Before we started just have a statement to read from the today the Bloomfield police department was involved in a shooting at 1:46pm on a LPR system alerted us of a wanted felony vehicle out of East Orange traveling west on Bloomfield they have for me here Pam Dampier Parkway. Officers observed the vehicle stop in traffic on blofield and just before orange Street, officers approached the vehicle on foot and pleaded with the driver to exit the locked vehicle. After a period of time the driver accelerated the vehicle instruct a civilian car and a police vehicle before accelerating at the officers. officers did fire at the driver of the vehicle at the time, who then sped off in the vehicle to the arc to orange New Jersey, where the vehicle was recovered by the police. The suspect was later apprehended is in police custody and stable condition at university hospital with an injury to his arm. The shooting incident is now being handled by the Essex County prosecutor's office to ensure the integrity and transparency of this investigation.

Some craft breweries do not have a way of serving food. patrons are encouraged to bring in or order food from local restaurants, thus providing an increase of revenue as well as a sense of perspective, As it is currently running 46 in craft breweries in the nation, we have 1.9 breweries per capita, which translates to 1800 and 10 million economic impact dollars. The compare this with our neighbors in New York, we are ranked third. They have 2.9 breweries per capita, with 4860 3 million economic impact dollars to the state of New Jersey being considered one of the fastest growing craft brewery states, many experts are predicting that soon many towns will want to post more than one craft brewery due to their local economic impact. The concept behind the primary tap room is create a space for gathering amongst friends and family, much like a town coffee shows. They have the capability to walk into spaces such as meeting space work space, a small betting for events such as showcasing local artists. The list can go on and on with many possibilities. People feel like they're a part of something when they visit a factory. And they're excited to invite their friends, families and neighbors to join. I support classifying breweries under a different zoning, possibly a B one or B two, not just an N one. I think that one way the content attract the right size craft breweries for these specific songs is by establishing a production cap embarrassing beers per year for the correct stone. That's North

Number one, thank you there. We have number of items on the agenda for tonight. First up is his discussion of the intersection of proposed intersections today, in Franklin Africa. As we all know, for years, it's been a very tough intersection and especially those coming off the parkway confusion on accidents. So at your direction, we commissioned the engineering firm to study this intersection working with the police department. So director demand was here tonight with his staff to present their findings and
even their counsel, as you're well we're talking about JFK were found in St. Joe, on the South African Parkway. In a problem with the police department. We've tried several different things trying to come along. Everybody was made. It seems like anything that we tried, it didn't work with the threat detection commission in a private engineering company committed to several different analysis recommendations on different ways to do science and capital or Special Operations Command in this traffic people. And we discuss that. And we decided on one of the planners plan to bring in the engineering contract as which we know to be able to track the progress we wish and we'll also be doing some traffic backup. Operations happening you're tricky because your PowerPoint presentation on
the recommendation.
Good evening, Mayor Council. My name is Captain here discuss this intersection. So our first slide it's going to show you our existing path. Okay, so as you come off the Garden State Parkway heading north onto a drive. That's the plane at Bloomfield Avenue and JFK. So you have three lanes that will sraight and one lane that goes right onto Bloomfield Avenue. As you approach the intersection and get through it, the left is for the jumping rope to get you back on southbound here, go on the Garden State Parkway south, or JFK south, through the south part of Louisville and then
Okay, so now, if you can follow along by jumping, right there, you see those lines that are blocking off that that section. So that is one of our issues. So either you make the jug handle gaps out, or you continue to Franklin tree, and go through Franklin Street on the JFK drive more, Franklin Street is to one lane of highway. So one of our proposals and his proposal number three to show we're going to go from a one lane, if approved by the governing body into two lanes, which we feel would help us out in a big way.
Okay, so this is a color picture on it so you can get a better idea of it. The three lanes of Bluefield avenue that go straight southbound on one right lane, and these are writings found on the field.
