I'm Brian Ferguson, Chairperson of the board of police commissioners meeting will now come to order. Before moving into the invocation with Commander chaplain in progress, I would like to set the record straight on an agenda item last week there was a news report about the board's action on administrative leave without pay, but with medical benefits request for police officer Samuel J. Martin, stating the board would bring this item back as a result of the new story. For clarification the board alerted DPD and the union the week of August 8 2022 that we wanted to revisit the administrative leave request. That was two weeks prior to the TV report. After notifying the union for our intention the union asked the board to postpone the matter until union representatives
could attend the meeting.
This caused the delay in immediately bringing the item back. We agreed to have the item on today's meeting. agenda. And there is a closed door session to allow us to review administrative leave requests and adherence with the due process and the Open Meetings Act. Lastly, our staff brought this item to our attention to ensure that as a board as a collective body. We adhere to the charter mandate of providing appropriate legitimate supervisory control and oversight over the department, especially when acting as a final disciplinary authority and rendering disciplinary decisions. This will assure the public DPD and our boards competence that we will set appropriate precedent and alignment with department policy that we help create and in alignment with the law, which impacts future officer behavior and department culture. Also want to add that as a part of our review of that what has occurred over the last few weeks to ensure we properly and adequately review and consider autom administrative leave requests by the department. We have implemented a new disparate committee. This committee will be responsible for conducting the initial review and evaluation of DPD disciplinary requests for the board action. And this committee will make a recommendation to the full board and constitution with our staff and the city law department. This new administrative measure will ensure that we have a committee is what makes sure we have a committee specifically dedicated to reviewing and evaluating these requests in connection with the full board our staff and city law department and provides us with a mechanism to process these requests more efficiently and more effectively. With that we'll have a closed session this afternoon regarding administrative leave without paying but with medical benefits for officer police officer Samuel J. Martin. Which will make the department better overall. As a reminder, today the department is holding a back to school rally and DVD recruitment Fair, which is right downstairs in a parking lot. And it's going to be going on today from two o'clock until six also regarding positive feedback about DPD. As a reminder to the public, you can always send praise reports and feedback about the officers to DPD HR and ask that those recommendations or commendations be placed in the city's HR file is a standard HR practice. you you all received a new committee assignment that is not really new. It has been in place for but it's new to me. Okay. So I want to put that in place. What did we receive? You receive that? It's not in my package

The chairperson previously reported that the honorable board we see the new committee assignments for this administration, and so that was included in today's packet along with Tuesday's packet and so it outlines all of the various committees. One being a new committee at this time, the disciplinary committee, which is led by Commissioner Ricardo Moore, who was the chairperson of that committee, but again, the new committee assignments are included in your your board packet today.

The disciplinary committee will be responsible for initially reviewing and evaluating those requests, and then sharing recommendations and feedback in connection with the city law department and staff.

And review it on its own.

So everything still happens, as in past practice, but now you just have a dedicated committee to that specific responsibility, and it ensures that the process is more streamlined that our eyes are reviewing all of the requests and that you read that you make a proper decision. With regards to whatever the matter may be, right.

In addition to that, when you look at the personnel and training you have to former law enforcement members on that subcommittee and to our Amuro appointees, I think the citizens of Detroit will have some concerns about that. I think they would like to see that committee shaken up a little bit more diversified on that subcommittee. No offense to anyone but the chairperson, according to this document here is the same person that has been chairing this committee have been on this committee from the start, that we've been on his board and it's two people that's always been on this board. I mean, I'm on this committee from this board. No offense to anyone but I just think that that subcommittee needs some diversity with other commissioners to serve in the personnel and training just to have to law enforcement.

As as us my colleague, but he's also a former law enforcement officer and we know that he likes to for hire other police law personnel jobs would indeed be LPC because everybody knows there is a former police officer at least in the citizen complaints. This is I don't know why you elected not to ask people what they wanted to serve on and what they wanted to do and then make a decision. Like most boards to Most boards, you say, Well, I want to be on personnel or I want to be on events or I want to be whatever this is, is not, does not does not does not you know, allow people to do what perhaps what they do best. For example, I've argued and won three labor cases in the Michigan Supreme Court. Therefore clearly, I understand personnel and labor relations. For example, just me I mean, I don't

The noose on the community and tightening the noose, and in terms of, of, of, of what we do for people on disciplinary administrative requests, that's the, you know, all of whom, two of it well, two of them are former law enforcement and two of whom, as we know, our appointees is was pointed out, I mean, there's your slanting, I think, independent determinations, and and that's not we are responsible to the commit to the community, not to the chief, not to the mayor, not to anybody. We are responsible to how our community, our community has to be adequately represented through the committee structure.

