At this time, we now will move to the board of police commissioner's offices report, where we have a resolution honoring a commander Brian Harris, this resolution will be read by Commissioner Bill Commissioner Bill.
Thank you, Mr. Chair. And please bear with me, I'm addressing a Columbian my home state. So what I wanted to share this resolution with a young man I'm quite familiar with this resolution honoring command of Brian Harris, who is a military veteran, Brian hare served in the US Air Force and received an honorable discharge. Well, he is faithful and patriotic service to our nation on October 5 1998. He was appointed to Detroit Police Department on graduating from the true Academy officer began his career at the TSS TAC was service suction and wears off his hair demonstrate leadership and commitment to the department's mission and assignment AT Ts TS S. on January 17 2000s 77. He earned promotion to the rank of sergeant and over the years served in the Western District temporaries and parole operation Bureau Support Service Bureau in the Office of the Chief sovereign hairs with motive blue 10 August 1 2016. assigned to the special SWAT team on September 9 2009 at Luton house were promoted to captain where the assignment group professional education and training and later communication operation at Detroit Cancer Center where Captain Harris continues to display tremendous knowledge skills and information leadership. One Jan teen 2022 He was appointed to Commander and signed to a precinct commander house were reassigned to the fifth precinct on September 24 2022, where he served on his retirement and whereas commander Harris possesses a tremendous devotion to duty, as evidenced by perfect opinion war Attendance Award in 2017 and 2018. He was also deserving recipient of numerous other honors and commendation. His Ward clew consent judgment award before I award, the Major League Baseball All Star Recognition Award, the Rosa Park field Recognition Award and the Super Bowl XL Recognition Award. He also received a license certificate and medal It went as numerous letters of commendation from resident and superior and whereas accolades are only part of a testimony to commend the hairs outstanding and staff performance and service to our police department, the people to chore it in our neighborhood community for 25 years. What his loyalty and target and dedication to public service. Commander Harris is widely respected to do our law enforcement, law enforcement control community as consummate professional, therefore be resolved that Detroit police border commission speaking on behalf of the rest of the great city of Detroit recognized the public service and commitment next is a command of Brian Harris is 25 years of service from police officers to Commander he have been through the quality of life in exhibition of courage on rating and community spirit provided great inspiration to both extend deepest gratitude to Commander Harris. Thank you, Mr. Chair for the community impact report today. I have two brief items for updates for the board and the community. It's been several weeks since staff has provided updates on the outstanding information data requests from DPD. Attorney Labelle and I have been working closely to put systems in place to better track these requests. In addition, Attorney Labelle has been working with second deputy chief high on releasing the requested information and getting clarity around why DPD is not providing any information that they are declining to provide. And I'm hoping to have more detailed updates on individual requests in the coming weeks. So definitely appreciate appreciate the board and the community's patience while we work through some new processes around that. Also right after returning from the holidays, a public hearing will be scheduled during the January 11 2024 community meeting at 6:30pm. The DPD policy and focus will be the eyewitness identification and lineups, which is being reviewed at this time by the policy committee. The public can find that policy on the city calendar under December 5 2023 policy committee committee meeting documents. It will also be published under the policy directive section of the bo PC website. Very soon. Please watch for additional publications promoting the public hearing over the coming weeks. so with that being completed, we will now move to the chief of police report. My DC Hayes Thank you, Mr. Chair,
ingredient, body, certainly and those that are in attendance members of this community and members of the department microphone, please. Well, thank you. Again, greetings, honorable body. Certainly members of our community and those present today. My name is Franklin Hayes, Deputy Chief of our crime strategies Bureau here at the Detroit Police Department and I will be providing the Chiefs report as it relates to what's going on here in DPD. Starting off with staffing, we currently have one department member out disabled due to injuries. As you may recall, earlier this summer, we had an officer that was shot in the line of duty while responding to a burglary of a business here in the city. long road to recovery, but from his injury sustained and he was we saw him for those that were able to make the above and beyond his heroism and his fight to get back to work and continue to serve was certainly recognized and acknowledged at that event at his his full intention to get back to the streets and serve this great community. So for those that are perhaps religious, we ask that you pray for his recovery those that aren't We simply ask that you wish him well? On his road back to recovery and back to serve in this community. When we talk about crime data, I just want to share some statistics of if you may have had the opportunity to see a few press moments this week where the collaborative effort that we know it takes, quite frankly a village and it's an ecosystem as it relates to, you know, not only when we take action, but the courts. And then whatever the accountability metrics are, that's involved. We know that it was at a stalemate, or virtuously slowed down to a halt during COVID. But as we look to get things in with the help of our partners from United States Attorney, Don Isom Kym worthy Wayne County Executive Warren Evans, Mayor Duggan chief white, Wayne County Sheriff, Raphael Washington with this work together, we're able to drive down the crime here in the city of Detroit. Especially violent crime. Our homicides year to date, we had 231 which is indicated we are on track to a 60 year low for homicides here in our city. Last year, year to date, we had 282 that's reflective of an 18% decrease and 51 less homicide victims from keep that number in, in your mind. Non fatal shootings. Last year, year to date we had 888 This year we are at 765. That's a 14% less reduction 123 less victims. So the 123 last victims and fatal shootings, the 51 of homicide. We have 174 Less families that have been impacted by one of their loved ones being the victim of a gun crime here in our city. So certainly that progress and that milestone, while we are certainly proud to achieve it, we're not stopping and the work will continue to drive this number down even lower as we serve this community robberies year to date. We are at 1298 last year we were 1318 20 Less robberies are total and carjackings. Last year, year to date, we were at 240. This year, we are at 153. That's 83 Less carjackings this year, as opposed to last, our total violent crime numbers. We have 1000 I'm sorry 12,074 last year. This year we are at 11,901 for a total of a 1% reduction in violent crime here in our city. more work to be done. We will continue our efforts to drive this crime down but as a milestone that we realize here in our city, when other major cities across this country have an uptick in violence. So we will continue to do this work and we are excited with our strategies for 2020. For some of the initiatives that we take a look back into the year our drag racing enforcement. That detail ended in November last month. And just to share with you the numbers over the summer we investigated 727 individuals conducted 395 traffic stops issued 200 citations investigated 456 vehicles. We impounded 39 of those vehicles of which six were stolen and recovered and turned over to their rightful owners. We had five vehicles that were forfeited in the forfeiture pieces because we continually have individuals that are drag racing in our city. We've taken action we've issued we'd advise we've issued we've gone all the steps to the point that with their behavior not changing we then petition the courts so that with the petition of the courts, we've shown this pattern and from that we were able to forfeit these vehicles as they couldn't responsibly operate some of the supercars that are on our streets and damage, the mayhem that they cause, through a partnership with the courts, we were able to seize five of those vehicles. We also made 32 felony arrests, five misdemeanor arrests, and recovered 21 illegally possessed firearms. And through that we responded to 316 Police runs as it relates to drag with the drag racing Nexus. One of our other initiatives that we have as our response to mental health as we know, far too often until we are able to get all of those that need the help we're responding and certainly we've taken our partnerships with us from DEA when and so many others as it relates to service. I'd just like to share with you our calls for service that we've received this year for our mental nonviolent calls. Last year, year to date, we had 3352 I'm sorry, that's this year. Last year we had 3040 so an over we've had an additional 300 calls for non violent for armed. Last year we had 1415 This year we are at 16 180 mental violent not armed last year we had 5250 This year we've had 5617 suicide in progress last year we had 1407 This year we've had 1579 suicide threats last year we had 2745 This year we are at 2755 Our total number for our response to this those calls with the mental health Nexus. Last year our grand total was 13,857 This year we are at fourth at 14,983 which over 1000 more calls for service again with the mental health Nexus trying to do our best to get those in crisis, the help that they need understanding that mental health it's not a crime, and we can arrest our way out of it. So this is again bringing our mental health clinicians our CO response model with those that have been trained with a baseline understanding of those that are in crisis, and how to bridge that gap and get over to get to a point of communication where we can hopefully save their life and certainly get them the help that they need. Overdose related last year, year to date, one down drug overdose 7476 This year we are at 7392 and just for one down overdose and we don't know what it is if it's may not be an illegal drug but perhaps the prescription drugs come with last year we at 475 this year at 497 7889 calls in addition to the 14,983 for the mental health so that consumes quite a bit of our resources but continue to provide that provide that service until we can get some additional help from our partners. Just want to talk about some significant incidents that happened in the city. The first is a non fatal shooting of a 15 year old male were on Thursday, November 30 At approximately 5:26am officers were dispatched to the 7400 block of Rosemont to investigate a shooting. officers arrived at the scene and observed the victim a 15 year old male suffering from a gunshot wound to the left forearm. The victim was conveyed to Beaumont Hospital and listed in stable condition. Detectives from the sixth precinct arrive and interview witnesses at the same and it was later determined that the suspect who left before the officers arrived was playing with a handgun when it went off instruct the victim. The victim suspect and witnesses were at the location, playing video games and shooting a rap video when the incident occurred. Later that same day, the suspect turned himself into the officers at the sixth precinct where he was then arrested and conveyed to the Detroit detention center. The detectives from the sixth precinct detective unit submitted a warrant the Wayne County prosecutor's office for review on December 1, where that subject was was arraigned and charged with weapons firearms careless discharge causing injury or death. And he's currently being held on a 25,020 $5,000 bond in Wayne County Jail.
The second is a homicide that occurred on Saturday December 2 at 1:28am When officers were in the routine area of Elmhurst and Rosa Parks when they discovered a fire in the alley on Rosa Parks. officers went to investigate and observed an unknown female on fire facedown in the alley. The officers extinguish the fire and call for medical assistance where medic two and engine 35 arrived at the scene and declared the victim deceased. Detectives from the 10th precinct and homicide were notified and then the investigation began. Detectives responded to the 7100 block of West covered a possible crime scene and while processing the scene detectives receiving information regarding the location of the possible suspects. The detectives then responded to the 23,000 block of Grand River and arrested the suspect where he was then conveyed to the DD said the Detroit Detention Center DDC. On Tuesday, December 5 our homicide detective submitted a warrant to the Wayne County prosecutor's office for review where the suspect was arraigned in 36. district court and charged with the following homicide first degree premeditated. The suspect is being held in Wayne County jail with no bond. The third incident was a bomb threat at Hartford Memorial Baptist Church. On Sunday, December 3 At approximately 8:45am officers were dispatched to the 18,000 block of James cousins to investigate a bomb threat at the historic Hartford Memorial Baptist Church. Officers received information that an unknown person was messaging the Veterans Crisis Center, stating that there were eight duffel bags of pipe bombs placed around the church. officers arrived at the scene and evacuated the church were then our canine and bomb squad officers arrived and conducted a sweep of the area which yielded negative results. The area was declared all clear and everyone was allowed back in the church were services then resumed. Hartford Memorial Church was led by the legendary pastor, Reverend Charles G. Adams and Reverend Adams pastored the church from 1969 to 2019. And as we all know, he recently passed away in transition. Certainly our our prayers on family and certainly with the loss of a pioneer here in our city. The fourth incident was a carjacking that occurred on December 2 2023 at 11:52pm where the victims went into the second precinct to make a report. They stated that they were in a 12 Griggs when the vehicles low tire pressure light came on the victims pulled the vehicle over to inspect it and the tires and that's when vehicle one accident I'm sorry victim one accident and looked at the tire when the perpetrator pulled out a handgun. The suspect then opened the door and pointed the weapon at victim to and told him to get out the vehicle as well. The suspect then entered the victims black Lincoln and drove away. The victim described the suspect as a male with small twist dreads like style haircut. They then got a ride to the precinct to make the report. The vehicle information was disseminated citywide officers to be on the lookout. On Wednesday, December 6, officers were on routine patrolling the area of Orleans and Remington 11 precinct when they observed vehicle driving the wrong way on a one way street. The officers investigated the vehicle and discovered that it was the vehicle stolen on Greeks. They noticed the vehicles driver match the description of the carjacking suspect, and the suspect was arrested and conveyed to the Detroit detention center. Commercial Auto Theft then prepared a warrant that's going to the Wayne County prosecutor's office for review. One last critical incident and that is on December 6 at 10am. Officers were dispatched to the 6400 block of beached in for depth investigation. And that's where officers received information from a city of Detroit building inspector that he discovered a blanket covered in maggots in a vacant building on being the caller left a location before the officer's arrival but upon their arrival, they checked and discovered a body wrapped in blanket and covered with branches after location. Our homicide unit in the Wayne County morgue responded to the scene. This investigation is ongoing so the Detroit Police Department is asking anyone with additional information regarding this incident to please call crimestoppers at one 800 speaker to some positive news. The Detroit Public Safety Foundation started Sergeant Santa's announcement and that is on Monday, December 4 The Detroit Public Safety Foundation made a post on Facebook announcing the start that Sergeant Santa's donations accepted here at DPS H donation bins are located in the main lobby on the third floor which is open to the public and the requested items include toys, games and clothing for kids ages infant to 16 year old to 16 years old sir, the point of contact with Corporal Shawn Wilson and Corporal Danny woods and this drive will continue until December 11. As we shared on December 4, Chief white Mayor Duggan city officials and other state leaders held a press conference to discuss the drop in crime due to a partnership between the city and county leaders from the time period of January through November this year compared to the same in 2022 the city of Detroit saw homicides dropped 18% non fatal shootings dropped 13% and car droppings carjackings dropped 36% several media outlets publish the story highlighting the drop in crime, including Fox Two, CHANNEL SEVEN channel for the Detroit News, free press, CBS News and the associated the work of this partner partnership between not only the city of Detroit, our partners in law enforcement, the criminal justice system, but also this community. Hopefully we were able to celebrate again these record numbers. The Meet and Greet at the third precinct where the precinct hosted a meet and greet with the commander chambers and Captain Conway petty at the bag bleep mobility hub, where community members were welcome to meet and fellowship with the new command staff at the third precinct. Today chief White will be ignoring the de 2023 celebration that will take place in Campus Martius Park, one of the highlights of the evening will be the lighting of the 26 foot Detroit minore a fire show strolling entertainment and complimentary hot suits, snacks and ciders. As a part of this event, there will be giveaways as well as a meet and greet with the Detroit Pistons extreme team and Hooper. We thought we're gonna highlight this event because of what's going on in the world. And those that may feel intimidated based on where they were born or whom they pray to. And it was important to say that we have a presence here that those whatever their faith or belief that they can go and worship or fellowship in peace and not have to worry about being victimized at a crime of hate. Whether it's anti semitism or whatever that may be. We will be our stewards of peace and ensure that this event goes on without incident. Our CIT officers featured for life saving work where today, members of the crisis intervention team will be recognized for helping to save a suicidal individual on Thanksgiving. The officers responded to the individual who was armed with a knife barricaded inside a vehicle and threatened to harm himself. Over several hours. The officers talked with the man using their CIT training to de escalate the situation and successfully got him to safety and medical care. The officers be featured on CBS along with sure the officers will speak about the overall success of the citywide CIT team and tips for staying mentally healthy during this holiday season. The Goodfellows boxes distribution will happen Friday, December eighth, where chief white in the neighborhood police officers around the city with joins Detroit Goodfellows to distribute Goodfellow boxes to area families, ensuring Children in Need will receive a gift and essential items this Christmas. The Detroit Police Department and Goodfellows have partnered for more than 100 years and the DPD and the neighborhood police officers are a critical part of the good fellows mission and distributing the boxes throughout the city. Our community chat about domestic violence on Saturday, December 9 2023 DPD, third precinct and AmeriCorps urban safety domestic violence advocacy advocacy program are sponsoring a community chat about domestic violence. The event will take place from 11am to 3pm. At the Detroit Public Library, located at 5201 Woodward Ave, Detroit, Michigan. Attendees can join the host to just interrupting the cycles bridging the gaps between survivors and participate and q&a panels and breakout sessions. Resources and lunch will be provided and a gift card raffle will also a core occur. Corporal Danielle Woods winner of the Human Rights Award on December 12th 2023 Corporal Danielle Woods will receive the Human Rights and Civil Rights Award from the city of Detroit Human Rights Commission. Corporate Woods is our LGBT liaison and has gone around the state and across the country to work to bridge the gap and ensure those in the LGBTQ community are served
without fear or retaliation, and she's done a phenomenal job in bridging that gap. The award ceremony will be held at the A B Ford Recreation Center at 100 Linux from 10am to 12pm. Light Refreshments will be served and corporate Woods Woods will be honored as one of the 2024 Motown honorees and March of 2024. Again, in a sign additionally corporate Woods has been appointed by to Governor Whitmer, his first ever statewide LGBTQ plus commission. Lastly, Harris who a resolution was just read honoring his years of service is going to be retiring and on December 15. We will be holding a coffee and cake celebration at the AB Ford Recreation Center at one 100 Linux from 11am to 2pm. The department wishes the best for commander Harris in his endeavors and would like to express gratitude for service to the city. He texted me he was on a scene when he was afforded the app when they asked him if he would be online but he was still leaving he isn't quitting until he's finished. But certainly invite dishonorable body that presentation will mean a lot of perhaps your schedule can allow to present that resolution during the coffee and cake to retiring commander Harris and his family and loved ones will be there. I mean, a lot of your presence could be there. Sorry for the lengthy report chair. I will answer any questions to the best of my ability. Thank you. I'm at my first official meeting. I brought up an issue about ShotSpotter data. I want to thank you Deputy Chief for getting back with me after that meeting on several occasions. And at our last meeting, the chief shared some data on that. I just want to thank you for that quick response. Also, you know, one of my principles in life has been that if you're big enough to complain, you should be big enough to compliment as his lifelong Detroiter, we have all lived on the cloud of high crime rates and, and the shame that comes with it as you move around. And you know, in my previous job, I was blessed to have the opportunity to move around the country and even outside of the country and everywhere I went. I got met with how awful it was or how awful it is to live in Detroit with such a high crime. Now those numbers are going south and with the blessings of the good Lord, we hope they continue on you know, all the way to Mexico, but life can take you in a different direction. But I believe that we should commend the department. And we should make it known in writing any partners that join in this effort. We should commend them as well. So I don't know if I present this as a motion or suggestion that the board occurred. And any board member that wants to sign on to it is that's their right and freedom to do so, but that we draft an official communication to the department and our team and any partners in this endeavor to complement and highlight the efforts in bringing the stats down.
Well, it could be a motion if that's your eye or if there's a resolution or letter that could be drafted and then presented to the board and then the board is able to vote on the actual language that also can be