Okay, once you come through Bloomfield Avenue, you'll see that there's two lanes to the right and one lane to the left to make that left at the junction to get onto southbound. Okay. So, so part of our proposal to make a left onto Franklin tree would be that john Handel would leave it that way for the change that if you'd like to make it a dedicated branch, we find that this can help people understand that, you know, this is not the way that the Bloomfield Avenue West found this as far big issue or big issue is getting people. So what they would normally do is come around and jump in. And then from the left training on the southbound side of JK, they would come all the way across three lanes to make a right because of accidents. So this we feel would alleviate that we're held out.
This is Franklin Street show it's an informal two lanes, but it's technically one lane. So what we want to do is we want to make it a two lane road where as you make that left. As you make that left, the left lane will be a dedicated left to either JFK south or Burroughs place. The right lanes will be continued shrinking. Okay, we're going to start we would like to start it right at that intersection, two lane two lanes from the intersection. Okay, so as you're coming on Franklin Street, westbound and you're passing work at. At that point, you have an option to go to left lane or stationary.
Okay, and then of course,
when all things are made, we're going to have the proper signage to make sure that everyone understands the path. So here is our proposed path. As you're coming off, if you need city jail, you can have that jug handle, right. And then definitely that was marked off, we're going to make that night and we'd like to get back a left turn home. Okay, so with that left turn only, you can hopefully say my left turn and get back on jfp South that can get you to the right side of JFK Excel to make a right turn on or on tomorrow's place. The Saturn one will be a straight through lane and a left turn. So if you are interested in going straight on Franklin Street, you will be in that middle lane and you return into the straight only lane on Franklin Street. Again with proper signage and of course Traffic unfortunately will be out there if this proposal goes through to ensure that everyone is safe and father pack. Does anyone have any questions?

Right. So with proper signage, we hope that everyone understands that that jug handle is just for South guards course, if Mark was out and southtown, JFK, the second left would be he would want to get onto Bloomfield Avenue. So it will give you enough time to make that turn, not where you would be in the middle of that whole area where it's both intersections where you come up with that job. And the problem will be making the all the way to the right thing to make a right turn. So we're hoping that that that if you left the country, will give everyone enough time if you need to get the westbound even take it, get a fix out or go on departments place, which we prior lesson. So I'm wondering if because of the increased sophistication of
the different, some will consider a left turn signal
on that move on. Instead of sending people they did like, unfortunately, that was one of their proposals. But what would happen is there's such a short distance between intersections as a sounding board, that you can only fill out maybe six cars, and back, of course, a major delay because they put synchronize synchronize the light, but even though there's so many parts that go through that intersection, it will cause of action, and that will be backed up all the way apart. During the morning hours and hours. 14. They didn't consider that.
An accountant was against that. They definitely said that we have way too many cars and travel that road to do that.
Are you going to improve? Are you proposing improving the signage for people who do maintenance on him
to get back onto the parkway? Or or onto the ladder? Yes. Well,
I mean, there's tons of signs there. And I think we're not going to go to the next level. While I'm not saying as well. But I know there are signs here that telling you what what to do. They're like they can't they're not going to go to the park. Right. Well, that's supposed to work. Well, we're hoping that the proper signage, we'll understand that that's mostly just for Parkway south and JP south, and the next time on Franklin Street would be fulfill that request.
So I think engineers need to go back to work on this because guess signage could work slightly better don't even address it. major issue of people crossing three lanes, we need some type of barrier there. And that's the only thing that's going to stop people or shut down the tobacco or put up some type of barrier. I think that's the only thing that's going to stop anything over there for people crossing the three lanes. And that's a major issue that they're trying to address. But I think engineers go back to work.
That's the only thing that's going to Florida.