Last week, board held an extensive discussion regarding the department's efforts to fight crime and create a safer community and the judicial system roles in helping to ensure a safer community. This follows the board's evaluation since 2020 of the discussion and calls for board action on violent gun crimes, particularly homicides and non fatal shootings. At our meetings, we've heard from Chief white prosecutor Kenworthy, third, Judicial Circuit Court Chief Judge Timothy Kinney, Sheriff Raphael, Washington, US Attorney Don ISON and other key leaders from the legal community listening tour for moving Circuit Court operations forward to the commitment to federally prosecute violent gun crimes, violent gun crimes, new action is underway to make a difference. We also see more support coming from President Biden and its administrative support system to address the roots of crime and bolster public safety. Most importantly, we have seen renewed community activism to show that Detroit is one a safe city. Detroit is want to stop the violence and senseless killing. Last week chief white shared with the board and public that he and his team are looking at bionic caused by suspects arrested but released on low bonds or tethers and then commit more crimes that require police to re arrest them. The chief promised all report later and we look forward to that. Of all these actions underway. The board is rescheduling next week's panel discussion to the spring. Ah 2023 Since the first discussion in the spring of 2021 and as you're already rated in our spring 2022 update on tackling gun violence. This board has believed that all areas of the criminal justice system have a role in public safety and must be held accountable by us to ensure those roles are performed efficiently. I want to thank immediate past chair Jim Hawley, who helped the board evaluate and discuss and serve as a positive change. For this to happen. We must have accountability and transparency in the entire criminal justice system, not just from law enforcement aspect, but from the front end of the process. But also the backing of the process also. And we must ensure that we engage in all these endeavors in line with the 21st century policing, oversight and community involvement. Board members you recently received the new bill PC committee assignments if you let me get to that. But it's fiscal year. Please let me know if you have any questions. Why would black and brown people the majority of the population in Detroit lack hope, a history of police brutality, lack of affordable housing blight, food deserts, property and wealth stolen through illegal taxation, disparities in the justice system, normalization of drug usage, etc. pile that on top of generational trauma in this country from enslavement through today. We will not read our our communities of crime, violence and police defiance until we give our people a sense of hope. This board is supposed to give a sense of hope for justice and law enforcement and a brighter tomorrow. When I mentioned the board in the community I get responses like never heard of them, no power, do the bidding of the mayor in bed with DPD and rubber stamp committee unfortunately, does this sound like comments from people with hope? We're taking too many steps backwards rather than steps forward. Years of violating the charter questionable hiring practices and decision making such as the concerns brought up today about the new committee assignments. And the commissioners should be asking their questions in this forum so that the public can get a transparent picture. The backlog of citizen complaints and difficulty accessing LCI by phone cases being closed as inconclusive due to no body worn camera footage and customer service. If a recording of a call was missing. We erred on the side of the customer and now with the W X Y Z article where the officer can enforce the law in a majority black community under the influence of cocaine. And against the recommendation of the chief this board rewards him with a paid vacation. It would be interesting to know this officer's ethnic background and if he was a Detroit resident or is the Detroit resident.