Fridley a minute and I agree with you about your statement about partners and thank you for for raising that issue. And I and I agree with you 100%. But I'd like that resolution to include all of the agencies that that we work with, and actually community organizations and churches, the faith based community, which I think has been, you know, so important in getting people to stand is the police only can act after there's been a crime. I'm proud of my community because they are standing there not using guns as much. They're thinking as you the Chief of Police is using better judgments. And so I think it's your choice, quite quite frankly, along with the organizations that you've suggested, and the department that deserves credit for this. I
think the use of the word partners in the original motion might be sufficient and noting that it's a broad category that we might be able to determine who those partners are. But your list again, I think would be a different motion altogether. So we'll motion Okay, so there is currently a motion again on the floor that we drafted a letter commending the partners that assisted DPD in helping to reduce the violent crimes that we've been seeing in this city. the various for example, there's a Baptist preachers organization. There are Muslim organizations. There are faith base and other the YMCA that the youth organization Skillman Foundation, all of these people and organizations have helped us achieve this, this objective and I don't think they should be ignored in
some might overlap with the partners that again DPD lists which is when again why I said we're a partner might be broad enough to include these other agencies. But can I encourage us to maybe get the list that we want to send it to and then bring that motion at another meeting just so again, we're clear on what we're voting on and what would indeed receive this letter.

