Good afternoon through the chair Deputy Chief carries phone sitting in for the chief of police today. Thank you for allowing me to be here. Update on injured officers as of today. Thankfully, we have no department members who are disabled due to on duty injuries to report, some of our crime data is still looking strong. At this point in the year, we have 186 homicides here to date, which is still too many, but we are down 17% from last year. We are currently 24% decrease in our non fatal shootings, 15% decrease in robberies and overall part one crime, we are down 7% in addition, we're down 16% on car deckings. Our mental health related calls for service continue to benefit us in the department. In total, this year, we have responded to 15,800 calls for service related to mental health issues. And then I want to provide an update in a statement regarding the licensure issues with M calls. Internal auditing in correspondence with M calls has revealed that there is a license or issue of approximately 30 officers which is reflected as either lapsed or inactive while the matter is under investigation, this appears to be a result of a failure to submit required paperwork to the state of Michigan. The DPD can confirm that all officers have undergone appropriate training and that human resources is working toward updating each member's respective file

at this time. There is no indication that any member of this group was aware of the issue, nor is this oversight indicative of the quality work each member performs on a day to day basis. Each member of this group will be temporarily assigned to administrative duties to give Human Resources time to address this issue, the department has notified the prosecutor's office as well a couple of significant incidents to make you aware of was death of a child and suspected child abuse incident on Friday, November 20, I'm sorry, November 15, 2024 officers were dispatched to the 14,000 block of Riverview to investigate a possible child abuse. Once officers arrived on the scene, they observed the suspect, who is the boyfriend of the child's mother. He was holding the three year old female who appeared to be unconscious. The Medic Unit that responded to the location conveyed the victim to a local hospital, where she was listed in critical condition. Emergency room staff treated the victim for bruises to her head. However, the victim did expire sadly at the hospital, the officers of the eighth precinct and detectives from child abuse unit were notified. The detectives were able to determine that the victim was left alone in a bathtub while the suspect was playing video games. The suspect returned to her and discovered her unconscious in the bathtub. The incident is still under investigation, and detectives are asking anyone with information regarding this incident to contact Crime Stoppers, another incident of note is on Friday, November 15, 2024 officers the 15,000 block of Evanston to investigate a shot spider call for service. When they arrived, they were made aware that there were eight shots fired in the area. Once at the scene, they were told that the victim had driven itself to the hospital. Officers received an update from dispatch that the victim had arrived at a local hospital suffering from a gunshot wound. Officers from the ninth precinct secured the area and detectives from the ninth precinct detective unit were notified. Detectives are currently working to identify a suspect in this case, as witnesses have been unwilling to to assist in the investigation, and the victim is unable to provide an interview due to his medical condition. The detectives are asking anyone with information regarding this incident to contact Crime staffers as well. We did also have a critical assault that also occurred Tuesday, November 19, where officers were dispatched to the 2600 block of Richton to investigate for an assault. Once on scene, the officers observed the victim with injuries about the head and face. Medics arrived on scene and transported to the victim, the victim to the local hospital where the victim was listed in critical condition. Officers from the 10th precinct preserved the scene, and the 10th precinct detective units made the location to investigate. Detectives determined that the victim was injured as a result of an assault by an I'm sorry, by a known suspect. Officer struck the location and discovered the suspect still at the scene, he was arrested and conveyed to the DDC and detectives are preparing a warrant to submit to the Wayne County prosecutor's office some positive things to make you aware of the Detroit Police Department. On November 19, joined forgotten harvest, safe Detroit and hot one oh 7.5 in the station parking lot to pass out free groceries and free turkeys to the community. In addition, Detroit police reserves graduation as on Wednesday, were nine new Detroit police reserve recruits graduate and were sworn as DPD reserve officer in the Detroit Public Safety headquarters. at this point in time. It's still an ongoing investigation. As far as the criminal investigation that has been submitted to the Wayne County prosecutor's office for their determination. Okay,