I was assured four minutes, two minutes from last week and two minutes from this week. Yes, so we found us. Yes, this has been a steric block from Sacred Heart Catholic Church. I need to correct the date but not the facts, but the date of references certain and many situations concerning ShotSpotter is true function. It was the June 16 2022. Meeting. Pages 49 through 50 of the official transcript. Notice on page 50, that from line 17 to 18. There was a discussion about the capabilities and purposes of ShotSpotter and the discussion was stopped. No further discussion was had on it in the official transcript. That is concerning. The court report as equipment apparently also stopped working. So any official decisions during that downtime are not valid. I'm not sure about that. Secondly, this meeting the June 16, and his documentation, our critical details and understanding the big lie concerning shot spotters, as told by the Detroit Police Department in various public presentations to city council to the board of police commissioners and therefore to the public. That ShotSpotter cannot record conversations, when in fact it can't. Each and every one of you commissioners who do not continuously become outraged upon discovering that this big lie is a lie. A co conspirators to its cover up. But Commissioner Banagher your video interview with the TV reporter in which you expressed your comfort with receiving bribes explains your silence. Chairperson Ferguson, the prediction that your leadership on his board would be more of the same, if not worse, has come true and full display this month as you lead the discussion and voting no, not to fire a cocaine addicted police officer. How easy should this have been? How dangerous is this officer to the public, his fellow officers and to himself. He needs help not a badge and not a gun and not a reassignment Commissioner highly you also voted no. Which was bad enough but you also tried to defend your bizarre behavior with an even more disturbing wild and crazy explanation to reporters of having a heart but not a hit. You continue to demonstrate how high a cost you are willing to pay to have your name on a building. Hopefully today all commissioners have their pencil and paper for today and henceforth, and forevermore. But only two commissioners voted no Hernandez and Presley but both are not in attendance today. I don't know how this is gonna go. Chairperson Ferguson your opening statements that commissioners are in court are encouraged to submit positive notes into officers HR files are you really bid on marrying? This board with all police officers? This board is designed to address misconduct. Your positive notes is surely outside this city, the city charter mandate of this board. This board must not have a crime fighting function. Stop this trick and scam. Commissioner burden? How were you pressured or tricked into reading an award resolution for a worker that is not an employee of BLP see what tricks and pressures are applied? First of all, I'm very disturbed by the cowardice of board members who backtrack on a personnel decision already made because they don't like the fact that it makes them look a certain way and the press that is what this is really about when and you're going to close session, democracies die behind closed doors. And so you're going to make it look like there's some other deeper meaning that you're changing a decision at but without new information. There is no reason to change a vote. And if it is possible to backtrack on a personnel decision over somebody who has substance abuse issues. Why wasn't it possible to backtrack on the suspension with pay a personnel decision? To pay an officer giving him a paid vacation after Dwayne Jones committed a violent crime against Shelby Smith? How is it the acts of violence can be excused without reconsideration? But a person who drops dirty can be backtracked, and they can go back and not excuse him for that or give them a second chance. This is inconsistent and it is moral cowardice. I also am disturbed by the fact that we have a chair who is throwing committee assignments out there and creating or reviving committees without keeping all of the board members informed and having their input before doing it. I want to give a compliment to a Hayes who has Atlanta's and Cuartel Presley I think they had great strength and fortitude. Just stand up and do what's right. We have at least a couple people to understand it is a bad, bad, bad example, for you to say that a police officer has above and beyond the rights to other city employees and private citizens. Now we have a better police chief and we still have the same and I'm especially disappointed with district five Burton you are disruptive you clown every chance you get and the chance that you had to prove that you weren't for the people. You voted for the absolute nonsense. I can understand why the pastor's voted the way that well, while Reverend Holly voted the way that he did. He's a pastor he deals in Christianity. He deals in forgiveness. We put your people on the board to serve the people. You don't need to be worried about serving the police because that's not who you work for. You work for the people and all of you that voted to continue to pay someone who tested positive for cocaine need to be replaced at election time. I was at the People's Action event on the west side. And they will they had food and bounce houses and vendors and everything. And I don't think there was any bad behavior by anyone. At that event. But the chief came. He did send, I don't know two white officers for recruiting and almost 100% black neighborhood. I'm having a problem with the whitening of the police department. But there was a group of young black men about 20 playing basketball and I asked negative mood to go over and told him to come over because so much goodness was happening out there. And the police chief happened to be I said were some police chief because he had come and he was about to leave. And I send people over there to get him to you know, the police chief stopped, came back to talk to these young men and it made a difference. And I know that that is what we want to happen. He's spent quite a lot of time with these young men and made some connections and hopefully those connections will connect with other folks and more folks and more young people who might not feel they have a choice between bad and good. And I just want people out here to know that he didn't have to stay. This didn't have to happen. I witnessed something good in the neighborhood. Thank you. Thank you

