    Baptist Church, versus God our Father we're thankful and grateful to you for this day. Recognize that we live right Oh God in the name of Jesus Christ. We will be guided by your wisdom. Discernment, that every decision that is made is never for a person. But always oh god for the people. Let that be no spirit of greed, hypocrisy, selfish ambition, no arrogance. Let it never be named among them. Father, let them be instruments of your peace. We live them before you today. We live our beloved city. We lift our mayor we lift this council we lift all leaders before you today. Oh God. You've told us that we ought to pray for those that are in authority, and we may live peaceable and quiet lives. So Father we do this in obedience today. Trusting oh god for your guidance and your wisdom. We recognize we cannot make it without you. But with you all things are possible. So Father, we pray that you lead direct and guide. All that is said and done. That ultimately Oh God, your will will be done on earth as it is in heaven. And at the Kirkwood note we've also been joined by member Callaway so now all right, I'm gonna now turn the floor over to console President potentate for a presentation.

    Thank you, Madam President. Good morning, everyone and want to thank thank you for this opportunity to utilize one of those perks that people think we have so many of them. That perk today is being able to honor someone who is a phenomenal individual who's made a major impact in a number of lives around certainly in the city of Detroit, but around this country as well. That's none other than Mr. Jason. Wilson. If we can welcome Mr. Jason Wilson as we do with city council. If you could come forward please and take that so you and your wife as well and and her to have Chris up for as well. Some of you recognize him you see that phenomenal beard when I grow up I'm I'm working on it I'm working on. But this gentleman is very recognizable not just from his physical appearance, but by the work that he's done. Some of you if you're around my age, you might even remember him back in his previous life as a DJ in the city of Detroit part of the rap group chaos in Maestro you remember that? Yeah. But that was shortly what he what he's done since then is really created a lane for black men and boys to release the trauma that they have in their lives that we can tack on on a day to day and many times not know how to get rid of not know how to shed any of that pain that hurt. Can't do it by themselves and they need some assistance and what they get is that assistance through our brother here, Jason Wilson. He has been doing this for a number of years. And I'm just glad that the rest of the world is finally finding out the greatness that we have here in the city of Detroit. And today I would like to provide a testimonial resolution on behalf of this body. Some of you also have seen this work if you haven't seen a movie that was take you back. There was a YouTube video that went viral back in I think was 2016 he was tutoring a young man within his cohort and he was struggling. He was struggling this young man had done this technique numerous times but he was struggling because he just had the weight of the world on his shoulders that day. And the way that Jason walked him through that was nothing less than amazing and inspiring. We got like, what, three something million views just from that alone. There was an NBC show called This Is Us. They actually replicated one of Jason's videos and when he was instructing a young man to use his strength use all the strength that he has in him being part of that stream. They had to admit that they took that same directly from a video that Jason had done so again, the rest of the world is certainly catching up even more so now with the documentary and I'll talk about that in the testimonial resolution. But I'm just so again pleased and proud and thankful to have my friend and a tremendous individual here before us today. And thank you for joining us and it says hear the testimony resolution Do you have if you can make a prayer God, you know, I don't even so, Jason Wilson, Sharan Arthur author, excuse me and humanitarian, whereas Jason Wilson was born August 21 19 Seven in Detroit, Michigan. To Oliver Wilson. Let me add a Murray Crump Excuse me. They were divorced when he was six years old. Jason grew up in the state of Detroit later graduating from St Maarten deports High School. I'm a beanie grab and I'm not gonna hold that against him. Where he would later take up construction, a farm by his mother, a Christian vocalist and prayer warrior. Jason accepted the call over his life to soldier soldier and fight for men and boys struggling from past trauma. And whereas Jason Wilson is a faithful husband of 24 years over 24 years to Nicole Wilson and father of two beautiful children out let Alexis and Jason Wilson the second. Jason has more than 25 years of martial arts experience and has utilized his martial arts training to help young black males to overcome emotional battles that rage within them, combating years of unaddressed trauma. And we're asked Mr. Wilson is the founder and CEO of the union of faith based nonprofit organization that helps local youth and their families with life changing programs. Thrive against the ever changing challenges that so many are not equipped to face with and overcome alone. The union has effectively reached more than 15,000 youth and young adults through innovative programming, trauma informed care parental engagement and counseling. Wilson's methodology methodology teaches emotional stability instead of discipline, setting the children in his care on a pathway to becoming whole and healthy adults. And whereas Jason Wilson is an expert in emotional stability training in 2008, Mr. Wilson's heart for fatherless and misguided black boys inspired him to create and direct the cave of Abdullah transformational Training Academy also known as kata. While describing why he started kata Jason says at the time, it was a lot of boot camps and Scared Straight programs. And I quickly discovered that our boys don't need to be scared straight, they need to be healed. Over the years Jason has earned numerous accolades for his work. President Barack Obama awarded Jason with the President's Volunteer Service Award, and 2016 additional recent acknowledgments include General Motors African ancestry network inspirational award in 2017, the Chick fil A inspirational award in 2018 and for its African ancestry network, Community Service Award in 2019, just to name a few. In 2018, Jason Wilson signed with actor Lauren's fish burns, film company, gypsy skilling sent cinema gypsy to produce a full length documentary entitled cave of Abdullah, which had his world wide debut at the famed Tribeca Film Festival in June of 2022. The film was awarded Best Feature Documentary, Best Editing for documentary and first place Audience Award. Cave of dalam was picked up by ESPN Sports and Sports Network and Premiere to rave reviews in October of 2022. And whereas Jason Wilson is the author of the 2019 memoir, cry like a man fighting for freedom from emotional incarceration, and the 2021 inspirational book, Battle Cry, waging the and winning the war within both books we go on to be the best sellers on Amazon. The inspirational books guides men on how to unlearn societal definitions of masculinity and empower them with the mental and spiritual tools to freely live from their heart, rather than their fears. Haven't been raised by a single mother Jason recognize that these are the same tools that he needed as a young man and wanted to provide them to the next generation. And therefore be it resolved that the Detroit city council office of the president pro tem James Tate and the entire Detroit City Council hereby honors the valor and steadfast commitment to helping build generations of black men and boys around the world, particularly Detroit. Thank you for being what you did not see, but long for affirmation and encouragement. We're proud of your accomplishments, and thankful for your vision and your leadership. Now give him a round of applause

    that was I'm going to share with you have had an opportunity to see this man's work. If you would like to say a few words The floor is yours now at this time for you, Madam President.

    Me as well. Can you hear me? Great. First of all, I'd like to say this is just a great honor. As I'm hearing a councilman Tate just speak I started recalling the years when I was a young boy growing up on the west side of Detroit. My father was in the same city, but wasn't actively in my life. And as a result, you know, made some mistakes and often walk through my neighborhood alone just seeking for a man to teach me and that's why my heart drove me to martial arts. And as I sit here now, just recalling all of the young boys that will come by my house that even the drug dealers will drop their sons off to me, because they trusted me to mentor their boys and I had no idea what God was doing at the time. And to see all of it coming to fruition now, to be able to not only impact our boys in the city and even men, as Councilman Tay said is that is really moving. And this is a great honor. And I'm truly appreciative. We purchased the building this is my wife, Nicole. None of putting much. Without her nothing will pretty much happen because she's been a great support to me. And this is my assistant, Chris Norris. It's so important that we as leaders replicate ourselves and pour into the next generation. And not only that, but identify them before we get too old to identify them. And so if my time is up, I'm hoping he would take over but if you'd like to share we we purchased the building on 1129 Oakman to serve the community and I would love for my wife to share more about our nonprofit the union.

    Just a humble thank you to the Council for this award and recognition for my husband. He deserves it. He's all that was stated in this resolution and more. He has the heart so many have the the skill sets to run a business or run an organization or be successful.

