Emily, I'm saying that little rock Recreation Center I was a kid when I first saw this list. auditorium located in the choice Northland and eight nine so for Woodward Avenue. Our very own Commissioner Jim Holley, immediate past chairperson is the founder of the cosmonaut Recreation Center. We want to thank him and a little rock Baptist Church, which he led for 50 years as pastor was saved into center for the community. A historic Little Rock congregation continues to serve the community under pastor Anton Colvin at this time, I would like them like centers when I need I need to bring welcome remarks. As he's coming up, I just want to thank you for your team and all your hard work and making this happen for the precinct. And the board. You have the floor man.
Good evening, everybody and welcome to the cast via in Little Rock Family Life Center, serving the northern community for such a long time. Little Rock has had the opportunity to run this center for the last 17 years. We didn't want a boarded up rec center sitting next to the church when the city unfortunately had to close rec centers. And we have maintained it as a nonprofit status. We have had numerous nonprofit organizations as well as educational institutions that have housed in our building. We currently have adult nonprofit drop in centers that we service as well as imagine autism, that we'll be moving to our second floor in the Detroit area but the aging will be joining us at the beginning of the year. Does that mean we're not leaving the center open to the entire community? Absolutely not. This center will always be available to the citizens of Detroit. We are focusing however on our seniors. And one of the things that we are developing for the programs next year with the Detroit area of aging are to have daytime activities and classes and forums that our seniors can come to in the daytime as well as the center being available in the afternoon and evening hours for our young people, for our churches, or our communities to utilize this beautiful Jew it's one of a kind in the city of Detroit, and we are happy to have maintained it as a lifelong citizen of this city. today we have just received word about smiles officer involved shooting debriefing regarding the incident that occurred at joy and Marlowe. Please review your packet for details and please plan to attend that starts at one o'clock tomorrow. And that'd be at the headquarters. We recently received Wayne County Prosecutor Kim worthies giggly all this released on November 30 2022. Our staff prepared a preliminary analysis report comparing the DPD officers on the Gibson illegal list to be LPC request for suspension without paying administrative leave without pay, but with medical benefits of officers. Our staff have identified next steps for expanding our review and evaluation of this area. More information is forthcoming. We've also received the bill the draft, LPC 2023 Meeting calendar for your review and feedback. So if you take a look at him something we might have missed, please bring to our attention. So just wanted to share a few calendar updates that we're going to be having coming up in January we have a big meeting coming up and we're going to have somebody present to us and that will be Miss Shaw. Today we have a policy committee report. We want to receive key updates regarding the upcoming partnership with Wayne State University Law and the bill PC and other key updates. The department will share information regarding crime stats, trends and other critical incidents while consideration and also today we'll have the third precinct present and we will receive updates regarding the third precinct crime data reports, precinct progress updates, and we got to the community strategy plan that has some complaint data and budgetary updates and other key information for our all our awareness. You said second deputy chief that's why I wanted to confirm that you were talking to me. Okay, we're gonna start off with our update on injured officers. There are currently five members of the department who are disabled and recovering at home to 21 duty injury. We have a sergeant from the second precinct two police officers from the seventh precinct and two police officers from the ninth precinct COVID says we are seeing a significant decrease in our COVID numbers. Six members on our department are currently quarantined or isolated. Last week we had 20 to two of the quarantine members are currently positive. Last week we had 18 so let's hope that that continues to be the trend nationally. With regard to COVID Looking at our crime data up through today we have a 2% increase in homicides. That's a difference of five additional homicides from this time last year versus today 22,021 versus 2022 non fatal shootings were down 12% That's 112 shootings that we are down from this time last year, year over year, and we're down 7% of robberies, which is 104 robberies. So bringing our total Part One violent crime to negative 12%. We've done pretty well this year and we're going to continue that through the rest of the year and we're going to get to bring that same energy into next year. Drag Racing drifting a forcement has ended for the season, as many of you