is legislation, so the committee motion is still standing and I guess we need to build on
it. Okay. All right. And as you can see, here, this is the this is a really cool one motor.
A pretty hard size for channel 26. Yes, that a Department of City Planning involves a Van Halen fighting on the front end, planning the process for redistricting years, establishing the timeline and setting a checklist of documentation for the process and facilitating
the motion from the beginning on April 1 to take the vote. All those in favor of the motion.
Please raise your hand if you're
on a board member.
That is the second okay. You earlier
thank you so much. All those opposing the motion please raise your standards. Morning. And thank you so much. And all of those who have stayed here getting totally confused. Please raise your hand
so that you can pass in just
Just a quick question explaining why the first motion did not require a second if you could explain. Earlier in this process, there was two motions that came out or maybe at bat.
He does not the first one was not actually an emotion. It was a request for circuit
breakers and most of all, I should have made a motion based on information as I could come up with it. Because I was that expert. That's what the first one to five seconds long, but any any motion command committee, it's understood that it's more than one person is on that committee, because that requires that
all right instead the conclusion of your report.
That is the conclusion of the Committee on a wildland fire fire priorities. So the bylaws committee meets once a quarter we have this quarter yet and we'll be meeting in the next couple weeks TBA to the time that we have information. So for those that have met, if you have any comments, suggestions, questions regarding Apex bylaws, please provide them to me at this reminder to the president he says that it's a waterpark issue that goes back to the
I'm sorry the people at the one eight ones. Does that we have for attendees
that they may ask further questions from the audience to be repeated in the microphone.
Last year. I guess Hold on a second. I think we
will take a moment every visit that we have listed as attending this meeting because I think we're up to 19 people now in our power but last time I heard about the chairs that you had at the taping so at some point thank you he
votes for contracts at all. I mean
roll call like since that drunks money as soon as he's come in, so it is time to change as far as what steps you need to use. This is a it's a great another thing. Maybe I missed phone calls that I might have been focused on
Mr Wagner, you did a report today for receiving business you have
a written copy report that was submitted. It does contain on paper one address on where this was passed me directly. prior success very significant error. We discussed the full resolution to committee to which is important why is that why I'm so we expect those to be back here next month for a vote with today's topic. And we had two other
resolutions that we held up both of which can be input because they are
subject of major piece of pending legislation on post legislation. One addressing the timing of liquor license applications coming before us and the other addressing how we deal with terminations of dead dying hazardous trees arbors office that several other types of discussion before this body and then
finally, I would like to report
that this committee has 46 resolutions with bodies that's hard to hear all six of them have been passed. And all six doesn't have such a face of the earth. It would be nice if we could generate the final copies of those resolutions and forward them to the city so that the city would be aware of what we can do. That concludes my report that day. And advantages
to remark you want to today and tomorrow. And I need to get with a cold couple of days. To go about that.
To Transportation Committee, Mr. Schultz he still will
probably have a longer board just first the first transportation committee meeting will be on October 4 at 7pm at switch yards. That's a one to one Ted Turner drive. That's one another thing I want to bring to everyone's attention is the streetcar and side extension that should be on everyone's radar right now. Marta has head over to public comment session or engagement session so far. And I do believe that getting that up should mean waiting in just on that entire planning process in the project itself. So that's number two and then number three also say that you need people on ABC related bikes all around the city a little bit right down now I can say that I guess talks or conversations with the operator that proper H O P are 100 started up again. So we are hoping to have a more robust and upgraded I guess bike share system throughout the city. One of the better upgrades be to upgrade from being manual bikes to eat bikes that most other cities have around the country. So thank you so much start fixing potholes. I don't have the answer to that. I mean, I do know that yonder David has already been done with epoxy and they have done some work. I don't know I guess how far they are into the plant or if there's more work to be done, but that's something I could certainly find out and then going back to
look to see what

335 So tell us one of the schools that we've been trying to
get to so if someone has to deal with someone, so long as the committee budget should be taken into the store, individual that is the key eventually is to get middle schools and schools and then finally said their benefits is called

Good morning. Good afternoon the Department of City Planning.
