Oh yes.
Everybody ready to get started? Also joining us in just a moment trying to keep on the agenda. So the meeting the minutes for the last meeting, but you don't continue to do roll call and adoption of agenda. Yes. Sorry. Yes. Maybe we'll call to order at 1335 by the front clock. Oh, they're both sets and
same time now.
Somebody changed a
roll call this So, Daniel Okay. Let's hear tomorrow. just joined us on joy. Okay, up to choose. Is it tomorrow? Tamra?
It's Tamra.
Thank you. Catherine. Scattered? Done. I don't see him. Laura's here, Ryan. Ryan Meyers?
Nope. That's a second meeting is best.
Don Rogers seals here. Rogers here. I'm here in right into here. So we have a quorum.
We have the agenda in front of us. Everybody got a copy that we need a motion to adopt the agenda. I'll move that
we adopt the agenda as stated.
Dan seconds. So I'll move.
All in favor of adopting the agenda say aye. Aye. Hi. And then we need to approve the minutes from April 27. Can I have a motion to approve the minutes as the second? Been moved in? Second. All in favor say aye. Aye. Any of
agendas or minutes have been adopted? Approved communication items. First item on the list is committee member communications. Do we have any? I don't think we have any meaning
about the members like who mentioned them online. Id they request us to get our minutes immediately market draft so they can put it on the website. There's been no update since January 26. I'd like to respond to emails. It'd be nice to get this one up here because of petitions.
I can talk to Christina about that. I know she's out sick the rest of this week
that I think Ryan's up the beat I don't get no notice from her tell our before sending an email save her binder for the day but the one that was that about last time we get a week ahead and reply I never get that
you do not write
something that is almost like an out of reach out if for some reason I'm not
there with virtual auction.
I should always be able to play in on it so that's the only time I that
is strange and crazy. And you're so on
to Christina
she Lara same thing she gets today's reminder but not the one
who does not get it the week ahead of time with the agenda.
Raise your hands. Oh, okay.
Patrick and Ryan.
Either present I've had some issues in the past but I was I think it was going to be here.
So it wasn't as focused on it.
Yeah, no, that's no worries I I will say
if you guys could just double check your spam email.
The one hour notice comes up on the one hour
to say I did not get the one hour notice, either. Okay, you're right. You guys are not on it. Ryan's gone.
Not on it. Ryan McAdams.
From the county are
seen about this. That's a problem though. We're getting people to
the Zoom link ahead of time who's not getting that.
But I haven't gotten it. I didn't get.
Okay. So I've got Brian Zig Ray.
I got Ryan McAdams and then Patrick.
all I get is today's remind
you so you do get a zoom link The hour
home. That's not the one for today. Yeah. Okay.
Ryan McAdams and Ryan's live right now getting is that right? Okay. So Emily comes like, an hour, it was the one hour
notice. For me. I might do
that. Because I want to be really specific to Christina about what's not
working. Oh, by the one. That is the one hour.
I do get that. Okay.
And then you get
that one line?
Yeah, I got it last month, but you didn't get it. I can see I did not get a dissident when it came out.
I didn't see your name on the original email where it says, respond to tell us if you're attending to get it for that. Okay. Well, maybe maybe I looked at the wrong one.
Okay. That will help that all right, Christina, nowhere she needs to work. But I will talk to her about that.
Will you give me a minute on what it's like.
And the only thing that
can we posted even though
they're in the draft status, because theoretically, they're not approved for a
month for access. And a lot of the time? Well, that was a problem I virtual that was a county tip or two. So we mark them draft. And I would say 72 hours after Roger sends them out. If there's been those fish requested. I don't know why they can't be marked draft and put on. And then once the finals are approved, but you know, to get community because I don't know how many people do any analytics on the back website that we know. Is it just us I get on it? Or is there a lot of people?
I can talk to Christina about the minutes? I don't manage that. John
gross posts the website all the time.
All right. Any other issues with emails that I need to let Christina know about?
Okay. All right. I will let her know.
Okay, we'll move on to county communications. Commissioner calls? Do you have any updates for us?
Well, the first thing is I don't know if folks got the message. But I wanted to spend a little time. Thank you again, acknowledging the service of Ted Carter, on the federates. Back, you folks know more about all the great things he's done. So I'm hoping you will speak to that. But we actually did get this little plaque done. And so I'd like to just take a couple of minutes for that, Madam Chair. Okay.
That's preventative, Ed Carter, with great appreciation. And in recognition of ATMs. that's older than
18 years of service on the red feather lakes Planning Advisory Committee, May 2023. I'm very happy and honored to present this students, Ted Carter, and I don't know what
he likes about him.
saying, Hello, glad to be up and
share with us any fears about moving forward. And, you know, what are some of your takeaways from serving on this pack for an awfully long time?
