I'm trying to figure out why
you have, like, I think, nine candidates for a mayor, and some, some strange reason there's only being announced to the Public that is, like six or three, you know,
and I don't understand what's going on.
So I think that it should be more awareness that people did pay to have their votes. They had their votes, and there are illegally on the election ballot. So they should stop purposely, you know, giving all this extra publicity to shed field and dura Hall and all these people that just because they work here don't mean they're going to be the mayor, and not letting the people that's actually campaigning that's trying to be the mayor and get to get to the people, you know, blocking them. So that's what I'm here for, mainly, and also these water drainage fees. That's just destroying businesses, and you just keep on targeting people. So I'm really concerned citizen. We got, you got I didn't been to least 20 to 30 gas stations around the city of Detroit. They're selling expired food, green light gas stations, and you guys are doing nothing about it. I talked to miss Calloway like three weeks ago, here in person, on air, she sent somebody over there to the Pacific Gas Station on six mile in Wyoming. They got stacks of expired food. Hey, hello, Mr. So I'm here representing the Detroit alliance against racist and political repression. I'm here speaking on on a body cam ordinance that was recently drafted and submitted by the Coalition for police transparency and accountability.
So
it was, it was submitted by CPTA and received by city council. But I'm speaking here against the proposed revision of the city council ordinance on the body cam, CBT body cam ordinance in any case of police violence against any individual, allows the body cam footage to be released within seven days. And the revised City Council version basically guts it out. What? It's a watered down version of the CPTA version, um, it allows about 90 days, a 90 day, uh, period, to release the body cam footage. And I'm just here to to speak on behalf of, like, countering that, I think you guys should release the the proposed CPTA ordinance as it is and not like not changed at all. Um, yeah, I just think it's unacceptable. Um, I think if you guys really do care about police accountability and police violence against our community and Detroiters, uh, mostly you guys would just pass the CPTA body cam ordinance and not revise it to bolster up, you know, police unions and give the police 90 days. It's almost what that's three months. So I think body cam footage should be released a lot earlier, and this, this no excuse. That should be over seven days. Thank you.

everybody. My name is Jacob Smith. I'm here representing the Detroit alliance against racist and political repression. I am here also to take issue with the revised version of the body cam ordinance that is being taken up by city council. You know, not only is it heavily watered down, it brings it allows us to it allows the DPD to delay the release of body cam footage for up to three months, which, in itself is unacceptable, but primarily to there's a there's a provision in it that allows the exemption of body cam footage if it falls under certain terms of collectively bargain contracts. What I fear is going to happen is that this is going to become a loophole for the police union to be able to pull body cam footage of any incident anytime that it makes DPD look bad, and that's frankly unacceptable. So I'm here today to demand that city council pass the body cam ordinance as submitted by our friends at the Coalition for police transparency and accountability, take it up and pass it as soon as possible. sir. My name is Owen, and I am also here with Detroit alliance against racist and political oppression. Also demand based accountability from DPD too often after incidents of police violence, the DPT would refuse to release body cam footage of the incident until months after, and that kind of hides the truth of their conduct from people. Recently, the proposed ordinance was drafted and submitted by members of coalition for police transparency and accountability that's CPTA that would force police body cam footage obtained during any incidents of police violence to be released within seven days of the incident. And it is my understanding that the draft ordinance has been taken into consideration, although in a heavily watered down form, honestly and the ordinance currently being considered allows body cam footage to be held for up to 90 days and has exemptions that would allow police, the police union, to prevent the release of footage that they find problematic. I think that's unacceptable. I'm demanding that the ordinance be considered by the city council, unaltered as it was submitted by the CPTA, and made into law as soon as possible, and really the allowing people to see the body cam footage, it's just an extension of our democracy in Detroit, people should know how the the you know public, supposed public servants, right? That tax dollars fund how they act. Thank you. Thank you.

All right, so it is certainly my honor today to this is a resolution honoring citadel of perpetual learning LLC for its outstanding service and partnership with the Ronald brown Academy.