know, but drag racing enforcement's that year to date, beginning April 1. Until this time, I think it was a few weeks ago where we ended the drag racing drifting detail. It was 604 traffic stops 374 traffic citations 144 vehicles impounded stolen vehicles recovered 12 felony arrests 58 misdemeanor arrest 11 and weapons recovered 35 So we've made some significant impact out there from drag racing on the city. City streets looking at our mental health related costs for service for the last seven days we've had 61 mental non violent calls that city why we have 37 mental violent arm because we had a mental violin non on pause we had 99 we had 136 pause that are related to one down or drug overdose and we had approximately 69 Pause related to suicide either threats or either being in progress or grand total of for the last seven days 402 mental health related costs for service. Moving on to our significant incidents. There was a fatal fire fatal shooting and fire on Saturday December 3 At approximately 14 Am BPD engine I'm sorry the FD engine 52 responded to a vehicle fire in the field of choking and waving. After extinguishing the fire firefighters discovered the remains of a victim burned beyond recognition in the trunk of the vehicle after the victim which reportedly as a white female 21 was transported to the Wayne County Medical Examiner it was determined that she was shot DPD homicide was alerted by Ann Arbor PD that they had information to possibly assist in this investigation. And assist in this case has been turned over to the Washtenaw County Sheriff's Department. Second incident was a fatal shooting that occurred on Sunday, December 4 2022. At approximately 5:25pm officers responded to a double shooting and the 19 400 block of Rutherford witnesses heard the suspect yelling at a victim. Victim one and victim two is a double shooting. The the suspects father attempted to intervene and further details are still under investigation. Ultimately the victim was fatally wounded and the second victim is listed as stable and treated at Sinai Grace hospital. We did arrest someone in this case. And the father was determined to be a suspect in this case as well and he's also on custody. Incident Number three that we're going to speak about is the aggravated felonious assault motor vehicle domestic violence. On Wednesday, December 7, at approximately 6:55pm officers received the call to the area of Nevada and then died for critical motor vehicle accident. A 43 year old victim was running away from the suspect. With her four children the suspect crossed Van Dyck and Nevada and a white Dodge Caravan and ran over the victim and her 15 year old daughter being crashed into a victim. He was shortly observed fleeing on foot from the location. The incident was captured on green light video nearby the victims were conveyed to the hospital are both are in critical condition. The victim is suspect have a limping victim, lengthy history of domestic violence incidents and he is currently in custody, with the warrant being prepared for the way for the Wayne County prosecutor's office for assault with intent to murder some of the positives that we're going to discuss today. Our annual Sergeant standard donation drive on Monday, December 5, DPD announced on social media that donations for Sergeant stanza will be accepted until Friday, December 9. Donations can be dropped off at the Detroit Public Safety here quarters between 7am and 5pm. People are asked to bring new toys, games and clothing for Detroit families in need. Detroit Powell receives a generous donation again on Monday, December 5, Detroit Powell announced that they received a donation of approximately $144,280 from KFC, Detroit pal thanks KFC and their parent company KBP foods for the generosity during the charity coupon book campaigns and announced that they will be purchasing the charity coupon book. On Wednesday, December 7, we had a coffee and cake for Lieutenant Alessio Lewis. He held a retirement celebration at City shields security. He had retired with 45 and a half years of service. Tenant Lewis has been a central figure in the department's downtown Services Division during his career, and he is known for patrolling downtown events to ensure the safety of all attendees and officers. Intent Lewis has also received several awards and commendations throughout his law enforcement career. bokksu news did attentive and uncover the event for him. And lastly in the second precinct music with the cop on Friday, December 9 officers from the second precinct taking students from Burns Elementary to the Detroit Symphony Orchestra. The objective with this initiative is to expose inner city youth to classical music while being able to mentor fellowship and leave a positive impression of police officers on the use of the city of Detroit. I don't think there's a racial issue in a police department. We do have a core unit, which was specifically deals with any issues or complaints that we have. We do have a Diversity Equity and Inclusion director with the city of Detroit. We do environmental audits within our particular precincts. Any issues that we address any complaints that we have obviously have POC offices well we investigate

