This time because of the tight schedule of the commission meetings today. We're going to need to limit public comments to a strict two minutes.
I did submit it in writing. I understand. Okay. All right. Well, first of all, let me thank you for allowing me to speak. I'm here to speak on behalf of the community served by the Connolly branch library on Martin near Michigan. Our branch has been closed since the beginning of the pandemic and other branches have reopened structural into issues that our branch had delayed reopening. More than anything, we just want you to know the essential pneus of the branch to our neighborhood. Our branch was heavily used prior to closing. Every day. During all hours, our library was filled with children, families and individuals taking advantage of the resources offered to Connelly to improve their lives. This might be using computers and books for school assignments and research job hunting on the internet, getting help with resumes for employment purposes or simply attending the many cultural and enrichment programs for children and families that were regularly offered. We're appreciative of the work of the Commission thus far to address the building issues at Connolly. We do just want to remind you that there is a neighborhood in dire need of the library reopening. We also want you to know that the clothes library has become the site of drug activity with neighbors observing and reporting drug bills taking place on the grounds. It has also become a place for the homeless to camp out. Thankfully, when this was reported to the library staff, library security was dispatched to monitor and deal with the situation. And we've noticed that there are no longer people loitering and or camping out on the grounds and we thank you for that. At this point. We just like to know if there is a projected date for Connolly to be reopened and thank you for your attention to our desperately needed branch is there a response from the executive director resigning? Next item on the agenda for this committee on buildings. approval to renew contract with LGC global chemical janitorial service after the Trump Public Library. This is an action item. The chair will entertain a motion for acceptance. Some of Mr. Chair would be presented this particular
I'll read the narrative. The first Library Commission committee on buildings is advice in the different Library Commission to consider renewing the janitorial services contract with LDC global FM from November five 20.2 through November 4 2023. The contract was awarded to go you see global FM in November 2018. After submitting a top ranking competitive proposal, your original term was for three years with three optional renewal periods. Next item on the agenda this committee on finance approves leads to high soft trends advance from the blockchain court of Lansing Detroit Public Library shipping department. This is an action on the chair will entertain a motion.
So Commissioner Hagen friend
is supporting
presenting on this.
I will present a report on the committee on finance the first one you have here with the Committee did meet and what you have here now is the two for the library to lease to high atop transit vans from LaFontaine for Lansing, for the purpose of the library is shipping department. So they're not we're advising the commission to consider the lease of these 220 23 Ford Transit bands to support the library's shipping and receiving department. This is to replace the two existing 2007 box trucks. Only one of the existing trucks are operable. One of the vehicles has 121,795 miles and the other has 99,997 While it Miss M deal is the state of Michigan's extended purchasing program that allows Michigan government entities to buy goods and services from state contract. The program is authorized by Michigan legislation has been in existence since 1819 84. The library receiving quote lease for the to 2023 for transit vans for transit 350 D RW high roof all cargo van XLAW D 450 $9,371. Each. Additional details of the lease proposal are the total amount of $118,742. The lease rate is at 7.74% of five annual payments of $27,414.48 and $1. At least in the first payment is due upon delivery. There is no mileage limitation for this and the current lead times
in order to is estimated that 30 plus
weeks from receipt a purchase order and the final interest rates will be determined at the time of delivery. Therefore, the Committee on Finance NASM for being online is advising the commission to consider authorizing the Finance and Business Office to enter into a new lease agreement with LaFontaine for located that's if you want to resell Cedar Street in Lansing, Michigan. For an annual amount not to exceed $27,414.48 per year for the next five years, and the total amount not to exceed $37,072.39 and the library will have the option to purchase the vehicle at the end of the lease for one hour. Washington right this is one okay my shoes. On Linda. I recognize that this has been done. But in the case of Detroit dealerships is making acquisitions there was also a procurement
there she already is likely to be in a group for her story, Angela and LaFontaine for with a grant
I just said that
we had any sense of how a Detroit dealerships they are in the process of. Insurance
have the option to go with a another vendor beyond or outside of me outside of the organization is actually.
And if there doesn't exist a list and that list, did we did we look to see whether or not there were any Detroit dealerships on the list and what the differences in pricing would be. The structure problem is is that the cost of insurance and some other operating costs in lensing are far less than it is for the dealership for example in Detroit to offer a lot of the same stuff. Structurally Disney calls it that it puts the bids outside the cities right all the time. So how are we ever held unless we prepared them cut down the list to go down the list? And actually look at what the competitive advantages are? How will we ever provide any assistance to people who choose to locate their businesses? first inclination is to ask see this situation ready for a life for surviving? is not really a process I came across
it Jackson if I clarify to when you look in the second coat there's only one dealer. dealership in the same was with me also known as the bargain dealer right here on Woodward Avenue, which is another problem for the city of Detroit. We talk about our dealerships, but those of us who purchase cars on personal use etc. So I do understand what you are presenting to us today. Yeah, what we will do though, and we have to address that with the finance committee, we always talk about in committee, where it needs to be the discussion is to look at those vendors etc. Especially those who have minority status that we could perhaps give some priority or how to best get those to help those type of vendors, as we bid here with the Detroit Public Library. So that has been a discussion in the Committee on Finance. We will continue to discuss that. That half of the question when
you actually jump into my questioning. I hadn't floor. I would like to continue. We didn't have time to speak Commissioner Hicks. Yes. And we also had a we have some concerns.
One woman
said you're
whatever you all want to do, genuinely not showing
the kind of appreciation and support that businesses could locate in the city of Detroit. Actually, you know, should we should desert desert desert, an honest look, and I'm not sure what they're getting. It was a very simple apology. Somebody looked down the list and said that the financial difference between purchasing it yeah, this versus the for the other form. Company is here. Because neither of these, these
dealerships
actually produce the car. They get the car from the sale of the truck to the same place you know, the add ons are essentially if I was the same likes, so there's nothing that that I've done a building that is so unique, that would drive a great difference in their price. So if we had to pay
if we had to pay $1,000 more competitively speaking, why that vendor
is a choice that's not a bad thing for us to do?
worry so much sleeping back me that you and I started buying all these things, they all cost the same. So we have a student sourcing event for you so based on that I chose Saturday right.
Except that you told me that the state actually gives you a list. There's not a lot of due diligence actually done you have a list looking down with less. This is this. This can be this question. You know, I mean, it's a good question.
Evening. Businesses and shout out how contracts are, this is what you need. To check those things Absolutely.
A call a question. Yes. Yes. No. Yes.
Next item on the agenda is routine finance report the stash. Jeremiah team
motion. So visually.
You're presenting a routine financial report
that will give the report you had before you in your packet, as well as the supporting documentation. This report if you have is for the commission for for today October 2022. But it does cover the expenses from July to September of 2020. To the summer you have here are a summary of expenditures. Those total payments processed by the city did a total sum of $6,926,785.23 sets. The amounts that were processed by the Detroit Public Library you see there are three accounts here. The first of the public funds coming from Comerica Bank. Which represents checks 1372 1373 of $27,459. And then the ranch and Main Library deposit checking account which represents checks 7800 to seven that total $91,496.70. And finally you have the credit card expenditures with documentations presented to you run the executive director down to public services. The grand total for them up was $3,609.93. That doesn't include the salary report from July to September of 2022 with supporting documentation