    Jason has all of that. He has a heart he loves

    those that God has called him to serve. And so this recognition and in recognizing the work that he has done for me as his wife, for me as his partner in our nonprofit organization, the union is just so appreciated. We've been doing the work for a while and so the union serves as our nonprofit which the cave of Adullam is under that umbrella as one of our most visible and impactful programs. We just purchased our building back in 2019 on Oakman Boulevard sits right kind of in between focus open and so and have been serving about 1000 Kids annually with prevention and mentoring life skills counseling programs. And so with the support of the city of Detroit and our community and you as a council. We are just so grateful and thankful to be supported in continuing the work that we do so I humbly thank you

    all good morning. Morning. I'm so I just want to thank you as well, especially for just acknowledging Jason and the work that he's been doing over the years. I I still remember when I first started assisting him and just the way that you know he would teach and the things the principles that he instilled in, you know, the youth that we were serving it was changing my life, even in those classes, you know, and during those moments, and I remember I would always say to myself that, you know, the work that you know, Jason is leading. You know, in our training, it could truly transform. So much of our culture, and it can save so many lives. And so I'm excited and thankful that you guys are sharing the work that you know he and we are doing because as we can see our youth need it. Men need it and our families and communities need it, you know, and so I just wanted to say thank you. Thank you for sure. Thank you.

    Thank you, Jason, I know you have been we've seen you many of folks have seen you on Breakfast Club and Joe Rogan experience and other podcasts and other programming, but you're going to be coming up soon on. I think the Breakfast Club again representing the city of Detroit.

    Yes, sir. Yes, Councilman, this Friday is tentative but Laurence Fishburne and I will be on a breakfast club and I can't wait to brag about my city. And I would like to thank the building department here because when we were renovating our building, I mean, great, great service listening assisting us. I had no issues with anything. So I definitely want to thank them publicly, because they really made the process and the transition so much easier.

    And for anyone who can hear my voice if you haven't had an opportunity to see the documentary, it is still streaming on ESPN plus, take a look at it. It is again a phenomenal snapshot of the process that Jason goes through with these young men and see how they've transformed from beginning to end just through a couple of months. So thank you

    Okay, thank you, Madam President, and good day to this honorable body. I'd like to thank you for your time. I am Stephanie Washington, the director of government affairs, and so today we'd like to give you an update as well as the Detroit residents are key legislation and initiatives that we've been working on at the federal level. So the goal today is to simply show you how your federal legislative team is working for you. So just a reminder to make you aware. We retained squire Patton Boggs in April of 2020. And that was to represent the city's interest at the federal level with the height of the COVID 19 pandemic and the onset of the COVID stimulus funding. So real quick, Squire Patton Boggs has been instrumental in assisting us with securing city dollars for arpa. So the 820 6 million was an effort, a collaborative effort, with squire Patton Boggs as well as the 30 million for the Choice Neighborhoods grant, which was HUD affordable housing, for Corktown and just many other things. So I just wanted to let those quick things up. And as we give the presentation, you'll see more, but joining me today is Amanda Elias Senior Policy Advisor. And from squire Patton Boggs Rodney Slater who is partner and former Secretary of Transportation and Vicki cram principal. So again, the government affairs team works extremely hard to to provide you regular updates and check ins at all levels of government and will continue to do so. So again, we are excited to be before you today to just kind of let you know all the things that are going on at the federal level and I will throw it over to Vicki cram and Rodney Slater to give the presentation. Thank you.

    Thank you Stephanie. And thank you also for your leadership and the leadership of the mayor, staff and members of your team and working very closely with us. Clearly we've gotten our orders, listening to you and members of the mayor's team listening to the mayor and focusing quite I think successfully on some of the important matters of consideration for the city. We're going to get into the details of that we actually have a slideshow that we'll share with you. So that even if there are questions here but questions later that you'd like to follow up with us on that would be that would be fun with us. We'd like to also mention at the outset that one of our colleagues is not with us today but but I'm glad that that we have Vicki and and Amanda with us here. Let me just say that I'm I'm very familiar with Detroit I actually attended Eastern Michigan University some years ago, played football there gained two degrees in communications political sides and then returned to Arkansas for law school. But I've had an upfront and close opportunity to look at some of your infrastructure challenges over the years during my tenure as Federal Highway Administrator and also as Secretary much of the work involving the airport and some of your mini city streets and bridges in the light. And I think that Detroit is poised to really take advantage of the new bipartisan infrastructure bill. We'll get into some specifics. About that, especially as relates to i 375, the Joe Lewis project as well, and others, reconnecting communities. We also would like to frankly, explore with you as we look forward to this new found strengths that you should enjoy in the state of Michigan, with your governor, lieutenant governor and other elected officials having been reelected also with changes in the in the state legislature, which should be of benefit to us. So those are things that we would also like to explore. You also have some new members within the within the Congress, working with you to just enhance your relationship with them. Also very important to us. And we understand. Vicki was just sharing with me yesterday that many of you were here for the Congressional Black Caucus Week activities and that you got a chance to meet with not only members of your delegations, but members across the caucus and that two, very, very important and so we have enjoyed the opportunity to work with you in in years past. We look forward to our work with you going forward. And we think that there could be no better opportunity for the city of Detroit than having the Biden administration in office Biden, Harris administration, a strong congressional delegation with many members who will assume leadership roles and and also, frankly, enhanced relationships at the at the state level, and we'd be remiss if we didn't acknowledge that you've got many new members on the council and so, Madam council president and and pro tem, President Pro Tem taped, we're looking forward to getting to know all of you better as well. So with that, let me turn it to Vicki. And as I mentioned several films. One of our team members is not with us today, but we're very pleased to to join you and to give you an update. Thank you.

    Thank you, Secretary Slater. I appreciate that. And good morning, Council President and members of the city council. It's wonderful to be here this morning, even if it's remotely I'm Vicki Kram and I co chair the state and local government practice at squire Patton Boggs which represents about 50 cities and counties of various sizes. Districts and we also represent to Governor's but of course our favorite client is Detroit to say we can have the next slide please. This is our team and the Secretary Slater mentioned Sarah Williams loans cannot join us today due to a a family emergency. And the next slide is just a little overview of our firm. And you can look at that at your leisure to move on to the 100 and 17th Congress, which has been an extraordinary congress with many many extraordinary achievements, starting with 2021 The American rescue plan which President Biden signed in March $1.9 trillion economic stimulus bill to improve and extend the existing COVID 19 programs were cared to act in previous legislation. And then a year ago today, the President signed the bipartisan infrastructure law, which allocates one to $1.2 trillion to traditional infrastructure projects and of which 550 billion is new federal investments roads, bridges, mass transit, rail, airports, and broadband and then this year, Congress moved on to pass the chips and science Act signed into law in August and that provides the funding to boost domestic research and manufacturing floor semiconductors, and to support domestic semiconductor manufacturing through a variety of different avenues. And then finally, the inflation Reduction Act, which was signed in August of last year of this year, and which addresses climate change. Next slide. Please. Talk about each of these programs. Very briefly, just one of these bills very briefly. First of all, the American rescue plan $1.9 trillion price tag. It also as part of that provided $350 billion to eligible state, local, tribal and territorial governments to respond to the COVID 19 emergency and the consequent fiscal crisis. And Detroit received of that $350,826,000,000 In two tranches, and Detroit's been singled out for praise by the Biden administration for the use of its funds for community violence intervention programs. And as you well know, almost half went to restrain the city's budget and Justin fiscal shortfalls and the other half to the Detroit Future Fund. intended to make community investments. Next slide, please. Partisan law so again, this is a two year anniversary, but it has four more years to go. So there's still going to be a lot of opportunities for the city to receive funding. Through the second through these avenues. Infrastructure opportunities for transit for EB charging for rail for airports for roads, bridges and broadband. I want to particularly talk about the amazing ability the city has had to already extract funds from this through competitive grants $104 million infra grant, which is to realign ramps and the freeway near i 375, as the Secretary mentioned earlier, confirmed by 375 to a lower speed Boulevard install traffic calming measures and remove wheeling emerging areas long 375 And I 75. I removed 15 old bridges construct wider sidewalks and protect pedestrian crossings and will provide better access to jobs and safety. The city was also the recipient action Michigan do T was the actual recipient but we were the beneficiary of $24.9 million raise grant for the Detroit mobility and innovation corridor. This would reconstruct 1.9 miles of us 12 Michigan Avenue create a multimodal corridor in downtown and Corktown and transform an urban highway into a multimodal facility with state of the art improvements for bikes pedestrians and transit and then additionally, Detroit D O T also got 6.9 million in bus and bus facilities to buy battery electric buses and install charging equipment. And we have additional grants pending at D O T and are waiting the account outcome of that and this is just the first year for the bipartisan infrastructure bill. Next slide please.

