Homicide we are down 28% non fatal shootings down 23% robberies down 27% The total Part One violent crime we are down 11% And carjackings, we are down 46%. Moving on to the significant incidents. I will just point out one and that is a quadrupole non fatal shooting where two juveniles were injured. It was on Wednesday, May 1 at 8:57pm. The officers were dispatched to Westfield and files to investigate a non fatal shooting. Ops arrived at the scene and were informed that shooting just occurred and that several people had been shot
I didn't medical aid until medic 64 arrived. Medic 64 Trans
for to male was transported to Oakwood hospital with a gunshot wound to the buttocks. The victim was transferred to Children's Hospital where he was listed in stable condition. Victim three a six year old female was privately transported to Henry Ford Hospital suffering from a gunshot wound to the left leg. The victim was transported to Children's Hospital and listed in temporary serious condition. Finally, victim number four who was pregnant was privately transported to Providence Hospital, suffering from a gunshot wound to the back and was listed in critical condition. Officers from the sixth precinct preserve the scene and detectives from the sixth precinct detective unit responded to the scene. Detectives determined that the shooting occurred after a large fight at the park located located at Westfield and files. Witnesses describe the shooters as young males dressed in all black who ran away from the location after firing shots. The incident is still under investigation. Setting these more MPOs especially at the second precinct, which comprises our 54,000 citizens. We also need more city inspectors to help enforce our city codes and ordinances. We have five neighborhood police officers, and that is not enough to serve us as senior citizens in the second precinct. More inspectors will keep unsightly businesses and properties from becoming junkyards and closed down illegal operators will witness when improvements were being made downtown Miss Lewinsky hired people to clean the streets and sidewalks. I wrote to him asking for help for our communities even knowing there needed to be organizations that had goals and objectives in place to find money to I was looking at it decline in our communities and decide to do the work and help make needed changes. our so called leaders need to not just talk but knew the word. No one person has all of that is or skills of how to make positive changes. We should not have a big eye or little you attitude in our organizations. We all must listen or and think of ways to set achievable goals and objectives. And these are determined to reach them. They didn't go under there. But anyway, my friends came in from out of town. They said I didn't know Detroit was gonna be like this. I said, See we food too. So I'm going to Chicago next month. And no, it's this month. Yeah. Democrat party's convention. And I'm gonna brag again about Detroit. And I'm telling you, I am so proud of the Detroiters because they show out to let people know all over the world, that we are decent, respectful people because of course we get out of hand at times. But the fact is, you didn't do it this last three, four days and I'm so happy. I'm really happy. I talked about it at church also. So, Chief, you did a hell of a good job. And we need to do Detroiters are very proud of you. I know I am. So again, thank you so much for everything that you do and you put your life every day when you put that uniform on. Protesters do not have the right to Assad, maliciously destroy property, utilize explosive devices or destroy historic facilities under any circumstances. Yes, yes, we have the right to protest. Yes, we have the right to protest, protest, change the world. Protests make your point. But you don't have the right to commit violence. But you also don't have the right to put my law enforcement officers at risk when you do that. And then we become political, because we're sent into circumstances where we have
to face them, and then we have to face you.
We placed law enforcement officers in very difficult circumstances without supporting them. In fact, when they do what they're directed to do politically, we vilify them. We call them the DOJ. We try to shame those who've step up and confront violence versus the protesters. Any person that amidst an act of violence, protesting or committing a demonstration, shouldn't be held accountable. And I'm proud to be a law enforcement officer to
stand on the side of justice.