Just a few quick
announcements. No real reporting. The we held the president summit on September 13. It was really really good. We were able to add the first affidavit of presidents Summit. We asked the Presidents they wanted us to bring on to the next quarterly and we asked them what they wanted to hear from at the next Summit. We listed a number of different city departments and city partners and agencies and they wanted to hear from the Department of City Planning. I was able to get my colleagues in planning to join us for that summit and so they were able to spend some time with our director of zoning, the director of buildings, the Office of design and the Office of Housing and Community Development. They asked questions and got really good information. We are also launching this items that we're going to
miss launching. We're not launching anything. We
designed our limited edition T shirts every year we're going to produce a small vendor or a small quantity Limited Edition T shirts with Google vapor apply your compartment and this year I'll use that to show off as Jones. Oliver neighborhood presidents participated in the summit will get asked me asked me about my third I think it says asked me about my T shirts. I do want to take a moment to give a shout out because back the idea for that particular T shirts design was inspired by wealthy Beverly was the she the vice chief education and education committee chair for MD why they designed the shirt and in the why it was really really inspiring. And we talked to her about educating her design and we changed it up a little bit but we kept the wording and so that that T shirt will also be distributed via a number of different contests that we're running on social media. I think that starts in a couple of weeks. I will talk about our salaries in the city. Whatever it is, Initiative Project, planning Whatever. Fine. Well again, we're highlighting neighborhoods in the city were taking selfies around the city and giving you some hints or clues as to where the selfie was taken. And if you take a selfie with Mayor at that location within 48 hours you will get the limited edition edition T shirts as well as a copy of those Atlanta folk art care appreciation dinner I forgot to point out but the sacred day should have gone out on Friday and didn't didn't go out on Monday did not go out on Friday, but it'll go out on Monday. And that's the same day for the empty chairs appreciation dinner. Really really excited. Y'all know I started that in 2019 Just to if it were up to me if I had a magic wand or like checkbook out we did all the work you do. I don't have that stuff. I can't but I can give you that. But we're back. We're hosting the appreciation dinner for a neighborhood planning committee chairs on October 26. And if you are a chair you will receive the invitation for that event. Please remember that it is my last season they are doing the 30 days on November 30. Believe it or not. We still get adopted yesterday I did not but we still have people saying or thinking that is optional. It is in the COVID a different model. It's in the code. Practice in the bylaws, you have to approve them annually. So even if you're not making changes to your bylaws, you do have to approve them annually print the code and submit them by September 30. It is also election season it's wrong if you haven't already started formulating the nominations or elections committees if you haven't already started talking openly about the elections process and candidate eligibility, voting eligibility etc. This is a really good time to do that. We have two classes that are on YouTube. One is at the violence clinic and another is the election integrity clinic. You haven't attended those classes you can watch the classes so I need some for some information on what you should be doing to ensure that there are no issues associated with your bylaws or your election. We're also in the neighborhood registration season all year long. Literally all year, every year all of your we get emails from people that are saying just got one of those this week as a matter of that people that are saying their name is not listed on the city online directory. If your neighborhood is not listed, it's because your neighborhood did not register registration is due I think June January 13 of every year. It's like a couple of weeks out to your starts. neighborhoods have to register annually to be included in the online directory. So please be on the lookout if you are a new resident more encouraged to meet with presidents in your campaign to please be on the lookout for that email in the next couple of months. To remind you to register. We'll send that out. It sounds like they send out four of those emails to remind people. The Community Impact Grant deadline is also emojis. So December 31 is the deadline we'll close out if
you need support to implicate the projects that you were awarded the funding for. Please please, please let Tony know now please don't wait until December or worse again. Afterwards, just please let us know. Now if you're having problems spending your grant funds or if your project isn't working out as planned or any any issues at all, please don't hesitate to let us know so we can help. Tony's email address is M as in Mary M as in Mary again. C as in Charles Evans in the MC E is an Edward a. LL glaring at Atlanta ga.gov. That's Mr. Neal Atlanta. ga.gov. Ask what you can do. To last thing sorry. You know, we've talked several times in the past few months about sponsoring strategic planning for the Atlanta planning advisory board just to kind of strengthen your operational capacity and effectiveness. If you have we're ready to roll out the RFP for that so if you have a new consultants in mind, perhaps someone that you've worked with before and you'd like for us to reach out to those consultants or move them on? Please do let us know you can email them coaching instead S as in Sierra, Ms. And Nicole Jenkins jbn chaotic mess at Atlanta ga.gov And lastly, also this is also a talk that times about the biggest transition teams Neighborhood Empowerment subcommittee that made a number of recommendations, I believe eight recommendations around empowering it would really really be a good idea for the demand. Planning Advisory Board to weigh in in some way on that or to at least begin doing some delving into the recommendations and when we read them and discussing and making a determination on what they support what you may not support or just the general idea of where do you stand on those recommendations, it would be a good idea to have that documented and sent in to the city warmly. Thank you as always for your time. All right, thank you so much.