to the end. See what we can come up ultimately, with regard to a conclusion. At this point. I don't see any issue. This is majority African American city at this point within the numbers is still a majority African American police department and I just don't see an issue with regard to race at this time.

The LPC must use data and analysis to make decisions and improve transparency. The OPC should pursue unfettered access to the PDS databases under a confidentiality agreement like Fort Worth, and Austin, Texas. We obviously should also return the routinely analyze officer performance and citizen complaint history to rationalize promotional and disciplinary decisions. The OPC and the community should collaborate to establish measurable metrics that support the LPCs mission, responsibilities and expectations of the public performance to establish targets should be reported out to the public regularly, perhaps in the form of a user friendly dashboard. Effective accountability, the OPC must demonstrate effective accountability measures for DPD. When union contracts and limited vo PCs ability to hold individual officers accountable. There should be a policy that holds the department financially responsible perhaps in the form of fines that contribute to a community benefit fund managed by the bo PC. In addition, similar to La the board should start using a subpoena powers to hold public hearings as needed to gather evidence and data to verify suspected isolated and systemic issues and BPD appropriate funding and focus finally oversight boards are underfunded and under marketed. budget reflects values and oversight is just not a high priority to local governments compare DVDs $380 million budget to BLP sorry, DVDs. $380 million budget to be LPCs $3 million budget as a community if we want fair, effective police safety, we need to own it. Attend the OPC meetings get to know your Commissioner voice your expectations for public safety make your vote count and insist that city officials prioritize oversight with their actions as well as their funds. This is Miss Joy taking a long time and I wanted to be able to be there in person to welcome you all and to be with you because I've been ill with cancer and to multiple health challenges. But I have been reading up on the A one customer service CPE throughout the city and also been thinking about the things that perhaps may help the youth. They a lot of them don't have any help or support or encouragement, but through the Brotherhood and the sisterhood and the DPD they have a lot of help through the power. They have a lot of help. And I'm just thinking about the thing that I called to to diligence to quit on me. And this is what these young folks are being said and they're standing tall and I appreciate what you're doing with you and also I also appreciate what you're doing with the seniors. I'm one of them. Years ago when I was a child of five years old, the fire department and the police saved my life and my family's life of a fire. I am now in my 60s as senior. I was five years old back then and I'm appreciating how you help the seniors. There was elders and seniors in the home. The ones that have not died by natural causes are still yet with us and my family. Thank you so much for your customer service, and certainly the Detroit City and the citizens here. Okay, I like to start off by saying that this board needs to have its own independent analysis. They should be able to do their own independent analysis. This board needs to be looking at the vast amount of lawsuits against the Detroit Police Department not counting lawsuits against the board of police commissioners. Second $50 million lawsuit was recently found, you know, so that's two of them within the last three months. And I know just recent ACLU just won a case where a black officer was harassed and handcuffed and detained by fellow Detroit police officers. You know, the SEIU just won $150,000 Worth officer Strickland versus the city of Detroit. You know, y'all need to post gastric post all the lawsuits pending and going on against the city of Detroit Police Department and the board of police commissioners. You know, y'all need to be more transparent. We need to know more what's going on, especially as a city track retiree. I'm appalled about the vast number of lessons you keep going and going and going. I'm also appalled that more is not being done to something about people so many people running these red lights. You know that you know, Detroit is like Wild Wild West. You know it needs you know what we need is more officers in the community more officers on patrol. We need more police presence in the community. We do not need officers downtown, up under light directing traffic Thank you.

getting into the TR have a slight cold. I'll be presenting the Human Resources Report for the month. of November. I did submit slides for the audience. So these reports are going to cover departmental staffing personnel, recruiting recruiting initiatives. And then also in your packet. You did have additional documents containing staffing hiring. And we did have that information by demographics as well. So next slide is next slide just shows the current departmental staffing. For November the department was filled at 87% rate for sworn we were filled at 89% fill rate with 11% vacancy rate for police assistance. Those budgeted numbers are going to go down as well. A budget of some amendment was submitted. So I'll brief that on December's report right now is 63% for November field 37% and vacant and for civilians. We were filled at 83% and for civilian vacancies 17% Excellent or sworn recruiting from fiscal year, July 1 through November 30. We had a total of 2096 applications 66 were in processing 117 application work were drawn 100 I mean 1001 applications were archived for various reasons to earning 49 were temporarily disqualified 276 were permanently disqualified. And we had 231 Waiting in coal. So basically 204 was waiting to be testing or currently in testing. And 27 was archived during this period for this period right there. We did hire 113 Next slide. For him calls testing for the written test for November. We had 64 scheduled 40 appear 31 pass there was a 70% passing rate nine failed 22% failure rate 88, reschedule and 16 No shows for physical agility we had her 96 scheduled 90 to appear 49 passed for 53% passing rate 43 failed for 47% failure rate 34. rescheduled as 66. No shows next slide. For total new hires for December for sworn we did have 15 that we hired there and they're doing working at the precincts they're going to start the class with our new class in December. We had one reinstated officer and then we had 10 civilian new hires, or total of 25 hired in one reinstatement. Next slide. Or Detroit residency, we have a total for Detroit 531 sworn they're going to 94 civilians 15 Police assistant for non Detroiters 1082 I mean 1802 sworn 245 civilians and 23 Police assistants of the new hires five were Detroit residents for civilians. Two for sworn and then Commissioner then and as per your request. We did give you the breakout by units and residency numbers for Detroiters and non Detroiters, so that should have been in your packet as well. Next slide for attrition. We had a total of 15 who separated sworn officers as you can see that drastically decreased as opposed to the 27th and October 13 civilians separated one police assistant for a total of 29 separations, next slide for just a little more breakout for the separations. So of those 15 that separated six were hired by other law enforcement agencies as you know that's a reduction in numbers because normally is 12 or higher. We have three retirements to resign and then we did have four Academy resides in the areas that they went to for the ones that did go to other law enforcement agency was Pittsfield township St Clair County Sheriff's St. Clair Shores, and Van Buren Township. Excellent. So for leave of absences for FMLA continuous we had 16 sworn seven civilians for FMLA intermediate 57 sworn 51 civilians. Medical Leave was three for sworn five for civilians. Military leave, we have three sworn generally one sworn restricted 169 That number did come down from the previous 187 For sworn and 11 for civilians, disabled numbers came down. We're we're at 26 for November sworn to civilians in the sick number was 19 for sworn two and six for civilians. Next slide are monthly separations as I stated 15 separations but the category breakouts were 12 police officers, two sergeants one lieutenant, and then we did have 22 suspensions 19 police officers one Corporal two sergeants, we have a total of 548 members in the drop. We still have four interns that are currently working with us. Next slide for sworn recruiting. I think the next slide which says student police officer summary we have a total 115 Student police officers out of the 126 that started so 91% is still in the academy. Our next academy class is going to start December 16. We're close to 30 right now. The NEXT Academy class graduation is going to be next Friday, December 16. We currently have 16 applicants and background 20 and background, pre background and then 54 in standby mode. So basically standby mode is a new category that we created that if they failed the physical agility test we haven't recruited as actually physically working out with them several days a week to get them up to par to where they need to be we're still attending 40 to 50 events a month, going to the shopping mall security companies attending military events, just going to the schools, colleges and high schools. We did have that one stop shop career fair at the Detroit Police Training Center on November the 19th. It was very well received. We had a lot of walk ins. And so all of those candidates now are in our background stages. And currently for the last slide as of right now, not including December numbers we have hired a total of 225 applicants for from January to now so that does not include what we're going to have for December but that's where we are right now. And then finally, we've had a total of 54 requests for reinstatement reappointments for 2022 of that 27 Since the notification of the new hiring raise, and then four have been hired as of this since the 27th of September. And so the rest of them are in background and we're getting through those most expeditiously. And any any questions that's all