Thank you, Mr. Chairman. Mr. Chairman, we all talked about 18% in terms of reduction in crime I mean, we, I think the first motion, obviously, is this is fine, because we I mean, you don't talk about 15 18%. But it's saying
that I think the metric there probably is the headline is the lowest in 60 years.
I'm just saying this 18% is not something to brag on. But I Duly noted. Let me ask you this. Chief, let me ask you this. Maybe it's my naivete, but in terms of the homicides do we have I may have asked this before, but in terms of can be broken down drug drug drug related, domestic related and other incident related? And then if so, is it is it somehow that we would basically really try to try to address those particular areas differently than it would be in terms of of the whole statistics? Am I making sense?
So through the chair, the 18% is reflective of 51 Less people killed in our community by Reverend Holly that is certainly a commendable and a sizable and a number that, that this community should be proud of that that is very significant. As it relates to that, yes, we do have that broken out and our commitment to address the areas of the crime are evidenced in the domestic violence open house that we talked about this happened at the third precinct. We understand that we're seeing an uptick in intimate partner violence of shootings, non fatal shootings, we had two I believe over the weekend. So we are certainly addressing those that feel like they are trapped and don't have the resources don't have the pathway to get out of those violent relationships that they are in. So yes, we are attacking those individually. Those with the homicide, I'm sorry, Hamilton necrotic snatchers, we are increasing our numbers in our in our Narcotics Enforcement Unit to address those so each of the drivers of homicides here in our community, we have a specific or a targeted focus to reduce those numbers. All both individually and collectively. Thank you.