Do we have any comments or concerns come on? End?
You mentioned a selfie from the city program and you didn't mention the civil white shirt and internet while there which makes me wonder if you're aware that she already had such a program for years ago. And if you're not perhaps you'd like to reach out to her because she already has a program three years ago.
Thank you Mr. Martinez. Yes, I have told me reach out to Metro. Thank you
for pushing for this. Plan it is it possible that we can get around this for next month. So this is going to come back because
I'm working on three hours of sleep. I'm

We set aside at least the fifth of October was typically the Halloween period we have a bunch of video business vehicles. We have a bit of a testing environment in office, but reach out to any safe environments that you're looking for. We call it trunking cheap because it's beautiful. It's open ended proximal. More thank you for your comment about if you buy I hate you told. I hate following the Melbourne market was strange to me, because they have never addressed me my concerns. Colombian business may also be my property because I do own the property. Development to a secure residential facility for totally physically safe. And the other many of you I didn't get anybody to get into it was like I have no common history true strength All right, thank you
name is Ray Jones and if you are and I'm here to help to represent members of AGR that feel like they're not being heard and and all kinds of meanings but let me just say this, many of you are feeling disenfranchised in this process of realizing and the reason why I say this is bad is because you know, Miss number one, I understand she does a good job. But you said that some communities would rather stay out the way and allow them to figure it out on their own in pul doesn't give an option. So figure it out. Absolutely not. We didn't know if I was planning to Labor Day. So yes, absolutely not in the fact that we're the only bu that's being dissolved. This isn't about population. reapportionment. Because you guys in the US that have over 30,000 people for a way for us and way more people than a given that we have. So it's not about population. Any reasons for the dissolution of APU are can be solved within who you are standing in tears. What else? You also mentioned that the people of Southwest do not want this delay. That's not true as maybe they absolutely want this process the plane instead of the APU are being dissolved. We rather the EBU are staying tax on St. Pierre. Yes, yes. We want it sustained in many of us wanting to stay intact. You said most of the opposition comes from people outside the Fed getting views this is not true. It's mainly inside the GPU is mainly inside the game view that one AP wants to attack and I'm glad I'm glad I came so I can say that. That's that's just an infection. So many of us have a problem with this. We feel like we need to get some we feel like we're not being we're not allowed to be empowered by this process. You made the statement that you you're still being represented because you'd be a part of what they mean to us. But I just asked the body how would you vote like if you would just tell you know when working with your MP use and your hostess told your MP will be dissolved which I'll feel which I'll be okay with that. Which he liked a saying that absolutely soft to say allows to have to say we're going to do the wire and we are going to sustain the tag. So that's my time.
Okay, before you proceed, it is Jones. Yes. To make several references to the fact that there are several numbers of people in ER who are closing them. Have you all did you have any kind of meetings the public hearings with the opposing factions of ours? The information has been circulated.
People that are in opposition have they had an opportunity to get together and talk about get with planning? Absolutely.
Absolutely going on we just found about found out about this on Labor Day. So we haven't had any time. I think the democratic way to go about this is allow the community to have conversations you for this process even starts. That's what should have happened. Mr. You've been working on this for over a year. Why are we the lads to know about this? After the process of Zarmina move in the training zone later down the railroad track. So I just feel like we need to slow and allow people in the community to have those conversations. Okay, this
is my question is
I know that you have not finalized your timetable. But you know during that mistake, he makes a good point. Everybody is
not going to everything, but it hurts less when you have an opportunity to
focus is about to
just win at your residents feel like they have been disenfranchised. Thank you for that question.