    build back better,

    which turned into the inflation reduction act over the course this past year. So the build back better Act was intended as the social investment companion measure to the bipartisan infrastructure law. It was the hard infrastructure this was going to be sort of the softer people human infrastructure side of it. It sought to invest 3.5 trillion in social and environmental programs, including 150 billion for a range of measures to help make housing more affordable, including 24 billion to expand the Housing Choice Voucher Program. But over the course of the year midst negotiations and parliamentary procedures. Senator Joe Manchin ultimately pulled his support from the bill and then started as you can already sighs the climate and health care parts of the bill to be his major priorities for the bill and because the Senate is divided 5050 in this Congress, he had a lot of say in it. So despite being scaled back from its ambitious origins and losing the desperately needed affordable housing provisions, it still remains a landmark climate achievement. And this is the 10 year authorization so it has just been signed into law. It's being just beginning the implementation now. So this will provide many opportunities over the next decade for the city of Detroit. On this slide, I just want to talk a little bit about the health care provisions because we have other slides go into more detail on the climate change. But I wanted to note that the health care provisions were also significant negotiating lower drug prices for seniors setting a cap on prescription drug prices and and linking that to inflation.

    drug costs to

    $2,000 per year for those on Medicare and enhancing the Affordable Care Act.

    Next slide, please.

    So still talking about the inflation reduction at the IRA. We just wanted to point out a couple of things that are quite extraordinary about this bill. So shouldn't Detroit decide to transition to electric vehicles. There are now direct payments for the purchase of like medium and heavy duty electric or fuel, fuel cell vehicles and hybrid vehicles over 14,000 pounds. So as the city is a tax exempt entity, the IRA allows for the city to receive a direct payment from the Department of the Treasury for the purchase of EVs in lieu of the tax credit. So we don't quite know how this is going to work just yet. This is a brand new provision to create tax credits for tax payments. So we're looking forward to keeping you apprised as the Treasury Department develops the guidance for this. And the other thing I would just note is is that this terminates for vehicles acquired after December 31 2032. Next slide. Please. And this slide and the next two slides, so we can go through them fairly quickly. This one and the next one are are just showing great the breakdown of the vehicle tax credit. So next slide please. And again, the next slide after that, I think you all have copies of this so you can take a look at these in your own time. And then also again in the IRA the clean energy tax credit. So again, should Detroit decide to add clean sources of electricity such as solar energy storage. Facilities, the IRA allows for the city to receive in countless direct payments from the Department of Treasury for these for these additions in lieu of tax credits. And this is the 10 year extension for these clean existing clean energy tax credits with this added enhancement of being able to get the direct gains. Next slide please. Again, I'm still in the inflation Reduction Act. There's a lot here back but this is the first one here funding for Detroit to purchase cleaner, burning vehicles and electric vehicles. This is an existing program that received additional funding in the IRA and $60 million and will allow the city of Detroit to purchase again new cleaning vehicles, likely hybrids for EVs, and then there was also funding for billion dollars so significant funding for residents in affordable housing, and this is to fund projects that improve energy or water efficiency. Enhance indoor air quality or sustainability implemented zero emission electricity generation, low emission building materials etc. Energy storage, and this allows residents to make improvements to their energy and water efficiency. So we will be providing more information on this as the regulations start to roll out on the IRA. Next slide, please. And then this is a grant program. So it's not the tax program. It's this is our last slide. On the IRA. This is $3 billion for environmental and climate justice grants. This goes to the EPA and it's to invest in community projects from disadvantaged communities. These are three year grants for activities, the benefit disadvantaged and for things like air pollution monitoring, prevention, remediation, investments in low and zero emission and resilient technologies and mitigating health risks from urban heat islands. Extreme heat would heat or emissions and it is eligible activities are include partnerships between tribal organization or a local government or an institution of higher education and community nonprofit or a partnership of community based nonprofits. Again, this is brand new program. It's an EPA so we will be waiting for it to be for the regulations to come out and we will be keeping you apprised to this and how we can access this funding. Next slide please. Moving on from the inflation Reduction Act, I just want to touch on a couple of issues that we've also been working on and the importance of the city, the low income household water Assistance Program. This assists in paying arrearages and rates charged to households for drinking water and wastewater services. This program is administered just created by the bipartisan infrastructure law. It's administered by the Department of Health and Human Services, which sounds odd but it's because it is based on the very similar lowing Haji Assistance Program which is also run out of HHS. And this is something that we are working very hard to get additional funding for and also to make sure it is a is extended and made a permanent program. Next slide please. We also know that flooding is very important to the city of Detroit. This is very new. So this was announced on November 8, the Biden administration announced a roadmap to nature based solutions to protect and sustainably managed for restore ecosystems as solutions to climate change. And I want to focus a little bit on the urban flooding reduction which is you know green roofs, rain gardens, bioswales tree canopies and constructed with wetlands and on the right hand side of this slide you will see that there are some funding opportunities for this nature based solutions program. That one is there is funding in the inflation Reduction Act in financial assistance to underserved communities through the neighborhood access and equity grant program which can integrate the use of nature based solutions. This is a new program again, so we need to wait for it to be implemented and feed guidance, but it has to nificant funding and then also the Economic Development Administration is including nature based solutions in its investment priorities for environmentally sustainable development. So we will be looking to these two pots of funding. Next slide please. I'm almost done, I promise. So in the 100 and 17th Congress the Democrats brought back after a 10 year hiatus, the practice designating community project funding for particular projects. And so last year, requested and received $200,000 in community project funding for the Detroit means business program. And we also received $715,000 for the ceasefire Violence Reduction Program. So that was last year's funding, fy 22 That we should have in hand now. Next slide, please. So this is fy 23. This year, Congress has not yet completed the FY 23 appropriations process. The FY 23 fiscal year began October 1. It's not unusual for Congress to not get that completed by that deadline. So the federal government is currently operating on a continuing resolution to fund the federal government that FY 22 levels until December 16. Of course, with the election last week, Congress comes back this week in LindeX to complete the FY 23 process, and I'm taking up some other measures. So right now, there are a couple of things pending in the FY 23 process that we've been working very hard on. One is funding for the gentleman was Greenway 1.3 6 million can pending but we are very hopeful that they will complete the process in the lame duck session, and we will get this money and the million dollars for body worn cameras for the police department. We've also been working very hard. Neighborhood supplemental funding, the house put $100 million to two plus up existing Choice Neighborhood grants. And we received $30 million for the Corktown Choice Neighborhood grant. And so we are looking to try to access these funds. We want the 100 million dollars in the House bill but we also want a restriction removed from that funding that is included in the Senate Bill which prevents us from being able to access this funding. So we've been working very hard on this. And then the bill. The continuing resolution also continues the National Flood Insurance Program until December 2022. But we believe it will be continued in an omnibus appropriations bill for another year.

    Next slide please. So these are

    lame duck session as we mentioned, the FY 23 appropriations. The National Defense Authorization Act is always passed. It's been passed every year for the last 60 years. So we hope that will be passed the safe Banking Act which is legislation to protect banking institutions that provide services to legitimate cannabis businesses. Is was passed by the House. We think it stands a good chance it's a to actually attach to the DEA. We think it states stands a good chance of passing through this this year in the lame duck and then there's a permitting reform legislation that would advance or speed up permitting both for the inflation reduction next over renewable energy, but also for fossil fuel permitting. And then this week the Senate will vote to codify the rights to same sex marriage we're not sure if that's an pass. I think it might be. Next slide please. And of course the election. So this is out of date because everything has been changing and evolving. This was as of yesterday when we submitted it to you. The Senate obviously in in democratic control was Senate race outstanding. That's Georgia that will happen on December 6. And that will give would give whoever wins I mean, it's going to change the balance of power. So the Democrats remain control, remain in control. And the house doesn't this morning is to 17 for the Republicans, which means they're one seat away from the majority and to check out 205 for the Democrats and 13 seats outstanding as of eight o'clock this morning. Next slide please. So election takeaway, saw how the Republicans are one seat away from winning control of the House of Representatives, but of course the red wave did not actually happen as predicted, and voters delivered a different message. I think it suggests that America remains very divided and compromise won't be needed to overcome any kind of policy gridlock. And then I think we will just move to the last slide, which focuses on the 100 and 18th. Congress. And, you know, House Republicans will seek to undo some signature democratic wins. Can they compromise we don't know. But we certainly know that the Farm Bill was up next year, which has a lot of nutritional programs involved in it. The Federal Aviation Administration reauthorization is up next year, which might potentially have some opportunities for us for Sydney Airport or other parties. The Environmental Protection Agency, its regulatory conveyor belt will continue to roll and it's mainly rolling back Trump era regulations. And of course, there are always unanticipated issues that come up, and we will be looking forward to working with you on all of this along with your wonderful team of Stephanie and Amanda, in the coming year, and I will turn it over to Secretary Secretary Slater for any last comments and then we can take questions.