And so you know and so I just want the traders to know that. You know we take we take things we take these situations very seriously for the most part, it's specially I do in district five and I'm sure other commissioners as well. Some of the commissioners but a poll was conducted after that article, whether or not this board did the right thing or not. And so I think there's support from the community. And I just wanted to say that today.

thank you. Excuse me, Mr. Chair, and certainly to this honorable body. Again, bringing greetings from Chief White who is at a community event in your district. Again, Commissioner Burton, district five. Again, boots on the ground. He's on a bike patrol addressing quality of life issues.
That's awesome. So,
again, again, greetings from the truth and I'd like to update you on a few things that are going on within your police department. I want to start off with the officers that are injured. Currently we have five members of the police department that are out recovering at home due to injuries they sustained while serving this community. Sergeant from the second precinct who was struck by a vehicle an officer from TSS, who was dragged by a vehicle or tactical service section, an officer who was involved in a car crash from a commercial auto theft unit and two officers that were struck by a drunk driver while they were on a traffic stop. All five members are still at home recovering and had the ambition to suit back up. Get back out in the community back out in the field and serve the residents here to city COVID We are not immune to COVID. Here the police department. Currently we have 18 members that are isolated or quarantine. Last week we're at 22. So we do have less officers out and we have those members that that we talked about that word quarantine 15 of them are vaccinated as opposed to last week they were 20. So a smaller pool of individuals that are out and the majority I'm sorry that they were positive 15 that were out were positive. The other three have symptoms that would we would enact protocols to keep them away. But of that 18 that are out 15 are in fact COVID positive as it relates to crime in our categories of homicide. Last year year to date we had 204 homicides this year we are 199 We have a 2% reduction as it relates to non fatal shootings last year this time we had 724 This year we are at 624 100 less victims of non fatal shootings and victims of gun crime. that's reflective of a 14% decrease and robberies 935 robberies year to date last year we are at 916 robberies year to date reflective of a 2% decrease. When we look at our entitle our entire volume of violent crimes. Part one when we look at carjackings, stabbings, assaults, just that total number, year to date, we were at 9551 incidents. This year we are at 8385 1200 less victims of incidents here this year in the community which is reflective of a 12% decrease and our violent crime across the city. Some enforcement initiatives that we have, we know how drag racing and drifting has plagued the city over years. There's been some environmental design things that have been done, such as speed bumps in certain areas, but there are officers that are also boots on the ground and we get a little help from Mother Nature. This past weekend. Mother Nature helped us out as well. We had five traffic stops. We issued. We didn't issue any citations. We impounded two vehicles. We made two misdemeanor arrests and we got one illegally possessed weapon off the streets again with with the rain that we had. It helped us out and we're thankful overall year to date enforcement stats as it relates to drag racing we have made 363 traffic stops. Issue 255 citations impounded 113 vehicles recovered for stolen vehicles made 38 felony arrest 11 misdemeanor arrest and recover 26 illegally possessed weapons during this targeted initiative. So magnificent significant incidents that have happened across the city since this board last met and you last received this report. On August 12 There was a fatal shooting of a victim who was an intern
with the fire department.
