We've come out of closed session and now we're moving directly into our next which is public comment on agenda action items. So this is for agenda action items. So, there will be two opportunities for members of the public to provide before the first absolutely is now if you remember at any time is limited to three minutes or individuals five minutes for group representatives.     So Mr. Bland, it can be product under capital but I thought I will just weigh in and tell you right now. The issue was brought up. We've talked about it internally and we've also been going outside to look at the issue. And we asked a couple of HUD representatives to come and look at the issue as well. They have done so we're waiting for some feedback from them. And we are continuing to work with the city to look at the issue as well. I would just want to say to you that right now you're the only person who has complained about this issue. And the screaming that is up is up to keep people from throwing stuff off balconies. It's there for people to not have birds and other sorts of animals, on balconies that posts a mess, provide a mess for for cleanup and for safety issues. But we will continue to explore this issue and I would like very much to talk to you about about it in greater detail if I can do so and I've got your contact information.

    we have anyone else out there. Thanks. So we'll go directly into our DC action items. And Commissioner segment I know you've hit on thanks so much. So our first action item.

    Yes. Thank you this is the Detroit housing commissions FY 2023 annual plan annual and PHA and five year capital plan. This is resolution number 3195. And I just want to call your attention to the fact that as a commission, the board voted approval of the annual plan and its last meeting for submission to HUD, and this is an extension and then Denise is going to explain why we're taking the action today. I'm asking you to approve the amendment.

    Good morning Board Chair Good morning, commissioners. Today we're asking that I'm recommending the adoption of resolution 3195 which authorizes Sandra B and Riquet or her designee to submit the d h c FY 2023 annual PHA plan and capital plans significant amendment. The plan was actually submitted to HUD on April 13 Without a significant summary of changes regarding the RAD program for garden view. So but once submitted any changes that happened for the PHA plan must be significant and must be submitted as a significant amendment. And that's what we are presenting to you today for approval is to submit the significant amendment to HUD.

    We are taking this action, went back for a public comment period etc. Because in discussing it with HUD, it was their recommendation that we do this and we'll have to do this again and ask you to do it again. If when the time comes as parts of the Woodbridge man, come before you which has not yet happened.

    just as my standard of approving this is just only corporate hygiene is just in case we were to do something just in case you were to approve the RAD deals that are coming before you the Gardenview it does not mean that you do approve the Red Guard on page 42. There's just a highlight of a roadmap to say where you've been with Garden View. Know that information is back to you regarding buy. We're planning to give you a total grand plan in your email boxes early July. And then we can maybe talk about data go through it in detail which will include the financial information that you've asked for the ins and outs and what does that mean for the see the residents and the developers as well. So this is just to say it's a corporate hygiene thing to say, Hey, this is in our plan to do for fiscal year Ph. A 23. Doesn't mean if you approve it, we are going to do it's just corporate hygiene because we're talking about it. Previous board meetings things have been approved like the chap and you know to get into the discussions but it doesn't mean that you're approving the deal. It just wanted to make that clear. And pays for the to where you are adding Gardenview roadmap. You are doing financial statements and financial plans. You have to officially approve it to a board resolution to move forward. So nothing has happened. Nothing's done. It's just a part of you know, a plan. It's just just to say we may do this. Just corporate hygiene, just making sure we're not you know, we don't have to do this later. And

    we could have brought Woodbridge, but we decided not to because there's been no movement and no tenant meetings. preliminarily, it's happened there. And we want to be above that. And we don't want to be a head of that process. And we don't want to get ahead of where you are as well.

    the next one is approval to execute change order number four. For additional materials and labor to contract number 3059 with visions consultants, LLC, or force scattered and site unit rotations. This is resolution number 3196. The presenter is Matt once

    we want to board resolution in front of you is request to approve change order to contract 3059 with visions consultants or or scan site renovations in the amount of $104,633.60 calendar days, the direction the new contract end date will become August 22 2023. The new contract amount will be $476,996. I come to you today for when this change order

    when we removed

    the security shields from the windows at all of the units of three of the four there was damaged it was unable to be seen during scoping to just about all the windows jams paintings. There were holes drilled through straight through the statues along with the outside there has been extensive damage to the siding that again was covered up. So this is an envelope to ensure that we turn units over to REM we're not turning something over that has window issues or siding issues that are going to need additional repairs. And

    the little Bobby Hill at the end up one period.

    Correct. They'll all be doing those and exciting basically

    next. Why was it that scope previously

    they assumed over the windows for security reasons as well as

    how the Housing Commission

    contract out to something called dogs or the heavy duty and so dogs comes out with

    stalls. So does dogs say anything about the damage that they do to the Windows if when they're put them in? Do we kind of know? So so I'm always thinking how do we not have this problem in the future? And how do we not foresee this in the past and so so trying to get to those understand,

    I think for my purpose when I go on scope these units I need to take a better look. I'm not going to be able to remove a shield myself because they're big bulky heavy and I would be able to do it

    but that's the whole point.

