I do want to recognize the tragic news that we are probably all aware of that took place yesterday at Michigan State University. Yet another senseless mass shooting. We have three individuals three students who lost their life and five more who are critically injured. And so we just want to send our prayers and our thoughts to the Michigan State University campus to the families to the students as they are probably grieving during this time. And just wanted to mention that as we probably all are following the news and updates as as to what has taken place on campus at Michigan State. All right, can you all hear me now? Heavenly Father first we do pause and sadness, as we received news of yet another senseless shooting that has left three dead and many injured at Michigan State University. Please be with those who had been critically injured and all the medical professionals caring for them. And please be with and comfort and sustain those who are devastated by the unthinkable the sudden loss of loved ones in Lord helped the leadership at Michigan State Lead well during this time and in us even these tragedies in a way they never thought possible as they navigate what has happened on their campus. And let us now just pause for a moment of silence for the victims and their families.
Lord as we begin another session of city council, we first acknowledge how grateful we are for our city. Mayor Duggan police chief white and each of the council members. We are grateful that at a very unsettled time in our country and in our culture. They have led the charge for the great city of Detroit in a very stable and settled way. Please continue to give them the resolve to stay the course that's been set the courage to make even more positive changes and improvements along the way. We pray for the marginalized in our city, the mentally ill among us in the homeless. It's a complicated dilemma because there are so many new nuances to these problems. But I pray that you give all who are in positions of leadership in our city, a heart for the hurting and wisdom to know when and how to care for them. Lord in a culture that has largely forgotten you we thank you that in large part, Detroit has not. We thank you that many if not most who lead and protect our city still acknowledge you as the sovereign one and still look to you to bless us to heal us and to sustain us. May we ever and always acknowledge and thank you unapologetically. And now, dear Lord as the council members tend to the business of the day, give them sound judgment and all their decisions this day and every day. Please bless each one of them in their work. you. All right. We have several presentations this morning. And we're going to start off with council president pro tem Tate for a special presentation. The floor is yours.
Thank you, Madam President. Today on the day where it's set aside for folks to express their love for other individuals, typically, of course that's romantic love. But in this situation, we're talking about an individual who showed love to his family, love to his patients loved his practice, and just overall, a love for life. And that is none other than Dr. Charles Norman Ennis. Many of you have heard that name before. He had provided commentary on various news stations in the past. But more importantly, he was the pediatrician of Detroit. My wife was actually one of his patients, and a number of individuals that I know have also served as his patient as well. Dr. N is did leave this earth on October 28 2022. We did not have an opportunity to honor him on that particular day or during that that timeframe. But someone of that great stature we could not allow to go without recognition. And today we would like to provide a testimonial resolution in memoriam for the great Dr. Charles Ennis and I'm gonna tell you, it's gonna be a little long, but I did end up having to redo some of it, but he's done so much within our community, and he deserves this honor. Whereas Charles Norman Ennis was born to Miriam Gardner and Robert Norman is January 16 1937. In New York City, New York. Since Marian was working long hours as a registered nurse at Harlem Hospital. Robert, his father was serving in the US Marine Corps. Charles have affectionately known as Sonny by his family and childhood friends spent the first nine years of his life with his loving grandparents in Spartanburg South Carolina. When he returned to the Bronx for school, he discovered that his segregated education in the South had actually placed him far ahead of his classmates in the north. When middle and high school counselors tried to steer him into the general curriculum track his mother stepped in and made sure that he was enrolled in college prep. He attended and graduated from Hunter College, New York, New York, with honors whereas and whereas after completing PIAC pediatric residency at Children's Hospital of Michigan in 1965, he received his common his commission as lieutenant in the US Navy. He served for two years as a base pediatrician at Naval Air Station, Whidbey Island, Oak Harbor, Washington and addition to his naval duties, he enjoyed the beauty of the Pacific Northwest experience skiing in the mountains, salmon fishing and flying in a jet fighter in 1970. Dr. Ines and his growing family moved to Detroit to raise his children and open a private practice of Pediatrics. His practice practice thrived as his reputation for his standard of excellent care, compassionate, compassion, as well as his unyielding advocacy for his patients grew. He saw hundreds and hundreds of children at his West outer Dr. Office in his practice was a kaleidoscope of families from across Metro Detroit. In addition to his private practice, he also served as Director of pediatrics for the wellness plan in 1970 through 1974 Clinical Associate Professor of Pediatrics at Wayne State University School of Medicine until 1999. And he also served as a medical director at Mercy Hospital from 1991 to 1993. And whereas throughout the 80s and 90s, Dr. Innes appeared weekly on w d IV, local four news and later WX y z channel seven. Speaking on child health and welfare issues. With his busy career he sought more knowledge and added an MBA from Madonna University from business, excusing School of Business to his list of accomplishments. as private as his private practice of medicine changed in the late 1990s. And after 25 years, he decided to close his private office in 2004. He found a new career and spent more than 20 years providing medical care to the youth at the Wayne County Detention Facility juvenile detention facility. In addition, Dr. Ennis served as president and chairman of the the board for the Detroit Medical Society physician services group also served on the community physicians Hair Health Care Network, the Michigan State Medical Society judicial commission, he was an advisor to the Detroit Public Schools. He was appointed to Coleman Young's Healthy Start consortium and also in 1993. He was chairman of Mayor Dennis archers transition team on health. He's also a member of 100 black man Detroit's 100 black man, as well as the Rouge with the ropes and as member events and knows as well he was also a proud member of Alpha Phi Alpha Fraternity incorporated a phi oh six. And whereas in his later years, he enjoyed being a doting grandfather to Xavier, Soren and Peyton, who found who finally called him Pakka. He was known for sweeping up his grandchildren for a day of laughter, ice cream and fun. They would spend countless days at Marvins marvelous mechanical Museum, at the movies and just hanging with pocket. The trio would return tricked sticky faced and with all smiles, whereas on October 28 2022, Dr. Innes was called to be with the Lord and He will be deeply missed, but his legacy will forever be remembered and honored. therefore be it resolved. On this day, the Office of Detroit City Council President Pro Tem James Taylor, as well as the entire Detroit City Council, hereby honors Dr. Charles in in his for his years of service and sacrifice to this community. There will be no other like this great, kind, iconic man, and I'm thankful for the opportunity along with my Alfa brother, Scott Benson to honor him on this day with a family of Dr. Innes, please come forward. And y'all give them a round of applause.

