I think that if he wants to participate in the process, a lot of me probably participate, certainly on the front end with determining or helping to determine what the overall engagement plan looks like and what the process itself looks like, just in determining the processes but but I'm open to be that suggestion, direction, whatever you
like a pep giving them a break in design, the process itself as well as I liked.
I mean, engagement is almost always in this meeting. I can't speak for everyone here. But at least the engagement is almost always very straightforward. It is

Our next category is

for two presentations. This morning. We have a presentation from the Department of City and the topic interview show. As this
year morning, the roads Department of City Planning so thank you all for having me. I was asked to talk this morning about the plan to strengthen the southwest.
Relax is such a strong a great weight base appear kings is the only one. But yeah, so I was asked to talk a little bit about our New England strong project which is a project to strengthen the Southwest quadrant of Atlanta. And I can say that I would like to start by saying that. One of the things that we we started talking about this two and a half weeks ago or so about 1718 days ago. And over the last two and a half weeks I have gotten a lot of feedback. Most of it's incredibly helpful. And if if the presentation many of you have heard this presentation by the times already by now, so if it sounds any different it's just because I've gotten so much feedback into incorporating that into the presentation. as I share with you all. I'll start by saying that I came into this role in March and I always say March in May of 2018 and when I started this role in May of 2019 My job was to coordinate whether it is to coordinate support to the NVQs by producing agendas and meeting agendas, distributing meeting notices electronically and administering our community impact grant program. That was my job. And both of you know that that is not my job today. We have pretty much immediately I started doing a little bit of a roadshow. Attending every employee meeting asking for one on ones at the end of the chairs. Meeting with anyone who asked for me to review cases there were executive board members or just lay members of industry wanted to talk to me a little bit, get my vision, share their perspective and their experience with their MPU with the immune system, etc. And in doing that, I almost immediately noticed a ton of opportunities to enhance the American system. One of those opportunities was around education and training and so one of the first things that we did was create a university because it troubled me and and work with me here I've asked for some grace as I try to practice my diplomacy skills. Those of you that know me know that that's not one of my strengths, but I'm working on it and I'm gonna be very diplomatic today. But, yeah, we immediately started working to create empathy university because it troubled me deeply to travel around 25 interviews in such a stark difference in how in the US manage applications, manage discussions, managed negotiations with developers with city departments with other elected officials, in general, it troubled me deeply. And I didn't like it. I wasn't comfortable with it at all. And I don't have a whole lot of power, but I thought about what I could do better and I'm always dreaming up ways to make things better and always thinking about ways to have an impact. So I
immediately started putting those thoughts to paper and figuring out how we could educate and train and equip folks in various communities around the city. To be able to participate in the system in the same way that other folks participate in other parts of the city. That's sort of what this conference is about. Since then, we've done other launched other programs by participating over here, because it also bothered me a lot that so few people would be in the room contributing to all of the the recommendations that come from the canopy view and see the inequity and not really disturbed me actually. So we started working on a program that we now call participate gate to go to spread engagement started to spread awareness of the immune system to do outreach to do some engagement to get more people in the room. I wouldn't get phone calls. I still do to this day I get phone calls from folks and emails wanting to know how this Kroger ended. Up on the corner when we already have three grocery stores. We don't need another promo we don't need another this or that or why has high rise going up on this intersection who decided that and every time I have these conversations, it gets me a little bit frustrated probably in a healthy way but still frustrated to know that so many people still don't know about this system. If I had a magic wand and an unlimited budget, everybody in Atlanta would know about the energy system. But we do work with it. With the tools that we're given. We have an amazing team that we put together in the last couple of years and our team is all they are all young, very proud to say this every single member of my team is a member of they are actively involved. These are Atlantans including some major delays but these are plantains that participate in their own neighborhood associations and an American. I think here, they're really we care. We're really passionate about this work. We're passionate about the system. We're passionate about these people, and that's where this program was birthed this. This program is this project I'm sorry that this project was created because I saw I mean, like I said, I'm a visionary and I had a mission. I along with everyone else. I read the news. I am hearing the city at city hall so I participate in conversations. I hear conversations, I see things that are happening. I watch all of the committee meetings and the council meetings. 