Okay. How did that happen? In terms of the M Cole situation,
sir to the chair at this point, I know that we're still looking into the details of how that occurred, but as far as we're aware, it was a failure to submit the appropriate paperwork. And so there's an ongoing investigation to figure out exactly what happened.
Okay, so is this with officers transferring to from another jurisdiction? Right?
I do know that some of the officers in this group were or officers that had returned to the department from other departments. Okay,
how are we going to make sure that that don't happen again?
Certainly, there will be measures put in place that ensure we are upholding all of the appropriate paperwork and ensuring that it's submitted on time. And then, in addition, there will be tracking mechanisms that will be put in place in order to ensure this never happens again.
How long was the longest person here at this impact say whether officer was six months, five months a year. How long was the length of time,
sir? I'm not aware of the length of time and understand your question. But I do know that there are 30 officers in total, one of those being a sergeant, okay?
And you don't know what, how long they've been in the apartment for, you know?
No, I don't have that specific information with okay, we
would like to know that information Absolutely. And how has this impacted? Has this impacted anything as relates to whether they were legit police on the stand testifying and all of that type of stuff, we need to know all of that information and for the citizens of the city of
Detroit, Absolutely, sir.

that's still ongoing, sir, so I'm not at liberty to comment on the internal investigation. How
do those type of investigations typically take place?
I can depend on a variety of things. Some resolve relatively quickly, some last a little bit longer. Just depends on the length of the investigation, you know, and as the investigation plays out depending on what else needs to be done in
order to complete it. Thank you. Chair, yes, sir Commissioner, question for the chief. It
was 21 days ago. I request a copy for the board of the body worn camera video along with the audio the Jameson Williams stop. Here's the officers you know, you know, made a stop. And we like to for transparency and accountability. We like to know what really occurred out there. Officers did their job. They had a good job. Appears, here's gun was recovered or something that nature. What is the update on getting the board a copy of the body worn camera video as well as the audio, and also copy of the policies to see whether policies were followed, as well as who gave the order to let a person go, who has a gun. So apparently someone had to give the order. So who gave the order and how come, after 21 days, we still don't have a thorough investigation what really occurred. Have not seen the body one time reveal or have we heard a full report from this department, sir,
through the chair. I do not have a date that the investigation will be completed, but as it's ongoing, we cannot really set information, but I will make the chief's office aware that you had made this request and remind them that you're asking for that information.
But how can a person be stopped, to detain and then let go? What supervisor who gave the order to let a person go, who's who's carrying a gun? What is this? What is the law, far as transporting a firearm, or a hole in a firearm, for the matter,
through the chair? So the details of the internal investigation I cannot discuss, and that will be provided to you once the the information is complete. But are you speaking specifically to the CCW law?

Good afternoon. More Catholic church right here in Detroit. I had to remind chief coming in today that we aren't new. Catholics aren't new to chastising or investigating this police department. It was under the Dennis Archer that the Department of Justice was brought in, and then a consent decree was awarded, and that was also under the chief Ike McKinnon. So I said here as a Catholic in good standing and good practice. The three justices to this police department this week's issuing of a dashboard by the OPC was very, very weak. If all you're going to do is regurgitate information about complaints, it has very little value. Let me tell you what I think would have value if there was a dashboard that talked about or detail suspensions of officers, why they were suspended. Uh, what was the length of the suspension? Did they serve the length of the suspension, and probably most importantly, what is the recidivism for officers who have been found guilty of misconduct? Have they learned their lesson? Has the training helped them in any way, or do we continue to have these cycles of misconduct happening. We know from other police departments or other police officers here that they can cause two or three lawsuits that could be in the eight and a half million dollars. And in fact, this week's news article talked about one officer, three cases, eight and a half million a piece. Thank you.