Yep. I do have a clarification for that. So that was a mistake when they actually submitted I thought this question might come up. So for retirement, you might see where it says one police officers it should be zero. And there should be 12 resign for total 12 And then sergeants you will see retired to hopefully this answers your question, Lieutenant one for total of retirement three resignations. 12 which gives you 15 vise 14.

to the chair. Director Peace and blessings to you Director. Now why is it so hard to for people to pass the physical agility test? Are the standards that high or people just flat out of shame
so, I'm military and so I would say the standards are not but if you take an average individual who does not work out and is not familiar with push ups, sit ups, running, vertical jump and things like that. It might be a little challenging for them so it might take them a little time to get prepared for it. Because here's the other thing is not just doing it is actually doing it and being timed. So if you don't test yourself or time yourself, then you don't know where you are. So some individuals will probably work out every day or they're in some type of physical athletic program. They might pass where someone else who doesn't do that every day or every other day or three times a week then might be a little challenging for
him. Because I noticed that a lot of people are failing the agility test.
Is that correct? They are getting better. We're having better results now since we've put several programs in place than we were a year ago.

Man that we you. I see you on Facebook all the time and I finally get to beat you. Up. Tell us who you
are. Good evening animal board. I am commander Melissa Gardner of the third precinct. And I also have with me on tonight. My colleague, Captain Todd desenio. And then I have two of my MPO officers and my boss, DC Stuart here tonight. And I will be reporting out on the third precinct and or those who may not know where the third precinct is located. We're located at 2875 West Grand Boulevard. We encompass 19 square miles of patrol, which consists of 12 different sectors. We are bound at the north by woodland Island Park City Limits and Clara mount on the east by st Alban in the Chrysler surface freeway on the south by the Detroit River, and on the west by John C. Lodge in West Grand Boulevard. So on this evening, I'm going to be reporting out on our crime stats as well as strategies that we put in place to address those crime patterns. So I believe you will have received a report that will identify first the violent offenses which encompasses homicide, sexual assault, aggravated assault and robbery. And what we've done is we broke it down by seven day comparison, a 28 day comparison, as well as a year today. Alongside with 2021 So when you look at currently for the last seven days compared to the previous seven days, we are down in these violent offenses. But as you look further and we go into our 28 Day comparison, we do see some increases in those categories. And then when we look at our 2022 and 2021 you will see that for this year when we compare it to last year at this time for homicides, we are up 25% Our sexual assaults we are up 20% Our aggravated assaults, we are down 23% And our robberies are down 10%. When we go into our property offenses, which encompasses our burglaries, larcenies and all of that, that also was broken down by 720 day and year to date comparing with 2021 you will see in our seven day comparisons, we are down in all categories. When you go into our 28 Day comparisons, we are also down in those categories. However when we look and compare to 2021 to this time last year we are up in our Burley's 17% larcenies is 53.8% our auto theft is 76.8% and what we, even though we are up in those categories you will see below those stats where we are showing they're trending in the right direction, even though we are still up. So we have implemented deployment strategies where we did find success and we were able to see several months where we had no fatal shootings or non fatal shootings. However, within the month of November, we have seen an uptick in those particular offenses. They have been argumentative base. So we are and we are, we have been able to get some of those in custody, as well as identify individuals that have been involved in fatal and non fatal shootings. When we look at our robbery pattern, we did have a decrease of 13% meaning we had 13 for this reported period of posts the 15 robberies are down in comparison to 2021 by 10% and 7.2% when you compare it to 2020 strategies that we have implemented to address these particular offenses has been our foot patrol. We target our hotspot areas, and what we have is our crime analysts will break down days and times of days in which these crimes are being committed. The areas in which they're being committed. And what we do is we strategize and we may use a bait car we may have planned close units in those areas, so that we can target those offenders. And again, we have found success in that and we continue to reevaluate and see where we need to make necessary changes when we aren't able to see what we're looking for. Some of the other strategies that we've put in place and we utilize is our green light partnership. So in this package, you will see where we had one of our high target areas that was driving some of our ag assaults, our non fatal shootings, which was found in the freedom place area, we were able to get them to join and become partnership in green light. And since they have come on board in those particular areas, we have seen a significant decrease in those part one crimes. So we were very successful in that. Other things that we target to and utilize to address our crime is our partnership with the MDRC we conduct when we go out and do home checks, we have been able to conduct 43 in which we were able to obtain three facsimile firearms 70 rounds of ammunition. four grams of crack cocaine are confiscated in these home assessments. And once this has been done, we will have follow up done with the mtoc agent, the embedded agent that we have to determine violations and next steps. We also have embedded our AmeriCorps domestic violence advocate program, which we are finding great success in that as well. And you'll see on here that we've