90% of them sometimes my schedule doesn't allow and can't catch up with at least one but typically I'm watching them and I'm staying abreast of what's happening in the city and recognizing that the AP US in the southwest are going are moving slowly from admitting many of them zero applications each month, maybe with zoning variances, alcohol licenses, special events, etc. From zero to maybe once or maybe two to now having 5678 applications which, incidentally was Glover said to me I think it was yesterday or the day before that she had a packed agenda and I kind of chuckled I was like to genuis got like three items on the agenda and I pulled it up and indeed different agenda. I was not expecting that disclaimer, but they is the empty us in the southwest and I typically have that kind of activity. So watching that occur is telling us as many of you know we're out here. We're televised, I won't get on Angeles, but many of you know where I live and we're experiencing something very similar and also a little bit troubled by the participation or lack thereof. Bye. Bye. I'll just say everybody doesn't have access to the same tools that's really remarkable everybody ever had position in the same way to achieve success and to be effective? In the work that they're doing? And this plan is about that. It's about positioning folks to be able to pull from resources that are scattered about and to unite them along. One particular approach corridor does Campbell to enroll, so that what we've done with this plan is that now look at my notes that were there. I believe it's 40,000 Or maybe, yeah, I think it's close to 40,000. Residents of the Southwest will now have the ability to make recommendations on what happens on Campbellton bro. Whereas currently as of today,
you have that many team that can make recommendations on one part of Campbellton about 70,000 made recommendations on another part of Campbellton and about nine are going to attend our recommendations on another. Hamilton is a bit separated and this plan unites all of those voices to really raise their volume. As you may know, the boundaries have not been adjusted to accommodate have relationships here and spaces from corridors or anything like that. We have some really we have population disparity and while that is not the focus of this project, it is not the focus of this project. It is certainly a consideration and it does help to be able to redistribute the population in the southwest so that instead of really small interviews, like cube for example that has 1700 residents and x which has left fewer than 10,000 residents, instead of having those small pockets of people. You're amplifying their voices by joining them with other folks that are also along the corridor and share some of the same concerns and experiences.
So we see this as an opportunity to strengthen comprehensive planning efforts for Campbellton. abroad and also around cascade as well in the commercial districts and residential neighborhoods in southwest Atlanta. This certainly increases input as I pointed out along the Campbellton corridor, but we've also put together a plan to customize and improve engagement, training, education and support for Southwest residents and to implement their plans and studies. One of the things that we would like to do as a part of this plan is work with the residents of southwest to determine what exactly they believe their training needs are their educational needs are and then curate an educational program as a part of a university for sure. But not the same classes that we currently have. This is those classes but specifically curated for residents of the southwest to address the specific needs of the Southwest, whatever, whether there might be deficiencies or just opportunities to learn how to do this or learn more about that subject or that area. We want to provide a training program that gives the residents of the Southwest all the education that they need. We also want to customize and improve our engagement in the southwest all over the city. There are opportunities to and all of you know that there are opportunities to improve and increase participation in the MDM system. We have one one staff person that is dedicated to that work, just one one person whose job it is to somehow miraculously get more people to participate in the MDM system. It's a heavy heavy lift, but we're looking to really make an investment excuse me to make an investment in awareness and engagement starting with the southwest. Also coming from the southwest we have some interest in long term interest in doing some comprehensive planning small area planning for different entities in the southwest and neighborhoods in the southwest. It is our role it is certainly the major insurance and it is the Department of City Planning Centers and other city partners have an interest in seeing all of the entities adding a master plan, some sort of area plan for which they can work on something that document their vision for the place that they live and helps them implement those plans. So this project is about providing planning for all of the southwest and not just something to us right now. They don't all they are not all covered by a small area or a master plan. Lastly, it's about empowering neighborhood organizations. Many of you nobody came up in the committee on AIPAC meeting this morning and in other conversations that I've had many of you know some of the historic conflicts and issues that have occurred in some of the FPGAs one specifically in the southwest sea it should be noted that those interviews and me really most of the use of the city of Atlanta have very, very strong solid neighborhood organizations. These are solid neighborhoods with good people who really care about their neighborhoods and adopted communities. And for whatever reason, for one reason, two reasons or 70 reasons. They are not able to work together very effectively. This plan positions all of these neighborhood organizations to align them with strong opinions what I've been saying in the last few days, is that instead of having four AP US in the southwest, two of which are really, really strong solid and canoes, and two of which have the opportunity to have weaknesses and opportunities to strengthen this plan. positions. So we have three very, very strong, solid and continues all along Hamilton road corridor, three strong, solid and in use, because keep in mind and it is he was a grouping of neighborhood associations, or I'm sorry the mayor it's a grouping of neighborhoods. And the people in these neighborhoods are really really strong folks that are knowledgeable and experienced and by putting them all together all along Hamilton road corridor, we're amplifying their voice and strengthening their power or positioning them I should say, tech to be strengthened.