On that August 12 date the victim was at home in the 19,000 blockbuster hailing when she got into an argument with the defendant. The defendant produced a handgun and shot the victim before fleeing the location. Our homicide detectives identified the suspect and arrested him. Felony charges were issued by the Wayne County prosecutor's office as follows a homicide murder first degree, felon in possession of a firearm and felony firearms. The defendant was remanded to the custody of the Wayne County Sheriff's was not did not bond and is not out. The second incident was a fatal shooting can believe in reading this involving an argument over barbecue and food. On August 21 2022 at 9pm and 8000 block of Pearson The victim was at the location barbecue and the offender came to the location with several people to attend this event. Shortly after arriving the offender began arguing with the victim regarding how he was cooking the chicken.
The argument escalated the victim
got a black substance probably charcoal or something on his shirt. He was at the grill or whatnot. The offender then produced a handgun firing two shots shooting the victim the defendant or I'm sorry the victim which was the cook in the chest. He fled the location. This offender was on tether and out on tether when he did this but with that tether technology once he was identified, we were able to locate him on the west side. believe we were on Hayden street with members of our homicide as well as our headquarters surveillance. We were able to track into a location where he attempted to flee ultimately barricaded himself in the location but through our CI team trained CIT trained officers, our mental health experts. We had a clinician with us at that time and our special response team, his family, but we were thankful for what we were able to communicate with him and certainly say that our our purpose there was to bring him to his day in court. Regardless of the decision that he made. It's not up to us to do we are the findings of facts gathering of evidence and we present it. Thankfully, he came out with the peaceful surrender and now he will have his day in court. And the matter is currently being reviewed by the Wayne County prosecutor's
office for issue we've told him a burnt piece of chicken we don't
even know if he burned it. I can't I can't tell you. Okay,
we know tell me somebody got shot and kill over a piece of chicken. Yes, sir. How is this accent?
Very, very tragic and very unfortunate. I'm sorry. Third incident that we had is the fatal shooting of a five year old on August 22 2000 19,000 block of Oakfield. The victim was at the location with the seven year old brother, the victim's uncle who's 29 was monitoring or watching the young ladies I'm sorry the youth while the victim's mother was away. Going out things to the store as the facts are presented here. The victim got a hold to an unsecured firearm a handgun at the location. The victim shot himself that needs to come to his entries. The uncle was arrested and is that was taken to the BDC for processing. The alcohol has been charged with tampering of evidence and felon in possession by the Wayne County prosecutor's office. There was some issue as to where the firearm was and it appeared that it had been moved. So again, that's how we got those charges and again with the uncle being a felon and having this felon in possession so, again, we will keep you updated but again another tragic law that did not have to happen. Last incident. While there are two more, one is a non fatal shooting of an 18 year old that happened in the 17,000 block of Lenore on August 23. The victim was outside in front of the home when three males and three females arrived at the location and the victim and one of the females got into a physical altercation and during this time, one of the males that was there produced a hand gun provided it to the female involved in the fight and the female fired multiple shots striking the victim in the abdomen. He was taken to the hospital and treated for his injuries they appear that they are non life threatening and they will make a recovery. The suspects in this matter has been identified as a 16 year old female than the 17 year old male members of the police department. We are still actively looking for both so if anyone that may be watching this knows about this 17,000 Block linear shooting. Are these individuals involved?