have some data as it relates to the attempts that were made with those who have filed reports have been a victim of domestic violence. And we do see growth in this program. When they're in our office they come in or we will go out. So we try to make sure that we're making ourselves accessible to those at all. You know areas of our precinct. So again, that has helped us. We also utilize our GenStat which is where our detectives will make sure that they're in court to look at these and see what the prosecutors are doing with these particular cases to ensure that we are keeping these individuals in custody or requesting a higher bond that will allow us to keep them in custody longer. Then we have our crime analyst who is also a huge asset to our precinct. Our crime analysts will look and comb through it any social media sites, social platforms, where people might have had chatter about certain crimes or people committing crimes, and she will provide us with that information, photos, things of that nature. And then our special ops team will go out and you know, vet this information and get individuals in custody. And in this packet, we had one particular incident where she was able to go through look at video, be able to determine vehicles and within an hour we were able to get someone in custody. So again, utilizing all the tools that we have, definitely helps us to address those crimes. Then we also have the crisis intervention team as stated earlier, we have had concerns with how we handle calls for service with those who have mental crisis. So I'm happy to report that we have several of our officers in the third precinct who have received the crisis intervention training and we also have a unit designated designated to handle those in crisis. And they work currently from 11am to 7pm. But that's not to say again, we do have other officers that are trained that will go out and handle those particular runs as well as some of my sergeants that I have working in those particular
shifts. And then we have our community programs, our sisterhood and brotherhood program, our core gym City Gym program. This was something that my ops team Special Ops has done. They have been going out to the gym, and really wanting to connect with our youth, especially our teenagers to really develop that partnership and relationship with them. And that has really been successful and we're going to continue to push that one forward. We have our Goodfellows Toys for Tots. And then just to calm down through we have one I really want to talk on is anti bullying and conflict resolution zoom. We've had difficulties in some of our charter schools with behaviors and individu individual's not getting along. And we were able to put together a zoom where we had parents and the youth on the Zoom we went over what you know, one of the things is we don't want our youth to get into the system. Our goal is to always make sure that they understand certain behaviors could end up having them in our our justice system and that is not our goal. But we want to talk through those particular issues and concerns before they elevate to a situation where unfortunately is now out of our hands and we now have to to utilize the justice system to resolve those particular issues and concerns. And then we do our positive police encounters. That's where we ask the officers to just get out and introduce yourself. One of the things is we don't want people to always think that the only interaction we're going to have with them is one on violation of something. So our goal is to say Hey, get out see how many people you can introduce yourself to within your community on a positive note, let them know what resources we have when our community meetings are going to be held, held as well as different activities that we host within our pricing. And then we have our restorative justice, which we did on the show where we bring in communities, neighbors and have them sit down. Discuss with us. What can we do differently? How do we fare to have with us you have questions on why we do what we do? How can we answer those questions and we have an open dialogue with them. And then they also go through the shoot don't shoot scenarios. And we do different scenarios with them just so that they can understand some of the pressures that officer face when they go out here handling the different calls for service and then just the grassroots walk in in our community. We did several walks within our community for several different reasons. One so that they can see the growth in Detroit. I think that gets underreported. We have a lot of good growth in the third precinct. With renovations of community centers, where residential areas or business areas, so we allow them to walk through see those different areas that they might not generally go to. We've also done rare walks and we have been involved in biking in our community. Just again those grassroots that a lot of them really enjoy and are able to get out and have conversations that they normally would not have with us. So that is my report out and I'll open it up for any questions or concerns.
Awesome. I just got a couple of things. How many CIP officers do you have in your your precinct?
Currently, we have 12.
Well,
and when the CIT current goes out, what is it once the I T officer in there and then a mental health person in the car whatever.
So currently we have just two officers that go out. And I went out on a recent one that we had and we were able to have this individuals worker come out. So we will make calls if we don't have a clinician with us and they have some have come out not necessarily because they were in this program, but that individual had already been in contact with a mental health provider. And we have developed relationships because one of the things in our precinct is we have repeat calls, right? So we've developed those relationships and they have been willing to give us those phone numbers. So while we're on scene, we can make that call. They'll show up and they will assist us with getting this person whatever services they need.
Awesome, fantastic. And just so the public can know in zoom, you can always call 988 You know, somebody's going through a mental crisis or yourself has gone through want and need somebody to talk to and to help you through it. 988 missioner Carter,