I heard Mr. Tumor tell me the other day not to talk about empowering the people because it is a much heavier than then what I would like to imply but I have definitely positioned to help empower the people so you shouldn't have a bat sheet that I believe Samantha pass out. Every sprays increases with us getting that out. We had a number of you know like like everyone else in the in the country and certainly in the area. We are still in a pandemic and we still have staffing issues. We still have folks that are out ill and departments that are short staffed and teach in offices that are short staffed this this project includes a lot of aliens from a lot of different offices and a lot of different people,
some of which are shorter post the case so everything
is taking a little bit longer. I apologize for not getting that out to you sooner, but I appreciate it greatly. It does list out the neighborhoods that would be impacted and where they're going. We also talked a little bit about the timeline I want to point out that we are really far behind. It was my dream this up some time ago. My plan was to get started on this many months ago. And obviously, you know what is it man plans God laughs or something like that. I forget how it goes. But yeah, I had a plan and the plan didn't work out the way I hoped it would. So we're certainly several months behind, but we're getting it done. We're getting out there. I'll answer the bands because there have been a couple of questions about about the timeline and about the flexibility. So I'll answer those two things now. And I also want to kind of clear up some of the misinformation that has been circulated typical responsibility for that because I do know that when you put clear information out it's hard to begin to circulate misinformation and so if there is misinformation circulating it's probably because the clear information wasn't out first. So full responsibility for that. But there is an always has been anybody in this room who who had a conversation with me on August 30. When we first started talking about this can tell you that from day one I did was in public engagement like that was always on fire. There was ever a moment where we thought it and those of you that know me don't even need to hear that. Because you already know that I would never throw anything out at all without engaging with the people that are going to be impacted by it. So we definitely have a public engagement plan. A pretty robust communications plan as well. It is my goal. My personal goal, certainly not over this project that every single resident who lives in one of these interviews will be aware of what is happening, you will know that there are meetings that they can attend that there are opportunities for them to give feedback for them to ask questions for them to make recommendations. It is my goal. It's certainly my endeavor that every single person that lives in the southwest will see a lawn sign will get an email or a text message or see a movie or see something on social media, whether you're following us or not. Regardless, it's our endeavor that everyone who lives on the southwest will know that this is taking place we do plan to reach out as far and as wide as we possibly can. In the southwest. We also are launching on this kind of Monday, our website, our landing page on our website that will get up to date information on the project. As things changed kind of things. I mean, these are changes in the last two weeks. So as they continue to change we'll be putting those updates on the project website or the landing page so that people will know we will continue to prepare materials and update the fact sheet that you have will do email blasts, text messaging, social media, etc. To make sure the work gets out in September. We'll be doing mail already begun meeting with me chairs meeting with me you executive boards, meeting with the general body of the Indians and we'll continue that in October and November. We'll also do some neighborhood visioning sessions and some planning sessions, if you will. This was based on this came from a request to to help actually facilitate these conversations among the neighborhoods. That are being moved into and use a and interviews I'm sorry, I almost forgot the neighborhood meetings as well. We'll be attending any neighborhood meetings in the software as that asked us to attend those meetings. With the caveat that we do have a very, very small team and only two of us working on this project. All of us on my team are working on this project. So one of the two of us is available, we will certainly attend and if not, we will try to schedule another time to attend in that way. And I think that is it I'm sure I'm leaving something out. Okay. So I think that is it. I know that there are going to be a ton of questions. I will say this because I know people are wondering.
There have I had overheard as a day. If I talk to me this week ago that number just keeps climbing and climbing either over 30 meetings with community members, neighborhood leaders etc. On this project the folks in the southwest are largely based sighted. There are a lot of people get fixated on people that are not excited. There are people that are concerned that are quote one another are just not looking forward to this type of change. But there are so many that are excited and validated. And I can say that the majority of the either negative feedback or kind of average don't have this like this, you know, blah, blah, etc. Most of that is coming from folks outside of the Southwest but the people that are the Southwest are largely supported with conditions which I'm grateful for and we are and those of you that have proposed some of those conditions or or asked for some flexibility here and there are aware that we are doing everything that we can to meet every condition that has been proposed by the various neighborhood leaders and neighborhood presidents and empty chairs. We actually this past summer had an intern whose project was to work on a rental engagement strategy that is something that I was pretty passionate about. I am pretty passionate about because I hear a lot of things that he that he believes about renters and also about the apartment buildings and rental housing projects. And things that are growing up. Is a consideration for sure. Go for the Southwest and city vibe and Rs 15 engagement strategy that was nearby, the internal with someone with a city wide went to engagement strategy, and we're looking forward to rolling that out and we get the resources to do so.