through the chair commissioners at a time like this, I'm grateful to have Minister Todd Edison as Chief Operating Officer of the Detroit Police Department, Chief Edison was the commander at the Fourth Precinct when I observed from my window the response of officers responding to an emergency call from from neighbors and myself. They were professionals who demonstrate compassion toward a young man who was experiencing a mental breakdown. I believe those officers worked with the leader who was committed to his sworn position and had model behavior of one being in charge. I wrote commander Edison and told him what I had observed, he responded and told me he would put a copy of my letter in the officer's file. Commissioners, I believe chief Edison will be fair and objective in making all decisions as deep He knows our communities because he has listened and worked with leaders and people in the communities and helped them achieve their successes. Several years ago, he spoke at a funeral and told the audience how some former members in my community helped him to become the leader here today, Chief Edison, I believe, is not a man of being a big i nor a little you having all of the answers to a problem, but a man who is committed to carrying out his duties and responsibilities. Commissioners, I believe Chief toddson will work on behalf of all of us. Thank you.

Hello through the chair. 3426 Mac Avenue, officer that works inside of that facility threat me. He said he was going to tie me up, do something to me and put me in the trunk. That's not acceptable. This is the same officer I was speaking about last week, named Shaun C that his grandfather. This officer used to be a Detroit police officer. It's very unfortunate when people get these positions and do not respect. They over they badge. You cannot threaten people, especially doing bodily hiring like he said he was going to do to me. I constantly complain about officers living in these facilities. Deputy Chief is in this facility. She's in there. She's in there, helping her co workers get back and forth to work, because it's three shifts. But it's not acceptable every time I go make complaints at any no when I go to the second reason when I make complaints earbuds is this issue. There's no privacy. But anything I say, I can hold my head up clearly and say that whoever I'm complaining about. It's not acceptable when I go into the pieces and like yesterday, I was at OCI, the whole conversation that I had when I was in the interview. Apparently, the earbuds is nothing but microphones. When I get back to this facility, I have to endure all this disrespect for officers that have taken up space from the homeless people. That's not acceptable either. Period is over 20 officers in these facilities at mines, the weather's getting ready to change. Like I said, they are for homeless people, not for people that have means to pay rent. Um, hello, board um. First of all, I would like to um, really um, express my disappointment with the chair regarding the fact that he had used decorum as an argument for um, squelching criticism of himself. And there's a kind of a conflict of interest there. By, you know, the chair does chair a meeting, but the chair needs to remain neutral and withhold. You know, withhold using his position for personal purposes. Secondly, I'm bothered by the fact that there's so much difficulty for a commissioner, and I believe it was commissioner Burton talking about his difficulties getting a hold of some body cam video. As far as I'm concerned, I think that while there may be some arguments for withholding some of that video regarding ongoing investigations and that kind of thing where there's certain sensitivity to the information um, I don't think that should apply to any of the commissioners or to the the chief investigator or the Office of the Chief Investigator, those people should be have immediate and available access to the video. And if they have to have someone else provide access to the video, it should be very quick, within a day. It should not be the kind of thing where one goes back and forth, week by week, trying to get video to look at. Finally, I just think in general, this board needs to establish a policy of greater candor and transparency concerning whether it be dash cam, body cam, green light video that is related to civilian oversight of police and properly overseeing investigations. Good afternoon. Can I be heard? Yes, sir, I like to start off by saying that I think that the dashboard is something that can be very useful, and I think it's a long time coming. I look forward to the to the data is more readily updated, but I think it's a good tool to start also, I do have a concern about not just the second precinct, but other precincts where the command officers are constantly changing, that contributes to a destabilization like my Commissioner Moore just said, you know, we need to make sure that people are aware that who's going to be in charge of who they can refer stuff to. Because, you know, if you have constantly changing leadership, you know, that makes it that much more easier for the officers to be questionable sometimes, uh, also, I think a greater effort need to be put out, especially since we have the the former president coming back into office, those telling law enforcement that it's alright to to rough People up we want. We want to emphasize the fact that we do not want none of our Detroit citizens, especially young people, harassed and roughed up. Thank you.

