the morning through the chair. So a few years back this value shoot recall that you adopted a resolution to establish a process for change orders for the criminal justice complex. Because of the nature of construction, the contract with rock requires that there's a five day turnaround by the county with regards to our change order. So a special process was established by this body via resolution with regards to that process. It was later discovered that there was a provision in the procurement ordinance that could have potentially conflicted with that resolution. So all of this does here is to establish in the procurement ordinance that the process previously established by this body takes precedence. This provision of the ordinance will sunset and go away as soon as the criminal justice complex is completed. And it is only applicable with regards to the criminal justice complex so it doesn't change anything that this body has previously done. Thank you Madam

Madam Chair, I'd like to take this time to recognize the life of Colin Linoone DuBose who is a who was who was a developer, one of the earlier low income of our affordable housing developers in Midtown. He was someone who had a long standing career with the state of Michigan housing authority and he was the type of person that was very understanding of the plight of his his tenants. Even to this day, he and his his companies have taken great strides and making sure that they have included as part of how they operate a sort of self imposed rent, rent, self imposed rent restriction or guidelines that they use to make sure that they're not pricing residents or long standing residents out of the availability to afford their their apartments or their residents. And so Jessie was just such a remarkable man and I just could not let this meeting go by without recognizing the kindness and the generosity and the forethought that Colin Dubois shown in this community. Thank you.

I do not have a report for you guys this morning. But other than to say thank you for allowing me to attend the Tri County Summit. It was an honor and pleasure to be there with you guys, and learn what the other two counties are doing and also learning what Wayne County can also do but also getting a brief update from what we saw last year at the 2021 Summit. We have a lot of good things, especially with our water and broadband that are coming to this county and we can start looking into more potential options and also look into the future of our county, but into conversation with Chairman Dave Woodward and Chairman Don Brown, regarding our youth council for the amazing leadership we've had here in this county and forming councils to be able to give everybody a voice here in Wayne County. They are interested in our youth council and they look forward to hopefully partnering with us and actually doing something of their own with their commission. But hopefully we'll look forward to bringing you guys more information as the days go by and hopefully get some good news but they're very interested in they're very happy to see very well programs like this be coming to Wayne County. And also just giving voices for people that would like to be a leader for their county, but big thanks to Commissioner Baker McCormick for all the wonderful leadership she does but as always have everyone had a good Thanksgiving and look forward to talking with you guys on the 15th. from Anthony policia dear commissioners in August a PubMed analysis showed that Pfizer's COVID-19 Jab had a serious adverse event rate of 10.1 events per 10,000 and Maderna was 15.1 events per 10,000. Additionally, in the US alone, there have been 15,415 reported deaths linked to the jabs. Other vaccines were pooled with less deaths than this. Also a recent booster shot was approved based on data from eight mice. Where is the desire to pull these shots from the market? You may have one reelection but we still speak up about this issue.

As spoke about the fact that I went to see the JDF at Dickerson up two weeks ago, just to see how the young people the environment that you're in, and, again, if there's anyone who's interested, please let him know and they'll do a tour for you. But also I wanted to ask Melissa, if you could come speak to um as you know, there's a staffing shortage of course throughout the county, and that includes JDF as well. So an emergency procurement was done to place staff at JDF to make sure that we are in compliance with state law and how many people we have to operate the facility. So if you could give your name and tell us what the status of that and what you see is going forward what we're going to do with staffing of the JTF.

that was important for everyone to know that to know that again, we're in a situation where we have to have staffing for that facility to meet the license requirements and this was an emergency procurement to meet that. Hopefully they will decide to come on Wayne County's payroll for the time after this six month period. Yes yesterday we in our public safety judiciary committee meeting we the chair asked about an incident that occurred as far as the heating system H vac system at the at the one of the jails. And one thing that I have mentioned was we heard about it through the media and what I'm suggesting what I suggested to them and I would like to share with you is creating a sort of system similar to one that exists in other organizations, where when there are certain major incidents that occur at that facility that a notification goes out to the county executive as well as the legislative branch, the county commission and inform us of this incident that has occurred within your organization. So it's something that I think would be a good protocol to put in place so that this commission and others would not have high relative relationship with the county government won't find out from it from the media news reports. And so at least some notification, making us aware that these type of issues are developing or being addressed within the department would be very helpful. For me as an elected. Thank you. Thank you,

I just wonder if there's someone from the administration that could address this, but it's we've had some construction going on on Wayne Road, south of joy that has reduced the travel on the southbound side to one lane, and anyone that has knows that area knows how busy that road is and we get backups that go almost all the way up to well, they start start just south of Plymouth Road and it's causing a lot of frustration by drivers. And and it's been about three months now that this has been going on. And it's not I'm not saying it's DPS certainly. But it's a TMT working on something underneath the ground. And, and they had a problem that that caused them to start over. But it's a big issue out in our area because of lane road being a major thoroughfare and I just wonder if there's someone that could find out or get an answer on when this going to be completed.

but I would think I well it's not DPS doing the work. I would think they have some something that you wield to get the contractor that's working there for an ATM to move faster because it seems okay. One of the things that keeps coming up meeting after meeting year after year is because of the shortage, for example, with the sheriff's department and there's others is we need to be competitive when it comes to wages and benefits. And I think sometimes you can't save money by cutting jobs or maintaining yesterday's wages and benefits. So that's something I think that the administration and the commission should look at compares to other counties, but also, we don't have to follow the lead. We could be the lead if we decide to do that. So that's my serious thing I want to talk about the nonserious thing that I wanted to talk about. I was unable to make the Tri County meeting at the zoo, Oakland County zoo in any way I hear that was a wild meeting. Okay, I'm done.

That's the discussion we're having at the benefits taskforce looking at salaries, wages, benefits, all of that. So yes, we will certainly do that. Because if you recall, I don't know gosh, eight years ago or so. There was supposed to be a wait salary study done and I don't think that ever happened. And whatever would have been eight years ago, of course, it's different now in today's environment. So we will certainly continue to work on that at the Taskforce.