Just a quick comment. Thank you for the report. It was an excellent report. And I've only in order for us to continue to keep this you know the numbers going down. Maybe we can maybe you would consider increasing you know, the presentations that you make are domestic violence that everybody makes in the Detroit public school systems. Last Tuesday, we had that we brought that the officers that used to walk to be during the years during the time of the village. Can we get that system back? Can we get that? Can we get that back? I know you DPD is in the midst of hiring officers now. But can we? Because I'm really pushing for that. Deputy Chief Oh, haste to get the officers walk in the community because it was a very effective program. Not only it was a very effective program, but it brought a closeness. It brought a close knit it closeness to the community back in the village days back in the 70s when I was a little boy 80s I think it kind of end it back then in the 80s. What can we what can we do to get that back? Because it was a very effective procedure.
But just to be clear, a commissioner banks you're asking when the department can engage in foot patrol again. Yes, Mr. Chairman, yes, emission.

So we certainly use it when when we are able and the chief walks it the recruits that come out during the summer I oversee that as well as we put them throughout. They're down in southwest Detroit on Werner during certain points. So we certainly utilize that as a presence enhancer in the community and we will make sure that you are made aware of where we will be deploying this upcoming in 2020 Forcing okay now
you see the footprints for oversee two yards to go with right. But that's not that's not city wide. I don't see it in my area. Though. Or in certain areas that they do that and

I'm sorry, the Bellaire shopping center. So it was my summer days too. But I certainly know the value of that and we will work with your precinct leadership to see if we can be more visible than you. Just recently this board we just annihilate three MPOs over in the seventh precinct, one half 23 years of service, the other half 24 And the third one had 25 years of service and they live right here in the city at each rate in our community. And you know, and what a phenomenal job they are doing in so many of our MPOs across the city. This program is definitely needed. And it's definitely our community. Neighborhoods associations and, and so forth. Definitely see the value that these men and women do in the community. You're You're out. Thank you.

And we I'm gonna keep this very respectable. And I was trying to figure out for the last three years why I couldn't get that done. Because too many people with this too much corruption. It every time I come up here and speak. I keep on saying the same thing when you conspire to cover up a crime is conspiracy. So every time I spoke about all this illegal activities was going on in my life from eternal affairs, all the way down from the chief of police, the Mayor Frank Murphy 36. And one common denominator is everybody's getting out as we make our money. That's why they're not out here still in a killing because they got a choice to be out there are getting illegal money. I started in 73. So you know, I know just about what the police department is worth. In the meantime, you're asking for people to patrol the streets. Well, I know of the N O P. whenever I need them. They always do a good job and I recommend them to other people also, so I have no problem with them. Marching and going into neighborhoods or anything what they need to do. What we need to do is to convince these people that we know have parties and everything stopped carrying guns. That's what we need to do. Then also we need to open up the facilities over there. On 75 Where it's an empty building where we were the Angular was the the governor. He closed the down we need to open it up. Also, there are other facilities you have one I think they're on the large it's empty. So we have facilities that surround in our neighborhoods that we need to work on and start getting them into operation. So we can put these people in these in these buildings. Thank you. And so on your last month, I'll say to the Reverend Holly good writtens you've earned your right to have your name on a building and please be gone. You have been such an obstacle to addressing police officer misconduct. The one glaring example is you couldn't find it right to remove an officer who was addicted to cocaine. We're not saying throw him away. But please don't let somebody like that be a police officer. So good. writtens and I say this in all honesty, because recall, the Reverend Dr. Martin Luther King's Letter from a Birmingham Jail was a criticism about the religious leaders of his time, not standing up to injustice, and being scared of doing what was really right. DCA is you talk about the police officers being a steward of peace during this Jewish celebration. Week. But just yesterday, Detroit made national news on November 4 2020 when it didn't do anything for the violent white supremacist that banged on the doors of Cobo Hall. There are more than just mere words, agendas appear to be more than sinister. When I'm when at this board, and the board of police, the Office of the Chief Investigator and the office of the secretary. I have concerns over the videos and documents being disclosed prior to an investigation. It needs time to have an investigation. These men and women face severe danger, and it should not be exposed to the public without the facts. Often, what initially seen is not the facts and force no force has ever looked great. These are allegations these men and women face explicit danger in the city do you watched the news? Are you paying attention and 18% crime reduction is huge. And it came on the backs of men and women that are dead and on the wall personal agendas and dead us hurling accusations, narratives going on TV without the facts. Placing the city in this department and the brave men and women that are represented danger is represented civil and criminal. It is more than sinister. And there needs to be consequences and repercussions. For tighter seeing leadership without risk versus the leadership that has risk 18% came at a cost. It came across to my friends and colleagues across this nation. only get two minutes to talk to you and that's a reprehensible in itself. But across this nation, other cities are losing it. These awesome men and women that I represent and on this department are holding it together. Don't never devalue that.