Thank you for your comments as a CEO. So So clarify the first bit of he used the word negative but the first bit of not positive feedback that I got from NPR was that they felt as though everyone knew and Mr. Granger said by being the last to know about this, everyone knew about them, and he was actually the first you know, that was literally the first. My very first outreach was to be empty chairs to ask them for a one on one meeting. Mr. McDonald's is the first one that I spoke to. And I met with the entire executive board he was able to Saddam was able to pull the NPU our executive board together in two days, and I met with them on a Monday. We back that Monday was raised without Waverly a city holiday. I met with them on a city holiday when several hours, presented the plan, taking questions, getting back and even working some of that back into the plan. As a matter of fact, as I recall, there wasn't a vote of the executive board that day, but and I didn't expect a vote. That was the first conversation we had about it. But there were two that were not opposed. There were two that had questions. If I remember if I'm remembering correctly. I don't know how to speak. I don't know what they did was not supposed to work support. There were two that were not opposed. There were two that still had questions. And you could tell that there were some concerns there. And there was one that was verbally that verbally stated that they were neutral on the matter. So that's where we ended on Labor Day. The following Wednesday was a CRS meeting two days later. As manufacturers interview hours leading up I presented and CQRS a meeting as well. In the chair, open the floor for questions. I believe there were two questions maybe I can remember two questions that were asked and the floor was open, bring everything back but I'm also getting permission and invited people to reach out to me if they have additional questions. At all, to this day, there haven't been any But to answer your question, the argumentation plan our day one engagement plan the part that has not changed includes presentations to each of the interviews at least two months in a row plus any additional meetings that were invited to attend. So we have done just that, that the challenge that one of the people brought up was that they felt like similarly, one disagree said they were the last to know and then the chairman known forever and didn't share anything with them
that they literally knew two
days later, two days after they felt like or what they communicated, I should say was that they felt that they should have known at the same time. And that's just that's not how I roll. I reached out to chairs first.
One of the key elements of what she just said was to bring instead they would be willing to attend your meetings that they were invited to. So perhaps if you're aware of the numbers of people that are in opposition, perhaps you will set up a meeting and give her an opportunity to talk to me and I believe it is a matter how you try it's very difficult to get the large numbers of our people to attend. And
then once we've
handled the exam, we try to disseminate information. We don't have everybody's email addresses and their device addresses and most of our interviews were the 50 to 1000 people. But there are people like yourself that copy communication with people that are posting something, a good thing to do is to say your message, go to the horse's mouth then ask him to come and sit down. And that might be
to kind of get together.
We don't want you to leave here feeling like we're not concerned about your feelings. I know this will move and our staff are concerned about the feelings of evidence. It is just a matter of how did you get to if I may,
there were a couple of other points that right away that I wanted to address or respond to. And obviously not everything but there were a couple of things that I thought and call for responses via responses. One is the AP bar was not given an opportunity to figure it out themselves. I that's just not the case. MBU R has been trying to figure it out. For over a decade for close to two decades and that with the city's support, and in fact, one of the challenges that I've had in the three years that I've been in this role in dealing with the same issues is that there are people who will say, leave us alone and let us figure it out ourselves. We are autonomous. We don't want to sit involved. And then there are people that will say, why aren't you helping us march helping us figure this out? And then sometimes this has been my experience. Sometimes it's the same person saying both literally help us and leave us alone. At the same time that has been the challenge. And b You are definitely had all the time to figure it out. And you still do like the other point that I wanted to make is that one could argue that all three of those MPs over there are being dissolved because none of them look the same way after this plan is implemented. None of them will exist as they currently do. r1 exists as it currently does. Q won't exist as it currently does and P won't exist as it currently does. But the neighborhoods are still intact. The neighborhoods will be strengthened by being alive with strong MP use and other strong neighborhood so that you all can make a difference along Hamilton road and in the Southwest in general. It is the more we talk about it and kind of dig deep at 1.1 of the recommendations was to keep everything are by moving it further. Last because rents to the level Yes, let's have the map it even if it's other neighborhoods. That was the question that I mean, even if it's other neighborhoods, can you just do that? That's preserving the middle bar that's not preserving and MPU. It really is just preserving the liberal law. And this is way bigger than that. I fully. I went into this knowing that it would be controversial knowing that it would be uncomfortable knowing that people would be upset. I went into this and I pushed really, really hard internally to get support because I knew that it would make a difference in the southwest and that would be a good plan. I don't expect for everyone to agree I understand that. So care. I'm so listening. I'm still doing whatever I can to incorporate recommendations and feedback and all of that into the plan. The last thing that I'll say is that the we also met with this past Tuesday or Wednesday of this week with all of the neighbors and presidents from NPR, every president attentively. They asked him to retire live we had one day this week. And they sent an email just yesterday stating that they unanimously support this plan. Unanimously that's their people represent the residents of the neighborhoods in a bar. So it's a sensitive now because of the issues that not have, you know, the NDP executive board versus the maker precedents, and all of this stuff, but you know, some people aren't supporting something going on.
I will say business school, it will be a sensitive matter for any interview in Atlanta to be dissolved. Any interviewer will have a problem. So it's not just if you are in this. If you are issues and you speak up. We had decades to figure it out. We didn't have the decades to figure out being dissolved because we didn't know about until Labor Day. This is a new this is so
you're saying you didn't know about this the Labor Day as though everyone else was doing your job and y'all just found out Labor Day. I'm just not the case, though.