All right, so I would like to ask that member Johnson join me. It is in District Four.
See young people, I'm going to explain this. You have nine city council members. Seven of them are elected by district, all right? And two of them are elected at large. That means they represent the whole city, right? So, I represent the whole city. Remember, Johnson represents District Four, which is where Ronald brown Academy is so but it makes it my my district too, right? I mean, so you all understand now, all right. I mean, just, you know, a little civics, just a little bit okay, whereas citadel of perpetual learning, a Detroit based educational consultancy, has spent over 20 years leading innovative programs that address urgent educational and training needs across multiple sectors, including schools, government agency and the automotive industry. And whereas, at the request of principal Edwin Bell, citadel of perpetual learning, partnered with Ronald brown Academy to implement a specialized enrichment program for the fifth through the eighth grade female student experiencing behavioral challenges and vulnerability to bullying, and whereas this program was designed to promote social emotional learning, cultural sensitivity and academic growth by aligning with behavior reports and baseline i Ready scores to craft tailored interventions for the participating students, and whereas the program offered innovative and compassionate programming highlighted by youth led podcast and a girls lunch day out, that's where I saw you all, at a local Detroit Restaurant where students practice their interpersonal and emotional regulation skills they developed throughout the program, and whereas the efforts of citadel of perpetual learning And the administration of Ronald brown Academy have fostered a renewed sense of harmony, mutual respect and academic engagement within the student body, helping to cultivate responsible, community minded young citizens. Now be, therefore be resolved that council member Mary was and the Detroit City Council formally recognizes and honors Citadel, a perpetual learning LLC, for its unwavering dedication to Detroit youth and is successful collaboration with Ronald brown Academy to promote a safe, inclusive and empowering school environment, and be it finally resolved that a copy of this resolution be forwarded to the mayor's office the leadership of Citadel perpetual learning, LLC, Ronald brown Academy, and all parties committed to educational equity and community advancement and The City of Detroit. Thank you all so much for your commitment. You know, I was at a restaurant and I saw all of these young people I was at. Was it flipping? Fixings? Flipping? Yeah, I was like, fixing. And I was like, What? What are these young people doing here? You know, you're always curious when you see young people out and about that many of in particular. And so I was explaining to me why they were there, and I just wanted to say, I'm so happy that all of you all are taking the initiative to do to participate in this program, and certainly congratulate and thank the principal as well, because it wouldn't be happening without you. When Miss Howard came to me, we spoke about our program, we found a need for our young ladies to be exposed, because I believe exposure creates access and opportunity. It's children become what they don't see. Just them being here now and seeing representation. This is an experience that they will never forget. So again, I thank you for this opportunity, for acknowledging our young ladies. And this is something that we'll be taking back to our school, holding our head
high. My name Mariah Nicole Rodwell. I'm in the eighth grade. I'm in a powder room. The powder room has benefited me a lot. I learned a lot about how to be a lady in a kit. It's really fun. Ladies are nice and