Wow, you just lit the fire at the right time. Yeah, I would know, I would until just a few minutes ago. I got on the pack and gotten ball on the pack to represent and review voice to inbox acres in the community about the orders there. And the general manager of the box acres. That's why I served at their request upon the pack as well to give voice to that. Beyond that, and being involved with a pact, I don't know how many of you know but I mean, the library was started Because of Mary Stenzel. Yes, the founders wife who passed away in the Marie de Stenzel foundation is what started the library. Or a cruise came over, I built the first line with our cruise, the firewall and the first addition to this fire barn was I brought our crew over and we built the first addition on the fire barn. We do the second addition to the fire bar, that we actually brought crews over and did the work we didn't charge for it. That was donations to the community, because we wanted to build a relationship with the community. Quite honestly, there's people in the community that don't want our tinkerers involved in anything. And some of that friction we've been trying to break down for years. And we've started, there are a lot of folks on that, in that property that get involved on the fire board, they've gotten involved on the library board. And, and they do a lot. And I just heard that this petition that's going on what they're trying to do right now, the new individual referenced, stating that he represents Fox acres and is discouraging from from allowing or having support from that community. I just can't see. I mean, I've been on Fox anchors for 44 years. That's not what Fox anchors is about. That's not what they want for this weekend. They want to support this community, and for an individual developer to this pack and represent himself as a spoke for them for that community. Without support from the board of directors for boxing. There's two entities, so Flexicon. That's a golf club. But the whole community in the pool was called boxing community services. That board of directors should be in support. And I would encourage the commissioners, we had someone who's representing Fox acres, that they had something from the board of directors that this individual is speaking on behalf and representing the fox acres, community and minors. And so I would encourage you to please take a different look at what has been communicated to you regarding this community support the fox anchors, as M wants to provide for this concerns. And I wish you a lot of what we're working on. And I mean, it's important to stuff for the community. And around to fight that battle. I like kind of some of those.
Well, you never made any suggestion that he was speaking on behalf of only that I'm a resident of Fox acres. And we didn't have the time to go survey the residents of watch acres who we needed a vote that day to get it on the ballot for this November. And we're basically more of a fear of him trying to get his immunity against you know, well,
he worded it in a way, Patrick, because I was the chair that day. I know but he worded it in a way that he wouldn't make sure that box a curse was not supporting the petition for the restroom. That's
what I just said we were afraid he was going to get with his name.
I'm really sorry that happened. Someone presented to the silver individuals that they had that power and that influences on within this community because there are folks that have been a part of that community for 40 years and this individuals like three I'm sorry that happened that was already lost that support this endeavor. There was a change
that direction on the petition since we would have included Fox eight groups as part of the petition for the restrooms.
That entities is finally unbeknown we've got a commitment to the county and to the Bradley wings family that we mow and maintain apart that point it's no event that we're trying to prevent it's halfway easy for us that's another one of the members of that community to his part of the community without red feathers, the business and what goes on and red feather we need that as much as on Fox acres being sad as much as anything. The restaurants post office absent and grocery facilities all of it indeed my dad add that well he was beyond without you guys, magician but I wouldn't be able to the whole the whole world so Recording you guys taking care of
backdoored? Good luck, I guess you call it?
No, no, we support the community. And there's a fairly large percentage of the property owners over there that understand that. Yeah. And do support you. So I'm really sorry that happened. And if there's anything that can be done
is there a way that we can get other input from other members? Well, I
don, the my replacement, James Tate's came to the last meeting or, or a meeting previously, I have encouraged him to become a part of an app or volunteer to be a part of it and represent thought leaders in the same capacity as a nurse. And he's got, I mean, he's got a great background in water, wastewater, that's why we brought him in from Chicago area. So what's what you're looking at on that end of things would be a great insight there.
I'd like to take a moment to say, I've not been for
that. Worry.
Plus, here's the fun part. Fire Department,
we were EMTs together.
We've been on the pack you've been with Fox acres. You've done a lot for this community to and somewhat to all of us, it will be less, I helped me step in and say hi, from time to time.
I second, you've been so instrumental, you helped with the sign that good feather village sign tremendously. Whenever the Community Association has reached out to me been there, and been very supportive, and you're endearing to my heart, and when you said you were going to leave, I was like that, so that
I did that. But also, my board of directors through all these years has supported all the time and efforts I've put together for the community as well.
For you in the voice for them. And thank you for being the voice.
You know, and I don't want that loss for this committee need to know that you got that support. If you ever think it's close the will. Somebody needs to go talk to the board of directors on the board and a happy President people work with regard issue when it's too late to change
the name for this petition. So let's we just don't get the signatures and may we may have to start all over again.
It only changes the meal by point oh, one
box. To add an item to people, it's the says people commingle and restaurants and everything else, that there's not this side. And that side is one community. That's what this is all about.
I just want to say I don't want to take away that we're here to say thank you to you and honor you and lead you had an opportunity to share your your emotions, in the words about about all of this. And I think I need to kind of give some thought to Rob, what might be an appropriate response to the opportunity. And I can circle back have a conversation with Tracy. But I just want to say thank you for your service. I've only known you in the last couple of years and up in Iran as a commissioner. And you've always been very steadfast. You've always very committed to all the work that this planning advisory committee has done. It sounds like you know, folks like Janice and Karen, they know you from way back when, and you've always been a contributor.
Once I was aware of that this was going to happen. I got to invite I'm glad you just made those comments. Before all this got me riled up. I want to express my appreciation directly to you, because I and grace, that frasi had evictions that Bill following up with kilmacolm and you're doing a great job. And you've been a pleasure to work with them. And I think you represent the pack well. With the with the county and Commissioner, I don't honestly know. We the other commissioners that have been present. They've attended some meetings, whatever. But I don't really recall one has been as involved and as responsive to one would you listen? And you may not have been able to give us all the answers you want to hear or to say yes or whatever. But you've always really filmmakers who are interested in listening, consider the issues and give them due consideration and come back. And I appreciate that for the
kind words, I'm not very good at accepting. Thank you. So we'll leave it at that. And I just want to say I, I continue to learn a lot. And I've also learned that red feather lakes folks, oftentimes will be a pretty rowdy bunch. But very engaged. People. And honestly, I have learned a lot from you all, continue to learn and do the best we can to try to represent, you know, issues that are important to you all.
While making.