Good afternoon. First thing I want to say is I appreciate the direction that you guys are going in. I appreciate the offset discretion that I personally received this week. And so I am not just myself. My family appreciates it. It gives me opportunity to go back home to my children. What minor things so I'm grateful for it. I'm grateful that I prosecuted I've heard the people that the people want justice and to be treated fairly. I'm glad that power lead is not only stepping up to the plate, but introducing a more diverse sport within our community. A few things I want to talk about real quick as far as being treated fairly is to bring to the attention title 18 USC 242. Section 242 imposes criminal penalties on any person acting under color of any law statute, ordinance regulation or custom, who willfully subjects any person to deprivation. Of any rights, privileges or immunities secured or protected by the Constitution or laws of the United States. Or two different punishments payments or penalties on account of such person has been alien or by reason of his color or race, then are prescribed for the punishment assists the several violation is a fine or you're in prison. If there's more serious then it can get up to 10 years to life. Section 2401 makes it a crime for two or more persons to conspire to injure opress threaten or intimidate any person in the free exercise or enjoyment of any right or privilege security to him by the Constitution or laws of the United States. There's penalties for depriving citizens so acting under color of law. It is a crime punishable and we expect our law enforcement to enforce our First Amendment right. And I'm coming I'm coming in, in in to support a tomorrow Regan Regan who will be speaking next about a red SUV parked on this motor. You guys are familiar with the service drive of Southfield freeway from Grand River down to London. They're the duplexes. I read the precinct has refused to monitor to ticket and to stop that car from parking on that lawn. Right up to the building. And it was a what toll we brought it to their attention. At the mayor's meeting, we brought it up the tension with the coffee with the cap and the I have heard an MPO state that they are not going to go and pick it and deal with that issue. And this is I am 35 years retiree, a city Detroit and I taxes pay for this kind of service. Now you talk about the MPLS This is a basic service of packing on the lawn and you can't get in that's just what you get from from some some some some people in that position. And I believe that's more to to this attitude that they're projecting to this particular resident and this car being parked on your net been parked up there for a few number of years now. That's because they have no other place to park. But that's another story. But this is something and I left a message for him Commissioner Tamara Smith and I'd like to know about a response to that message left back to Tamara Smith in regards to this issue.

not sure. As we talked about tax dollars, there's a division of city government municipal Park and that would champion these events or complaints just like that. And my next door neighbor, I'm happy to provide the address as well as two houses down. They keep insisting on parking right in front of their front door which is two yards away from my front door and we don't have driveways we have the back alley that was finally cleared out. it was it before it was overgrown and now it's completely cleared off, and I know that the lady next door to us is renter, but I think she needs to talk to her landlord to have a.
There's by way she goes up on a berm up on grass and she leaves it there and I brought it up to I've even went twice to Ombudsman's office. And I just like occasionally see people take notes, but nobody ever follows up. She still parks there and the other guy two houses down. There's no grass anymore like it's just a mud puddle right in front on. And that's the first thing you see when you drive down Southfield. I personally think that's a horrible thing for this neighborhood. But I don't know who enforces parking but I feel like I'm just chasing my tail in this I mean, it's a simple thing of now that the alley is clean. Please use the alley don't leave it in front. And I just I don't know who enforces this. It's all I know is it decreases property value by as much as 30% if people do that on the front lawn, but please advise where do I go? Who do I complain to? the inconvenience but it is my understanding as DCH just mentioned that municipal parking may be the best agency to lift this grievance and hopefully something can be done with the vehicle but if not returned to those MPO officers. Hi, my name is Chris comer Hill. I'm a lifelong resident of the city's second council district slash prpc district as well as a member of the Detroit democratic socialists of America. I'm here to speak on what I think is perhaps a smaller sort of procedural point, but one that I think really does matter, which is I know that coming before this board there are matters related to whether the appointed commissioners on this body should be referred to as appointed or something such as at large or city wide. And specifically in light of the actions taken by several of the appointed commissioners, particularly commissioners Presley and Holly to rubber stamp the previous policies that have come before this board. In particular, I'm thinking of the ShotSpotter policies and the license plate reader policies. I would admonish you that you are not city wide elected officials because you were not elected by the people citywide of the city of Detroit. You are appointed commissioners, because we were appointed by one person Mike Duggan, and are therefore accountable to him. And I bring this up not out of some naive belief that yelling at you will make you change your actions or carry out your oversight duty more correctly. I bring this up more so to admonish the other members of this body. You cannot trust the appointed members of this body to take their oversight duty seriously, and to seriously address police misconduct. Because they are not accountable to the people of the city of Detroit. They will necessarily fall to you the elected members of this commission to take that duty seriously to do your jobs, to fight for the people of the city of Detroit, not for the police department as an earlier commentary put in because that's what this Board was created to do back under Holman young. And that's what your job is and that's what you were elected to do. Even when the appointed commissioners stand in the way and try to rubber stamp things through. It is your responsibility and your elected duty to stand up for the people of the city of Detroit and to fight for oversight even when it's difficult. Thank you

So before I get to some lack of follow up, I do want to commend the officer who dissuaded someone from suicide. That is a positive story, especially of de escalation. And if we could have especially de escalation and hostile situation, that would be fabulous. I hope you checked with the family and person and make sure that this person is okay with a bunch of publicity. But I commend those actions and I believe it was Marianne Williamson he said every act AC T is either an act of love or a cry for love, which is a good thing to keep in mind if one is the school teacher or other first responder person like police officer. I would also unfortunately, with Mr. Cromwell, there's been no follow up about the mistreatment of me at the Detroit detention center. That is disappointing. Okay, I like to start off by saying that I am pleased that the actual number of homicides have dropped in the city of Detroit and at a 60 year low. But also be mindful of the fact that the city today still has more homicides than most states in the United States. The City of Detroit 60 years ago, at like 1.6 million people. Today we got like 631,000 people. Also 60 years ago, the City Church had 40% more police officers than they do now. And so we have to be mindful of a number of things. I think one of the things that helps reduce crime and homicides and what happens is more economic opportunities for people. Far too often people don't have the economic opportunities that they need and should and far too often people don't know about what's available. I think that the Board of police commissioner has advocated when I was a member of the board need to be doing more public service announcements about what's going on and also trying to do more to stop this blatant people running red lights you know, that's why we have so many people you know, getting you know injured. We have so many injuries because people have a total disregard for running rat lives. People haven't totally disregard for speeding, we have a total misbegotten what's going on. There's far too often people using the vehicle as if it doesn't matter who they hit or what happens to what they do. Because they think that a lot of the communities in the neighborhoods frequently. We do not see officers as often as we could and should. I'm a strong advocate and supporter of the neighborhood police officer. think that number should be double what we have now. There's a lot
still there.