The life of theatrical brother, William tap Patrick June, the first African American to serve on Detroit City Council in the 20th century, can be likened to you our thought in 1957 We made a portrait of him hanging in these hallowed halls of government the first African American Conference was abrupt is a problem because he's still living in Southern California. I just hoped we would take that off, and maybe the office needs to do the portrait and send it to city council.

Thank you. Thank you, Madam President. And I know that we have a number of things to discuss today. So I will try to make this brief. though. I do you need to give mama Liz all of the love and care that she deserves. I am incredibly honored today to be presenting Miss Liz Valdez with the Spirit of Detroit award. For folks who don't know, Miss Liz I don't know why. We all know the incredible work that she's done for us in southwest Detroit and downriver. I first met Miss Liz when I was documenting our community, interviewing the leaders that were supporting our neighbors, and she taught me what it is to truly love and give back. expecting nothing ever in return. But just seeing the amount of community that you've built for us. Really is so incredible, and I'm so so honored and lucky to have you as a leader in our community. We all are. I will read briefly just a little bit of what mama Liz does for us. Elizabeth Valdez, known affectionately as Miss Liz or mama Liz is a vital member of the District Six community working consistently to better the lives of Detroiters in any and every way that she can, whether it's distributing school supplies at back to school events, rallying volunteers for Halloween trucker treats. I've done a few of those myself, providing families with resources to celebrate the holidays. If there's ever a fire somewhere if anyone has ever lost a parent's Muse Liz is always there to support the families. She coordinates her host Easter a tugs at the parks to help him clean up and reactivate our spaces. She's always ensuring that things are getting done. Miss Liz and her organization Detroit southwest pride has also initiated the stop the violence marches, which I also have just putting in many years ago they have civilian safety radio patrols and they act as a sounding board for community needs. They connect neighbors and they always always meet the needs of our community members with the resources that they deserve to the next generation of leaders. She has served as an extraordinary role model as someone that carries with a strong spirit of compassion, kindness and generosity for everyone, especially those that need it the most. For all these reasons we are excited to present Miss Elizabeth Valdez with the Spirit of Detroit award today. So I'm going to ask you to please step up and thank you so much for the work that you've done for us.
Not sure Mrs. If you want to give just a brief a few words talk about why it is that you do anything that you want to leave residents with today.
I just want to say that while I'm thankful for being here, and thank you for thanking me, I didn't expect to be here today. But I'm here, thankfully, I just want to say just encourage everybody to get involved and participate. There's always something for us all to do just to get involved and to be to set that example for our kids that are coming up they need us they need that encouragement they need to be shown compassion and love and to be giving and without judgment. So if I can leave that with you guys, I strongly would like to leave that just again evolve and it doesn't matter how old you are. You can participate in any ways to get involved in our community and, and and I'm just happy to do what I what I've been doing for the last since 2011. So it's been a blessing and and I will continue to do so. As long as I'm here to make a living. I'll be here doing my best to help our community to improve different things. That's going on. All right, thank you. Good morning everyone. And I will be transitioning from this seat down to the podium in a few minutes. But I do want to make sure that I read the resolutions into the microphone and get it into the record. And so for me this is it's a very proud moment. It's the culmination of well over a year of hard work, grit, motivation, and blood sweat and tears. We finally came to fruition on December 26 2022 And I'm going to read into the record the testimonial resolution for the Motor City Kwanzaa Canara, the world's largest Canara whereas the Motor City Kwanzaa, Kannada resulted from councilmember Scott Benson, a key belonging village, the downtown Detroit partnership development, downtown Detroit partnership, and the Charles H. Wright museum African American history joined forces in a public private philanthropic partnership a p three P for to support the creation of a 30 foot tall Kwanzaa Canara and Campus Martius Park in downtown Detroit, the Motor City Kwanzaa Canara was brought to life in December 2022. Armed with a mission of celebrating African American families on a grand scale, regular mackynzie the chief financial officer of a