We do it for results. And so we are honored today, just to receive this award, the girls. And also, I would also say we can even do this work without the assistance and the belief of principal Edwin Bell, who just loves his community, he loves the students, and he loves their parents. And so it's been a joy to interface with our young ladies. They have reached to heights unknown, and we share with them that they don't aim low, that we aim high, and they have just excelled, and they have met the task. I'm a hard task master, but they've stepped up to the challenges. So I'm so so grateful for this word, and again, the Council. Thank you so much. over $600 million in overpaid property tax, stolen coveted by Mike Dugan. Dana Nessel, Conrad mallet appears afraid of Mike Dugan, and in my opinion, lacks integrity to fight for justice. In this matter, he has failed. They have dirty hands and dirty hearts displaying the evil spirit of Satan. Romero fights for her people. The Ukraine fight for their people. Fake Jews have come over here and lied and gotten all kind of benefits. Rashida talie fights for her people. The Chinese fight for their people. Why haven't the black Council been on television demanding Dugan to be investigated. Council, ask yourself, why Dugan have poured millions of dollars into Mexican town protecting illegal border jumpers while you your districts are struggling and falling under eminent domain as hell is expanding so it's Mexican town. So I ask you, please, please don't forget the Detroit residents who were awfully unjustly stolen from and still has not reached what they what belongs to them. And again, as I say, I always want to remember the Tuskegee Airmen Emmett Till Mr. Cunningham, who spoke against the flu vaccine and was murdered. good morning. Good morning. Council members. I'm here to support the dcfc plan to demolish the Southwest hospital complex. I live directly. I live I directly. Live and work across the property and will be the most affected by this project and the president of the Western Corktown Association, this property, as you know, has been an eyesore and dangerous property for decades. The City support of the process will be well appreciated and cost effective, the new soccer stadium, the real estate projects to be invested will be an important step forward for the Western Corktown, it will stimulate growth on the properties along the western Corktown, Michigan Avenue corridor between 17th to 20th Street. Moreover, these properties are ready for development, which will transform the gateway to Corktown into a model for Urban Decay transformation. We are told the plants will monitor and mitigate potential dust and toxic material that arise from the demolition. The western Corktown Association strongly supports the demolition. We have been working closely with the CEO of deep CFC, to understand the next steps for full development. Thank you.

Good morning, good morning, good morning. I'm coming on behalf my company chose one productions speaking on behalf of Northwest activity center. We've been trying for years to get Northwest theater renovated. I've been working with Councilwoman Calloway, spoken with several other people on trying to get it done, and I was told as of last week that council had turned down the proposal of trying to work on getting it done. We've been I have a stage play itself that's out nationally, that was shot there back in 2012 and so we're just really trying to for the community, because a lot of people don't even know that that theater exists inside the recreation center. I've spoken with the one lady that runs the recreation center. And if she wants to see that Recreation Center as a hub for young people to come in and excel in performing arts, that's what we do. I'm in the movie business here, stage business here in the city of Detroit, and we're trying to really get Northwest theater, Paul Roberson, theater, the state of art, theater where it should be. It's been over 30 years, so we're asking City Council to approve this.

morning. My name is Tanja Ayers, and I am representing my company, the chaletti Productions. I did my first stage play at the Paul Robeson theater inside of Northwest Activity Center, and that was in 2014 some of the same issues then, far as lighting and seats has still have not been repaired. Now, in 2025 since then, I produced over 25 films, written and produced and directed over 12 of my own. But the Paul Robeson theater is where I got my start. There's so many people in film that started in stage, so we need the Paul Robeson theater. It's something in the city, it's something that's accessible, it's something that's not really expensive that independent playwright can afford, and we just really want to get the funds approved again, piggybacking off of what Richard was saying, we were told that things were denied, and we're just asking for the repair so that we can have something in the city. As you see the film making community has really, really grown in the city, and most people get their start in stage with writing stage plays and scripts. So again, we're just asking that it just be reconsidered, that the funds are approved, so that we can get the stage up and running and just get it back to what it originally was and was originally created for. Alright.