Um, we I just want to make sure that the slides are shown before I start but excited to present the October actuals for the bo PC.

awesome. So for the October budget the dollars allocated for the month of October were 300,032. What was actually spent was 222,789. This represents a favorability of 26% 74% of the dollars were spent. If favourability is due to the vacancies on staff, and also the mirror poissons rent. So the story here is the same. We are underspent for the for the month of October, but I want to I want to call out the trend here and that is we started the year underspending to the degree of 63%. In the month of September, the dollars came in at 66%. Now in October, we're at 74%. So this favourability month over month, we're making progress here. We continue to get up to where we need to be on the budget front. And we've worked really hard to fulfill these to fill these vacancies on the staff. If we turn to the next page we can speak to that progress
so we have for right now approved by the board is to bring on 11 UPC investigators for the OCR OCR team. For investigators have accepted. Seven more are preparing to repost our analyst has also accepted our executive administrative assistant. We're currently screening candidates and the attorney is the lowest on the priority that is on hold but we're excited about the progress here. These investigators the seven preparing to report, repost six of these are over and above the budgeted headcount for the start of the year that that incremental amount will help us make sure that we are close to 100% of our budget spend by year end. You can go to the next slide. So just as I said in terms of progress so far on the budget front, reaching that approval to hire six additional OCI investigators, this is going to help clear the backlog of cases else also helping us utilize our VPC budget favourability. We just submitted the budget for the fiscal year of 2024 through 2025 that's been passed to finance. We continue to track the stipend for their board of police commissioners, and then our comp compensation analysis is still progressing. We go to the next slide. For the month of October, we worked with the board and was able to approve the budget amendment for the current fiscal year as well. As the budget submission for the next fiscal year. Because the next slide
other initiatives that we're excited to roll up her sleeves on the budget audit tracking the fiscal year budget submission, which is taking place our class comp analysis, which we just spoke on is still progressing and then also the DPD budget. So we're working with Mr. Zarco. to line up the DVDs budget the quarterly presentations on that budget budget. We have requested in the same way that the board has submitted their budget for next fiscal year. The police department has has also done that and so there will come a time when the board needs to approve that submitted budget. So we have we have requested that to take a look at the line items and to fulfill our chartered responsibility of providing oversight. And then in terms of the this presentation missioners zoco is harsil is also going to present this this budget submission for the fiscal year 2024 through 2025. We're working with him to confirm when that presentation to the board will be. And finally, thank you that concludes the presentation for the month of October. Thank

Commissioners your income and correspondence are outlined in your agenda. For the holiday shut down the city shuts down for the holidays from Friday, December 22 through Monday, January 1 2024. With a few exceptions, many Bo PC and OCI staff members have scheduled off work during that time. And I will review the dates of open and closed for our offices for Friday, December 22 and Monday, December 25. The B LPC and OCI offices will be closed those are city observed holidays. Then for Tuesday, December 26. through Thursday, December 28. The Bo PC office here and Detroit Public Safety headquarters will be closed I will be supporting remotely by email and phone and if there is an urgent matter that I need to come into the office, I will do so. But the rest of the staff downtown will be off on holiday. The OCI office will be opened during these dates chief investigator and select staff will be working on site and so they will carry regular hours of operations for Friday, December 28 and Monday January 1, both offices will be closed those are also city observe holidays. And staffing updates their open positions for the investigators due to the city's holiday shutdown. So the four investigators that have accepted the office offices I'm sorry, the offers are scheduled to start on the eighth of January 2024 and the position has also been reposted to fill open positions. In addition the be LPC analyst Akari Jenkins has accepted the offer as well and her start date will be the the eighth of January also for the executive administrative assistant to 76 applicants were received those are still in review by myself and the acting board attorney. Once we have recommendations for interviews that will go to the personnel and training committee. Commissioners if you could please reference the first memo in your packets behind tab number six. I'll just read some parts of this in regards to the status of the class compensation analysis for the OPC staff. On May 30 2023, chief investigator and I partner with city HR to begin a classification and compensation analysis on all Bo PC staff positions. The analysis includes a market evaluation of current job functions and salary, the analysis and implementation of recommendations can take weeks or months to complete. Chief Investigator and I appreciate the board and the staffs patience as we facilitate this extensive unnecessary process. It is critical and to ensure that the LPC staff is fairly compensated for the right skills and functions to support oversight please no instigator and I are committed to bringing sound recommendations to the board and not to arbitrarily recommend salary adjustments. In this our aim is fairness and to protect the board and staff from further audits investigations and potential litigation. However, the board reserves the right to pursue salary changes for any staff at any time by majority vote. Absent any recommendations from Chief Investigator myself. The first positions that were prioritized were the office assistant three and administrative assistant and OCI. Those took priority due to evidence that previously committed increases had not occurred and those salary increases in the title change for office assistant three will to affect that the board's approval on August 17. The next positions that were prioritized the attorney, the legal assistant and the analyst positions, those were open but critical to operations and so the goal there was to have the title specification and salary verified and updated if necessary prior to filling those positions if possible. So that's why those positions were reviewed next. Next on the priority list for the investigators syndicators and supervising investigators at LCI. Those positions are reviewed in conjunction with the investigator union negotiations. Investigators have opted into a new union ma PE and negotiations are starting on the 15th of this month. And although senior investigator and supervising investigators are nanyan. Their salary recommendations are made after the investigator salaries are negotiated to ensure that there's appropriate disparity between the various levels at the OCI team. The next priority grouping is the police community relations coordinator, the administrative specialist three and the administrative assistants, all at the be LPC office here downtown and with the launch of the community Commissioner community partnership support model in October the roles and responsibilities of these positions have shifted and to ensure that class and comp determinations reflected those shifts. The analysis is now being initiated to review those positions to ensure that they are appropriately classified and that salaries are market comparable. Next after that grouping will be the executive manager for policy and executive manager school. Those positions are to start analysis early next year. And then last but not least chief investigator and the Secretary positions will be targeted for analysis after all other B LPC positions have been analyzed and adjustments have been made to ensure that they are appropriately salaried and classified. The next item on the secretary report list is just to inform the board that Commissioner Bill and OCI will be presenting to the basic recruit class 2024 D on Monday, December 11, from 12pm to 3pm. And that presentation will be held at Wayne County Community College Northwest Campus. Mr. Chair The last item on my agenda, I'm sorry, on my report is the 2024 calendar to ensure adequate for public notification and planning the staff is requesting the board to consider adoption of a 2024 meeting calendar. Option A was emailed to Commissioner several weeks ago. And then again on this week on Tuesday. Option A plans community meetings by district and at each community meeting the one Commissioner for that district will be asked to award community recognition. Option B was emailed this week on Tuesday, and that option has community meetings organized by precinct as they are today. And at each community meeting all commissioners who cover that precinct will be asked to award community recognition. Both options are in your front packet, the front pocket of your packets. And Mr. Chair. If the board has any questions in regards to the calendars that have been presented, if you would allow I can answer those questions