key belong village served as a lead coordinator for the design and construction of the Motor City, Kwanzaa, Canara. David Cowan, the chief public space officer for Downtown Development Partnership, downtown Detroit partnership work to create a stream of financial support Neil Barkley, the president and chief executive officer of the Charles H. Wright Museum, African American history also provided a great level of financial support to complete this project. The Motor City Kwanzaa Canara was placed on display at Campus marshes. This walkable urban space has winter in the park events that attract over 2 million visitors each season. It is also the home of the lighting of the Christmas tree, the giant menorah the Salvation Army Red Kettle, adding the Canara as a new seasonal monument as to the inclusion and diversity of the parks holiday landscape. I want to make it very clear that diversity is also very, very important. I just want to go back over that one again. Campus Martius the inclusion and diversity of the parks holiday landscape, the Motor City Kwanzaa Canara is the first of its kind, standing 30 feet tall the structure is solar powered, designed and built by black architects, engineers and carpenters. This historical marker is five feet thick with a steel base and is covered by black walnut they built in it is built to withstand time in the harsh weather. I'm not sure if anybody remembers Brown, late December this past year, we had some very harsh winter conditions. We had heavy winds, gale force winds and the Kwanzaa Canara stood tall and was illuminated on the first day of Kwanzaa. 26 December 2022. The Motor City Kwanzaa Nara is a cultural beacon and the lighting of the candles is a cultural celebration to educate and pass along the seven principles of life to future generations resolved at the office of councilmember Scott Benson the Troy City Council come in so keep along village, downtown Detroit partnership and the Charles H. Wright museum African American history for their efforts in providing support of the erection of the world's largest Canara Detroit's newest seasonal monument clap is appropriate

Charles H Wright really took a leadership role there and while there were others as we went to highlight Charles H Wright did financially as well, but also just wanted to make sure that we acknowledge those and those who do the heavy lifting, especially making this happen. So this is the first year with exponents going to and we're looking forward because of the double up construction of the Motor City. Quantic north. This is going to be a generational city, Detroit and so we have stores during the offseason when it gets cold as they act Christmas. We went live in Aiken Motor City Plaza in our permanent home in campus partially to make sure this partnership was forward we wanted to get a microphone for those who are part of this to talk about the experience and what they did and then on election special.

So she made sure that we want to make sure we recognize for reference there as well.

There were some some comments that were made that concern me and I wanted to take a moment to delve a little deeper into those comments. I had an opportunity to speak with the attorney who's worked with the former electrical workers who were discriminated against at a previous site. They were subcontractors not contracted by the developer. They were contracted by the general contractor and that situation continues to progress. I also haven't had an opportunity to speak with the Electrical Workers Union. They were supportive of the project and also received a commitment from the developer that they would not utilize this particular subcontractor again on this particular project. And so Madam president I would like to make a motion to remove line item 3.1 and
3.2.

In response to the committee meeting, chaired by Councilman Fredro hall where deputy CFO John naglee came before Mr. Doe halls committee as well as residents and whoever else was paying attention and either misspoke or was an error in blatant error or either told a blatant lie regarding revenue bonds. He's on record on video. Saying that revenue behinds. I'm talking about John deglet, Deputy CFO of a city Detroit, saying that they're saying that revenue bonds do not require notices. This is patently untrue. I've cited the laws I've given laws to various council members. I also have in addition to that, I took the liberty of actually going back before the Dugan administration where they actually did see a Detroit as well as other cities in Michigan, Lansing, Ann Arbor and others, actually issue revenue bonds and he issued notices of intent along with referendums. So you have the laws. The revenue bond act requires a notice for revenue bonds, which is in statute 1131141, I believe, but you have the documents I also took the liberty again of having the notices copies of notices. As far as the Michigan Transportation from about it requires three notices three separate different notices. I give you this, could you give copies to the rest of them. This includes thank you for copies of the novels.