the Police Homicide or Crimestoppers either one 800 Speak up our homicide section 596 2260 or any police department you can walk in you can call you can remain anonymous, but we can certainly use that help in holding these two individuals accountable for their actions. The last incident that I want to share with you before I get into some more positive news is an arson incident that occurred at 1781 South Fourth Street which garnered some media attention on August 23 at 5:48am and the 1700 block of South Fork male suspects enter the location upset and complaining about a prior purchase. The same subject left the location in return with a bucket field of gasoline. The subject dumped the gasoline from that bucket onto the store and set it on fire. We were able to capture this event on video and members from the arson unit were able to identify the subject and partnering with another agency. He was arrested and also found to be in possession of a stolen motor vehicle. In addition to the arson charges. This investigation has been submitted to the Wayne County prosecutor's office for review and issuance of the charges. So this person who again made a very poor decision there could have been a small child there could have been anyone you were I in there to take that bucket and the gasoline and dump it in the entryway to the storm could have harmed a lot of people but nevertheless he was arrested counted for and now will be held accountable for his actions. I want to share with you a few positive things that are going on in the police department on Tuesday August 23. Our bike train officers along with Chief white and the quality of life enforcement ride happened at the sixth precinct for Scout couriers with visited with the convoy of bikes greeting members of the community. And in addition talking to community members chief white handed out gun locks. The community was very supportive and happy to see police officers riding bikes through the
neighborhood.
That was the Chiefs West Side bike initiative and I'll get into shortly and again where he's at right now with the Eastside initiative yesterday on August 24th, the Troy Police Department law enforcement program explorer program held their 2022 graduation ceremony at the carpenters and millwrights Training Center. During his remarks chief white commended all participants and their accomplishments. Additionally, Chief white discussed the history of the Explorer program and it's value to the police department. special recognition was also given to the law enforcement leaders, enforcement explorers, Academy staff for their outstanding work, dedication and leadership and to develop the hopefully our future police officers, sergeants deputy chiefs and perhaps the chief and hopefully through this program, that will be the path as you came in the building today I wanted the initiative that we're working on is a back to school and recruiting drive. So while the parents are bringing the children here to get book packs and backpacks perhaps there's an opportunity to join the police department if not a sworn officer. There are several non sworn positions as well. That's currently going on right now you can hear it outside. And again we were very thankful we were able to partner with target to again to to have this event happened so again people from all over the city have come in and to get a free backpack and a great experience from the youth and around the city to prepare to go back to school. The Detroit Police Department certainly supports its youth and citizens. We also had an opportunity director Pattillo who I saw downstairs in the recruiting team. We have apparatus from not only the police department but the fire department down as well. Food in a bounce house for those that may not quite be ready to go to school yet but again, some entertainment so community policing and serving and interacting is truly something that Chief White has a pension for and we will continue to do at every opportunity we get. Again, Commissioner Burton as we were speaking, the chief is not here. He's currently doing the East Side portion of his mountain bike enforcement initiative and that's happening in the seventh precinct. They will right right around of 10 miles. And in addition agreeing the community chief has gun locks. Too many we talked about the five year old a short while ago, the 16 and 17 year old who had access to unsecured firearms and did heinous acts so certainly gun locks will be distributed to any resident that may may request one. And while also while addressing the quality of life issues. Our biggest focus right now was gun safety and those that have them, maintaining them and operating responsibly which is at a gun range but just responsible ownership of them so that that is kind of the mantra of this initiative that the chief is currently at today. Lastly tomorrow, the 32nd annual MCE live parade and stop the violence summit will occur on Mack Avenue from St Jean to East Grand Boulevard starting at 10am. There will be food games, prizes, parade floats, as well as marching bands participating in the event. We hope that you're able to join us certainly what's going on right now hopefully after this meeting concludes you can join us for the back to school giveaway and tomorrow as well. I believe the chief may be the grand marshal, as I understand it. So, again, if your schedule is allowed, we would love for you to join us. And with that, again with that special skill set that those crisis intervention training officers had. We had a peaceful resolution is what our goal is each and every time we encounter those sets of circumstances,
you know, so I got a chance to watch it. Somebody filmed it. I got a chance to see it was remarkable the way they arrested him. I mean peacefully. And it was awesome. Um, do you know anything about the three young kids that's been going around stolen cars 1112 And I think 13 you hear anything about that?
That specific event? Mr. Chair, I cannot speak to that. I'm not sure if perhaps you may have a reference to the social media trend of the key boys. I'm not sure if that's what they're young. Yeah. But there has been a trend that's going around on social media Detroit is this region is not exempt. Southfield just had an instance where their dealership was hit. And it basically young folks that we find are the demographic that are taking advantage of this but there's a model make and model of a vehicle that through online they're able to teach others how to steal a car. And again, auto thefts have been some issues that we are addressing across the city. We again like other major cities are seeing a significant spike. In auto thefts, but as to specific those three ages No, but we are aware of this national trend and we have education campaigns led by Lieutenant Clive Stewart of our commercial auto theft section to speak to you know whether it be stopped leaving your valuables in the car if there's opportunities for perhaps a club or other things on your steering wheel as well as giveaways to do that to educate our community to reduce the opportunity for them to become the victim McConnell