Thank you through the chair. I'll start with this and I'll be entirely brief. Major applause for just the commitment that I see to community engagement. You referenced youth, you referenced youth you referenced interaction with businesses and residents and so forth and I think that goes a very long way and longer than a lot of other tactics can often lead us to. With that said, every every precinct has its own nuances. I call them and each nuance is so complex and even with that said, third precinct has a very dynamic footprint. You have a combination of major corporations, businesses, resident makeup, think about Henry Ford hospitals right down the street. So being able to manage successfully those relationships in the community. I just tip entirely if I were wearing a hat, I would tip it to you and your entire team for a great job.
Thank you Commissioner Hernandez and just to speak on that. One of the things like you said sometimes the old school way works. We had a situation we had two neighbors that were in dispute, and it was generations of issues. And you know, one of the things that the captain of myself do is we read the reports from the last 24 hours. And I said wait a minute. I'm getting too many reports for this location. So what we did is we call them in and we mediated with them. And since then we have not had an issue with those two neighbors. So yes, some of that sometimes the old school way does help bringing them in having that face to face conversation allowing them to work out those difference in as what we would consider a neutral zone. Right and being able to work through that. So thank you.
Okay, to the chair commander, is that the strategy or this Christmas season? What you just did the presentation oh the presentation what you just did? Is that to strategy for this season, the Christmas season officers walk in to be and excetera etc.
Yes, through the board. So one of the things we do and again we always do after actions. So for example, as we go into this Christmas season, we've asked businesses who would generally have more merchandise during this year and could be more targeted for robberies and break ins to let us know when they have high item ticket items coming in. We'll have a ticket in services for them. With people in the residence we ask them if you're going to have packages delivered, you know, try to know when those packages are going to come if you have a neighbor.
Okay, now what others what? No, Commander I mean yeah, Commander, what are some other tactics and strategies that you have to limit the crooks in this season's productivity?
Yeah, so that's always our challenge. One of the things that we did when we saw a PFS, for example, we were able to coordinate with an area business who donated clubs. So all those who had a key as we were able to provide them with clubs as a deterrent. So those are some of the things that we do vehicle edging, you know, just really getting the information out there and then we also tried to really work with the courts with our repeat offenders because what we were finding was the officers do a great job of getting them in custody within 24 hours, they're back out. So it's really putting, you know, a good packet together for the courts to try to really hold these individuals and hold them accountable for the crimes that they're committing in our community.

Thank you to the chair commander. My question. Well, one of my questions is regard to body worn cameras, and just wondering, you know how confident you are in your precinct having enough for the officers and if there are any regularities where there are times when you don't have enough body worn cameras for the officers that are deployed.
So we have instituted a new process to help make sure that we have body worn cameras available. There are those times however, when they're not. So what we generally do is they will go out, for instance, if it's at the start of the shift, and we don't have enough of them charged or something of that nature, we will let them go out however, once they're charged, they are called back into the station and they are given an effective body worn camera. We also have charging stations within their vehicles. So Should one become where it needs to be recharged. They can do it that way. We also we mean the captain and myself we do body worn camera audits ourselves. We review body worn camera to see if there's any training issues that we need to address but to answer your question, we in the department has obtained more by two worn cameras and we are looking where each individual officer will have their own moving forward.
Right. And then my second question is, again, always encouraged to see women in leadership, particularly black women in leadership. And as I was looking at the data, I think it's only 17% of the police department are black women. So just want to give an opportunity for you to share with us what your experience is as a black woman in leadership in our police department, or whether you feel like it's an environment that encourages it or if there's some things that we should be focusing going to ensure that it's better.
Absolutely. I will have 25 years of service next month. And I'm going to tell you, I've had an awesome ride with this department. This department has allowed me to get a degree. I have had some wealth of training. I'm one that does not turn down training. I just this year went through the FBI Academy and was able to get training where I was able to collaborate with all other law enforcement municipalities throughout the world. And that allowed me a great opportunity to network and to build my confidence in this role because it does become challenging, not so much internally, but just trying to keep abreast of the crimes, how you can better strategize through those particular crimes. But as a female and US Department, I have had a wealth of support. We've had women conferences for law enforcement that helps us stay engaged. We run mentorship programs with one another, to help us you know, coach and mentor each other up. Because again, it can be challenging, but I'll have to tell you, I've had an excellent ride. I think the job department does a great job of promoting all people who are willing to grow and just move up within this agency. It's great to hear Thank