What I'm saying it's a problem that we're this far down the road.
We're not far down the road. We're just starting and we started two weeks ago. 18 days ago to be exact. 18 days ago is when this started wouldn't voters
want to still be but it has been
listen and seconded that we extend today's meeting by 15 minutes. All those in favor please raise your hands
so I'm not taking away all the time. Thank you for allowing me to speak. But we'll definitely have a meeting. I'm sure it'll be next week. And we'll definitely invite you because there's a lot more that needs to be said on this conversation. All right. So
we're taking a look further on it extended meeting.
All those in favor, please raise your hands Okay.
All right. All those opposed to extend by getting into integration.
Okay, all right. Thank
you so much. We will extend the meeting.
Would you give us your name please? Yes,
the conference Hi.
I am understand if you are s been a resident pm
since 2001 upon this was that there since 1984. I'm also a writer for and then progressive
news PNP Atlanta. First I heard about
this was in an article written by
Lora Hawk I got a call.
As soon as we were talking about an AIPAC committee on AIPAC this morning, as AJC reports, the MPDU represents 1% of the population of the city of Atlanta. So when you talk about that is 90% of the people don't know I've heard a lot of stuff. What's troubling about this for me is that if you were in the code was at that moment, and we had Mr. Booth tells me that city council will not vote for us. It's nobody's approval. It's just going to be done. I have a problem with that. I have a problem that the first one that I saw this in an article, there is no map there is no documentation that has a city seal that says it has to be done. There is also the problem I have is that this is not quantifiable. Why are you changing it so we miss the rule says at the end of this we want to see the good results and has to be benchmark. What is the goal when you make these changes? Does anybody in this room believe that if you took in the new D and eliminated C and stretch those digits that all hell would break loose in the city and it's not going to happen? It's not gonna happen. I find it very disingenuous. This whole process of finding that it's out of order and trouble that we have in this economy by this is a done deal when it's Mr. Magoo said he started. August 35th was one one was a stream this was on its way I am very proud, has lots of difficulties. And we all should. We should no less. If you're going to read this to me, I think it is. So how does a cube with a population of 1700 Now stretch almost across the whole salsa. Why art has been in existence. It's just hard. It's a number. It's not neighborhoods. We'll find out maintain Arlen has some history that has a larger population that is used, the more primitive whites are now extended and pick up a few what what's really happening here to me is problematic. So to this liberal I will be following up what I want to see is the data. How did the demographics change from our to now queue right now for counting row tag is represented by p, r and s in P us? Okay, we got three people represented on that tab. Now we have QQ was not part of that tab. So you're eliminating a lot of representation between neighborhoods as we all know. As for voting rights, we know that when you add a city the other place for it to do but to lose our vote to anybody. It's so naive here to understand what's happening, that when you take the smaller and we use this somehow expanding this out that somehow that gives us greater power. It's absolutely insane, that you believe themselves to have that. So my question and I will follow up with the city of planning and one I think should have went to cvhs. First, a picture with the council before Can you add that to anybody that this is what the planning department of the city is planning to do? I think council should give some approval and gave some oversight. I am deeply troubled and I will be at the agency Council every day that this has to come under some kind of like legislative control and approval of the process. I
thank you for your time. Thank you so much.