Just want to make a comment I did send out an email thanking the DPD about as to children are being found they are sending information out so we want to keep on that so you could let chief white know that. Thank you for that. Also, I do think the law enforcement department that there there is no violence because law enforcement, they do put their lives on the line every day, we're seeing the violence in our hospitals and an IDI and and mental health, and I will be sending the mayor. We're going to try to get a mental health hospital out. So we're trying to get a proposal out to the mayor. But what we are seeing is the dangerous effects of marijuana. I talk about it all the time. And even though they're trying to legalize marijuana, we are seeing the damage the damage of marijuana. A lot of people don't know how marijuana affects the frontal lobe. And it thins the part of the brain that controls behavior. And as we see in our hospitals and our ED departments and on our floors, we're seeing all of the violence and are you smell as we eat it it does affect so what we're trying to do I know when I was in DC a month ago, there, man, marijuana lobbyists that are trying to get the word out, they're gonna start with Mayor Adams in New York, about this distinction of the week but there is a correlation between violence and the marijuana. So I want to let the I hear Lieutenant young all the time. He is right. Police officers do put their lines of lives on the line every day because every time they get a call, there is an impact of danger, but I just want them to know what they're dealing with is a lot of people no matter what race you are, they're under this weed and the weed is laced. So we as healthcare professionals will try to get that word out to the another federal government want to legalize, we don't want people serving prison time but there is a correlation between violence and marijuana. I mentioned this Two weeks ago when I went down to the therapist and to speak to turn to affairs and apparently they were not a turnover affair officers. They gave me the number to OCI to contact them because when I went to LCI to take this, supervisor Sloane asked me, Where did I get this information from? And I told her, when I went down to the third precinct, this is the information that they gave me. But the issue is concerned in my well being in police officers are trying to cover up my rate I have the issue with that in Avalon is involved in some type of way. I'm not saying the whole building, but you're not gonna cover up my array and act like it did not exist and not do your job correctly. I didn't mention the second preseason. So many times making reports no one's contacted me. I have eight reports concerning what's going on at that shelter. Were undercover officers violate my constitutional rights. You are you supposed to have a warrant to come in my place, my room and Rambo to myself and continue to stalk me illegally, and put my life in danger. And I was just out in the lobby, had a picture of us officer. Somebody didn't want it to my phone and deleted it packed into it. But it's it was the officer there. And the cover her name is Cheyenne, she was abused and her daughter and I made a police report about that. And I went to CPS to if you in there doing undercover work and you abuse a yo daughter and you have a batch issue with that. I'm not saying all 2000 police officers are corrupt. But there's a lot of officers who do not respect a match. And apparently they're not getting paid for they still need from the casino. So it don't matter how they get it because they still undercover officer.

I wanted to make I want to make a complaint about one of your commissioners, Commissioner Daryl woods in regards to a video that was circulating on social media with the paid and formed for formance, who were at the gas station conducting a protest against vapes being sold. In the video, it shows agitation, blocking the premises of the businesses by this group, as well as confronting one of the police officers in racially profiling one of them. Also in the video, it shows Commissioner woods on site with this group. And he's flashing his badge and abusing his power of authority. Now, I thought the protocol if you suspect the gas station, selling vapes or cigarettes to minors, is to go through the proper protocol of going through ATF and also the commanders and precinct in that jurisdiction. Just because Commissioner Woods is a commissioner, he is an adviser to the police. He is not a cop. If he feels like he wants to be a cop. He should go apply and join the Academy. The chief and this board. Mr. Chair, you need to have a conversation with him and reprimand him for his actions for being involved in this action. I understand that he is a part of ceasefire or whatever organization he runs. But as a commissioner that does not give him the power or authority or right to go on to a business. As we know that protests was staged as of last week, there was a big fight against tobacco and vapes being sold to our children. But this is not the way to go about it. You know, protests can be held civilly. But you shouldn't be on the people busy property, advocating for any violence or incitement.