PID mass, we get handed a sort of fundraiser to Fox
earn I think, Robin, like a compliment with the construction so little golf tournament or something. But yeah, Bill just got us off guard, I think and we weren't sure what
to do with watching it for the main reason was not taken care of, on Sunday that take care of someone, maybe it wasn't fair,
is what I call it,
when they see their own stuff. I was
I wanted to thank you. I've only been serving as staff liaison for two years, which is a drop in the bucket. I you know, this is my first board. And the patter is a very big source of kindness and encouragement as I've taken on this board. And I feel like I've learned a lot from you. And I appreciate all that you've done for this for
so many while we're in the business of banking, we should offer, Roger. I mean,
he's got the
really exciting job of driving the minutes.
Oh, yeah. All right. So we all want to have oh, I'm sorry. Did you have any other updates?
No, I appreciate that we took time for other than that. One thing is, so people are aware, I know that issue of the property values and what the implications are for the property taxes. And folks, and I'm happy to answer questions afterwards or anything like that. But from the county perspective, we obviously we're not the ones through the appraisals. The assessor's office does that, but we are the ones that approve budgets. And right now, in light of all of the uncertainty about ballot measures that may that may show up, we are preparing a couple of budget scenarios. And we have actually implemented some things to tighten our belts in preparation for, you know, if, for example, initiative 21, which is a citizens initiative, if that gets on the ballot, that would really make a big dent in property tax revenue to the county, if Proposition hhw gets on the ballot, that would also have a debt. And then if none of those get on the ballot, the county commissioners, we've already been talking about a three mill levy tax credit to lower the mill levy. And that would help you a bit but not probably not very much. It's important for folks to remember. And I'm not trying to defer this to other county only gets about 25% of operating taxes we pay the bulk of it goes to the school district. And then they're they're talking about, I think two, eight, a taxing districts in member counties. I just wanted you to be aware we're not sitting on our heads. We're not intended to cash in on a big windfall of none of these ballot measures. I'm just a coalition. And you all are tightening our belts for that. Well implemented hiring freeze, and there's a number of other things that we're doing in preparation. And then I hope, you know, you can appeal protest evaluation up until June 8. That's been extended, but I also know that that's a major hassle. You got to come up with different comparables. Yeah, I think the last time I talked to somebody in the assessor's office a couple a day or two ago, I think they were up to about by now probably higher than like 2000 or so. Protests. I suspect by June 8, will be higher.
The gallery website does a good job of doing the count for you. You just get to go select the properties yourself. I thought it was so easy is ridiculous. I think they did a great job. Well, county property there. They tell you melody uncertified or they won't guarantee they Oh god. No, I bought their county for
you we will take you out on which one on the on the overall taxes on Proposition
h h, which is coming out of a bill that was passed in the legislature, Senate Bill 303. Tabor would kick in an amount. And what that what I'm understanding Lucille is that would would ask the voters to increase the Tabor cap or the referendum c cap by 1%. So it would ask, it would ask the voters of the state to keep more than the Tabor refund in order to backfill lost revenue, that a number of the taxing districts would experience that 1% increase above the referendum c cap container limit would be about 100. And I think six to $7 million a year. And that money's supposed to go back to school won't help us. There's reasons why it wouldn't help our county, not local governments have been the increase in property values is less than 20%. And ours would be higher than 20%.
Responsible for refunding to the taxpayers of the new US Chamber.
I'm not sure what your question is that okay?
If things like to wait more than they were supposed to, who's responsible for refunding the money?
Well, I mean, as far as the chamber refund is concerned, that's not going to go away. It would just be reduced by 1%. So we would still be getting our our Tabor refunds. But 1% of that would be directly to try to do the backfill. So it's not like it's getting rid of Tabor can't, that's got to go to the phones, too, is like asking permission to take 1% and do some of the backfill, but we'd still get refunds, but it would be a little bit less.
How many years would the refund that 1% Apply?
It's a good question. I think Ryan, the I think the answer to that is 10 years. Because this this, and I was looked at Patrick, because of his attention to these things. I'm not sure why he didn't okay. But there's a number of provisions of Prop Eight j two pretty complicated. And it's actually subject to a lawsuit right now. They're the ones who have filed a lawsuit takedowns it's not, it's not following the single subject rule, because there's a lot of stuff in it. But basically, it would, would be for a 10 year period where the residential and the residential and non residential assessment rates would be lowered, and would reduce the taxable value on one song. It would allow people who had the senior homestead exemption provision of the senior homestead exemption that we got on your house or at least 10 years, and that that would be eliminated. Affordability. So a lot of times we're hearing from older adults, seniors, that they want to downsize for all the reasons. But the downside, you know, their new house, they're not there for 10 years, and they can't, you know, they can't claim a homestead exemption. So there's a number of provisions and I believe the rep seat being the 1% thing would probably would also apply for any reason it was reevaluated. But I guess that's a good question. But that's what I think the answer is right.
Other than the big push backwards, it wasn't going to be ego based, everybody's gonna get the same amount. And that was without saying, some people are gonna flap it. So actually, the year have been all that you're not gonna get any more than somebody that may.
If I may clarify that and I don't want to push you get back to giving an update on how all the signatures are going. But on that one, Patrick, my understanding is this, that that's a separate bill, it tells I think it's House Bill 1311, or something like that. But what what I think Patrick is getting at is a separate bill, that if it's signed into law, I don't think it has to go to the voters. It would say that right now there's a six tiered structure for getting the refunds. It's based on income and all of that, it would flatten it like you saying, so no matter if you made a million dollars a year, or if you make $10,000 a year, you'd still get the same amount. So that's that's a different provision. That was
okay. We'll just move
on didn't sign last month, we talked about the National Forest. And
could you give us an update on that?