I did majority of my work in Minnesota, where the advocate, we show up at the crime and just in case it's a mental problem or someone been physically assaulted, or the murder, the assistive Police Department. I'm back home now. I will say I give a much honors to Deputy, I mean, chief of a police Todd. He, he, he's a great man. I've been years. He didn't know nothing about me. Every time I taught him, he treated me as a person and like that. We need people who from Detroit have hearts to be there for Detroit and just bleed Detroit. We are being seen by everybody. That's why Trump spoke about Detroit. We have to learn that it's we are against each other, and it's a lot of hurt and pain in our cities, and I want to be part of any type of team or or even at the dashboard, they said, the devices that going to help us, we need to learn our differences between one another, and even though I was in Minnesota, I want to be back home and help my brothers. I believe in the police force. I believe that Chief Todd would make a difference because he have love for his city? I believe that we will get things together. In that vein, I was at a balloon release of the young style, eight years old, was murdered on last week, and it was a horrific scene, and I really appreciate, I want to uplift the chaplains and department for responding to that case. We heard about a six year old, and you know, a lot of victimization in our community, and I appreciate all second deputy chief hope and Officer Tyus, I'm always responding to these type of situations in our city and all you know, to wrap our arms around our children and our families and stay encouraged, especially in this holiday season, you know. And so again, hats off to you guys, and hats off to the department out in the cold last night. You know, with this family, they're suffering. They're crying and and desperate need of help, you know? So that's what Detroit is all about. And so thank you very much. Having said that, I will go to to the human resource report you get it done more once you get it
done before 10 minutes. Good afternoon, good chair. I'll be presenting your resource resources, your Report for the month of October, the department was currently staffed at 96% this is through the end of October, sworn we were staffed at 98% 63% vacancies, 92% with 65 vacancies since that time, and then for police assistance, we only have one vacancy there, for one recruiting since beginning of this year, we had a total of 1434 applicants. We had 586, that were in processing. One withdrew. One withdrew. Three, seven, archive, 46 that were higher, temporary disqualified for seven disqualified permanently was 89 and waiting in close was 258, also for the testing, for the month of October, for the written test, there was a total of 203 scheduled. 113, appeared. 70 Pass, which was a 62 passing rate, 60% 38 bail, 34% failure rate, or reschedule one withdrew and 90 no shows. And then for the physical agility, there was 248, schedule 124, appeared, 61 pass which was a 49% the passing rate, 57 46% value rate, six rescheduled. Two withdrew, and 118 for no shows. For Academy graduates. We didn't have academy class that graduated. It was 18 for new hires. We had 25 sworn, 24 civilians for total, 49 for the Detroit residency, you had a total of for sworn officers for Detroit six, 115, police assistants. For non Detroiters, we had 2009 and then 18 police assistance. And for total civilians you had for Detroit 134, and 322, non civilians, of the new hires for the month of October, 10 different residents are civilians, and then 13 different residents are sworn. We have one Mayor fellow. They will complete their fellowship at the end of December. For attrition, we have total six, 113, civilians, one police assistant for total rate of 20, or your leave of absences or FMLA continuous, you had 12 sworn one civilian. You had 97 sworn, 50 civilians paid parental leaves, 16 sworn, two civilians, medical leave, one sworn for civilians, military leave, one sworn restricted 145. For sworn nine civilians disabled. 35 for sworn one civilian and sick, early sworn for civilians. For suspension, she had a total of 21 the categories were 19 police officers, one sergeant, one lieutenant, and then for separation. As I said, it was six. That was a total of four police officers, two sergeants. And then for your drop program, defer retirement option, we had a total of 510 personnel in that category. For your net gain, this is a net gain for the calendar year, total of 116 we had a total of two calendar year, January 1 now was total 251, personnel, and we separated 135, we still receiving applications for four members that left and they wanted to return. We had a total of six new requests for members separating to the law enforcement agencies the month of October, zero currently have four academy classes, 128 students there. Our next hiring will be at the end of the month. On last Thursday, we completed our DPD rate over at Triumph Church, the East Campus is 40 7pm that was an opportunity for anyone who was interested in law enforcement careers to come out, meet representatives, talk about the hiring process, all of our career opportunities. 36 district courts, Metro, they were all there. A lot of the applicants did sign up for our career fair. Which one this past Saturday, November 16, or training center. We had a total of 244, applicants to come through the door. 192, were processing positions. 52 came in to apply for civilian jobs. It was great turnout. We had great advertisement all the way up to it. I think it would be in advertising for the event these three weeks out, that was an opportunity for individuals to complete most of the hiring process in one day. In addition, the other thing that we did is we, with the approval of our staff and the mayor, and I think I sent you all the flyers, and maybe if you don't have it, I can get you the details, we instituted a signing hiring incentive for Detroit residents to $2,000 for non residents, is $1,000 for anyone living outside of the Detroit area, two hours or more, they'll receive $1,000 non resident hiring incentive, and then up to $3,000 and relocation costs. So we're running it for a limited time. And then we also have one of the hotels in year, one is sitting today that has offered us discount prices for anyone traveling out of town that needed lodging. We actually did have six candidates that came out of town to apply and to participate in the career fair on this past Saturday. Any questions? That concludes my presentation?