    Secretary Slater before you begin, I just like to also just give thank you to our Detroit delegation, Senator Stabenow Senator Peters Congresswoman to leave in Lawrence and we will miss Congresswoman Lawrence because she's the Vice Chair of Appropriations and has been instrumental in securing a number of the funding that we have. So I just want to say thank you to them and we look forward to working with the new dynamic that exists with the Detroit delegation. So just wanted to shout that out.

    Yes. And Stephanie, so appropriate to mention your delegation. They have been tremendous, not only from their vantage point and positions of power, but also through their relationship with other members across the Congress. And that includes Republicans and Democrats, we should, we should acknowledge that. The only thing I would say is that, with so much focus on the environment and transportation, whether it's EVs or autonomous vehicles, or you know, just dealing with the climate and getting to zero emissions, that sort of thing that puts Detroit really at the epicenter of this ongoing debate and discussion and we would encourage you to lean in and take full advantage of this new legislation. And let us work with you to do that. Clearly you're poised to do it. I think that as Vicki has noted, we've taken some advantage of that at this point. But with the new Congress, you really want to hit the ground running, pressing on all points of importance to you. With that, I'd just like to maybe open it up for questions. You know, and, and we can respond to any questions that you might have and then if we need to come back, we can do that as well.

I just want to ask first and foremost, it comes to my understanding that this $24.9 million raise grant for the Detroit mobility innovation corridor is that part of Michigan central that they're building over there is with this money go towards that with this money also go towards the connected automated vehicle lane that they're building from Ann Arbor to Detroit as well or is this or is this kind of targets, all of that?

    Okay, go on,

    go through the chair. So it's not directly connected to Michigan Central. It's actually four. It's an MDOT project that would redo Michigan Avenue to create a center AV lane so while it may, you know benefit what what Ford's doing at Michigan central it's the money does not go to Michigan Central. It's a state project benefiting Michigan Avenue.

    Okay, excellent. Excellent, excellent. Um, I also just wanted to ask you really quickly from my understanding, there has been a discussion about guaranteed income pilot from Barney Coleman. I just want to know do we know where that bill is in the process? Right now? Is that something that we would see through expect to patent out because we talked earlier about elections and a brilliant presentation? Do you think that's something that we might see more emphasis on in terms of passing that three month pilot on the national level? I'm not

    familiar with that. intimately familiar with that. I am not sure that that is in the cards given the new makeup of of the Congress. Yeah.

    I would say that as well, especially on the House side. Now there are some locales though, as you know, who are at least testing this, Washington DC being one but there are others. And they're using, you know, a collection of funds to do that. Maybe we could get some samples of how they have done it to give you some insight as to what you might consider but as far as it being a national program as Vicki has noticed, that's probably not Not likely.

    Well, I'm gonna God is leading to here locally. So that's yeah, that's, that's that's why I'm talking to you about it. Now. I just want to know this is something that was going to happen is this something they were going to work out? And you know, and you know, how you know, I'm not on a national level not that'd be time but on the state level, from my understanding whenever you had something that actually we had a party that was coming into power, lame duck was like, if you were going to do something that was a priority, now's the time to do that because other guys are coming in and you're not gonna be able to do it. This is my final question. I want to ask you a question about the reparations piece from state or HR 40. From my understanding, it's 212. co sponsors. I think they need 216. If my math is correct, I don't ask are we gonna? Are they having any conversations at all? I know this is something that was very important. John Kerry has Android support to the Michigan delegation now as well, with Representative Lords represented to leave is this something where they've had a conversation with you or reached out at all? About this possibly being moved in? lame duck session this time? Means that we've never had this be co sponsors been this close to moving it.

    Well, that's true. One that may be one that we'll need to circle back. I don't recall Vicky or Amanda that we've had any that Stephanie, what about you,

    sir? I would say member young, that has not been brought to our attention. But what we can do is I know your your, you know, priorities and I know guaranteed income with member borders is a priority and in reparations for President Xi I feel in all of council so we can look into it, though. I have not had those conversations with the delegation.

    Yeah. Okay. And we're happy to look into it. And I should say this, Councilman young, I mean, you're not a newcomer to this to this process. Come you come back, honestly. And here we offer a tip of the hat to you, your father as well and and the family so

    well, thank you, sir. You know what I'm making man feel good. I appreciate that. Thank you. Hey, thank you very kindly. Thank you. I also want to ask you this question as well. We talked a little bit about the inflation Reduction Act, and particularly you talked about the issue of investing in the IRS. There was a pro publica study that came out and said that the most audited County were typically in the south and most of them were African American, and this was for AITC. So people who are poor, did they discuss or introduce legislation involving racial equity or justice? Or rectifying that issue at all? I'm not saying that we shouldn't invest more on the IRS. We should. I was just saying, if you have a system that's being used to target people who are poor people who are black, if you're honest, I think that is a major issue. And I think that I just want to know was that discussed at all this process? Were there any amendments to address this at all?

    Yeah, you know, the thing that I remember on that, Vicki, and again, Amanda, your thoughts here, but I know that the objective here was to actually increase to increase collection on high earners, and also businesses, you know, a minimum tax for them, especially if they're at least, you know, a billion dollars and, and revenues and also to lower the taxes and I would think the attention on earners making less than 400,000 a year now that's my general recollection there. So I would think that it would probably ease the the the focus on your lower income earners, I would think,

    right. And we should focus on people who make over 400,000 paying their fair share. We should I shouldn't just saying I just want to make sure that even though we're doing that didn't have we done anything, or is there any legislation to really take care of the issue? That we're reading about people who are being overly audited, who are in these areas that are poor, they're black, I looked at Wayne County, as we all know, as a majority minority population of African American people. And I think the average audit rates like 7.7 And we're like 8.1 for last time I look so we had that kind of issue, as well. We're above the national average. I just wonder, was there anything that drilled down to discuss that at all, and this is legislation? So

    we're going to definitely, well, I we could, Stephanie, why don't you go on?

    Oh, yeah. In member Yang, this probably doesn't directly answer that. Question, because I know where you're going. But I know, the Biden administration has been, you know, all for social equity. And you know, we secured the infra grant for i 375. And that is kind of a you know, just kind of a project that they'd like to make, right, wrong. We're wrong. Right. So I'm sorry. And, you know, the history of ai 375. And, you know, that's just kind of one step to that social equity question that you asked. So there is a, a energy there. To, you know, make these social equity programs available, because, you know, the Biden administration has has really lifted this up. What we can do, though, is continue to lift these programs up and speak with our Detroit delegation, and you absolutely will be, you know, a partner with us on that. And just see what else we can do to you know, kind of lift up the social social equity conversation and keep it consistent.

    Thank you, Madam President. No questions, but a couple of comments. Thank you all so much for the presentation, and for bringing up the environment. The EPA is here. Currently, and I've had the pleasure of meeting with them several times to address some quality of life issues, I'll say on the east side. And I know that we've been working with Eagle and working with Atlantis to address those issues. But I think we need some additional support. And so I just want to make sure that we have environment on our radar that we're making sure that as we bring industry into the city of Detroit, and we continue to see that it's a budding closely a budding residential, that we collectively put forward efforts to make sure that we can improve the quality of life for our residents who are in the vicinity of these facilities. And then also just want to talk about the water infrastructure, or I'm going to say just infrastructure issues that we have particularly on the far east side of Detroit. I know there has been a fair amount of support that has been provided from the federal government, but just want to make sure that we continue to move in that direction because I have a community in my district particularly that deals with a number a large number of infrastructure issues for the residents and it really is a result of deferred maintenance within our infrastructure and just wanted to elevate those two things.     Thank you, and thank you all for being here today. Just a couple of comments. And then one question, and I'm hoping that we want to avail ourselves to the airport grants for K dead I know that we recently approved our airport layout plan which makes us eligible for grants, then really interested in how the city is going to move forward with our clean vehicle tax credits and the clean energy tax credits as identified in the report. And for me, great interest is the low income housing water assistance program on page 12. And the you indicate that there's a pilot that is a bipartisan effort requesting additional funding for Lai Webb to institute pilot programs authorized for fiscal year 23 through 26, but not funded in the bill. So does that mean that we have the the language for the lie Whap but yet still don't have funding for that program? Can you just please explain that to me?