Good morning. Good morning. As my voice from no fumes over that didn't change now and I've been coming down here and no actions been taking. I know you guys been hearing it but no been actions been taken on the issues over that they said we spoke to have some kind of meeting. But when is the meeting supposed to take place? It's when everybody fall out over there. I lost my voice. I have my voice and and it's sad that we can't get no issues taken care of. You know, I've been coming down here and if they take care of my issues, I won't have to come down here but in issues no more but we did not come down here over and over because of my issues. And I hear a lot of stuff said but nothing done. You know it's the same with demolition over there. The house next door, you know we catching hell over there. And you know and I hear we got to take care of it but it's not being done. And it's sad that I have to keep paying my tax dollars to the city. And and my my issues is not getting taken care of you know, I wish I wish to come together and do something as a team. Instead of individual. I didn't talk to my city council person. You know, they put it on on the news that everybody wants to raise, but take care of my issues. You know, I've been coming down here for a long time. I was coming down here years ago with Miss Eastside lady. I wish she was here. You know, she raised his hand and said that you guys think that just looking at me not doing that.
Thank you. Mr. Holloway. I just want to push back a little bit one. The comments of not doing anything we hear you every week. I know this is something that member Johnson is extremely passionate about and is working extremely hard to try to bring this to some type of resolve. I will yield over member Johnson if you would like to say something but I do also want to mention that we did reach out to someone in tears to come down and present before council to get an update on where they are from an environmental standpoint from a job standpoint and unfortunately, they did decline and would like to come back in a few months. And so we are working to try to get some public update before this council to get an understanding of what their plans are. So we are listening to you and making sure that we respond to your concerns with one second. Let me allow member Johnson to respond as well.
Thank you Madam President. And Mr. Holloway, thank you for continuing to come down to make sure that we address your concerns. As you know you and I have been in communication and I am reaching out to the Detroit Land Bank Authority in regards to the house next door. Still waiting to get an update but I'll make sure I connect with you. Last week this honorable body passed a resolution unanimously encouraging the administration to work in collaboration with the state as well as as with still Lantus to address the concerns that have been raised to negotiate and make sure that we are doing right by the citizens in your community on your blog. And so we will continue to do that. We will continue to encourage, encourage and urge the administration to address the odor violations as we know they have continued to plague the neighborhood. I know that still and has received his most recent odor violation December of 2020. And so I have continued to make sure that I elevate your concerns because it's not just about smells. It's about the toxicity of what's being put in the air in the community. And I think that needs to be heard that needs to be addressed. But we will continue to push on our end to request that everything is addressed so that you can live with a good quality of life in your home.
It seemed like we should be getting some kind of class action suit against sunglasses or getting some money from Doug and for our homes over there. You know they gave us a lot.
I do have to stop you just because I gotta give everyone the same amount of

I'm a lifelong Roush Hubbard Rishard resident and I'm here today to urge you to please say no to the land transfer deal to the Detroit International Bridge Company, at least until there is a community benefit agreement. Without one our neighborhood will be completely unprotected from blockbusting and displacement like they've done in Canada. They will displace residents and take over our streets in a very vibrant neighborhood. We need to reach a community agreement before any transfer can happen. Our habit Rashard association president city council members and members from the bridge company have been meeting to try to reach an agreement. These conversations are ongoing, and we deserve your protection during this process. We need your protection without a community agreement. There should be no vote. Without an agreement, our thriving community will suffer and so will the city. resident of district five and I'm on staff with transportation riders United organization advocating for improved bus service in the city and region. Earlier this morning, several dozen folks rallied outside the city of Detroit statute calling on the city to show both bus riders and bus drivers some love this Valentine's Day. We have a real crisis right now in the city when it comes to bus service. We had limited bus service before the pandemic. And now there's actually about a third less bus service than we had then. There's not a single route in the city running at 15 minute frequencies, which is really the minimum for frequent transit service. And this really comes down to the lack of drivers but apartment. Detroit Department of Transportation is short 100 drivers the situation has this has been the case for more than a year. And as a result, transportation for the 1000s of residents who rely on bus service is even more limited than it was at the beginning of the pandemic nearly three years ago. So we call on the city to increase wages for drivers. And thank you very much for your time

