Distinguished Delegates, I have the honor to present the draft report of the concluding session of the ad hoc committee to elaborate comprehensive international convention on anchoring the use of information and communication technologies for criminal proposals contained in documents, a slash a C dot 291 slash L dot 12. And agenda one and two. Colleagues. Please note that pursuant to practice of General Assembly and the practice of this committee, the report of this of this session is a partial report. It does not contain a substantive summary of deliberation, but rather reflect the process of our meeting our deliberation and decision made by the committee. In addition, please note that we have reflected the names of countries having made intervention under each relevant agenda item. Section three contains information on Agenda Item three, entitled revised draft tax of the convention, as discussed from the first meeting of the ad hoc committee until our 18th meeting yesterday afternoon, on eight February 2024. And section four contains information on agenda item four, entitled draft General Assembly Resolution, which was discussed at the 11th meeting of the session of the ad hoc committee. I would like to state that my country wishes to commend you for your the remarkable work you have done in steering this ad hoc committee It is an honor for us to be led by a woman such as yourself, was so committed to this cause. Your commitment has allowed for substantive progress to be made despite very significant differences that remain within this process. And your task has been Titanic in nature and this must be recognized. Mexico reiterates its support and its gratitude to you for your work. This also goes for the Secretariat, and all the work and support that they have provided. Mexico is looking forward to a convention that appropriately addresses the issues of cybercrime and facilitates the carrying out of investigations, and the prosecution of cybercrime while preserving human rights and fundamental freedoms. Mexico believes that this legally binding documents basis must be to respond to the needs of the victims of these crimes. We must assist in those efforts deployed to ensure that these victims are have access to reparations. We note the flexibility and the work that everyone has done during this session and there have been very in depth conversations and enjoy genious solutions that have led us to a text that represents all positions and respects the goals that we had placed before us. We are convinced that consensus is getting closer we can achieve it. If we recognize our progress, we must also recognize that there is quite a lot of work that remains to be done. This session was marked by a dichotomy between preserving human rights and agreeing this issue with the convention. This is an extremely important element for Mexico, we cannot move backwards when it comes to this issue. We have been able to discuss other issues which should not be left by the wayside and are equally important. So taking into account with the progress and the challenges for Mexico, it is important that this process not be placed under too great pressure to reach great pressure to reach consensus, we must not have a document that is does not have universal support, we need a document that responds to our current needs. We support the decision to continue our negotiations in a resume session, when we have the time necessary to examine the obligations envisaged under this convention. And also to take into account each and every concern. We must not sacrifice the quality of the text. due to issues of timelines and deadlines. And I would like also to express our sincere gratitude to you, as chair of the other committee, as well as to Tao Undersecretary for the hard work and efforts in facilitating the discussion towards consensus. We would like also to thank the vice chairs who served as CO facilitators during this session, Briony Kochi, Joel and Eric, as well as the delegates for their artwork in seeking consensus on the UN Cybercrime Convention. Madam Chair, we regret that outcome and the faults of the past weeks have not led to a consensus outcome today. largely thanks to your efforts, we can quite close to a successful outcome. But it seems the positions of several delegations still demonstrate significant differences due to the complex nature of cybercrime, and also due to the very valid political, cultural and legal context of the UN member states. That said, we are so confident that we will be able to overcome those differences and file an agreement to that and we need to focus on our shared objective to protect our citizens from crime while protecting also their human rights and fundamental freedoms. The EU and its member states are hopeful, notably, in view of the significant progress we have achieved collectively, and how close we have come to our objective. As the last package proposed by you, madam chair demonstrates, we may have simply lack of time, we recognize that a short extension could help us therefore, finding the remaining solutions to bridge our differences and to achieve consensus, the EU and its member states and therefore, ready to continue working towards a conceptual outcome on an effective un Cybercrime Convention to tackle cybercrime globally. Madam President, Jim, I'm not

    sure I'm going to finish in French, to tell you that on behalf of the European Union and its member states, but also in my personal capacity, and want to express the hope that you will continue to steward our work with the invaluable assistance of everyone, I'm sure that all of you will reach the legitimate and understandable aspirations at stake, but a collective task will be greatly facilitated if you continue moderating our work during this final session. And based on that task I would like to convey to your Excellency and to all the esteemed members of the ad hoc committee and the Vice Chair knows all our appreciation and our pride for what we have witnessed in terms of your efforts over the past days, we have seen your patience, dedication. In in seeking to achieve a consensual result for everyone. For us and the Arab group, we have two main reasons to be both pleased and proud to have you be the chairperson of this ad hoc committee, the first reason is that you and Algeria are an effective member, an active member of the group. And the second reason is that the chairmanship of this important committee is to a woman who is well known and renowned in the diplomatic scenes. And so we express our respect and appreciation to you and to the ad hoc committee members and to all participating countries for their patience and their efforts to enrich the proposed text of the convention or the to reach consensus on the international level, where all countries can agree. Madam Chairperson on behalf of the Arab group, we emphasize our commitment to what has been proposed in these past days. And we reiterate our commitment to continuing to work together as a group and as Arab states.     So in doing that was distinguished colleagues, chan attaches great importance to international cooperation, combating cybercrime. Chinese President Xi Jinping has noted that the development of Internet knows no national or sectoral boundaries. The sound use, development and governance of Internet does cause for closer international cooperation in cyberspace, and joint efforts to build a community of shared future in cyberspace. China has always firmly supported the negotiation with convention and sustained efforts to strengthen international cooperation, combating cyber crime, and to build a community of shared future in cyberspace. The world is now in a digital age where cyber crime is a serious threat to all countries. The integration of a universal International Convention against cybercrime is not only a common need of all countries, but also a shared responsibility of the international community. China has repeatedly stressed at the committee that cyber criminals and criminal groups will not stop and not even for one moment doing what they do. For one day we do there is one more day that criminals will go unpunished. And one more day that the rights of the victims and the public interests of society we have to wait. During this concluding session. The parties have had many consultations on criminalization international cooperation, protection for sovereignty, and respect for human rights among others, and including technical assistance and capacity building and have made positive progress on many contentious issues. The Chinese delegation supports having a resumed a session of the concluding session and hopes that all countries can meet each other halfway to finalize the convention as early as possible. China thanks, you Madam Chair, your team, colleagues and the Bureau and colleagues in the Secretariat for their strenuous efforts in the negotiation process. As always, we will support your work on the lunar calendar today is New Year's Eve is also a un holiday. As the one says the modalities in the rules in the typical procedures, including the dates will be established as per established practice, but the recommendation was made to the Secretariat to look for a good date and a room to do this. First of all, we would like to thank you madam chair to heart, the Bureau and the Secretariat for the extraordinary efforts you have made to bring this process to this stage.