I understand that part. What I'm trying to understand is when I look at, let's look at appear you have 113 that did the written and 124 are those duplicate numbers or
so what happens is, and this is for the whole month. So this is for, this is for all the testing that we did. So when you look at the appear, the first step that they pick is the physical ability test, and then we also schedule them for the written text as well. So it might have been some individuals who may have already completed one portion of it and didn't need to be rescheduled for or scheduled for that so the numbers would not match. The

I would say, like we were notified late yesterday that that incident happened. Unfortunately, to have to do that at the last minute to pull those individuals off the street was very difficult. I personally made those phone calls with the captain. Is the right thing to do, because we were notified of that, and we're doing everything we can to find out what happened, but imposes the licensing agency, and so we have to abide by the rules, and we're doing everything we can to expeditiously. They're saying that we're missing some paperwork to find out what that paperwork is to be able to get get it to them most expeditiously, we're looking at it holistically of the entire roster.

Wash, yes, Mr. Chair, we do have three motions, and so I would like to read the memorandum, which is the budget committee meeting memo their colleagues on behalf of the Board of police commissioners, budget committee. Please see the following of key follow ups from the committee meeting held on November 19. Committee chairperson, Garcia Commissioner, Hernandez, chair, Chairman woods, were in attendance. Staff were in attendance, with the board secretary, executive, fiscal manager and staff specialist. And the items discussed were fiscal year, 2020, 520-620-2526, the OPC budget, budget initiatives for the 2025 26 fiscal year have been compiled and integrated into the plpc budget draft that was sent out to full board yesterday to give board time to review the Budget Committee seeking to ship the budget submission until after Thanksgiving break with the Budget Committee reconvening on the budget draft, Tuesday, December 6, OCI senior and supervisor investigator salaries. The follow to follow suit with the union negotiated pay increases actualized for the OCI investigators. The budget committee is recommending increasing the senior investigators and supervising investigators salaries to be in line with market standards. These salary increases are aligned with compensation and research study led by the city labor relations, and these salary increases are within budget. The third item is OCI task workers. Presently, the union is reviewing the memorandum of understanding as it relates to OCI staff, bringing on temporary workers to help investigate cases and clear backlog in an effort to progress expeditiously, the budget committee recommends the approval to hire OCI task workers pending the union final acceptance of the MOU our next budget committee meeting is scheduled for December 3, 2024, at 430 and I'd like to present Budget Committee motions. By direction of the Budget Committee I move the adoption of the committee's recommendation to address the BC budget draft timeline to submit the OPC 2025 26 fiscal year budget draft on Friday, December 6, handing the board approvals on third approval on Thursday, December 5,
so by recommendation of the Budget Committee, want to step entertain a motion to accept the report of the Budget