For that comment Thank you Miss Coleman. It's very as I referenced earlier, then there is this is not articulated, but there is this notion this feedback around that when you dig deep and just connect to the letter it's just the letter, because you hear you know queue is expanding queue is not expanding. The neighborhoods are being reconfigured to make it excuse me, I did not respond to this comment. I did not it's it's as though people would prefer to swap out the letter Q with the letter R and then everything feels better. Because now let's move on. It's not up to you. It's not about preserving the letter R or the the neighborhoods are still represented as this word pointed out in Committee this morning. The people who live there are still represented either argue passionately, that in fact that they will be better represented by this thing than they currently are. The only other thing that I will say and I'll say it as carefully as I can. There is a reason that is the boundaries are not political. It's not a medical process. It should not be a political process with the with the legislation was written. It was written with that understanding that this process should not be political. At all. It shouldn't be a function of planning, because it doesn't require planning expertise yet. Yet. But I said that in consultation with plenty of people, and many of you have already wrapped up the meetings of the folks that contributed to display that are part of the project team, that our internal stakeholders that gave their planning expertise and all their other expertise in this plan. All the way up to the mayor's office. This is not something that hasn't gotten this
kind of input from
lots of people who are smarter than I am. Yeah, like I said, I've expected that there's some people that don't like the plan. There are plenty
of others who do talk to tons of
people all over the pew, the RN N 's who are in full support of the plan. Most have support with conditions and very few that have spoken to therapy that I've spoken to or heard from that are not essential. So
thank you so much. Now to the closest thing, I claim a map simply because it is worth practicing teach. Okay, we all understand what I'm simply asking for I think you should have went to counsel first, purely for transparency as we stand here today. Given this nothing with the city's website. It says what anyone is doing. But we were talking about that she said last Monday because we don't know what I'm asking you only with one person that has to be accountable. And to represent is for that to be transparent, that you need metric driven data driven and that there's some accountability on it. That says I can't even say I like or dislike the plan because I see a plan. But that's that's one thing. This is not the same plan is wrong, right but not as important is a democratic process. And let's put that to people who we elected, at least for visibility, give a presentation that cdhs from everybody can see bring the data and allow the public to be able to chat. Thank you for your time and time
for your comments. All right, Mr. Cole.
Thank you for
your no one one unit right now because we're ready to close out when
you've already did a comment and Mr. To ask, Can I swap out he goes first and then you can go the moment I must
say I hear and I feel everything you said. And quite frankly a lot to say is wow. In the beginning, however,
I took the time and I contacted the
of all of the NVQs got input from them. requested. Bam ready to answer two questions. Are you for the plan? Are you against the plan in most cases often one, the chair stated. We don't have enough information people are against but we it is not a bad idea for the most part. The second question was, which join us in a letter I'm going to how is that being such as the Mayor of Seoul etc. And asking that this process will be postponed there were several misconceptions throughout my back finding mission I'll call it this is not scientific. This is telling you some summary of what my way of meetings with planning. I found that there were several misconceptions. misconceptions is that we need to go through counsel. Well, no, we don't because there's that business planning. Just like you don't have to vote and I hate to use this crazy analogy. But you don't have to go to the council to effect an arrest and a crime because that's the policeman's job. Mrs Council's job was statement versus when they do what they can. Now it is clearly plannings responsibility
to tell us
what to do in all aspects. To receive any back to regurgitate our feedback and present it back to us that
lives in America.
And the one thing that I think that I have not seen that I ultimately respectfully agree with is a metric. What are you one engagement as a result of missed real time, and I think that's a great idea, but that we were in the beginning, and I think that's part of the feedback, but planning is what you take as a great idea and you're coming back with something in a response to that. But no, that is not a great thanks for sending counseling will be five years down the road. And the city of Atlanta might be resolved by that time. So because the thing is not a great idea. So with that being said I just unlike the rest that I am pretty much members of my team. Still open on this. We are dealing with it mostly still
overnight and as I understand that there are a couple of redrawing maps. Still also the fact that it's pretty much willing to see that as soon as possible and address. Thank you. Thank you so much Mr. Carr.
President Can I just add one thing to thank you. I want to underscore or I don't know how many times I've said this but I don't mind saying 30 times if I have to. This is the beginning. We are 18 days in and somehow some way the world is on fire because nobody knows anything and nobody's seen anything and nobody's been told anything. We're just getting started. We haven't even had a public meeting yet. This is the beginning. The chairs have all the information that we have at this point. The executive boards that we met, we have all the information that we have, at this point, the general bodies that we've come to have
all the information we have on the
audience, as I said in the last 80 days. I've done over two weeks, and I don't know how many more I'll be doing throughout the end of this year. We are just getting started. Thank you,
Mr. cardia. When we may forget to close out but
at this morning's paper to write on the agenda that we did not get to was mediation I believe we have reached one certified mediator here. I think that's true. And we have another caller who I would call his name was pointing to the ladder of citizenship or change between those three people. And we develop the mediation process and try to make it work instead of killing your awareness. This is a wedge issue. It's probably led by people in governance. either parents or the people in education are not doing which quite why join us in real guys. kicking the ball be known backyard. encourage other people to get involved in your own backyard. You don't say anything. You don't have to do anything. You feel like asking me questions, asking you feel like making that comment, make it but at least put a date on your calendar. Okay, well, thank you so much for a few more seconds. is exactly 1246. So
we will be extended by I want to say
thank you so much.
We look forward to seeing you on in October and
in the meantime, if you have any questions about anything that was discussed