    Correct. So the program was authorized, bipartisan and every program in the bipartisan infrastructure law also got an appropriation. So this does not have an appropriation this year. We've been working with the American Water Works Association and all the other national organizations including National League of Cities and the conference mayors to try to get this funded, if not this year, than next year.

    Okay. And so is there a program in place now with funding or was the language is there we still have yet to get funding for LightWave? Is that what's going on?

    It was funded in FY 22, but not in FY 23, which is going to be the year we're coming into is my understanding. Our colleague Sarah is the one who doggedly follows this and she is unfortunately not with us today. But she has been working with Gary and with DEP hostage, very very intensively to try to see if we can get this funded. So that the city can take advantage of the program.

    Okay, and I'm hoping to that our local, the administration can help us with information on this, how it's working, or the metrics working nationally. Can we get Sunday expect to actually see a fully funded, live web program moving forward to help our low income residents because while we often get the call of this table for affordable water and sewerage services, the cities can't afford that that's a federal issue that needs to be supported by the federal government and has not to date although energy is I'm just hoping one day we can get to a point where the feds will see the need and bring those type of resources back to the city of Detroit. And we're looking forward to having a deeper conversation regarding the tax credits and regarding our City Airport and going after those grants. Thank you very much, Madam President.

    Thank you, Madam President. Thank you all so much for being here. I too, have some brief comments that I'm hoping can become further conversations offline. Good to hear the President is satisfied with our Violence Intervention investments in programming, but we need to see violence prevention programs, funding that is preventing us from having violence in the first place. One and two, we need to see some serious investments in our mental health issues and crisises that we're seeing not just here but across the country. So wondering if there is any discussion at the federal level amongst funding both of these efforts?

    I think there there is serious conversation about funding these efforts. The COPS program and Jody Byrne, law enforcement programs have a focus on violence prevention. One is the formula and the other is a competitive grant program. And mental health is an issue nationwide needs to be addressed and No. Senator center right now is trying to get some additional funding for mental health workers and training for mental health workers and pilot programs to get more people into the field to expand the capacity for addressing mental health issues. She's trying to do that in the lame duck session. So I think these are both areas of focus that we have on our radar for you and that Congress has on the radar and we will continue to work on trying to get as much of that funding as we can. Yeah.

    And Vicki the the only thing I would add to that is council woman this may be an area where even if we can't get it during the lame duck, this may be an area where you get compromised during a situation where one party may have control of the House and the other the Senate and the White House. We still don't know what the split the opportunities that will necessarily create. And I can tell you I've had the experience of working with with both. And if you've got a White House that's really keen to those dynamics. You can actually potentially push through things that you couldn't move when you had full control of the you know, all of government, house Senate and the White House. And I remember President Clinton enjoy great success after losing the house. Now the good thing about this situation is that it's going to be very tight. I mean, you're just going to have a few votes separating the parties in the house much like Speaker Pelosi had during her tenure and if if it swings to the Republicans, you're gonna have to have leadership that skillful enough to manage that as she was, which will be quite interesting. And then on the Senate side, you will actually have the situation where Democrats can literally lose one member of the Senate and still have the ability to move legislation. So it's going to be a very interesting dynamic to see play out. And a state like Michigan, with its strong delegation at the federal, state and local level, could really be a beneficiary of that of that split. And our job is to help you figure out how you navigate that terrain. And

    as a member, Mara, if I could just say also I applaud this body because I do know that and this administration does know the importance of the programs that prevent violence, specifically gun violence, and you know, supporting jumpstart to complement your support of DPD so we are well aware of you know, these types of programs that you'd like to see and we will continue to advocate for funding and initiatives and just policy that speaks to this as well. Mental Health. We know that's definitely very important. And I think you'll you'll, you know, we'll have conversations online but I think you'll be pleasantly surprised on an upcoming initiatives that we have to address mental health.

    Yes, Stephanie, your your comments there actually reminded me of something I should have started off my comments earlier, congratulating the Council for recognizing Mr. Wilson, and his wife and family for all that they're doing. That was really a beautiful presentation. And we do need to lift up those individuals in our community who are doing great things, and we need to find additional funding sources for them as well. And I think that there may be some opportunities going forward to be have to be of assistance there. The last thing I'd like to mention is that our law firm actually has its own foundation. We fund the summer work of usually first or second year law students who will work with nonprofits or with governmental entities. That's the that's the requirement. They can't go into the private sector they have to work for a nonprofit or governmental entity. And we would like possibly to explore with you some options where that that might work that we usually leave it to the student and the and the end the law school to come up with with their project, but a lot of times that's just a matter of educating them about where possibilities are so that too is something that is right in line with how we as a firm operate as well.

We just found out a couple of weeks ago that Glee was permit to dump raw sewage and Fox Creek expired in October and we are now mobilizing to act and to make sure that eagle changes the permit to include additional notification provisions. In the CDBG Dr. Action Plan draft that was submitted to HUD $10 million for flood protection in Jefferson Chalmers was removed and it had not been reallocated and we believe that the administration took that action simply to punish the residents for protesting to close the canals. In July a million dollars was transferred to the Detroit building authority to do a flood mitigation study and we have yet to hear what their action is. Thank you

I've lived in several raggedy houses as well as apartments with a basement flood as well as electrical problems. I'm asking for house because I think that's what I deserve. I didn't cause myself to be in this situation and I'm tired of moving all over the place is not fair to me nor my daughter. When we talk about generational trauma. This is it for us. I need some help. And I'm tired of asking for it and I shouldn't have to I've worked very hard and I've been in the city of Detroit for 45 years. Any help. Thank you. Thank you.

To the south is Kimmel with the scrap metal business and to the north is complaining. Part of this agreement is to sell adjacent land as well as for them to clean up the tires. We had purchased this land and is encumbered probably worth. We estimate about six figures worth the cleanup for tires. And we were selling to them under the plan that they are required to clean up the tires as well but that is their LLC is to answer that as to the Illinois company and they operate a demolition business on the site or rather they hold them there demolition equipment.

That helps the blind to see deaf to hear and those who cannot walk to be able to walk have all these events will occur through all of these inventions will occur through the development and creation of the technologically advanced products for use by the disabled. That will help people become mobile. Therefore the broad focus is on mobility. That is why Mr. Slessor chief of innovation and mobility spent so much time with organizations representing disabled communities prior to the introduction of this ordinance. Google's involvement in the TOS transition Transportation Innovation Zone gives the people in Detroit the access to a three to six month coding certificate. So that Detroiters who do not have a degree can participate in this high level technology at all the level necessary to participate in the design and development of these innovative mobility products.

    the establishment of the regulation and permitting provides the pathway for these inventors to counter Detroit and make Detroit a mobility Technology Center. This is a new industry for Detroit and makes Detroit the epicenter of this new innovative technological development. I know you remember when transformers and Batman movies were being filmed in Detroit, with Detroit residents as extras and actors and production staff. Now when the Republican governor came in and repealed that legislation, all those jobs and opportunities went away. Our current governor has established innovative leadership investing in Michigan by successfully driving collaboration among public private and philanthropic partners to advance the state's mobility ecosystem. The Office of future mobility and electrification supports a comprehensive statewide approach to help government education and the private sector succeed in growing the mobility industry in Michigan. Michigan is ranked number one nationally in the concentration of industrial and mechanical engineers, as well as research and development professionals at 3.5 times the national average. The state is also leading the nation in its approach to skilled trades, labor with a workforce of more than 250,000. That says provides for Detroiters to be a part of this new opportunity. Still To date, there still seems to be concerns among a lot of the residents particularly around trying to reduce the length of the contract. And so if you can just update us on where we are today.     Yes. Lots to talk about of course. Yes, there was a we did have a meeting per the for the the board's request, we reviewed the resolution with the LAC and other stakeholders. The result was no change to the presented resolution itself, but there was other discussion about the the contracts and specifically discussion about transept. We did review the scorecard method that the staff has prepared and we are prepared to show it to you today if you'd like. Well, we can get into some other deeper discussion. But oh, all in all the meeting itself, the purpose was fulfilled, which was to create a resolution to be able to move forward.