Thank you, Commander Kirk Gardner. I think you and I cross paths that one of a certainty viewings community summits. And at that particular engagement. Clearly, clearly you you represented a commander who would engage young people who would go into the community to create a dialogue whereby citizens had an opportunity to be critical of what it was the problems they had with police as well as hopefully complemented. PPD as well. We bought a police commissioners are really looking forward to an issue relating body worn cameras to cease to be an issue. We put some money out here we managed to recruit some folks to come back into the fold. So we really do not. We're not going to be very accepting of a situation whereby and I know the buck doesn't stop right there. goes higher. So we're really looking forward to our law enforcement members having sufficient access to body worn cameras. When you gave your demographics south of the river and then going all the way up to Grand River. I cannot fathom that has been a reasonable term for for law enforcement agency to cover but apparently you are in a position and you are reflecting doing a phenomenal job. You gave some stats about homicide. And I know it's reflective of the city of Detroit 25%. So how are you juggling that to make an impact as to so that you don't have to face those same stats, say this time next year?
Yeah, so one of the things we do is we always take a deep dive and to understand what has drove that particular crime. And what we found with our homicides, is that the majority of argument based Yeah, and so again, it's just really trying to get people in there's a better way, right a better way to resolve their issues and concerns. And it doesn't always have to end in violence and really tap in in the younger age group because unfortunately what they see day in and day out them that's normal, but it's our job to make sure that we educate them that there are other means of addressing conflict amongst one another.

Have you have you enhanced that in your your precinct?
Yeah, so we have one and again, it does require someone we look and provide our plan to the chief is based off of current issues. So we always have to do after actions and look and say, Hey, how can we handle things better? So one might be let's say, We had a gentleman talking about traffic. So one of the things that the captain and I have is coordinated with the city and we're going to be going out and doing assessments on our high traffic areas, right? Because they're the ones that are going to help determine, Hey, is it because we're allowing a turn where there's not enough visibility for that turn to be made when you have competing traffic, right. So we're currently doing that with one particular area and they have looked at make changes in that particular area. So that's an example of saying, hey, now that we have this data, let's take a deeper dive and not just say is because people are just not obeying. You know, laws, right. Some of it could be the way we've designed and allows traffic to enter intermingle. So that's an example of that. When we look at the downtown area, and how we do, for example, our weekend deployment, we decided hey, you want some of the officers at roll call. We just want you to go out there and be in the downtown area and handle crime. Well, we found that sometimes the accountability is not there. So what we did was we broke it off into sectors and said, Okay, this group, you're going over here, this is what you're going to be targeting. This is what we're asking you to enforce. There's no accountability there because now I can say, Hey, what happened? That was yours. You own that for eight hours? Why was that occurring? Why was that not address right? So when we're able to provide more of an accountability that allows us to, you know, one, help drive down crime and then educate people thank you. You're awesome.
I just want to say through the board, manda gardener those of you do not know you talking about women in leadership, she's one of certainly very strong leader for you may not realize she's also the commander of downtown services as well. She has another Captain up under her and when you talk about for professional stadiums, three casinos great town you're talking about all your major events downtown commander Gardner is the commander down there. She's the footprint she provides the strategy and deployment for her so she certainly wouldn't be in that capacity without her level of leadership or level ability because that is a huge job. You talking about fireworks, Grand Prix, auto all of the you know, the festivals downtown anything going on down the tree like even going on. That's commander gardener. She's actually on the ground during that night. So I just wanted to give her kudos to that. She is awesome. Thank you.

Um, a few weeks ago, the policy committee met with Professor Rebecca Robert Shaw, the Director of Clinical Education at Wayne State University's law school, and she proposed a partnership between the B LPC and the Wayne State University Law School. The program excuse me, the pilot program would be a semester long project with law school fellows in which the fellows would do research. Professor Roboshot is here if anyone has questions. So I'm gonna give it my best. Um, so she they have proposed and this is through the American Bar Association, and they've proposed a project a semester long project with law school students, and they'll be assigned to work with the LPC staff as well as the policy committee members to conduct research and analysis into topics of importance to the BLP See, so those topics could be anything from spot shatter ShotSpotter technology and is effective effectiveness in the community to mental health, police related police runs and the impact on the community and law enforcement agencies. The law students would work with the policy staff and to produce in the end a publication that we can utilize. So if there are questions for Professor Robin Shaw, I'll ask that any questions be asked and then after that I'm going to be moving to go into this partnership.