And the county gives us one thing that it's going to back up, it's the same thing on Franklin Street, the distance on Franklin, between JFK and Burroughs interesting thing on the other side of the ledger. So they can definitely put a left hand turn there and synchronize the link better. I mean, the biggest thing is something that's going to direct people to freelance that's
I think part of it and we've all been thinking about this for a long time. And we can see maybe with the idea of why don't you do this. And so I do understand the complication, but we're getting down the line. Part of the complaints that I get are from people who don't listen, and we're not used to doing that. So they can or you know, they get really confused because they're coming into our town for the first time to get off. For you, and they're like, I don't know what to do and is confusing. And so I think, especially in light of the fact that you're trying to think about ways to create experiences, boards and things like that, where people would want to be there, and my PC ladies to get into making that. so complicated, so I couldn't agree more. And what we're trying to do is that we really need to find ways to be able to make this with the free weight. I mean, that's what the PCA is often talking about. How do you make a welcoming different point, that the different point is confusion, then, or very complicated, it doesn't really lend itself to be a way to really draw
people.
They try barriers there. And when the police officers are monitoring it, I work, but when there wasn't a police officer there, there was an astronomical amount of accidents that we are trying to avoid. So the county was going to the barrier here. So we attempted to do that.
This board,
maybe a left leg to turn within people who know what to do, but there is a way
for people who aren't as into it. So maybe it doesn't back up. I travel this whole time I know, I'm gonna go down for breakfast. So the key is not this or that, but this can
work or what can turn from there, ignore that
as well.
Coming off the park, yes. Or shutting down in Japan, but most of the most simplified things to do, and just spoken with the county numerous times, and they offer their opinions and they they've had numerous, numerous times around, they're observing. And they also their problem is, is they feel that there's so many cars and travel around that intersection right here. And it's going to cause problems, you know, no matter what, of course, we want to fix it and help alleviate some of that congestion. So what doesn't have a back control board and speak engineering company and hopefully come up with some ideas and record your concerns with that. And hopefully, we can come up with some.
And finally, the common thing is that one of the things that we need to do while we're doing this is notify the navigation services to all the waves and all that because they'll direct people, maybe nobody will turn right. And and this has been an issue that I've been trying to get up on stage is that you know, away from municipalities because of the bad systems that are available to follow up clip. And and so this is this is one of the other issues that we're going to try and deal with. Next is long, long awaited the issue with trying to improve crossing

started last year. Earlier very early. Now, we contracted with traffic engineer to look at the number of cross crossing many recommendations based on the process of making better

So we have to go through a process of analysis and work in order to convince the county that this was the appropriate approach for our community in order to provide additional pedestrian and safe. Hopefully everyone can hear me
very briefly,
the video kind of explains what we want to know. And right down to it. The reason we're here tonight is to get your permission to go down and implement the keys to the intersection which we've implemented. Under Section one through nine. We will implemented with
our permission, we will incorporate a deputy involved in those intersections, intersections, Kevin, a lot of them are currently under construction by Essex County, and they will do that as part of that project. So we don't need to do any of the already did our work for that we did the analysis. We did the timing records, and we're going to work with their contractor to make sure that we do finish those lights are improvements. The other minor sections are ones that we would have to undertake in order in order to get it implemented. The connection or a alternation, if you notice in the video, it gave two different clients, one will start for a little bit first the other, we're only going to get go, we're going to have a mix of both here, depending on which intersection had to do with the visual timing, and what we can actually do in only one Cadillac or proven and that is, there is the chance that one or two of the intersections may not be able to be done right away, because somebody in industries variable in one of the intersections that we really want them to base the equipment in the intersection. So that county has a report and they're looking into the see if maybe there might be improvement funding their future. And we'll get back to you on that once a candidate is a little bit more guidance. But for now, these are the 11 intersections, we'd like for permission to incorporate the vegetable, it'd be great thing for safety, as the Coleman