We have so many people out here that is in dire straits to this system depend on getting to work, school, shopping, to doctor's appointments. It's not only to drivers, they have enough to deal with not be able to even support the families adequate is a disgrace. Salaries that they get compared to all the other cities in the state. They're the lowest paid. It doesn't make sense and we are the biggest city in the state of Michigan. We have to give more dollars to be that. We gave a bunch of money to Detroit Police Department. And no it's at least a couple of million that can go to the deck. We needed bad for the drivers for the dispatchers but the mechanics all of them need raises. They took cuts when the city needed them to take cuts and benefits and salaries. So let's only just to give back to them what they deserve and what they need. I represent the Wayne County Youth Commission representing District 15 and I've been a transit advocate in the city of Detroit and Metro Detroit for the last six years and a bus rider for almost eight. I'm here today speaking on the drivers. Most of you have heard some of my colleagues and friends talk about our driver crisis that we're here. Speaking about here in Detroit. It has been going on since the COVID started. One of the things that draws my mind is half of our workers coming here in the city of Detroit alone and taking minimum wage and taking very low benefits. I'm a bus rider daily on smart DDOT and also our sister agency in Ann Arbor and our sister agency and an arbors paying almost 28 An hour and also advocating on behalf of the drivers with their union. Our union is doing their due diligence work with DDOT but also it's the pay. You see drivers come in you see drivers come out. That's not good for the agency and that's not good for our riders, our riders depend to and from work on these systems. I depend on DDOT and smart for my job. I live over a neighboring Southgate and that commute on a day to day basis is not fun, especially when the DDOT 19 fort isn't running. I know you guys have been in conversations with Director old will speak and there's only so much he can do. But we need a resolution. Enough is enough. Our riders are 80 passengers to my right and to my left need reliable transportation. I know you guys are committed but it's time to get something done. We mean resolution. Thank you

Good morning, Madam President and members. It's good to be here in person after all this time. My name is Renard miszewski. I'm the transit justice organizer with Detroit people's platform. We are writer organizing an advocacy of Detroiters who use the data as their primary or sole means of transportation. I have a solution for you. All right. I come down here with issues right. But there's two different types of funding that happens with transit. If you look at data like delicious three layer cake you have the city funding federal funding and you have state funding. Detroit has a unique position to actually help in arena of operations funding. So some of your business people capital funding is the stuff that you buy to make money for your business to shelters, stop seedings infrastructure, Operation funding is the day to day funding of the operators who operate our buses and vehicles right in our paratransit vehicles. increasing operational funding means increasing the wage and wages for the drivers right. Are we are the lowest compensated system in the United States we are the biggest carrier in the state of Michigan and is no accident is no coincidence being the largest black city in the United States and the Michigan where majority of black ridership and driver ship as well to why are they paid the lowest. This body has an opportunity to increase operational funding where we're working with the federal government. I'm part of the National Center for transit justice. This is a nationwide crisis.
And people are looking to Detroit to see what we can do well with the race.