One of the things that should be out every night is that we don't have as many apartment complexes. I I made a lot of thought to that early on when I was first dreaming up this vision of a really, really strong southwest that can lead the change that's happening and not have to change happen to them, but actually leave it when I when I first thought about this. I've wondered about the small groups of people who literally will feel swallowed up in the larger ones, or the groups that have some weaknesses where they would feel swallowed up in the groups that are stronger. I definitely don't want that to happen. I would. I would be devastated. Frankly, if we went from bad to worse. I don't want that to happen at all. I had a meeting on Wednesday. Night with a group of presidents from what we use. And what they said on what they asked almost specifically what and as a matter of fact, someone from your interview. I don't think you were on that call but I met with the executive board European as well. And someone from Europe us the same question, which is what kind of support are you going to provide like are you going to just draw these macros because to figure it out on my own, which is interesting. You can other conversations that I've had in other parts of the city. They said hey, we'll support any kind of a lot realignment if you let us figure it out on steroids. Like to put us in a room and degrade ourselves and leave us alone. Whereas other folks are like, are you gonna just leave us alone to figure it out ourselves right now help us out. I will personally commit that we will do whatever we need to do to make sure that the southwest and that these entities are stable and strong period. That means any kind of technical assistance that we need to provide so make sure and operational assistance support organizational support to make sure folks are strong one of those things that you'll see on the fact sheet is those planning sessions is for that reason is to get everybody into a woman talk about bylaws like how do we provide bylaws how do we talk about what this group is accustomed to and what that is accustomed to and how to find that middle ground so that everyone feels included and representative. Hello, just a real quick update. I wanted to talk a little bit about our timeline going forward. We're continuing to work through all of the modules that we identified in the spring. We're hoping to have a draft list of recommendations by the end of the year. Frankly, we don't have it before the holidays because we know that a lot gets done during the holidays or it's harder for people at meetings. And then starting in January we will start socializing that list. We will start with the public meetings for input from the community on those that directors list of recommendations. There are, I believe four required public meetings, one in each partner will then finalize that draft and present it to City Council for the set of recommendations. And then he has been working on actual legislation in probably the March timeframe on legislation and process and policy changes for the various entities that are involved in the overall alcohol residency system. I'm going to ask again on behalf of ATAGIII and I have seen several times that you resist the urge to request one out changes in legislation. We are looking at a very complex system with a lot of moving parts. And when you pull out one little issue and try to change that it has impact on all those other entities. So we're going to ask that you let us finish our work basically. And then next meeting will be this coming Wednesday, the 21st. To the public, as always is welcome to attend and listen in. announcements. No real reporting. The we held the president summit on September 13. It was really really good. We were able to add the first affidavit of presidents Summit. We asked the Presidents they wanted us to bring on to the next quarterly and we asked them what they wanted to hear from at the next Summit. We listed a number of different city departments and city partners and agencies and they wanted to hear from the Department of City Planning. I was able to get my colleagues in planning to join us for that summit and so they were able to spend some time with our director of zoning, the director of buildings, the Office of design and the Office of Housing and Community Development. They asked questions and got really good information. We are also launching this items that we're going to
miss launching. We're not launching anything. We
designed our limited edition T shirts every year we're going to produce a small vendor or a small quantity Limited Edition T shirts with Google vapor apply your compartment and this year I'll use that to show off as Jones. Oliver neighborhood presidents participated in the summit will get asked me asked me about my third I think it says asked me about my T shirts. I do want to take a moment to give a shout out because back the idea for that particular T shirts design was inspired by wealthy Beverly was the she the vice chief education and education committee chair for MD why they designed the shirt and in the why it was really really inspiring. If your neighborhood is not listed, it's because your neighborhood did not register registration is due I think June January 13 of every year. It's like a couple of weeks out to your starts. neighborhoods have to register annually to be included in the online directory. So please be on the lookout if you are a new resident more encouraged to meet with presidents in your campaign to please be on the lookout for that email in the next couple of months. Thank you for your comments as a CEO. So So clarify the first bit of he used the word negative but the first bit of not positive feedback that I got from NPR was that they felt as though everyone knew and Mr. Granger said by being the last to know about this, everyone knew about them, and he was actually the first you know, that was literally the first. My very first outreach was to be empty chairs to ask them for a one on one meeting. Mr. McDonald's is the first one that I spoke to. And I met with the entire executive board he was able to Saddam was able to pull the NPU our executive board together in two days, and I met with them on a Monday. We back that Monday was raised without Waverly a city holiday. I met with them on a city holiday when several hours, presented the plan, taking questions, getting back and even working some of that back into the plan. As a matter of fact, as I recall, there wasn't a vote of the executive board that day, but and I didn't expect a vote. That was the first conversation we had about it. But there were two that were not opposed. There were two that had questions. If I remember if I'm remembering correctly. I don't know how to speak. I don't know what they did was not supposed to work support. There were two that were not opposed. There were two that still had questions. And you could tell that there were some concerns there. And there was one that was verbally that verbally stated that they were neutral on the matter. So that's where we ended on Labor Day. The following Wednesday was a CRS meeting two days later. As manufacturers interview hours leading up I presented and CQRS a meeting as well. In the chair, open the floor for questions. I believe there were two questions maybe I can remember two questions that were asked and the floor was open, bring everything back but I'm also getting permission and invited people to reach out to me if they have additional questions. At all, to this day, there haven't been any But to answer your question, the argumentation plan our day one engagement plan the part that has not changed includes presentations to each of the interviews at least two months in a row plus any additional meetings that were invited to attend. So we have done just that, that the challenge that one of the people brought up was that they felt like similarly, one disagree said they were the last to know and then the chairman known forever and didn't share anything with them
that they literally knew two
days later, two days after they felt like or what they communicated, I should say was that they felt that they should have known at the same time. And that's just that's not how I roll. I reached out to chairs first.