What a calendar I recommend that that we as a body if we can take this up this line item up pertaining the calendar to at our next board meeting. And so if there are any applicants that the board would like to have interviewed those recommendations go to the personnel and training committee. The plan is for those applicants to be interviewed by the personnel and training committee as is the process and the myself and the the position is intended to support legal functions and so that's why the attorney is involved in this particular review. But I'll be providing recommendations for candidates to be interviewed by the person on training committee. Obviously the committee can choose to take our recommendations or not. And whichever candidates the committee would like to interview we'll get that scheduled.
Mr. Chairman? Yes. I wrap it up with this. I do not recall that being up a standard process. You know, I feel like I'm one of the seniors statesman on this board along with our CSA stakes person on his board or with Commissioner Bell and Commissioner cart. I just don't recall that being a standard process in the beginning, where the attorney that represents the this body as well as the secretary weighing heavily in in this regard and making recommendations and seem like it always have been you know, the role of the committee. Yeah, I would say that it's a vetting role roll but the decision would still be left up to the personnel and training committee, but you can miss characterize the input. Mr.

What will come from staff are recommendations again, all of the board members have all of the applications that were received completely. unscreened every applicant who has applied for the position that have been received by the board's office has been passed on to commissioners and so if commissioners would like to request that certain candidates be interviewed, then that can happen. you know, I do recall where there has there has been some some investigators that were being interviewed before. And and I don't think you know, that interview process, you know, came before the subcommittee to you know, to weigh in as heavily on that and, and I believe that came through the Secretary was doing the initial interviewing for the first round investigators for this year. I'm I'm gonna recommend, Madam Secretary,
the chair. Yes. Yes, there was a cohort of investigators that the board voted to make offers to and to appoint in May, they came on, I believe, they came on with chief investigator on May first, and that's correct. Both of those interviews were conducted by myself along with HR and members of the OCI team leading up to those interviews. I expressed to the board several times that there were candidates that needed to be interviewed, and asked multiple times if the board would like staff to interview those individuals or if the personnel and training committee would meet to interview and at that time, the committees were not meeting including the personnel and training committee, and at that time, there was no objection from the board for staff moving forward with those interviews. Certainly now, the idea was to have the interviews conducted it's and I'm so glad that the committee's are now meeting and taking up those interviews. So that staff is not in that position.
So to your point, Commissioner Burton, you know, you are noting these irregularities and how the processes have been moving forward. We can do our best to right size it to what our expectations has been in the past and again, centralizing our personnel and training committee, as the decisive body vetting these potential employees before it's brought to the General Board. Mr. Chairman, number one, I urge everyone on the board to look at all the information that's behind tab six. There's a legal opinion there, my cooperation counsel, Conrad mallet, and there are a number of articles that have been printed regarding our action and inaction as board members regarding important issues like squatters and things like that, and but my comment to you, Madam Secretary, is simply that I don't do not agree that there should be an executive manager of fiscal we only have a $4 million budget, and we've got that report in like five minutes. The also I would I would recommend that you consider that to be a high priority, not a priority five, that we get a grant writer for the commission so that the Commission can begin to address issues within the community that the community wants us to address, but we have no resources to address them. And nope, and no staff either to address them. So I would just there's just a recommendation, but the other at that's about it, the new constitutional issues and so forth that you're addressing behind tab, tab five as well. The committee discussion was important for understanding procedural justice and the DPD program and its achievements from inception. In 2019. The DPD program has collaborated with the board through our office of chief investigator to include residents who have file nine complaints, misconduct, complaints and workshops. The board reiterated its support for procedural justice, our arrest or rate of restorative practices in its 2020 resolution affirming support of President Obama report of 21st Century Policing most recent The board voted in December 2022 to expand our Wayne State Partnership by participating with the law with Wayne Law, ABA legal education police practices custodian for a special focus on civilian oversight of law enforcement, procedural justice, its role in complaints and in police community relations is one of nine areas B LPC originally proposed for review. The citizens complaint committee meeting provided a form for DPD to provide background and updates to the board public and connect the ABA fellows with the program leaders in the past police commissioners including myself have participated in the some of the workshops. AC Ewing will keep the committee and and the board informed about the program is workshop and outcomes. presentations on the DPD procedural justice program. Assistant Chief of Police Eric viewing the meeting agenda featured a presentation on the DPD procedural justice program. The committee invited Assistant Chief of Police Eric Ewing, who created the program AC Ewing discussed his reasons for initiating the program in Detroit and its goals and summary BPD holes four to five sessions of community workshops each year with a mix of residents and officers attending. The workshops are by precinct and DPD Bay invite obviously yeah. complainants with complete investigation and other precincts, residents to workshops and community locations officers are on duty but in plainclothes because among other things. Attendees must guess who is or is not a police officer. Attendees also watch the videos to engage in role reversal and other exercises and talk frankly, about policing and public trust. At least one workshop had a mediation between a complainant and Officer overall see viewing reported some effective outcomes along with plans to compile data to help document programs result. q&a on procedural J programs with committee and Wayne Law ABA fellows, the committee also invited to Wayne Law students to engage in a question and answer session with AC Ewing and committee. The students are fellows in a research collaboration between the bill PC and Wayne State University after his prison after his presentation, the law of fellows Emily LaRosa and Molly moaning led the q&a with the ABA fellowship director Rebecca Roboshot. Joining by zoom, the board can expect updates as the fellows continue their research. You know, Mr. Chair, I just want to say that was beautiful. What we had out on last Tuesday, we had to Wayne State law professor and we had Molly and Emily. They two great students at Wayne State that he law and they are some hungry tenacious young sponges that really gleaned off what a chief Ewing really gleaned strong they very excited about being a part of this citizens complaint committee and they are happy they mentioned they want to continuously come out as much as they can. So it was really, really a blessing it. Of course AC Ewing really delivered a great presentation. He took us into some history. One of course was the policy regarding eyewitness identification and lineup, two or 3.11, the special order that was issued by the Department. The committee agreed to take the following steps in the review of the eyewitness identification and lineup two Oh 3.11 Special Order one to publish DPD submission of the policy on the BLP see website for public review to schedule a public hearing during the during the be LPC committee meeting. Community reading Pardon me 1120 24 With heavy marketing and invitations social media press releases, precinct Community Relations involvement, the ACLU, the defense and prosecuting Trial Lawyers associations and judge Deborah Thomas because she served in this issue as most people in the community know for many years as a former recorders, court judge. All right. Secondly, to request ACTING BOARD attorney Stephanie Labelle to complete the following two review photo arrays as described in the policy and the new quote six pack process as explained by Chief white during the 810 2023 meeting, and provide a legal opinion on the processes, compliance with current laws and constitutional issues. Secondly, to research the use of one photo lineups or just you're just showing the picture of me and nobody else, and acid system the person and its use is as is and its use and whether it's permissible by DPD. And then thirdly, to research the use of facial recognition database photos, and photo arrays and if it is if it should be prohibited in the policy. That was item number one so we agreed to take those actions and obviously, we will be reporting back to the board. The second issue that we took up was the draft video release order. The committee recap the board's actions, dirt regarding the draft video release ordinance on November 30 2023. That included the adoption of the committee's recommendation draft video release ordinance for the city of Detroit by majority vote on 1130 2023. The board loss of lost quorum during the reading of a draft resolution regarding the ordinance, the committee agreed to the following request to remove the board's consideration of the draft resolution from the 12 720 23 meeting agenda, as the draft ordinance itself was already adopted. And secondly, to send the board approved draft ordinance to city council was a memo signed by the chair requesting the city council to implement the ordinance. That completes the policy committee's report.