    In did you have anything additional that you would like to update us on?

    Sure. We've been focusing on setting up the internal structure, which were on track, but we're still stretching to hire but we are moving forward and we expect that internally with our internal portion of approximately 30 employees. We look like it looks like we'll be there and I feel very comfortable there. I want everybody to remember that trans Dev is 70% of the future service with the appropriate setup time. And the result of the delays to this point makes it difficult for providers, any provider or any company to mobilize by the first of the year. So the concerns that are on the table right now. Our vehicle purchase new training and safety standards that were set in the RFP transitioned to DDOT staff for oversight, inspections and reviews and it limits the amount of time required by the RFP to mobilize so right now we're kind of in that zone of if we continue to move forward with discussion or negotiation we start getting into to an area where it would be very difficult to provide the transportation service that we have promised within this entire process. disapproval is not for transit to continue business as usual. We're requiring a complete overhaul as a provider which takes time we can't just go to transit and say Okay, move forward. Knowing that we have Thanksgiving and Christmas as additional issues from a timeframe standpoint that shaves off about three weeks not only internally for us, but for Delray, big star most transportation and people's we don't want to forget them additional and negotiate negotiations, eats up time I heard some comments from people having a discussion about three years. If you want to discuss that I can have the head of procurement assist me and getting into that in detail. But in short, moving forward with given the delays and the decisions puts us at high risk. We're entering the possibility of non compliance with federal regulation and providing adequate service. So I just wanted to kind of lay out where we are as we move forward.

    All right. Thank you so much director into Director of Staff who could just kind of update us I know there's been a lot of requests today that we deny a five year contract but approve a two or three year contract however, we do not have a two or three year contract before us but what can be done, if anything that would allow us to maybe renegotiate or amend or enter into a new contract that you know response to the concerns and requests by community for a shorter length of time of a contract.

    Through the Chair. We did request and receive three year pricing from Transdev. We know that the annual cost for the three years compared to the three years of the five year contract would be 311 to $330,000 more per year resulting in almost a million dollar increase for the three years. I believe that we can achieve the same outcome keeping the five year price which is lower overall. And because we have the termination clauses in the contract, whether for cause or convenience, and they're laid out in detail in article 11. And so I understand the thought to reduce to a three year but what we have before us is a significant price increase that DDOT cannot absorb and to negotiate would would take time pushing us out of dots window to launch on January one when the current contract expires. All right.

    So I would I'm not sure if there's been discussions with budget. I know Chairman Dr. Hodges raised his hand but maybe thinking about absorbing that cost to satisfy some of the concerns and questions that had been raised from community. I mean, sometimes you have to pay more to get better service or to address issues that the city may have. And so $311,000 doesn't seem to be that much to be able to have that accountability. You know that we are looking for not only council but as a community. And so I'm not sure if someone from budget, or I know Mr. Corley is on but if those conversations maybe can take place within the next week to figure out a way that we could maybe honor this three year contract or route that has been raised several times

    through the Chair, I may be able to address some of that anticipation of that request. I've had conversations with budget and it's indicated that that 311,000 which actually is a lot of money because that's above and beyond what was already approved by city council. So remember, we went from 10 point 2 million for paratransit to 15 million, and now we're going to we're possibly adding another 311,000 which will go directly to Transdev. It was indicated to me that it would have to be absorbed someplace and D dots budget. With that being said it would affect fixed route. And though I have not done the calculations that is a major blow on the fixed route side given that you hear the complaints about not giving enough money to the fixed route side of the house issues that we have with service today, which we are diligently moving forward with trying to create those improvements. That would definitely be a disservice to the fixed route side of the house. So we don't want to get to a point where we're robbing Peter to pay Paul, but ultimately, it would come out of DDOT and that is not a situation that budget would actually a handle that would be something I'd probably have to find.

    don't think that achieves the outcome that that we would want in ensuring service.

    I think it may lead to a you know,

    increased challenge for the city's budget and we can achieve the same outcome like terminating the contract if necessary. But still maintaining the lower risk and lower cost to the city.

    Yes, I'm through the chair if if I can add to that if we went with a three year approach, the cost would be almost $1 million more than what we would pay for those same three years and existing five year proposed contract. If we went with a three year approach, and later exercise the two year extensions to make it five years the overall cost will be $1.6 million. So if we ended up in the end, going with the five year situation after the three years we will have cost it will have cost the attack would have cost probably did at $1.6 million more than the contract council that has before them today, none of the additional monies allocated or identified in the DDOT budget and would have to come at a cost of our existing fixed route. Bus Service to address concerns over paratransit service quality, this proposed contract that you have before you this proposed contract has stronger provisions that we believe will result in improved service level going forward.

    Thank you Madam President and good afternoon to you. So obviously, we have had discussion. We have brought the director in front of the disability Task Force. I've had further discussions with different groups and there is some kind of explanation relative to the length of the contract. I wish I can understand had discussions with Detroit disability power, who are not necessarily always satisfied with the contract, but I think right now the concern is that we're at a point that because trans dev constitutes 70% of our service and we're at this point, we don't want to jeopardize losing that. That being said, though, when we talk about shortening the contract, and I can understand that consternation relative to trans deaf from discussions I've had with members of the disabled community, I understand their concern. I understand their concern about what if this contract or you know, these three folks that fall in transit that was basically like the fiduciary What a performance doesn't improve so I can definitely understand that sentiment. I wouldn't know that the additional $1 million is a significant increase to our budget, which would create you know, as we look through the budget, would create some difficulties through D that I don't think we want service sacrifice for anyone. What I will say though, I don't want it to look at I don't want it to be looked at as if it's at the cost of our disabled population and riders as well, because they deserve the same amount of service as everyone else, if not more relative to you know, the issue of paratransit. So, you know, I know members are probably going to chime in on this. I know we have one more session a week. And I know we talked about this you know I like to come to some happy medium I'm not I don't I don't use paratransit services. But a lot of folks that I've talked to do and they're may, may or may not be depending on what members want to do. Some folks that may want to say hey, maybe we put the additional funding no more for a three year contract because we don't have an opportunity to monitor that. I don't know what that looks like based on other members. But Madam President, you know, I just wanted to articulate those discussions. If that, you know, if members are comfortable bringing it back one we just sort of have you know, one more chance to discussion to see what we can do and see what the consensus is relative because it is going to cost us more if we cut it down from five years to three. But you know, just to have those conversations to see where members are see where the Office of Chief Financial Officer budget as well as DDOT to you know, see what we can do to maybe shift some things around. It's not also missed upon me. That budget season is rolling back around as well. And so relative to you stating what we put for $15 million in there it may be at the pleasure of this council to increase the dots budget to ensure that we are funding paratransit accurately, and that you can still have that same service on routes. And so, Madam President, I don't know what the will of the body is. I know if possible, you know, depending on what folks say I'll come back and make a motion to postpone in a week if that's appropriate. But I'm not going to make that motion right now because I'm sure other members want to chime in. Thank you, Madam President.

    Thank you, Madam President. Through you to Director Oglesby. No we have been my staff and your team has been in contact and I've been communicating with folks from the community as well disabled community about some of the concerns. Some of them have been addressed. Some of them are still kind of wide open in terms of their the information transfer, if you will, so I'm just want to go through a few questions that were sent my way to ensure that folks have the information that we received. And so I ask you, there's been a request for a trans dev to not solely do their own training but to utilize the local disabled community within that particular training. What is your commitment stance on that concern request?

    Through the Chair,

    I'll have I was in receipt of your answers. I'll have Mr. Staley addressed the first one and I can address the rest.