And under these conditions in which the city has been under I have been DDOT operator myself for 34 years and born and raised residents here in the city and I still live here and raised all of my children here. And so it's been difficult being a resident here in the city of Detroit, but I will say this as that. As the ones that came before me. DDOT is in a crisis. I know we recently had a bunch of information about how hard it was to retain police officers. But what maybe a lot of people didn't know is that DDOT was losing just as many drivers as they were police officers. The retention problem is horrible. And here's when I knew it was a problem. We've always had a problem retaining new operators because the wages were always low. But when you see people walking away from a job they've been at 19 and 20 years and saying they got to leave because it doesn't pay enough for them to take care of their families. We're in a crisis and it needs to be addressed. Like Renard just said, you must look at the operating budget and increase the operating budget which is where the wages will go. We have been the most underpaid transit system like he said in the state. And we're at a crisis point. We were at a crisis point prior to the pandemic. I personally know. And what we thought it was a really sad reality that this large neighborhood was taken over and it disappeared because of the DI B C's you know, takeover. They're attempting to do this again to the vibrant Hubbert, Rashard neighborhood in Mexican town and this can be prevented. Let the talks continue between the community and the bridge and they're at the table because you're holding on to the land, you're not transferring the park land. And they know this and they must guarantee protections for this community in the legal binding CBA it shouldn't be on any one committee agenda, nor the council's agenda at this time. Though the city council passed the right to council unanimously he did not implement it in October. He's not funding it with the 17 million plus needed, but rather focuses on developments that benefit an upper echelon using billions of our tax dollars. Another no cash allowed. Why force people to use banks and credit cards Why deny them access to products that they need? Detroit government has no business interfering with residents personal or circumstantial free choice. How many are working there now with the city says 100 are what the city says 250. What are the jobs that the city started entrepreneurs promised for 2020? If so, where will they be sent? Since there will be no VanFleet associated with the fairgrounds warehouse? And they are interviewing people beginning to interview people who have filed complaints. And we hope that the paratransit system will continue to get better as council moves into the budgetary phase. We hope that you will consider where the budget requests are coming from the people. We are asking for more funding for transportation, paratransit stable funding for our library's right to counsel and many other things including repayment for the $600 million and over taxation. The mayor is continuing to asking for funding for things like ShotSpotter, facial recognition, green light technology and a lot of other things that even the Department of Justice recently released a report on saying that green light doesn't work. We know facial recognition technology doesn't work. It's a racist technology anyway. And when these things come up, counsel has got to be considering where to put the money, how to help, the best dress the best needs of the people and what will really get the best results. The prior counsel did exactly what was needed for the Gordie Howe bridge to assure committee protections and so did the administration Council used your legal right to assure there would be community protections as part of the land transfer and the administration did to it represented the community's interests? That's what needs to happen with the land transfer of 3085 West Jefferson within the riverside park land transfer deal. It's an important deal within a deal. The LEA says 3085 West Jefferson is for construction of the new bridge but no plans have been made public and the bridge company has dated started to buy property to expand customers into the residential neighborhood and it will be displacing more residents. Council members and please protect future Council rights and responsibilities to guarantee that there will be legally binding protections for the community. There are already impacts now. And there will be more the community needs either a community benefits agreement now with the land transfer or legal guarantee that there will be appropriate community protections and benefits process in the future. 1000s of daily border trucks have impacts on like any other development in the city. No one wants to live with the harmful emissions and vibrations that damage our homes. I can provide some just briefly here. I can say that the Clark Hill contract. I was speaking to Darryl Conrad, the chief recruitment officer, and he was speaking of how Clark Hill does a really wonderful job of not only representing these individuals, so through immigration, but also they have provided training to our staff as well, which is obviously incredibly valuable. It's not just the work they're doing, but speaking specifically to their representation, the number that I was quoted from Darryl Conrad was the VSA program. When for we brought in Clark Hills team, we were at about 50% approval rate, but since we brought them up, it's over 90% It's pretty much a slam dunk every time. So there is a clear distinction in the value that Clark Hill is bringing both on the legal side and actually to training as well for our team. But at the same time, I definitely want to get that answer how many additional people this contract will serve. So I would request a bring back to provide you that answer.

We're in the process now of beginning a bright more framework study and there's a lot of folks who want land now as we are beginning those conversations. So I'm asking and to add. There is no evidence at all of any community investment by this particular gas station. Of the with the numerous groups in bright Moore, who certainly need and would appreciate the assistance literally right across the street from the bright more farmers market. But again, no evidence of any investment outside of their location. So colleagues again, I asked for you to please join me in denying this particular property sale for only $8,000. They did this just for whatever reason this particular owner has not really engaged comically or civilly and also just offended other people that want that land and have other plans for their neighborhood, right more which has been historically neglect kind of getting the gist of why you're opposing us.
Thank you for the most part but me but the other piece to it I mean I'm not saying that there's others who are you know, beating down the door groping for this property but again, but for me and I'm very in tune with with with my community. Certainly the folks over in Brighton or where I have family who live there as well. It's imperative that before we start selling off land, to whomever, whether it is a current business or another entity, if it's the land that we own, we should be in my opinion very judicious about who receives it and what those purposes for those land, what the land purpose is for at this moment. Again, saying that there has been minimal and I would say very little if any investment in the community, as well as the fact that there are other potential uses for these this this property. I would ask again for colleagues to join me in denying this this land sale.

I would just like to state that the parcel is I believe in the entire city block, which was the location of the former Oakland Elementary School.
The City of Detroit did do two appraisals of the property by a national appraisal firm. And I would like to turn it over to Kate Humphrey
to describe those appraisals

Hi, it's Kate Humphrey with housing revitalization through the chair. We do have two appraisals completed by the BBG Group Inc. From their local office in Detroit. They are a national firm that specializes in these kinds of valuations. The first appraisal was done in September of 2020. And then we had an updated one completed in August of 2021. And that kept the value constant at $460,000. Like Brian mentioned, this is an entire city block. It's 2.9 acres. So that comes out to $3.60 approximately per square foot. And we'd be happy to share any of the methodology or the appraisal itself that the firm completed to support this valuation.

Just knowing that the city of Detroit sales property or land bank at about eight to 12 cents per square foot just seems a little high to me. So, in that valuation was the fact that this is one large contiguous parcel, did that play into it?