She voted Well, there was an absentee ballot says 12842, Sussex Street, Detroit, Michigan 48227. In her name, she's in Germany, there is no market tension is there's no correspondence between Germany and the Department of Elections. So therefore, there cannot be an absentee ballot in the Department of Elections with very laid back men signature on it. Now, this contingent, this is how they cheat men. I like to start off by saying I like to congratulate the city of Detroit, the Detroit Police Department and the world for the the presentation that the city of Detroit put on for the NFL Draft. You know, as you may or may not know, I have contacts all over the country. And I talk to people our time, and probably many groups and organizations. And I you know, I get calls from everywhere. Even I have visitors here that came in for it. And they was really impressed. And, and, you know, a couple of them talked about possibly moving back to the city of Detroit, you know, so we need to make sure that we continue that on. Also separately, as you may or may not know, I'm on city council and on all of their meetings, almost Monday through Thursday. What's continues to bother me is the vast number of police lawsuits, complaints, lawsuits against the Detroit Police Department. You know, I'm a city I'm the president of city Detroit retirement group, you know, and millions and millions and millions of dollars are going out every year as it relates to, you know, lawsuits, you know, and some of them could easily be reduced, I believe. And I think that this boy should take a more aggressive role and making sure that the vast number of lawsuits is you know, we do because, you know, we should not be paying 50 $60 million a year on lawsuits. But we do handle a number of lawsuits is going up has been going up for years and it's going up further, I would hope that some aggressive action can help to reduce that perhaps some officers need to be retrained or what happened but we need to make sure we reduce the number of lawsuits. Yes, to the board of police commissioner's dear colleagues on behalf of the Board of police commissioners, special personnel and training committee, please see the key updates from the committee meeting held on May 1 2020. For board attendees Commissioner Bureau was commissioned to Tamra Tamra Liberty Smith, and Commissioner Linda de Banagher. OCI investigated positions seven candidates were invited to interview out of the seven candidates invited for interview each attended and actively participated in the process, following careful consideration Latrina Hayes, Bob curry and neither Washington Nikita Ross Taylor Renault's Janae, white and Yolanda Williams Davis, were toasted proceed further in the interview process. The duration of each interview range of between 15 to 20 minutes each consists of the following components, introduction, instructions and overview of position, interview questions, commissioning words, smells and Benard extra candidates the standard five questions writing sample, each candidate was asked to watch a two minute video and then to provide a written sample recollection of what they view. After thorough review review of this array of responses and evaluations of qualifications. The special personnel on the training committee made the decision to advance Latrina Hayes, Bobby curry and Anita Washington Nikita Ross Taylor Reynolds and Yolanda Williams Davis to the next stage of the interview process for this investigate for these investigative positions. Additionally, Janae White was designated as an alternate candidate, this recommendation will be presented to the full board for consideration on behalf of the train and personnel committee of the board of police commission. The special training and Personnel Committee has identified discrepancies in the paid compensation for the following positions supervisor investigator one investigator one of those act a secretary to the board wanting to know which is one and administrative assistant assistants is two of those. I would like to recommend the following pay adjustment below which we're gonna totally standardize pay across similar titles and provide back pay to employees that has stepped up into a higher band of title responsibility for the sake of the brbc 1931440 Administrative Assistant Board of police commissioners I would like to recommend standarized and all of the 93144 of Administrative Assistant Board of police commissioners positions to the same rate of pay. Currently there's a Why pay range across the three BLP see staff position currently field on the team employee 150 $9,604 Boy 260 $1,601 employee 350 $1,150 These three employees are doing the same job with the same level of responsibilities. Therefore, I would like to recommend all these positions salaries be set at 61 601 dollars to supervise investigative border police commissioners, I would like to recommend standardizing our to present OSI supervise to the same rate of pay. Currently there's a pay gap between these two positions currently feel on the team employee 180 $1,000 employee 280 $4,991 These two employees are doing the same job with the same level of responsibilities. Therefore, I would like to recommend all of these positions salary should be set at $84,991. Number 3932503 investigated board of police commissioners new hires for the OCI investigators are being bought in at $54,500. The employee below was hired may 1 2023 53,000, then receive a 2% bump in their annual adjustment employee 150 $1,060. Presently, as shown above
employee one is making less than new hires to reconcile.
And number five standing Secretary board of police commissioners our standing secretary has stepped up and taken on the role and responsibility to be LPC Secretary since January 18 2024. At the same time, I would like to recommend back pay for the act of Secretary and the delta of the secretary standard salary of $117,875. And so an item like that should be really in our budget committee, as well as our official personnel and training committee. And so we will refer those as work done, and then have those recommendations to come from those committees. And so for the
matter of commission more mature I concur with your 100%. And also there might be a legal opinion needed. I mean, I just
see some legal issues. Yep. And obviously financial and all the rest. So again, as we take it through the normal channels, we'll be able to do that. But this is a good place to start. And so again,

your work? Mr. Chairman, it was collaborative, collaborative effort of the committee. And what we have found out, you know, interviewing and asking questions and things of that nature that all these discrepancies. Were there.