    And having had some discussions with some members of the disabled community. We indicated that we were open to that I think it comes down to a matter of timing. With 46 days left before we have to launch the new service, the ability to formulate that training, and be able to deliver that training. In the next 46 days would seem to be a remote possibility. One of the one of the options that I offered was to be able to develop that for on a go forward basis for training that happens after the first of the year. And as a supplement to that also offer that we would we would have a system wide driver in service to begin to introduce some of that training from that was developed by members of the disabled community.

    Has there always been before you go forward? Mike, my question is in terms of again, the communication. I know there was a meeting last night or yesterday took place and it sounds like something that's simple was not communicated to the folks who were on that particular in that particular meeting. Am I incorrect or correct in that assumption?

    I believe that was reviewed during the meeting. Mr. Staley could answer that question. The meeting yesterday you're referring to correct? Yes, sir.

    This is the meeting yesterday really focused on the resolution and the scorecard and and there was a there was a question that was posed about how viable It was to be able to do training in conjunction with the disabled community going forward. But the main focus in the meeting yesterday was on the resolution and the continuous quality improvement scorecard.

    Okay, so it sounds like it was not directly addressed. So are we saying that? I mean, I heard we're open to it. Is there a commitment to it? I think that's what folks want to hear. I mean, I know Michigan State is committed and they've gone through utilize this disabled community for training. Are we committed to working with the disabled community as it relates to trans Dev and training, as opposed to just open to a lot of what you say hinges upon a vote?

    Through the Chair, I can answer that question. Yes, we are committed. We're committed to work. With, with all that can help us to tell you the truth. We're at a point now where and I've said it before in our previous meetings, that I'll be reaching out to the ridership, to give us advice and to assist with training. In addition, when I was at a council member Darryl halls meeting was like a town hall meeting. I also stated it there. So clear, open discussion about the whole portion of training and RFP that we put in place and the requirements that we put in place are completely different. than what people are used to today. If we have the opportunity to move forward and simply exercise what we put forward. I truly, truly believe that people will understand and see and be happy with what we've provided. The RFP has been, the RFP has been a public record. People have requested, their proposals have been requested. We've we've given everything that we can today, but again, I can't express enough the fact that we are at high risk right now. Not only not only

    with with dogs, if I may we I got that point. We have a short period of time here. So I just have a few more questions that I want to make sure that we hit the points on. So the other question from the community was in terms of the $40 the curve before it was 15. I was when I was $40. Can you explain the differential between the 15 versus $40 number as well as if trans Deb will be paid via by trip or by mile?

    Through the Chair. Thank you. They will be paid by trip. The previous number was approximately $15 I believe it was 1562. The new dollar amount which had been discussed over the past 14 months is $40 going towards the service but it will not affect how much a rider pays. The rider will be paying the same amount.

    That's $40 round trip. Correct. And again, we're not talking about what the rider is paying, but that's $40 round trip not one way two way that's

    her trip.

    Okay. All right. And then I know that there was also a concern about the number of vehicles that are utilized. I believe that currently we see about 70 Plus vehicles, and there was a commitment to 80 to 180 plus to 100 or so drivers, but the question was, what does that translate? Into vehicles? Can you talk about that please.

    paratransit will need a range of 85 to 100 drivers to cover the span of service and up to 100 vehicles, including a spare ratio. That is what we are requested. That's what has been promised but due to timing that's starting to fall into jeopardy.

    Why would they fall into jeopardy? Because the contract would not necessarily be approved by now or go into effect by now be in January.

    Once a contract typically with any business wants to contracts approved. The company knows that they're going to be getting a contract therefore they can move forward with hiring additional drivers. Right now. I believe they're all on hold with a short timeframe between now and the first of the year trying to hire 50 operators. I know how difficult that is because I'm trying to do it on the fixed route side and we'll be turning to all of the providers from people's to Del Rey to Mo's to big star to try to pull off getting additional operators. So in the contract itself, it is typically assume that there's a two month mobility, not mobility, but a transition period. We're well into that which eats into operators. Once this is approved, those companies can move forward and start attempting to hire and hopefully they can work a miracle and get 50 or so operators or how many ever, ever the amount of operators that are needed in order to to move forward with the contract but right now, we're putting it at a point where they're not moving forward until they know if they have a contract or not. Okay and

    after this question, I'm going to relinquish the floor Madam President, the question I have I mean, it sounds like they're almost setting up a I don't wanna say an excuse, but potential poor service on the on the very beginning of this particular contract and then you and the department will have to bear the brunt of they're not being able to hire enough operators. So we're talking about that right now. What does that look like? Just within a month? That's That's part one to that question, but to what does that runway look like where we hold them accountable to having the requisite amount of drivers or operators that has been indicated in the contract? Because otherwise, we can go down this pathway of folks losing faith in our paratransit service?

    Oh, the only way through the chair, the only way that I can answer that is we've been trying to move forward with this for about a month or so now. We're on, I believe fourth week, plus, I don't know exactly which one, but the delay is putting the entire process in jeopardy. So it's not Transdev per se. It's not people's, the entire process. So in delaying the providers need the tools to do their job and need the approval in order to get those tools done. That's the only way I can answer that.

    But we're a month delay. Are we giving them an extra month to ramp up to what they promised and committed? That to me it's fair it's it. We're saying it a month. Essentially, this body held it for a month. Well, we now are saying okay, we'll give you an extra month to ramp up to what you agree to is that, to me, that sounds like a fair premise. Is that unreasonable?

    Through the Chair? It makes it difficult because currently, the way that Transdev operates versus the way we're requiring transit operate is completely different. They're going to turn into a provider, and they're going to hand over the controls to us on January 1, that is the goal. But if we don't have the tools to do our job which is the actual providers themselves, that makes it difficult, I believe what you're asking is if we move forward with Transdev as is it we're acquiring negotiations to as trans to to operate business as usual for another month or two in order to transition in other words, punted out, which I would pose that back to procurement, I would see some difficulties there especially if trans Dev has already been evaluated through the RFP process. As as, as the winning one of the winning providers. So again, I don't think it's as simple as just saying to trans to continue business as usual while we kind of make our decision.

    Then we got lost in translation there. But again, I will relinquish the floor Thank you, Madam President.

    Thank you. Thank you, Madam President. All those stars. Good to see you guys. And I just want to say I appreciate the work that you guys have done. I know this has been a long time, but this is just one of those things where, you know, it's kind of like that song by Kenny Rogers. You got to know when to hold them and know when to fold them. And we're just at a precipice now where and I'm just speaking out loud. If I'm wrong, people could correct me. Where I don't think we're going to be able to get this through the way it's set and the way it looks now. And I understand why you want to have five years I get that I understand why you want to have it. I understand why you want to, you know set up with the contract and all that but if you're having people who are writing these services every day, who are disappointed, who are angry, who do not like the way trans Dev is operated, and they have come to you in good faith, and said that they're willing to negotiate this, but for a small account if a guy is willing to compromise with you and in politics that's starting to come more and more rare. And that's kind of funny cuz so this article compromise, but if a guy is willing to meet you halfway, you gotta go with him and meet him there. And I'm not telling you this to tell you what to do. Because I can't obviously, but I am encouraging you to think that if you really want this because like you said we are we are danger close to being in terms of in terms of violations federally, and that's not something we want. You're gonna have to be able to negotiate a little bit here. And I understand that it's a difficult thing to do. I understand it's very hard, but and I understand that we might have to pay more money and I can't speak for everybody else here but I can speak for myself. I want to do that. I want to take it and if you're saying that you're going to have problem fixed route then I want to do my job and look through the budget when budget season comes around and get you more money to the best of my ability. Okay, now my because the election is gonna be a little bit different, because we got people in the state that are Democrats, we might get some more money in transit. So I think that's a good thing we can look forward to but that's later down the line. But I'm willing to do that. And I want to take it on the chin, wherever it is, because that's my responsibility as elected official. So, I'm just telling you, I'm encouraging. I'm imploring that if this is something that you want to get through, you want to get this through now or as quick as you possibly can. We're gonna have to negotiate a little bit here. Thank you, Mr. President.