It came up in the meeting and I, I wasn't prepared. However I did. I texted the sheriff and he didn't have an update either, other than to say, Ryan, that there is a meeting on this topic, June 21. And chair Fein was going to give me that information. And I told the folks at the at the community conversation, that I would strive to get some of the Forest Service people up here at our next community conversation. I think I know who it was that you passed the who was it that said, They emailed Reagan cloud, and to ask her about it, and she knew nothing about it. So that's their public information officer,
but only for Canyon legs, not the entire board, just again.
So we'll try to find out more and see if we can get somebody and maybe I'll attend that June 21. Meeting,
I think it would be really important for them to have in from our input community members from the from the communities that are going to be impacted. They the knot, the swell of numbers of people that head up that direction and to use the area and then get turned around, we would we would have law enforcement issues. Right.
Yeah. Which are all well taken, see what we can find out. And one final final thing is I brought a couple of these, one of your favorite topics, public improvement districts. If folks would like a little brochure, I only have six of them. But they do give a nice overview of kind of how this works. So if you want one, some of you may have already gotten in or you already a cabin crew. That's all I have gents.
And then step updates, any step Things To Do I have a couple. We have our meeting department, we have not had a meeting manager for several models until they're there, when we find already fired one, but we're on them. Her name is x mocker. She's from the city of Fort Collins. He's an international player there. And she first start date will be June 21. So we're really excited to have her in the waiting room department to have a manager. It's great news. So she will be starting at the end of June. And then I wanted to follow up on my to do list was to talk with Matt Lafferty and Rebecca Everett, Rebecca in their community development director, Matt is a sensible planner and former educator, just to kind of talk about the bathrooms to see if that would trigger a sort of planning process that's provided, you know that P IDs go through and in November, we just wanted to have a plan together. I talked with Matt, he's on it, Matt, please feel free to jump in if you'd like. But we we put our heads together and it would generate or would trigger a site planning process is an accessory to the you know, the the POA building over there. And it would trigger that type of cleaning process. So that would that would come prior to the building permit. So just want to keep that in mind.
And notice expenses associated with that
is expensive, associated with that
process. In our paper that
we don't know, the site plan review process. That's the least complicated.
Yes, it is. It doesn't require neighborhood notice. It's just looking at technical documents that I'm sure you probably will have in place for the construction of the restroom. So when you get a building permit, I'm sure a lot of those documents when
I would offer great friends when we cross that bridge if you get to that bridge, and we'll figure out right out to make it less onerous. Or if there are costs associated. How do we deal with that? Yeah.
I just wanted to make sure that we were well aware that if something was triggered, it wouldn't blindside us
that might be a good one for Fox acres to do a fundraiser on.
Production costs what that shouldn't be part of the construction costs.
Typically it's not I mean, but we'll figure it out. We'll figure it out and have more
conversations. But the other piece that I did have is short term rentals, short term rentals under our current rate Good relations as of now, there are land use for those and may 31, at 430. And the new regulations will be in effect on June 1. I was at the short term rental regulation meeting yesterday, and we had several people trying to, you know, get under current regulations as of now. So we're seeing an influx of short term rentals. And I'm sure we'll see some even after June 1.
So Tracy, can you speak to the interactive website that went live? That's really a useful tool for everyone concerned?
Yes. So our short term rental team, which is made up of several departments that worked on this code compliance, the building and planning departments created a mapping, just because within the new regulations, there is a five foot separation requirements, that allows you know, community members to go and find their property and see what is the closest location or if they if they are within 500 feet of another short term rental. I will like to add, though, under red feta, there is a 200 foot 250 foot separation. So there isn't a distinguishing factor there. What does that exactly mean? Village are all of our founder, I believe that for the cleaning area,
that would be one, one short term, the difference between a short term rental and another short term rental. It's trying to it's attempting to address issues where there's been a lot of density of short term rentals. A lot of it is up in the Estes Valley area. So that's why there what was approved was a 500 foot separation. And here is some of us thought it was a bit different. We should adjust that.
Now that property lines are built from the center of Building Center building.
So you cannot have
enough money right regulations, we do have? We do have the regulations listed on the short term rental website. So if you guys are curious and have any questions, feel free to ask me as you read through them. So you haven't answered any questions? I'm trying, I'm starting to get used to them. I haven't had to apply them yet. So I'm a little bit having to get a little educated to. But let me know if you have any questions. And that's even if you have short term rentals on the same parcel of property, that you'd have to have the 250 word separations. And that's a great question. Yes, that if they're on the same property and the multiple short term rentals, we have a different designation for that that's called resort lodge cottage because there was multiple cabins on the property being rented on the same parcel. So it's, it's a different process, not kind of like a short term rental in the same day, but not treated exactly as such.
That one if
it's already designated as a lodge
or a resort, I'm looking at Beaver
Meadows. So are those considered short term rentals as well as does that fall under a different umbrella?
There are some buildings being rented short term, if they are on the same parcels. I know Gary is looking at maybe doing a boundary line adjustment or meeting next week on that. And so that was going to be one of the things that I wanted to let him know about, you know, people, you know, pursuing approvals on that. So if it's on the same parcel and as a different designation, different persons to the DEP. Okay,
that does the owner have to have that one hour? Elite out there? Or is it just somebody?
I believe it's a property manager. And I think that's, if I remember correctly, and I'm still learning to,
I believe it's one hour, so many crystal not doing it anymore. They've been doing it for years. They're not gonna do their thing. Yeah,
they just, it's just for in cases of emergency, we just need to make sure that the property managers within one hour to respond to anything. So your interactive map doesn't show all licensed STRS and unlicensed none. I don't believe it shows any unlicensed. We do have our code compliance department that works with a contracted company to identify those and they reach out to them and file a code violation and then they work with us to get into compliance with
so are licensed by June 1 In a state law So just reapply under the current code. If
you were if you were approved under the current code your your approval still status.