One of the key elements of what she just said was to bring instead they would be willing to attend your meetings that they were invited to. So perhaps if you're aware of the numbers of people that are in opposition, perhaps you will set up a meeting and give her an opportunity to talk to me and I believe it is a matter how you try it's very difficult to get the large numbers of our people to attend. And
then once we've
handled the exam, we try to disseminate information. We don't have everybody's email addresses and their device addresses and most of our interviews were the 50 to 1000 people. But there are people like yourself that copy communication with people that are posting something, a good thing to do is to say your message, go to the horse's mouth then ask him to come and sit down. And that might be
to kind of get together.
We don't want you to leave here feeling like we're not concerned about your feelings. I know this will move and our staff are concerned about the feelings of evidence. It is just a matter of how did you get to if I may,
there were a couple of other points that right away that I wanted to address or respond to. And obviously not everything but there were a couple of things that I thought and call for responses via responses. One is the AP bar was not given an opportunity to figure it out themselves. I that's just not the case. MBU R has been trying to figure it out. For over a decade for close to two decades and that with the city's support, and in fact, one of the challenges that I've had in the three years that I've been in this role in dealing with the same issues is that there are people who will say, leave us alone and let us figure it out ourselves. We are autonomous. We don't want to sit involved. And then there are people that will say, why aren't you helping us march helping us figure this out? And then sometimes this has been my experience. Sometimes it's the same person saying both literally help us and leave us alone. At the same time that has been the challenge. And b You are definitely had all the time to figure it out. And you still do like the other point that I wanted to make is that one could argue that all three of those MPs over there are being dissolved because none of them look the same way after this plan is implemented. None of them will exist as they currently do. r1 exists as it currently does. Q won't exist as it currently does and P won't exist as it currently does. But the neighborhoods are still intact. The neighborhoods will be strengthened by being alive with strong MP use and other strong neighborhood so that you all can make a difference along Hamilton road and in the Southwest in general. It is the more we talk about it and kind of dig deep at 1.1 of the recommendations was to keep everything are by moving it further. Last because rents to the level Yes, let's have the map it even if it's other neighborhoods. That was the question that I mean, even if it's other neighborhoods, can you just do that? That's preserving the middle bar that's not preserving and MPU. It really is just preserving the liberal law. And this is way bigger than that. I fully. I went into this knowing that it would be controversial knowing that it would be uncomfortable knowing that people would be upset. I went into this and I pushed really, really hard internally to get support because I knew that it would make a difference in the southwest and that would be a good plan. I don't expect for everyone to agree I understand that. So care. I'm so listening. I'm still doing whatever I can to incorporate recommendations and feedback and all of that into the plan. The last thing that I'll say is that the we also met with this past Tuesday or Wednesday of this week with all of the neighbors and presidents from NPR, every president attentively. They asked him to retire live we had one day this week. And they sent an email just yesterday stating that they unanimously support this plan. Unanimously that's their people represent the residents of the neighborhoods in a bar. So it's a sensitive now because of the issues that not have, you know, the NDP executive board versus the maker precedents, and all of this stuff, but you know, some people aren't supporting something going on.
I will say business school, it will be a sensitive matter for any interview in Atlanta to be dissolved. Any interviewer will have a problem. So it's not just if you are in this. If you are issues and you speak up. We had decades to figure it out. We didn't have the decades to figure out being dissolved because we didn't know about until Labor Day. This is a new this is so