    But I think if I take a closer look into the into the jams just see if they look worked. I think I'm a sculpt standpoint. capital can be a little bit better at forcing himself to stand. On the other side when dogs comes out to do the install on our units. It's probably just a reminder, and then have somebody go out maybe take some pictures or some verification afterwards that hey, this one is without damage. i This one falls on my shoulders as far as the windows and the siding. We went out there and it was dark. But I didn't catch some of the stuff that I probably should have. A lot of times when we go out and look at this we're looking through these have the old wood windows, Are they single pane or do they look like they've been replaced in the last five, seven years? Because if they do, to me there's a level of functionality that still should be there.

    So let's let's take a deep dive also with dogs to say hey, you may be damaged in our properties. My understanding is that they did not do that like the way it made us. So if if you find out that you know you can only put dogs on dilapidated house because when you take it back off those windows are gone. And dogs only cost 2000 And they cost $100,000 And so so let's take a deep dive that uses in the real case to find out what's going on besides just obviously, you know we want to we want to scope things when they're open and closed. But but definitely less, less less Wes, figure this out and and have a conversation with dogs so that in the future. They they had to say oh, by the way your windows will be damaged when we take care of these off. Or they say yeah, we owe you a check for $100 that we ripped up these windows.

    But I would only say man I appreciate the fact that you are taking accountability, right for oversight and so forth. And I agree with Richard always looking forward of how can we do things better? Where what is the lesson learned and and so forth. So I'm gonna be super micro here for a second is say that. I would like to go back and look at this package before it is finally eight because there are some inconsistencies of whether or not it's three or four homes. Okay,

    so I asked him the same question in

    one of the packages to in the breakdown a little bit too so if you go to the third package

    so let me go ahead just is it three or is it four

    so when this was built out it was that out with a title for scattered site unit renovation. So that maintained at the top when we put this out in his title for standards. Change Order one in the negotiations of this one of the units was removed. So we are only currently under contract with three of the four but I maintain that the title because I don't want to cross. So yes I and that note is not on the change order. So I will add that but when we opened up one of the cruise units balls, there was no insulation anywhere on the second floor. So the amount of a water damage B cost to re insulate and C reside and fix the roof. We removed it because it was going to be well above the threshold that we want to suspend and the idea of disbelief because there are interested parties in that area. We will be doing this and my apologies I thought I added that into change orders one it

    takes 25 and then Matt, I think page 29 and 30. The addresses are listed in there and have four addresses maybe on that same work being done but you do have four addresses Yes

    416 643 crews that was recently

    yeah and we maintain when we talk about the description. We maintain that title. So yes, it is titled because it was initially for scattered sighs this change order

    so only three are being worked on. Correct. And so was it our expectation that that these houses were so dilapidated that this was going to be $150,000 House rehab? No.

    They were definitely dilapidated. We have seen a stark increase in materials across the board in everything here. So and I thought what I want to get into this because we border we do a lot of work.

    Are we seeing start increases in what this supplier is charging or what the contractor is marking? That up to because there's two different numbers. And so, so, this is getting extreme right. So like example both fire people for whatever. So, previously, the furnace was $1,100 And so for I would charge you $4,400 furnace has legitly gone up to 21 $100 multiply it by four now I'm charging at 400. And so the actual material with a 511 100 like you're paying now you know six hours worth of markup. And so so so with with us doing so much work, it behooves us to audit we started looking at where make versus buy right why are we you know, paying this much markup to these people? How do we get around that and I get it responsible bidders and a light bulb we need to know not just material costs. material costs have gone up, but markup has gone up significantly more.

    So the answer your question, I think it's both. I think you're we are working towards doing force account which is like an internal skilled labor team. As an agency, this is something we've been pushing towards. And it's something we're definitely going to execute the cuts right I know exactly what you're talking about. So we're putting those processes into play, to try and get this up as fast as possible just to but I think I think you're spot on because I think I've heard some projections about where longer things are going because of the wildfires ended up there. So we definitely want to try to get, you know, this skilled labor team up so we can reduce some of those other costs.

    The projections longterm for the next year that I've heard from some suppliers are not good. But at least we'll actually directly know that is not just this personally gouging us. And so it would be lovely to get some of this for the strategy thing because we've been talking about this for four years of developing his in house staff visually. Now I'm 51 years I got let's, let's actually do it so that we so that we know what's going on and ways to diversify our supplier because yeah, we got only two people contract and we looked at different ways where sometimes we actually break the contract down to a much smaller bid and therefore people are more people aren't going to do it or that you're not ideally in a house. You know couldn't be done home. How are we excluding so many people are so many people because this house door doesn't look that bad. And so it's it's how we spend 100 hours with everybody else has been the ad. And it can just be Hey, we're the federal government so we have to spin over spin. But let's let's get into that because we don't have enough money. So the more we overspend