I'm not familiar of any funds that were approved or denied regarding that particular site, and so was it arts and culture through Rochelle Riley, okay, so I'll reach out to her directly while we're here, just to get a better understanding. J McClain, I've written over 40 stage plays, the 62 productions, and just like Miss Ayers and Mr. Bass. I've done most did a lot of my shows at the Paul Robeson theater in the Northwest Activity Center. I spoke to a Mr. Modeler. I was trying to give you names. Since you were asking about names, he indicated I sent him. I sent emails to him. I sent emails to city council. I sent emails to the mayor's office. The Northwest Activity Center has stated that the city has taken over the building, and it's owned by the city of Detroit. The theater is literally falling apart. I saw earlier that you were you gave a spirit award to some children for some great things that they're doing in the city and the school in the school, and that's great. But we also have children who wants to do theater, who wants to learn how to act, who wants to learn how to film me. We and we have a heart, a center that was flourishing over 1015, years ago. Everybody went to the Paul Robeson theater to get to see a play. Everybody was there. And now it's literally falling apart, and it's just falling by the wayside, and nobody's paying any attention. And I don't know if it we were told that the city council said no. We were told that Dugan said no. We were told that the city of recreation is also said no. So we don't know. We just going by what was told, and nobody responds to emails or calls, so we can only go by what was told to us if we want clarification. So that is not our job. We hired you guys to do that. That's that's we just here to complain, to tell you what's going on in the city, and we want this open so that we can continue to bring good music and productions to our city. live noise redevelopment project. And I'm just asking for the Council Members please to approve this resolution, because, like, their project would definitely improve the looks of the area, which has been neglect, neglected for decades. Uh, formal business, lacelle distributing center that was that sold small household items, toys, jewelry, etc, closed in the 70s. And then there was the Fred unique furniture that's all used items, and definitely for years, and it definitely went a good look in this area of livid noise, because I've seen it with my own eyes for decades, driving or walking down liver noise with what was in this business quarter block. But now what can be? Yes, there has been several questions regarding this project, but they have all been answered by the developers. More importantly, Mr. Schroder and Mr. Brandon, the 20201, liver noise apartment mix use project that has that's been behind residents on stocha between Chippewa and Norfolk would definitely extremely attractive and bring new residents and businesses to the immediate area. But you know, this is very important that we get this stadium and get rid of that hospital and for and it's just shameful to see a DPS embezzler who totally probably destroyed kids lives by stealing that 700,000 to speaking against anything that makes a positive change in the city. You know, the Detroit people's platform is nothing but misleading trash. That's what they are. It's all misleading. What he said was just misleading trash. And I'm also in support of the liver noise development, I think that's a very important one that will really bring some business to that side of the corridor, which really isn't that well utilized yet,

520 these municipal bonds whereby the interest rate
payments exceed
the principal amount of the bond
in both the utgo bond issuances as well as the ltgo bond issuances
over the duration of the bond, you'll see
that the interest payments are greater than the principal amounts and that MTF bond that was issued in 2017 only a small portion of it has even been spent. The city already gets a significant amount, almost 100, $100 million a year from the MTF funds. So it wasn't even necessary to issue a $124.5 million MTF bond in 2017 in the first place, you still paying interest on the bond, or unless something else going on with that bond, why? Why even issue it? You had enough money. The city had enough money coming from the state, from its annual MTF bond funds. Then you go and you give away utgo bonds to FCA stelinas. That's illegal. That's against the public doctrine, the public purpose doctrine of Michigan. You can't give you TGO bonds, especially voter approved, over to a multi billion dollar private corporation like FCA stelintis.
Where is that done at

for jobs, a promise of jobs that we didn't get. How many Detroit residents are working over at LCA still at us on the east side, in those two plants,