But they have to dump they have to reapply in two years or something like
there's, I believe a recertification process. And so I want to say that I know that that's what we may call it. Now, I haven't seen what we call it under the new code. But we it's essentially a process that we reach out to the people that had gotten the property of short term rentals and make sure all their information is still correct. The property manager need to be registered. That should be a part of the process, if something changes, they will want to know about it.
But not directly what I mean, I
have several, when I manage
throughout one level we have here
an array sitting on a cluster deployment can have different rules and routing. So if they are licensed and they're going through you we already have my information. I don't have to give you my images should have been a part of the approval process. Yeah. So we should have it if we don't, I would, I would double check with our offices to make sure that that's the case. Is there a way to be on the committee with short term rentals, I
kind of like you in a way or I take
your information and I pass it along to all my clients. We don't have a committee. We do have our plan on call. So we have a clear on call line, which all the cleaners take a shift during shifts throughout the week to cover and we answer any questions. So if there are any questions within the within the new regulations contact that or that's just the quickest way to get a response. If there are any questions. We don't have a short term rental board or anything like that.
Okay, we're running just a few minutes behind. It's time for comments from the audience. Ted, do you have anything else? We do
have and attendees Samantha Driggers.
Samantha,
do you have anything that you'd like us to know?
No, thank you. I am with the Colorado observers project. So just recording and taking notes. Oh, cool.
What is the Colorado observers project?
It's a way to get citizens more involved in their local government. So we're basically recording meetings and and taking notes,
things like that. And where did those notes go to?
They are on the Colorado observers website. And yeah.
Did you come to hear about us?
I worked for Open Media and we do some of the software that takes the notes and I work at the state capitol doing the live stream so it just seemed to fit in with stuff that I was doing.
Thank you. Thank you for just went wrong with this person. Area 51. Okay, we'll move on to discussion items for everybody's in their chairs, Florida mutation update.
Wish it were a big drumroll. Drumroll isn't. It is you want it. So I'll tell you what I've gotten so far. 13 signatures so far in the road petition and 22 on the restrooms, but I've got about eight people tonight that I've scheduled to meet with me to sign because they they live on elsewhere. I'm hoping and praying that the craft fair this Saturday will stimulate some more signatures. I I was thinking if I got 25 I'd be really lucky. Now I need to get 125 to be lucky. I think because Alison told me, the one that sits up in storage and irrigation. She has three signatures so far.
And we haven't hit her summer kickoff yet. Do you find that there's something
there's a lot of people against the road. I don't know why. They're kind of okay. It's really bad timing. To have taxes go up. It's the 3% Well, some 300% Good really no rhyme or reason to some of it either. Just bad timing. Here we are asking to add another mill at a docu on the site to these two and asking people, but I basically have been telling people just sign the petition, we'll get it on the ballot, and then you can vote no. If if you so be thinks that it's not a good thing for red feather.
And I had some concerns with this tax increase that people were just that go away.
It's quite an impedance. Yeah. Yeah. And
I don't, I don't have it
solution to that.
There was one person in Glacier views value went from 400,001 and a half million
five increase in taxes, but no increase in services,
increase in our valuation went
up that high. And that's exactly what a lot of people have been saying, right, what you said.
services tend to increase
or pointed out more money
to the IRS, somebody who email us what the petition actually says. So we can see what is actually in it, because that wasn't ready for the last meeting. I haven't seen either of those yet.
And we haven't told you by
last year, you'd read it and sign it who said no. So you don't get to see it. But I
I asked you do you want to read it?
And you said no. They didn't ask me if I want to I said I would do
it. Now let us read. It's
not the one I'm at a party.
Nobody said anything to me about valuation increases. But that was in 2008 Marshalls and he showed me all of his new tax increases and the sign up and you know, he's willing to do it. Both of us. Nobody else has told me that. But I don't have a lot of signatures. This is the first weekend a lot of summer part timers are just showing up. So I think
that's true. It may be a big surge here.
Maybe it's just too preliminary. How are you guys doing it? You can't go door to door around. Yeah, you can but you do it. It will be fruitless.
I put it on next door. I have called people I know that some people.
The guy who wants to store the store up on the hill but Chamber of Commerce guy, they have a petition up there was huge at the last
petition because we have to hold them within our life. We can't go out of my sight.
This weekend will fail a lot and what's going to happen but we have a lot of time. I'm going to be down at the wine store all weekend. Get generic items in there. Parents going to be at the craft or Allison habit, irrigation issues. I'm going to be down there to go door to door.
When I say my resume says you're
gonna look for people outside.
I'm just going to go up to impacted the businesses.
Trading balls. Okay, I didn't I didn't talk to Stephen Asia.
I just talked to Jan. Like him came to one of our meetings is that in? And she said they will sign both of them. And I have a meeting with them tomorrow to go have them signatures rich
bars that you sign them. Or did you get
sick? I
think I have I've only had one battle so they won't say institution do they are we'll go on the ballot. And it will get
hairy and rich folks already got Blaze
during the food pantry. I'm sorry, what? Maybe go into that. They're from all over? No,
I don't have the time to do that. But if somebody has time to do the food the country tomorrow
can do tomorrow, but I might be able to do it next week. Okay, there's unemployed people. I don't know what they would.
I think there's a great deal of them that come from Crystal lakes and Glacier view that go to that food pantry. That would be a good place
how many booths do we have? For the craft fair? I see signs up all over for the craft fair.
I am Oh,
I couldn't believe it. Set the parking lot is not full so that I'm going to be just outside the door of the POA. So, and unfortunately I'm going to have to to run when there's a crisis, you know, because I'm the manager of it I'll have to close up my books and not let anybody because it says that you we have to personally be the witness of the signature.