I don't know where the department stands right now. Or how many gun locks you have. But remember you know I used to be able to get those and I would love to have some for for some of the areas in in the fifth district that I feel that really really need a gun safety lock. I mean we have to be able to educate our community on how to secure their weapons, how to properly store their weapons. I just think that
you know, the department have done a great job in the past. Giving those out

What we voted was simply that he allowed he'd be allowed to continue to be paid. What the community did not hear was that he had asked for help before

Um, so as far as the as our firearm that we currently carry it is in fact a Smith and Wesson we just transitioned from the 40 caliber to a nine millimeter, which the research had shown it was more effective round more stopping power is more effective in the event that we were put in a position where we fatal force was the only option or deadly force as it relates to additional resources or additional capabilities and we are into one of those situations. Assistant Chief Lavalley, as well as Deputy Chief Mark bliss oversee our firearms inventory unit where they are constantly assessing the needs based on what's out there. And then in the event, we need to have a response to that where we need to meet force with force as well as our special response team. At this time. I know of no request as it relates to upgrade our current arsenal for lack of a better term, but in the event that it does, that need arises I believe as protocol would would relate I believe this body would get some type of correspondence but at this point I know of no requests to address anything additional as it relates to that.
So okay, because we just want you to we just want you to be secure out there. And what your firearms because you got some crooks out there. They got some dynamite out there. So what do the Smith and Wesson rank as far as with firearms, like one through five or one through T and what do we do that firearm rank and in your mind,
if I may I as an expert, I can simply say that it was the mandate of Chief white to get the best we can possibly attain that's on the market. We owe it certainly to our officers but to citizens as it relates to accuracy in the event that we need. We don't want something that will go through walls and and possibly injure others in the backdrop or bystandard. The firearm system that we have employed or that we use here with the police department, we believe is the best that we can as officers that are carrying it and we are satisfied with it.

Being classified in and so when we get the Chiefs report, it wouldn't be considered a criminal homicide. Right. So what category are those incidents has been classified.
Again, through the chair, it would depend on the circumstances. It said it could possibly be a suicide it could possibly be an accidental so there are a couple of breakout categories short of us calling it a criminal homicide.
So it may be possible sorry again through the chair it may be possible but that that data isn't being captured in the category one violent crimes correct if it's a suicide, okay, thank you.

there was a time we would try and raise money to give Bob back guns. So you're telling me that we have we have gun locks. So do we have was a how was that? Was it resources come from and do you have them in order to really, to really serve this community enough to serve this community?
Well, we receive several donations. The National Shooting Sports Foundation, sends in the allotment every year to which we partner with the Eddie Eagle campaign in which we educate young school aged children what what they do if they run across a firearm so we get those several donors, a firearms manufacturer from Germany, Craig Hoff who I personally had a chance to work with made a donation to some firearm locks, so we certainly will receive them in I don't know when our next purchase will be, but we have an amount that you can go into any local precinct. Certainly you can come to police headquarters, and we're doing our best as we get more to armor officers that they can have some with them when they're in the scout car. So our goal is that if you're riding by Can you see an officer you can wave and say you have a gun lock and that is ultimately our goal.
I like to think that I'm pretty much you know, kind of no days going on. It's the first time I'm hearing it. So I apologize it just me but I do feel like it's a couple of us was trying to raise money to buy back guns. It was seemed like to me then if you want to switch it around, and based on these kids, kids, hearing, all this kind of stuff. I like to see if it's stuff that we can do to help you to raise money to buy a condo docks in order to give it to to East bracing. I like to see where we are with that. How we can help you with that. Additionally, the board received the various technology reports facial recognition, DVD Shot Spotter and Project Greenlight and the animal board also received the electronic report of the OCI staff report that notes the CCRS received CCRS distributed to be LPC for approval CCRS assigned to border police commissioners but not returned by commissioners and also the open pending CCRS and so please review your email in inboxes for that information. Additionally, we will work with the department to schedule the various requested training this afternoon in regards to the real time crime center and we are also proposing are planning to plan the training with the department with regards to the traditional 40 hour block of mandatory training that includes but not but it's not limited to ethical decision making. Tactical day use of force continuum de escalation training and other important training session so you will receive further updates in that regard. Thank you.

Just had one point on Project Greenlight. Thank you for your comments back to my colleague on that. But to me this is a real quick question isn't a Project Greenlight hasn't had been most beneficial to the department in terms of us catching people? Because it's all on video. It seems to me like we almost get everybody now, within 24 hours, wherever there's a green light wherever there's a green light location Is my understanding correct?
Through the Chair Well, twofold thank you most harshly certainly the the the resolution and that digital video evidence that we're able to obtain with photos would that would make it very easy to identify someone that perpetrated a crime it's also a deter. It is also a beacon or a safe haven to know that with this green light here, those cameras are there. So if someone may have the fear or feeling of fear that they may be victimized, that they want to go get gas or they want to stop at this venue and get meal or convenience store or whatnot that level of comfort that they have to go to a greenlight location where they see that light flashing is also extremely beneficial so twofold as to the value that that program brings to this community.