clears, and we start to get everybody back on the street and people start using the businesses walking around again, it'll be a great improvement, it'll be a significant safety, pedestrian safety of all the locations. Exactly. This is very portable by the Council. You guys are very innovative on this not every town is focused on the safety issues that you are focusing on this is going to save lives. Provide also the review from mercury in West the city of Detroit. My purpose is a lot of activity is to try to get across the street that intersect is a disaster as far as safety is in service of some review, to be looked at in light of the school safely for even the businesses that have to work Anywhere in that intersection here, you need some help to provide this mayor and council with some alternatives to what we have, which is simply an accident waiting to happen at that intersection. So I requested the mayor, to take a look at that brought in by society is where it's my birthday of school. Where you get traffic, it's a three way cars coming from St. George St. Kitts signalize. Words is to dedicate a lot of traffic. Yeah. Yes, it's a it's a tough, it's a, we may have some data on that. And we'll get back to you. But it's not part of this presentation. Number three through seven are all related to the current pandemic. So, okay. So update on on what what's currently going on with COVID. Just as council knows, the past, our numbers are climbing We are the second way. Seems that way, we're now at a weekly average that we haven't seen since the end of April. So we're back off about 15 cases a day. So we have done a number of things to share the safety of our public. We've done a lot of testing, we'll continue to do that testing. So far, we've tested over 1300 Township residents. And it hasn't been really until recently that we start having cases come out, let's test that we will continue that through the rest of this year for sure. And the intent of continue as long as we have set in place policies which can go through with you to protect our employees and also comply with the law. The current current policies change actually
change the effect
of every 12 weeks we're into the dining and restaurants, bars, clubs, lounges are limited between 10 to attended by all our side seating is prohibited restaurants is placed within six feet. Indoors that tables can be no closer look at the looking at quality with Lowe's buying multiples that may be used for outdoor dining, as you know we're looking to to extend our outdoor dining through next year, which we'll talk about later in the agenda. outdoor dining takeout delivery services may continue past 10. And so these are just some of the changes that are occurring every day with COVID. So we're hoping that things that this township has done, the thermal scanning that we're building are limited on how many people actually come to this building. These days. That's pretty limited. It's around 90 people day is still it's still worth jacking. And it's funny now we're scrambling to find. So we're ahead of that game at those proportions. But it's still something that I'm very cautious of this moment I voted for and allowed him to just go through the township policies and procedures that we had. We are also asking that you take action to adopt these policies and procedures that affect our culture.
Mayor, Council and public watching. So item number four just want to inform you that we actually have three COVID-19 policies that the township is divided by. The first one is the emergency work policies and procedures. That's pretty specific to the executive order. Here are the highlights and just happy to note that this township was
way ahead of this executive order.
So executive order requires employers to keep six feet of distance between employee workstations that provide physical barriers, which we have been doing since July that require face masks for visitors and also to provide residents when they come into the building that
we have available.
Officers, everyone walks through the thermal scanner in residence of residents still comfortable coming in, you still have a desk set up a table down there, so they can drop off their information, our borderless annotation of high touch areas, which include daily log sheets, monitoring that, to ensure accountability every two weeks, we have the electrostatics prayer of all the buildings. We do health checks with our employees. We also address the second quarter that comes into this building immediately. But we also run by other employees if they were close contact with someone whose second work. All of this has been doing for several months ahead of the second quarter. So I'm really proud of what this administration has accomplished. The two public policies are related to employees, which just living the federal guidelines if an employee needs to be active to recover for vacation, and also instituted back in July as a reminder of vacation policy, and
going on vacation visiting one of those hotspots zones has responsibilities quarantine before returning back to them.
And just to let
you know that the council know we're working on a plan to
actually record power more
in stages, where Thanksgiving, a couple of weeks after Thanksgiving may be an issue for us. So napkin we're arranging for people who work virtually for companies or employees out the back, so we should make sure it's gonna be rectified.