I think what you're saying is there's no resolution at all. There's no resolution at all resolution, but there is a draft. So last week, there were two documents that we attempted we pass the draft ordinance and then we attempted to pass the draft resolution I guess explaining what we wanted city council to do with the ordinance. But because we lost quorum, I guess it was the committee as has been rubbish. It was the committee's decision to just remove the resolution completely. And just to send the draft ordinance to City Council Chair one second race car, you

your you know I'm actually the past chair of the subcommittee and I'm here to share with you that since Commissioner Bernard has been the acting chair of the policy committee that we did not work on this together and for whatever pass and the subcommittee the prior week. I have no knowledge of it. And I will like to review that because I am a member of that committee. Not to be embarrassment to this board. But I think fair that we work on things together cohesively as as as a team on these committees. And and I think the work should be done within committee and there ought to be different drafts, you know, you know, first draft, second draft and so forth. I don't see where that's the case. I did look at my email. And I just don't see anything where I don't really see anything where commissioner of the policy committee has been, you know, sent and things for my review, or for our review. So I just I do have some concerns to how this is being handled at this time. Duly

This reference back to the policy subcommittee, where section 7803 of the city charter set forth a duty to the board of police commission the following consultation with the chief of police, when approval of Mayor establish policy rules and regulations. Whereas section 7807 of the charter of the city to chore further for by that the board in Colossus, consulting with the chief of poli, sure adopt our manual rules and regulations and procedures three here at process. Whereas in accordance with the charter of city Detroit, the board is required to consult with the chief of police for attempting to create new policy for Detroit Police Department were enacted of ordinance create public policy, the Troy police department and its members would be required to abide by samples that were passed on November 30 2023. That short Border Police Commission adopted a recommendation of the policy committee with respect to a post or instead if in fact it would acquire the Troy police department to modify its policy and procedure for releasing video officer Bob is shooting and other critical incident whereas the chief of police nor his designee was consulted on a proposed orange that if in fact it was acquired DPD to modify his policy and procedure for releasing a video of the bomb shooting. As I stated or just reemphasize there were the chief of police has already instituted a practice or releasing video footage of critical incident including but not limited to all of us involved shooting whereas there is uncertainty with respect to how the proposed orange would impact already the standard process for releasing video footage of such critical incident. Now therefore it be resolved. The point proposed on a true by the board of police commission on November 13 is hereby referred back to the policy subcommittee. be it further resolved that the policy should consult with the chief of police and his designee with respect to the proposed order and adopted by the Board on November 3 of November 30 2020. And seek the concurrence of Detroit Police Department is that imposed on adopted by the Board of police committee shall be changed as confidential document by the policy subcommittee until the concurrence of the chief of police as director is attained. So then my motion in terms of this resolution,

In order to divide those resolve clauses. They have to be independent, meaning that you could adopt one out the other. If they're not independent, then they cannot be divided.

For the motion to reconsider? That's a different motion. Okay. This is the motion to rescind. Anybody can make the motion to resend no matter how they are if they did not vote at all. If it was the motion to reconsider, and only someone who voted on the prevailing side could make it but the motion to reconsider does not eliminate what you did. It only brings it back up for discussion, but the motion to reconsider would have had to been made last week. Once you adjourned last week the motion to reconsider is no longer in order. So the motion to resend is to erase this to say we want to erase what we did last week. Now if you want to keep what you did last week, but change it, then the motion is to amend but I'm still saying based on what the resolution says I don't know if the action taken by the board via charter. You can't take any action. That violates the charter. I agree that you don't need to resend it. The action is null and void because it violates the law. And that would be a question for the attorney if it does not violate the law, then the motion to rescind would be an order and then you could start all over again.

There has been a continuing problem that former board chairs have issued subpoenas to the department in order to get video released to the community on officer involved incidents. This. It took a year at Bevin who speaks at every meeting will tell you for us just to see the porter for the community to see the porter Brooks video. This ordinance was drafted all of us, many of us were at the meeting in Chicago, where all the oversight boards for the country met and this is this is the the the policy number one that exists in the city of Chicago, which is about five times bigger than we are and much more complicated in terms of his police department in terms of video released to the public about officer involved shootings and other incidents. This is something that community has demanded. It is something that we have ignored. And quite frankly, we have been ignored on this issue. Beyond the briefings just to us by the chief. That's not appropriate anymore. We saw Memphis the man was shot 910 times by nine different officers. We saw it in 24 hours. Other cities are progressive on this other issue. Other cities are are obviously relating to their communities and doing what their community wants them to do. And Detroit is not unfortunately currently.