So Memorial Day does bring people up so I'm going to spend about bingo games or video games on
the agenda. We
start on June 3 If I get volunteers so far I've gotten one
yeah but bucket liquors vertical so they have a bucket the Lakers are assigned to. Yeah. So you go ga ga and
injures, yeah, okay, at 60 times
the fire department members considered and only sign it why not? Residents of just building
unless you live here
one library see No, these are political.
They have their ballot, they have a whole nother property. And so I think there's a little bit of I shouldn't say I'm gonna just dip my lips. They're not here representing I told them to come.
Definitely not a political thing.
And then we'll move on to the wastewater JBA update.
I spoke to Chris namely, he wasn't able to attend today. And so I asked him to write something for me to verbatim like give you guys and so he provided me some information and this was specifically within the JBA report. And he says, then I can send this out as well. But he says we were waiting on on creating a final version to see if there were plans to move forward this year with with the formation of a district or other mechanism to fund a water and or wastewater system. And we moved in that direction the report would have been finalized including those details in preparation for an application to access the state revolving funds for construction. Since we do not we since we are not going to move forward with a project that requires State Revolving Fund dollars this year Mandy and I discussed making Mandy was the consultant for JTA Mandy and I discussed making the updates that are pending from the last meeting with storage and irrigation to me and Roger were in attendance at a few other members as well. And a few other details and creating a final version she is hoping that it will it can be completed by the end of June I will keep up with jva and make sure we see a finalized version and we can provide those by PDF and or pre printed copies for the group I'm gonna reach out to Chris again he told me that his Thursday's just been really crazy so he's not been able to get to a lot of these meetings but he's still been more top down so all I can get the pack with like asking more questions directly on that I can definitely see he has an availability with their next name as well. So that is directly from Chris
I've made a list we're gonna move forward with it why waste any more time with that we're ready to go to petition because then the numbers will change. We have no idea and we need
to design on their price change. There were
a few updates based on the conversations that we have extraordinary location, like location wise I believe location was the biggest yes
treatment facility or just the outcome hopefully filming
locations and other facilities
like the POA.
Well, that's that's for the restrooms
so down below behind the theater down the hill. That will be original site. We're gonna do a property by the
way it was because we when Chris and I walked in you came to we actually he wanted to put the restroom leach field down there. And then we said no, we need that alternative leach field because if We do the full blown treatment plant we don't want to disturb that property in the use of Leachco so he came up with another potential up on we're on the precipice up here you know would be a another alternatively chill by the restrooms
and others only two for both sides when we were up at Eagle Tree and the other one was right here and the only point and with the irrigate discharge
yeah
no that was the whole purpose of that
and that was a while back I'd have to pull up our notes again for that to remind myself
from Chris
Smalling
being able to remember things it might be a good idea to capture in writing everything we've talked about with regard to this condensed like little chapter book. Because what if it goes on you know, we wait for years, and then we need to regenerate it will we remember the details.
I mean, I we do have the minutes that wrap up together, and those are my guide on early for a lot of it. Again, going back to the point on making sure those minutes are updated on the website off the steam
about now we can make sure the restrooms are locked prior to the craft fair and see that people are more jaded, I see your point.
Okay, my son and I pressure washed these outhouses and cleaned up their claims. Yesterday in the rain, it was a good time to do it.
I mean, some people on the restrooms is we're already paying for the restroom at the library, through our mill levy, and paying for the restrooms here through the mill levy. Remember the POA you're paying for the restrooms through your membership fees. So the community is already paying for several restaurants. That's true. It's not. It's not and the busiest holidays, the library's public holidays.
Well, yes, poorly, poorly crafted,
well, the craft fair is a day or two. But there are other people that are up here or camping, or just fishing of dowdy, West Bel Air, you name it. And then they come into town and they use, they come to the stores and the stores have no restrooms at all. Like
$5 or
sign the petition. While then somebody at the library may get upset that we're we're not maintaining the county health standards by providing restaurants. That way all the outhouse, and that people bring that up to for this amount of money. We can rent out houses. For the big events for a lot less 500,000 would go a long ways on many, many, many, many, many years. Porta Potty rentals. And no, there's no maintenance that they take where we're delivering them, fix them up. Visitors guide other things to push back.
No, no. Any general comments, observations questions? We
shouldn't say I know it's too late. But that running water or no running water, I think from the docks we had one of the problems I have is the wishy washy this maybe will maybe it won't. There's no fee, it's going to be this nice building and there's going to be porcelain toilet with the plus button. You know, I want to my efforts to go towards something nice and good for the future. not temporary. You know, not a bowl or like our national horse words.
Maybe it's okay to go in maybe. Maybe not maybe get close to it's just too scary.
Hopefully worthy, bask in the terror. Why that abuse? You know, you're in the more remote places where you have no can't boast or other people, yeah, they get destroyed. But hopefully they're here. Now we'll entertain a lot of people from that, well, I think they're going to be involved in toilets regardless or running. Because you can't maintain flushing toilets.
That will be in the wintertime.
So, but you know, to get running water, water is going to come from the POA production test and be to be done that well originally was only doing a quarter gallon a minute. They have a huge sister and inside, again, the water would flow back system, you'd have to tap into the water inside the building, you can't do it from outside. And to me, it doesn't make any sense to do another leitchfield, who in the whole wastewater water scenario was to eliminate this stuff?
Right? Exactly.
It's sorted out, we're gonna look at a high capacity to be trialed. So to be involved in all the way down when it is more secure, say the costs for maintenance is the same in operation. Whether we go flushing or running water.
We haven't totally engineered it yet. We haven't taken the time to do that. We don't. Yeah.