But today I'm, I'm happy to see people getting happy, people getting responses about the Paul Roberson theater, but the level of service that the every everyday, average citizen receives in this council is terrible. Um, just to speak frankly, it seems like a lot of a lot of concerns are usually just ignored, and I hate to see that. And also want to say this just to be frank and honest, Rochelle Riley does a terrible job arts and culture. She's a writer. She has done nothing to advance the culture for painters or art in the city of Detroit, and if she retains her position under the next administration, that would be a travesty to the art community. For the city of Detroit, she has not advanced anything. She's had a terrible scandal under her watch. You can't watch everything but a couple $100,000 being uh, passed along in a fraudulent deal is ridiculous, and especially to see city council to vote to not pay and to have a open up the city for a legal litigation against us is terrible, so to keep somebody on staff who's done a terrible job at Arts and Culture will be a travesty. Also want to say the rates for toll rates increases for the toll rates for police authorized tolls is ridiculous. They're going to be raised $100 for every every weight class. It's going to go from $125 for the light duty to 225. From $75 to 175. From 175 for medium duty to $425 for the medium duty second truck from $0 to $350 from $300 to $700 for the heavy duty. And I feel like this is a travesty for the average citizen, because the fact that the Torah commission had not competed in 10 years is not the responsibility of the citizens, but yet we're going to pay the price. I do want to address an issue of disparity in the city when it comes to our transportation system, I think to value tourists and temporary residents when it comes to the people mover in the queue line in terms of a free fare provision when we have residents in the city of Detroit, not all bus riders are in poverty. Let me just say that, first of all, all of us are just trying to get to work where we need to go take care of our families. There's retirees, and right now, only seniors, disabled individuals and Medicare cardholders can have a reduced fare. Other cities across the United States recognize the benevolence and the need to provide as lowest income residents, or homeless residents, returning citizens, some sort of fair provision so they can get around the city, access services and get jobs. I assure you those that will benefit from a low income fare program are people that are getting into the workforce, who have returned from society, or just someone that is just really bad luck right now, or just really hard times, which are many families in Detroit due to the The the cost of living crisis, if 34 other cities can even just eliminate their first which I'm not even asking for, why can't this city that is okay to get state money to subsidize the queue line and a private company to subsidize the people mover? But when it comes to our own people that use DDOT, which is the backbone of our system. There's no consideration. I think you need to look hard at yourself and consider, why is that the case? We got shooting this going on, and the tokens just aren't sufficient enough. You can't wait the summer time to start trying to come up with plans and redress things. It take all winter long to listen to folks and put things in place to prevent things, and until this government has a mentality and a perspective of prevention, we going to stay in the same issues, regardless of who get elected at the top or who is on city council, and gotta have the fortitude and the integrity to stand up against Even opposition if it means doing the right thing. Speaking of embezzlement, I'm still trying to find and figure out what happened to that money that the Library Commission or the library was taken from the library. We haven't heard anything else about that, anything about the investigation, or just general information about that. That was almost $700,000 as well. If we multiply that a couple of times, we could make the Detroit retirees whole. And thank you for those of you that did speak up for the Detroit retirees, realizing that since 2013 no cost of living increased since 2013 clawbacks have been consistent since 2013 and we're still paying for a debt to be never owed. So I think we need to do more for the retirees. There's lots of things you can do that don't cost you money. You could erase the property taxes that have constantly gone up. You could supply with supply us with credits for the water drainage fees. There's lots of things that can be done if we just think outside the box as it relates to body cams. I think all public servant should wear body cams, because not just the police dish out injustice, it goes, it goes around the whole, you know, the whole realm of city service, public service. So maybe we can work on that and get you know when you're on the job you should be recorded, so we can have reference to it.

I want to know why your animal control is not doing anything to issue tickets to apartment buildings and businesses that allow animals to run loose and not have on proper leash, which is violation under the Michigan animal control law. Finally, I would also like to mention that in downtown Detroit at the transit center, and off of Michigan and Washington Boulevard, the bus stops are in deplorable condition, and they're not being washed down either the grounds nor the bus terminals. We had some residents come down today, indicating that council denied some funding for that theater, which we are not aware of, and that there may have been several denials through the rec department and then ultimately Council. And so we're just trying to get some information so that we can give back to the community and the residents that are here today. Okay, so
through the chair, this is Crystal Perkins, the director of General Services Department. We have not identified funding for the theater. At this time, we have been diligently working with the administration, also through our office of grant developments team as well, to pursue funding to renovate, bring the theater back to a state of good repair. So I am not aware of anything that has come before Council, requesting funding to approve for these renovations at this time.

If you are a legacy business owner and have been in existence for 30 years or more, we would like to hear from you to learn more about your needs and also the next round of funding that is available to support your business again, that is Detroit legacy business town hall that will take place tomorrow, in partnership with the DGC, from 530 to 7pm on May the 16th, which is this Friday, our office will be hosting a coffee and community conversation At the congregation on 9321, Rosa Parks Boulevard at 10am this Friday at 10am coffee and conversations with myself in my office at the congregation, please join us. We will go over any outstanding city issues, topics, questions, concerns. This will be our final year of occupy the corner again that will be held on June the 13th. Over 500 bikes will be given away, as well as various resources on site to help our residents again join us on June the 13th, from five to 8pm at the COVID young clay field for our occupy the corner event, which will be our last this year, and that will conclude all of our member reports.