And just to clarify what this is a break what this ordinance is. down a few weeks back we passed chapter 50 which is the zoning requirements based off of auto related uses. As you can remember back in October or not October, I'm sorry, but in 2019 The mayor issued a moratorium on the expansion of auto related uses. One of the reasons why is the proliferation of auto related uses aka junkyards aka scrap metal yards, aka us tire shops, aka US auto sales here within the city of Detroit, we all know particularly district seven, District Six, as well as district three know too well about these expansions relative to these auto related uses and are oftentimes not kept up. There are members of the public. A lot of our residents have complained about these entities and that there needs to be regulation as far as storage of tires to ensure public health safety as well as public health and to prevent the eyesore from happening within our communities. We want vibrant businesses within our community. But we also want them to be great actors, and we want to come in compliance with state law. And so this ordinance updates the definition of scrap tires as you have heard an ordinance and also establishes a penalty for 19.1. The penalty is $500 and makes it a misdemeanor up to 90 days, not more than 100 hours of community service. And this means that a tire or scrap tire does no longer being used for its intended purpose, including but not limited to a used tire or a reusable casing or portions of a tire. That definition is going to be updated. Also as a definition of tire to include a tractor or other farm machinery or vehicle and prohibits the outdoor collections site of scrap tires equaling 30 But fewer or less than 500 that are accumulated on on a parcel or adjacent parcels it as the stacking of storage requirements relative to what we want to see as you know oftentimes you will see and ride paths a lot of these entities they will have tires sitting right out in front of in front of the business on the sidewalk. This will modify it and change and add requirements for those piles so they are store indoor as well as a wall to basically house these tires. So it does not provide a nuisance to public health. And then finally, dealing with the storage again they have to be enclosed within that entity. And so that is just a brief synopsis of what this particular ordinance does again it is part of a collection of packages to ensure that we are keeping the public safe, that we are requiring our businesses to be great actors here in the city of Detroit. Again, this proposed amendment mandates the city collection site, including space partially or wholly surrounded by a fence or a wall where a number of scrap tires equaling 30 or more or by fewer than 500 also asked for the definitions. It talks about conditions of premises, talks about no open open burning of material, which is prohibited talks about the conditions so as to avoid the imposition of noise, odors, artificial illumination, mud, dirt, dust, water runoff litter, vermin vibration, other news, nuisances, dealing with the environmental health and safety of our residents. It also as a recording surveillance system, which is going to be required every junk dealer must maintain the video surveillance system to ensure such system records and people bringing in items to the junk dealer for sale or delivery are recorded. also talks about that they may make it available upon request to DPD and they must retain this events for at least 90 days. This will also apply to the scrap metal dealers use motor vehicle dealers as well talk about adding a masonry wall for those used motor vehicles. So they're not just parking cars outside this, those entities and those businesses up along the street we've seen that happen in many districts. This also talks about the auto dismantling and wrecking yards they have to maintain a clean environment to avoid the imposition of noise odors, artificial illumination, mud, dirt, mud, dirt, dust, water runoff and such. As well as again this talks about the convictions and the investigations. The investigations talks about. For those who apply for an application. We want to ensure that those folks have not been convicted of any crimes that are nefarious, such as, you know, violating the public trust and things of that nature and police department will have to review these applications and investigate when they are submitted as well as the old CFR one investigate to ensure that these businesses who are applying do not owe us taxes or there are no arrearages that are unpaid. I do have a couple of friends who were rushing to East Lansing to pick their kids up. So I know it's a terrifying time for all of those young students and I just want to extend my support and services for anyone who is dealing with such a situation. We do have some behavioral counselors in the district that would be more than welcome to provide some support to students want to remind district for residents that on Monday, February 20, we are hosting our monthly community meeting it will be hosted as a hybrid meeting. The physical location is Eastside community network at 4401. Connor. We have two speakers we have Mr. Dan Welch, who will be discussing how to file a an appeal for your property tax assessment for your property taxes because we had a number of people indicate that their assessment was extremely high. So we wanted to offer that service and then we also have invited DTE Energy to be present to talk about the rate changes and also to sign residents up for an energy audit where where they'll be able to get a pro programmable thermostat to address the changes to the rates and how they're calculated. I also want to share that on Saturday, February 25. We are hosting a fair for anyone who's looking to have their record expunged. That will be Saturday February 25 from 10am until 2pm. The location is at Martin Evers Baptist Church 11 111 Whittier, again from 10am until 2pm. If anyone would like to volunteer to take applications feel free to reach out to the office, but we hope that everyone will share the information widely so that we can provide that assistance to our residents. At Cass tech, they always have dinner they all there also is an online option. And now was the time to at dawn enough for us just to say thoughts and prayers. Now's the time for us stop this plague of gun violence, that it's hurting us, not just with mass shooters, but also in our cities across the country. And so as sad as this is it's heartbreaking is what's happening is this opportunity that we had to be able to deal with this issue, so that the next generation does not have to continue with this generation is going through. Let me certainly first say is, as my colleagues have indicated, I mentioned regarding the shootings that were at Michigan State University and just kind of up close for me a friend of mine kept calling me in the wee hours of the night her daughter was there on campus she was really upset and finally you know the kids had barricaded themselves in their in their room turn out all the lights and they were still afraid because so many things were just happening across campus. They finally managed to get out of the room and my friend's daughter got into her car sometime at well after midnight and and actually drove home they were just so afraid. So I I just want to show some love for all of those young people that want that on that campus. And as my colleagues have said, mental illness is certainly something that we have to address. Along with gun violence. I don't know how we get to that. point but I think we can certainly start with mental illness and making sure that that is fully funded. I want to thank