We'd have set money aside for well, maintenance to good leave that on the POA to take care of. Well, that's already a replacement. Well, that's right.
Anything else? We need to determine the agenda for the next meeting. I think continuing the discussion items that we have. That'll be an update on where we're at with the petition. What is the date for the next meeting?
See,
22nd of June is everything right? Fourth? Thursday? That sounds right. Yeah. My second.
Am I hearing that we'd like to keep I mean, I know that addition will be done.
We will overall. So then it burned to the end, whether it's just an update on update or what happened? The rest of the story and the wastewater hopefully, Chris Manley and make it to the next meeting.
Talk with him.
Yeah. And Katie's filming up here on the 14th.
She's coming up here on the morning of the 14th. To do our little office.
And, and I am truly interested in knowing what is going to happen with the dead man rounds if we're going to be the Forest Service.
I think that's a really interesting one of the biggest interests here.
Because that's so whatever the Forest Service decides on their meeting the 21st I think that would be good to have under the county commissioner updates. If you can bring that to us.
My best Yeah. And when they say they're gonna cut out this first camping, and true news, is that knockout hunting.
I think it's really important that if we can get in on a meeting,
then we talk about everything I know.
And, and there's just so many people that go up at my to do things, they don't stop here. They don't check their four service sites before they go up. So they'll go up there, find things closed and come back and start wanting to know where they can go. Or they'll be violating private property.
frustrations on the village.
And we get a lot of beaver Meadows. So people that want to use the facilities even when they're poor, though, they'll just go back where they want. We did that. When the facilities and just the misunderstanding that it's not land, it's available. But yeah, I think there's going to be some some pushback from the public and we'll take the brunt of it. Did men get close?
last meeting I mentioned something about me To get like a punch list, so we could start knocking things out to get stuff actually moving forward, instead of, you know, trying to make lists, or did anything ever get made? Or I don't know, maybe marketing was gonna start a list things for the centerline and just the wastewater, the everything for the bathroom projects, just so we had a punch list. So when we were looking at each topic, we could go, Okay, this two, three things we have to do. Before that it wasn't
related to having a work plan. I know.
It's essentially like work plan, but just something so we could be a little more structured.
What's the standard? No, that wasn't that discussed in the past. And I did that with this
last fall. And we finalize it with this year. Typically, we start work planned discussions, like, September, August,
there, has there been a reference to last fall's approved work plan to see what what's been checked off? And mean, is there been any discussion about the 2020? Made that I assume it was approved last fall? I guess I was wrong. But I don't always remember things. It applies to 2023.
Correct. That was the 2023 work plan. And so I'd be glad to have a copy of that provided. And I don't, I don't remember mark, detailing that from the last meeting, but maybe your will never has
nothing that has been out just last meeting, I asked if we could kind of get a wisdom. Okay. These are the couple of things we need to do if we're going to go forward with the water wastewater project. So we have a function list of things execute on our goal to our big list that we created last year.
And yeah, that wastewater water was the bulk of that list, as well as the centerline project, right.
And also, now these API's. So
the idea is, I think we know where we stand. Yeah. Wastewater and water. We just got that update from Chris. And I think I can talk to Chris about, you know, once we get that report, what are the next steps feasibly for the pack? And then talk with Mark Peterson about red feather centerline, I know. Acquaintance? I know, that is a big piece of this, and I have not heard any movement on that. But I can talk to him about specifically what needs to be done in order to complete all these projects.
Right. But I think maybe there's some other things we could work on and advance to so that when those deep on the place, too. So we have at least a checklist B and C of things is what would be helpful, I think, at least to me to see. So we we know what private, like prioritize this that the other?
I can talk to Mark and I can talk to
Chris, that coincide with that investment?
Well, you'd have to, for the next 2024 Master Plan, or three, the 2024 workplan, you'd have to make a you'd have to ask for that to be added to and these are just these are items that pack wishes to be on the work work plan, then those are presented to the commissioners, as I understand. And then the commissioners review it. There's also a review process of staff. And as well, I know the report. The report Planning Committee is also looking into wanting to update or create a sub area plan for themselves. I think that's been it's something of discussion as well, but I
don't know, but we
can that can certainly be on requested for the 20 to 2024 Master first 2020 is where we're actually getting
where you asked to be added or mastered man to
be looked at and updated since this is a very
I think the Laporte one was adopted in 2004. And we did actually get the look forward area Planning Advisory Committee did review in the last couple of years and they basically concluded that you know, the values that were in there were still valid, but they talked a lot about it's not really enforceable. There's not a lot of tea Do that. And so I think we at the last meeting, there was discussion about renewing those conversations. But like, I think what Tracy was saying is the planning department, you know, they have to factor in when, when do they what is their capacity? Because I know, Livermore, for example, is looking at a character plan. And we I think they have a methodology for how to prioritize which you know, which plan we're going to focus on to update and I think the Laporte one might be a consideration for 2024. For example, I don't know if I'm confusing things or responding, responding to what you're bringing up, but
you can request it. And then, and then it's evaluated at the staff level, and then approved, I think, at the commissioner level is having requested like essence. And once we start, work land discussions for 2020 For the fall, that's typically when those happen.
And the Planning Department also has me share with us, the commissioners, their work plan. And the goal is to try to align some of these things as much as possible, but they only have a certain amount of capacity. And that's how that informs what you know, what, what they're working on, and what prioritization to have.
How to do?
Are you in your position to review these natural defenses every 20?
That's too long. Yeah.