Make sure it's a record. And that segues perfectly into the next five lessons versus medical operations. And solely this is a this is a requirement, not a requirement is strongly suggested in the state to buy a small it's a small container looking facility that would allow for us to have testing right inside with an outfit and capital away from the buildings that are coming into the building, which we haven't done a few have tents and everything like that. And then we have funding. We as you know from previous correspondents that we have our special funding for CDBG. Originally the 600,000. Now we got an additional 380,000 so it's not a million dollars. I've discussed this with a few times but now it's here for final final approval. We want to we want to put 400,000 this million 400,000 into committed to continuing our community testing. Once you we've been doing about 60 with a new medical facility we'll be able to do up to 100 at a shot We're doing this once a week. So we want to use this up to $400,000. for medical facilities. The biggest one is is really residents in need. This is a program that I know all of you. Typically Councilman Davis talked about, need to provide assistance to our residents in need. So we're looking at a Thanksgiving, we do a turkey giveaway. The past week, last year, we had the most we ever had that was 500. This year. Very impressive. 1000. So in that event, those of you joining in all of you were here last Thanksgiving, when we did this, besides a freezing cold rain, it was a bit chaotic, but a lot of work. And we have a huge number of volunteers. Wow, that was busy. That was an intense two hours, well have we just doubled. So we're doing it in the back parking lot. We're a lot of auto logistics. And having this ready that we do believe that that the community will take advantage of that when needed, we actually already have over 300 residents signed up for it in our personal way. So it is a big event on top of that, just to because we have instead of those plastic bags, which we don't want anyway, we did have regular bags that use reusable bags that will hand out food in but also you can get that much food as I mean when you get into Turkey pans and things like that all the food is really heavy, especially for some of our citizens. So we're going to insert a gift card in there for food at a local grocery store. So
we're really making this making a strong effort to provide for our residents in need. But also on top of that, we're going to use gift cards, food cards of all the grocery stores that we have for our residents that are needed now this isn't we're just not handing this out to everybody. I needed their their income qualified to do that. digitally we're doing rental we're providing for rental assistance for those residents are squarely in the line, you can't get kicked out of your apartment, under the new executive board, is it good to help out some of our residents and also with their utilities paying their bills and stuff like that. So we're we put money into a side for that about this was done in conjunction with our Human Services Coordinator. And then on top of that, then a strong senior program that we're looking to buy. They called branding pods. these are these are promoting access for seniors who don't have a
computer.
with them, there's there is some need for that. Senior supplemental meals. This is the supplemental Meals on Wheels, that always doesn't satisfy everything that you require. And then some mental health assistance. And it's an existing program that we use, but we see the need increasing nowadays. Just a need for seniors who can't get out. This news can't get out. There's a lot of mental problems and growing really on women's program address, but it starts with dresses here and then augment our senior transportation. So it's a very impressive program. We like to think that we bought this without a lot of suggestions from the mayor and council on this.
Second, Councilman Davis
and number seven, number seven is a long, long way. Process building finally got passed, adopted rules came out from the state to allow us to recover. A means to recover the losses and revenues that we've experienced a very, very focused pandemic. we've documented that we've lost about $1.3 million in Revenue funds from general fund we had those details, we've lost almost a million dollars in park utility. And then we've lost about $2 billion out of water utilities. So the combination of this is $4.4 million. Question declare an emergency allow us to borrow that money on an emergency basis, which is five years to repay. This is this is a, this is not unusual for municipalities to do that, on circumstances. But when there's an unusual emergency going on, a town is allowed to take that borrow that money back over five years, this is essential for us to preserve next year, there. This is this is the we did this very, very quickly, because it's a very short time. And so what we're asking for you to do tonight, you are willing is to approve two resolutions and introduce an ordinance. The resolutions are one is to approve the submission of an application for this emergency, to declaring an emergency and itself as both resolutions. But But still, I think
you have a public hearing format for those out there. Another thing. And people may I'd rather, people be aware that things are coming down the line or possibly coming down the line, that hearing about it and then responding and saying, like, you know, this service is available, it's no longer available, chances are more horrible. This isn't like, we know that this is going to happen. So if we get an error and let people know, the town is hurting, we don't have records that we normally have. And we're gonna have to do some things to close the gap, you'd like to be engaged in conversation with us about it. But even if they don't engage with us,
they are aware