So we just started our policing practices experience at Wayne Law. It'll be a year old this January. And so it really came to fruition because the American Bar Association at a national level started a program and Wayne Law was part of that. And in doing the program, it originally began very much as like an academic legal research and writing experience. And we realized that it would be more beneficial for students and our community. To use. The resources we have in collaboration with the community. So to date, we have not worked directly with the community. And that's what we're seeking tonight is hopefully to develop that partnership with the board so that our students can be engaged in current community policing issues in Detroit.

this past Tuesday there was a panel discussion alternatives for policing panel discussions that was hosted by the Daymond J keep center for civil rights at Wayne State University, the Detroit coalition of police transparency and accountability. The Detroit Michigan National Lawyers Guild and the Michigan Coalition for human rights. And it was the panelists included some legislators Congresswoman and some attorneys, and we were in attendance through staff and I think Mr. Chair you attended as well. So we're looking forward check your emails. There is a set a summary that was sent out by interim BOARD SECRETARY white regarding the panel discussion also and it is available on Zoom. Thank you. We went through a lot and in your packets today there is a report that talks about some of the improvements that OCI has gone through and some of the challenges since that time. I mean, it was just unreal. The the the involvement that the staff had the things that the staff had to come up with in order for us to still be like I said, productive. And so they report the pandemic COVID 19 pandemic pandemic, pandemic backlog and citizen complaint updates report packet, I would like for you to just take a minute to review that report. Three years am i doing my math right two years. And it still seems to be an issue for DB DPD to have access to sufficient operating body worn cameras. I'm wondering if the board needs to do a policy or write a resolution to ensure that each precinct has them has access to to the body worn cameras each or each time officers come in and start their ships. So what is it we can do as well as the police commissioners charged by Carter charter for civilian oversight to ensure that each state has access to body worn cameras that they need? To chair?
I don't have an immediate solution to Commissioner Holt's question but I would like to say that a lot of times and I'm speaking to the choir when I state this, that when citizens fight against police officers, and that body worn cameras not present, that the investigation sides more so with the police officer and against citizen. So whatever we do as relates to the body worn member situation, I will suggest we do it sooner than later. And maybe we come with some suggestions offline. Thank you

I think that the first thing we need to do is review the policy and see and then go from there. And it's my understanding that they are supposed to be readily available to everyone everyone is assigned but but I'm not. Deputy Chief can speak more on it. But I think that we should review the policy and see if there are things that we can add to make sure that that's covered.

go through the chair. So what's currently happening anything with regard to Tech Tech, those those body worn cameras are a number of years old tech continues to evolve. We're currently in the process of obtaining additional new body worn cameras. And we're going through the process of determining whether or not that we will have mass, mass volume of body worn cameras were there additional available or whether or not we want to go the route of assigning body worn cameras to each individual officer. So there's some things that we're talking to right now but it is it is at the point in time Well, we are changing over body worn cameras slowly but surely.

if if I hear you correctly when you talk about a category usage. I'm assuming you're talking about some type of use of force, which is different than body worn camera. Activation if you will. If you look at an instance and an officer does not have body worn camera available, what we do is institute an investigation and report at the command level and we make a determination once the investigation is concluded whether or not the action was intentional whether or not it was a tech issue with regard to the camera and we make appropriate determinations then whether or not it should go to disciplinary unit or whatever. That's how we handle that. Okay. Sure.

I know the chairman did receive a resolution regarding body worn cameras that came up through the community through me and it was sent to the law department for review. And they gave their opinion on it, which I didn't particularly care for, but that's their opinion. But I think we can revisit that same resolution, Mr. Chairman, and I think that we should get the board's
approval. Now we own that subject the body worn camera. Earlier my my tincher here. I bought a body worn the board. And trust me it looks like a brick to me. Break and because they didn't stay on long and a little clip breaks and again it's an all the way downtown so I actually wanted to know when they were going to get the new ones. each officer have their own body worn camera, right? Well, they said that's pretty expensive. Okay. So the chief said, okay, here, if I can't get every officer to have a body worn camera, I'm going to have it so they can be tracked. That takes away their excuses. body worn cameras somewhere else and now we know exactly where is that. So in if I have to take a half of it, I'll take that. But I'm pretty sure they're going to come to a conclusion you can get a warm cabin, so to be just like the prep radials their responsibility that's my hoping I'm hoping on that and I'm gonna be following up to see where we add on that.