    Great, thank you remember, yeah, through the Chair, if you'd like I can

    address that. Sure. Thank you. Great. Understood. I understand the position and I've heard it from many folks. I just want to make it clear that it's not that we are saying we want five years at the very beginning of this process. We went through a long, deep presentation process back and forth and we actually discuss the difference between multiple years and came upon the five year portion. So five years was in the original RFP, that also people's apply to and one so the five years was there. Were not a point where we're saying we won't negotiate three years as a matter of fact, it was direction to go back and to find out what that would look like. And as Ms. You saw, explained, over a three year period, it's an additional million dollars that we don't have the money for. So it's not a matter of whether we want five years or not. It gets back to whether we can even afford the three and what the outcome would possibly be. So I just wanted to make sure that I understand what you're saying. But we did go and and negotiate. And transit did come back with a whole pricing structure which was three years with an additional potential of one in one totaling five if they were doing a good job. The reason why we are at the point that we are today and we're bringing it to you is because there's a little bit of confusion from the side of what was said at the last meeting. I do believe at the last meeting one of the questions was What pain will transmit feel I think people want to see some hurt or pain. I think it was, you know, for being a poor performer over a six month period of six year period. And as we move forward and we receive these numbers and we saw that the pain it wasn't going to be there. If we want to show if we wanted to show pain, reducing it three years and giving him an additional million dollars didn't seem like pain to me. Now. If that's changed, and the discussion is let's move forward and give them the additional $1 million. Then there it gets it becomes a budget issue. All right.

    Thank you, Madam President. So I just want to understand, we talked about the increase in the contract, if we reduce it to three years, but we've also taken on an additional $5 million to be able to bring customer service in house. Are we able to utilize a portion of that $5 million to address the increase in the contract so that it's not hitting data, its budget.

    Through the Chair, we have developed this, this model to the $15 million number. So there's no additional funding within that but I just want to clarify one thing. The additional $5 million wasn't just to bring it in house to tell you the truth. I believe only about a million of it is to bring it in house. The rest is distributed back into the contracts to provide all of the things that the people want it new vehicles, new training and safety standards, a transition to oversight, smoothly, inspections and reviews and all of the things that you've heard that have been a concern, so we're not only taking it in house, but on the other side. We're upgrading everything that everybody has been asking for, and that's where the $5 million

    is. So the answer to my question is no. So Can Can you briefly talk about how complaints were addressed during the time Transdev had a contract for six years and how we anticipate complaints being addressed being different moving forward.

    Through the Chair, I would like Mr. Staley to move forward with answering that question, please.

    Thank you, Mr. Oglesby. Let me start with the new process. So customer complaints will come in through the DDOT customer service line. And as with any complaint that comes into the customer service line, those complaints will be directed at the at the appropriate department, within which they fall. We'll have a designated individual who will be responsible for our intake process. That will be the outreach direct service specialist. And then that person in turn will be working with either the manager for contracts who will have direct oversight responsibility for the performance and compliance of the service providers. So that if it's a driver issue, a vehicle issue, the manager of contracts will be able to follow up with that individual service provider to not only conduct a proper investigation, but also come up with a resolution or in some cases, disciplinary action or remedial training. If it has to do with how a reservation was taken, how a trip was scheduled, or how that trip was dispatched, then that outreach direct service specialist would be working with our manager for a customer service, scheduling and dispatching again to address that issue. It may be additional trainings required, it may be disciplinary action, some other action but as opposed to the way I understand it was done in the past six years is complaints came in to Transdev. And Transdev was responsible for the entire process. So not only intake, but investigation and resolution. As opposed to that that residing entirely within DDOT going forward Thank you.

    So I stand with my colleagues who vet who expressed an interest in reducing the length of this contract. Hearing from the residents and individuals who utilize the service and recognizing that we've had numerous challenges with the quality of service. They're looking for assurances that that won't continue to happen. And certainly that that won't continue to happen for another five years. And so I want to implore you all as well, to go back and take a look at how we can manage a three year contract, recognizing the additional dollars that will be required. I also want to say because I had this conversation with Director stole a lot of times things come before us and you all have been working through this process for some time. It comes before us and we're asked to expedite things. And it's really not fair because we have a lot of concerns and a lot of questions that we want to get addressed. To make sure that we are providing top notch service to our residents. And it feels like we're being rushed. We're being hurried to do this when you've had the time to go through the process with a fine tooth comb and so I get frustrated by that. Personally, it happens a lot here. And I'd like to see things slow down so that we can increase the quality of services for our residents. And so that is that's all that I have. Thank you so much, Madam President.

    thank you, Madam President, through you to our directors. I wholeheartedly agree with my colleagues and support member halls. Motion to if he makes the motion to bring this back in one week. And I wholeheartedly agree with member Johnson often feels like we're left with ultimatums about decisions that have a great impact on our residents as it stands today. I would not be able to support this contract moving forward. It feels it feels uneasy to to not feel as if we have the proper clawbacks or consequences if transit does not. Service our residents told me that they should and the way that they and the way that that we know that they have. So I agree that there needs to be a compromise. I am willing to also support if it costs another million dollars. If it's going to provide better service. I think we should find that. So just agree with my colleagues and really thank everyone for bringing these questions up into ensure that we have proper service. Thank you Madam President.

    Thank you Madam Chair. It's always good to have a plan B in place just in case plan a fails. And my question is Is Transdev the only company in the universe to provide this service? Because it seems like we are caught between a rock and a hard place. We want to satisfy our residents because we know they need these services. And on the other hand, they don't want this service but if they don't have this service come January, they're going to be here complaining so you know really and this is unfortunate for us because we are you know placed in a very compromising position. But my my rule of thumb is always have a plan B always and if there's another company that we can consider under emergency situation, I'd like for us to perhaps consider that. I just can't believe that Transdev is the only company that provides the services and six years and the people are complaining. And we're considering, you know, a $49,000,000.05 year contract. I can't fathom

    that. Thank you Madam Chair.

    No, I didn't have any major comments. I mean, I think what we've talked about and I don't think there's been any additional service changes that's been made. That's been brought forward, in addition to what the resolution that we've been provided as well as the contract is right now the shrinking of the time. So I know we're saying that if we're adding more money that we have better service, well, that's not what we're talking about. We're now talking about shrinking the timeframe not adding or taking away from any service. So I just want to make sure that we're very clear with that in our messaging when we talk to the community it's not about adding any additional services. It potentially is adding additional dollars for a shorter contract. Thank you, Madam President.

    Thank you, Madam President. And of course, we've had another robust discussion about this contract and relative to what we heard today, I think it will be responsible to postpone this for a week. I'm looking forward to having those discussions. I know there were a lot of questions asked of DDOT today. And we continue to have these conversations with folks who are allowed to our disabled community, particularly those that participate in our task force. So I would like to make the motion to postpone this for a week. And to that discussion to that noting that next week is our last week before we recess, and so hopefully we have something equitable I do understand the severity of this contract that it takes up 70% of our service and we cannot go into the new year without having this contract. But I will hope that again, we can come to that compromise within this next week. So Madam President, that is my motion that I put forward.

The proposed House Bill 4722 will be very restrictive in how the city handles classification, licensing, etc. And would weaken our opportunity to create a strong regulatory framework. Our team has been working diligently on this matter has had several conversations with stakeholders including the folks at Airbnb, on how to create a fair environment and short term rentals for all involved hope.     Thank you, Madam President. This resolution is recognizing November 28 as trans done trans Transgender Day of Remembrance. The mission of the City Council is to promote economic, cultural and physical welfare of Detroit citizens. And it is important for us to observe the honors in the memory of our transgender people whose lives were lost in acts of anti transgender violence. This year, and have been for many years. Transgender Day of Remembrance was started in 1999 by transgender advocate Gwendolyn and Smith as a vigil to honor the memory of Rita Hester, a transgender woman who was killed in 1998. The vigil commemorated all the transgender people that were lost in the violence sense Hester's death, and began an important tradition that has become the annual Transgender Day of Remembrance, with 36 reported murders. Today in the United States, we are one of the highest we have one of the highest rates of murder of transgender people around the world and ugly reality occurring in our city and in our states, according to the Human Rights Campaign. For us, it is important to know that there has been legislation introduced throughout the country, including Michigan House Bill 6454 that seeks to undermine transgender people's safety liberties and health and is more important now than ever to stay on with and for our transgender neighbors and support them with that city council acknowledges the health of any community is important and in doing so supports this year's Transgender Day of Remembrance on November 20. So thank you all to my colleagues. Really, this recognizes the importance of us being able to support them in the resources that I tried to generate our transgender community needs.