Thank you, Madam President. I don't have much more to add in reference to the very tragic shooting that took place at MSU. That we all have have noted. You know, my condolences and the family's condolences goes out to all of those who have been affected, which also includes the unfortunately shooters family as well. It changes everyone's life. Those are the shootings that was definitely a shooting that we that we saw in the news, but some of folks don't know we get reports. Overnight reports every other shootings double shooting here a shooting that took place at another play location that don't make the headlines necessarily and again hearts. And certainly condolences goes out to all of those individuals as well. We are working with a number of partners, madam president to help destigmatize mental health therapy. It's not so much that, you know, you have to be diagnosed with some long, you know, illness, mental illness as they say. We've got to give folks encouragement to get some some triage before it gets to a crisis. We've got a lot of folks who have unpacked trauma that they've had over their lives. And if you have someone I mean, again, taking outside of last night situation that that, you know, made the news and made the headlines. We have folks who just look at another person and decides to shoot because they feel a certain kind of way. That's that's that's a challenge, and it's not normal. And our goal is to, again, not just help normalize mental health therapy to give you the tools that are needed to help address the issues that we face on a regular basis but also ensure that you have access to those services as well. So be on the lookout just letting everyone know that we are working steadfast we had a number of meetings, just most recently, a meeting just last week with a number of partners. But we'll be you're gonna hear a lot more and see a lot more about this particular effort because we have to outside of us focusing on the guns This is a it's a This is America, and unfortunately it is a gun crazy country. And we have all these rights that I'm glad we have rights for but people misuse them and and they weaponize them no pun intended when we start talking about politicians across this country so we have to give the people the tools that they need to help walk through whatever issues that they are going through. Let them know that they are not quote unquote, crazy that we all need help. And again, you'll see more of that as we move forward. But again, I echo the sentiments of all of my colleagues and sending their condolences to all those affected by the shooting that took place yesterday at MSU in addition to any other victims that lost their lives or were harmed that did not make the headlines. I do want to mention as Member Santiago Ramiro mentioned that our state legislatures that legislate tours can act and so can our federal representatives as well, too. There are common sense golf, it's common sense laws regarding gun violence and gun legislation that has not been passed to date. And so we just want to urge members of the public as one way that we can be involved is to advocate for those laws to be passed. And so that is one way that we could use our voice and that we can advocate that common sense gun legislation be passed, both on a state and federal level. want to mention that this Thursday February the 16th from five to 7pm is our community leaders virtual town hall with our Budman Mr. Bruce Simpson. We also have the director of DWSD Gary Brown joining us along with several other water advocates to support into rally around the DWSD lifeline plan to get people enrolled in that program. This Friday, we are excited to host our think is our eighth annual State of the youth where we tore every single high school throughout the city of Detroit and we engage with our young people in this Friday. We will be at Osborne High School, hosting a panel discussion and elevating the issues of our young people to let them know that they care to talk about issues related to gun violence, drugs, education, social media, whatever issues that impact our young people. We will be there on site having a very very robust discussion with several leaders throughout the city of Detroit who will serve as panelist I also want to mention that next Tuesday is our first evening community meeting. It will take place in district five at 7pm at tabernacle Missionary Baptist Church on West Grand Boulevard. We will have our constituent hours now in person. And so several departments will be on site starting at 5:30pm to 6:30pm. Again, that's next Tuesday, February the 21st at tabernacle Missionary Baptist Church. For our evening community meeting. This request is received a 10 year historical report on the millage amount that the Detroit Public Library has received and slash or will not receive the opt out attacks captures in comparison to what they do not opt out. Not receiving the date when they do not opt out. A comparison of the amount of the millage that the Detroit Public Library received over a period of 10 years if they do or do not opt out. A tax capture is requested. Particularly include the development projects, when state law allows the Detroit Public Library Commission to opt out of by resolution and notice filing to the municipal clerk. Please include a narrative summary on all activities to opt out or not since 2017. I am interested in the incremental property tax increases as the construction occurs and when the development construction is completed, and the impairment on the millage Detroit Public Library receives and slash or can receive.