I don't know if there's an actual guideline for how often, I think a lot of it is, if the community feels like it's way outdated, then that means that request needs to be made, and then decide whatever staff support and how that fits into, you know, when projects are being worked on. I think it's really community driven. And if folks feel that that needs to be reviewed for Rob red feather lakes area, then that that's I think that's what Tracy was saying. But ultimately, the planning department will present that to us at some point. So this is a request out of the fit into what they're already doing. And where do we where do we put this into the prioritization list. But there's no specific timeline, where the years of the long term,
we have rebreather diver and you know the product is going to be scraped. They've been at a loss, weight loss, they can really use some help expedite it because the number of places that they eat and the ability to drop by a third man that's really going to start pandering and traffic up here when people realize there's just no place to eat.
And I think that Lafferty is a senior long form range player in our department has.
Yeah, thanks. Great conversation, guys. And, and slurried, get Commissioner falses. Right. We've talked to lay low Board Advisory Committee about their plan as well. And 20 years is a long time. But I'll keep in mind our comprehensive plan that the county has, which is the master plan for all of Larimer County, had a had a lifeline of 20 years. It's different from community to community. You know, when you're talking about some of these municipalities, like we're Collins Loveland, those types of things they have, they often review their comprehensive plans every five to 10 years to make sure that they're still in alignment. And there's two ways to approach this problem, I think, to start thinking about, I can't commit to anything that's part of budget cycling and all that. But there, I don't think that there's any reason why I know you guys meet on a monthly basis. And you guys have some subjects to talk about. But there's no reason why this group could take as a group and review section by section or something like that, your current plan and say, you know, what, we're just as a group talking about it, does the first section of that adequately address what's going on here? And where can we update it, and make suggestions on that, and then go through and review it and see if there's any big holes in the plan, or anywhere that it needs to be? And then those could be suggestions that you know what we went through it and there really wasn't a whole lot wrong with the plan. There's some things that we think could be improved. And so this could be a minor amendment. And that minor amendment might be something that can be budgeted for as a staff driven type thing, depending upon what our workload is. Or it could be you know, what the plan is way out of date. It doesn't reflect any of the values The community it doesn't. This doesn't that it doesn't take into account some of the things like water and sewer, all the things that go on up there. And we think that it needs a full revamping, which a full revamping of some of these plans can be anywhere from 100,000 to three or $400,000. And you have to hire consultants and bring them on, and it just becomes a large scale project. So I think that as a starting point, I think this is what was discussed with report is it doesn't make it makes sense that a you as a committee can sit down and review your own plan, make notes and do things like that. And then have when you have these meetings, discuss your opinions on those things and go through it, piece by piece by piece. And then at some point, you can say hey, you know, six months or whatever, a commissioners, hey, staff, we think that the plan needs a minor overhaul and, and we would like you to consider it, or it needs to be major. So just food for thought that I would share. Thank you, man. Thank you, man. We're going to get a copy of
the member under the bags site,
you can go on to the planning larimer.org forward slash planning. Okay, look under plans and documents and you can find the red of the feather light bland. If that's a problem, and you want us to help you with that I'm sure that we could print out a copy and have it set up
a good idea to repeat,
it might be good to have a few printed copies available for the members around that don't have a copy.
Tracy and I can work on that this next month. It Tracy if you're okay with that, try to get them a copy.
Thank you. That's super helpful.
So I'm unclear though. I have pack lists that are requested for wastewater and the red feather centerline project. Is that right?
Yeah. So I think we know where we're at on the other two.
Yeah, I think
this next month will be enlightening for the PhDs.
So
I can commit to bringing a copy bringing several copies of the plan, we have an update on the petition petition listed. And then I will work to see Christina Lake and join us to give us more of a an update as to where jva is on that report. And you could also probably look speak to the checklist. Any other items?
So Patrick, trying to help you, you're just scraping the surface with the rental exam. And I'm sorry to hear that.
It's a total scrape,
but there's going to be some things going forward, if the pack can help with expediting anything or helping you address costs. We're happy to do so. I know you don't have anything for us today.
But mostly permission what
I suggest doing today
and address the pack but he didn't there's gonna be a fundraiser to tamp at the POA and then the final rates are down it actually. And then he's got to go fund because you've only insured for what you pay every bill what was that? It was only insured for what he paid for that rebuild now
there's a lot of stuff that is comes into question isn't considered sometimes and that's the loss of replacement language time along aesthetic costume it was considered when you want the insurance. Yeah,
replacement cost is a huge 100 Most people are underinsured but the bank says you need 300,000 But it's going to cost 500 Rebuild but they're gonna get their dream. Yeah. So permitting is a big big thing. It is slow. He's talking six, seven months before even
Is there any way to expedite that John?
I don't really understand you're seeing the Taberna is going to be
scraped off so there was a fire in a and unfortunately the building had to be built If
your question is around,
permitting, the expedite is permits.
Building Permits. Yes, yes.
And I don't know, I know I'm in the overall community development division, but I don't know how long building permits are taking is
and we would you follow up with a call to follow up with Eric and see how if he's aware of the situation, okay. Helpful and expediting.
I think it's gonna hurt the community, you know, the other business owners by not having a place to eat one less place. I understand as word gets out, it'd be the tavern. tavern. Yeah.
So well, let's see.
Has he been in touch with the billing department? I know he's probably has.
There's an independent engineer that's looked at it. They're the ones who
know how to come up with a building plan before they can even proceed with getting the permit
is hoping to do metal building, but the wind requirements may permit that they're up to 100.
It has to be rated for 140. I think 175 175. Let's change changed.
I think that brings our meeting to a close. Is there anything we're missing that people are aware of? We've determined the agenda for the next meeting. We've hit all our items of discussion. So is there a motion to adjourn to adjourn. been moved and seconded. All in favor say aye. Aye. Any opposed? Thanks, everybody. Thank you.