    able to do

    because $150,000 $50,000 So

    if it's true, where you're seeing people not spend 150 of history and they're creating beautiful houses, it's there's a whole TV show. So, so we want to know, like and and people have gotten super used to government being a funder of vendor companies just sucking the money out, and we're enriching. And so so we need to be, as we're overpaying grotesquely for the rehab of this house, thinking about how we're not going to do any in the future. And so it's an all the strategy of how to change that because this should do six houses, but it's only doing three and so that's three families had told our house and so and and in a company that probably gonna get the Range Rover next time and so so let's make sure that we are attacking. And I asked our CEO to make sure that we have some incentive program that makes it make sense for you to get in there and they would, you know, get us the absolute best numbers. I don't want you to just you know, you know, banging your head against the wall. Like I wanted to make sense for everybody internally to make it make sense for our residents. And so, so less actively do that. And so because because this number, I get it that's the real number you got from the people, I get it what happened, and I get it that certainly when you're in a contract and you go, Oh, I'll proceed. And it's already been awarded, then they go by with all this money, and so they can give you whatever price they want, because you're in that contract. And that's what we want to avoid. And so think of ways of avoiding legal ways that it makes sense, worth your while to do some questions

    at this point, and in order to get these units online, you've got to complete the work. Contract it was like a change. Yep. So with that said, I move that we approve resolution 3196 or the change order number one for these three scattered site.

    Support. All in favor. So thank you very much for the report. We had this issue in the past few years ago. And we just kept ramping it up the question more and more and more and more.     The next answer is approval to enter into a contract for Housing Choice Voucher annual recertification determinations. This is HC file number h 748. Resolution number 3197. Presented by Felicia grace is the HCV Program Manager.

    Please Are you still on? I know she had an emergency. Oh, okay. I see her

    so her phone is back and up to while you work and adjust your system. This contract comes to the board. There was a solicitation one bidder came back. The contract is truly to bring up certifications and the ACB robotics program. Were a whole hoping by June that the contract can be fully executed and all delinquent renewals are completed. The No No. No. So the contract is like as long as but as far as the KPIs complete, we're looking for December, December of 2020. To be done, the amount is $562,000. There was a previous contract that was done to help them earlier. And it was I think they've roughly paid almost a half a million so it was like four

    thank you what was the effect does that happen? And we get close to that

    point. So you saw the number go down and visitor staffing and constant you know not being able to keep a sustainable team. Standard I was meeting earlier in the year you saw things going down and then it moved back up as soon as the old contract and

    the CVR contract was for two things both for eligibility taking people off the waiting list and getting them into the pipeline, determining their income giving going During a briefing and giving them a voucher to go get into research we have about 300 households in the Housing Act of housing search right now. The other part of their contract was to work on decreasing a 1500 research to get done as well. I'm sorry, this is this was so so that they were working on both of those things. There was some time extensions, longer story about cleaning up the contract, the direction of the contract and the directions they were given. So that contract ended in February. So having said what's the back and forth and the loss of staff, even with overtime. Once you get your your resort is considered delinquent once to enter your 14 month. So you'll see in the report later on that the bulk of the delinquent recertifications in this program are tied to 22 and 23. Because right now we should be doing the last quarter of the year restarts between 23 on they should already be in process and so everything else is now considered delinquent between two and 23. This is also paid for out of a million dollars set aside that came out of the Douglas proceeds of sale. We set aside that HUD approval to use a million dollars of that money for improvements around the HCV program. And that's what this money is being paid for out of pocket.

    And originally when we say improvement,

    or research, we did not but it's

    so so excuse me improvement but what did you say

    the voucher program?

    So with the prior contract, did we expect that to get us caught up or do we know that wasn't gonna go?

    I'm not sure if you're trying to separate hindsight being 2020 I think that was I think it was not expected Dennis Tyler. Okay.

    So what it did it looks like for 2018 1924 21 It's significantly took down over the you know, 3000 4000 volunteers that the team has to mostly to zero so it was 100 left up to that for 21 2020 It was 41 left household 2019 by 2018 I'm on page 68. Whereas for 2022 and 23 2022. There's over 1000 delinquent and now you're in 2023 There's another 1000 And those are probably some of the same household.

    Multiple house and that's why I'm caught up the old picture now trying to get a feel for so we had this huge backlog. We hired somebody to attack you. They actually did accomplish that. But things were choppy for last year, and we got behind 4000 That's what this contract

    was this contract and we have to do some additional things to sustain and stabilize so

    in the strategy leads in the strategy. We want to talk about what it takes to never be behind because my understanding is there are people who aren't behind in this world, right? Yeah.

    And there's some some of our caseload is not behind either.

    Right? But I mean they're they're highly commissioned, they're certainly private developers. And so understanding how we get there, sustain it and sustain

    forever, which goes back to our earlier conversation.

    This 560,000 isn't in an operating budget. We're taking it from reserve money. That we intended to use to build or diversify our our source of income and develop other real estate. Wasn't the Douglas money?

    Yes. Douglas monies for that. However the HUD in 2020 Han allowed that proceeds of sale like the Douglas money could be used to do this.

    Understand. permissible? Yes. What I'm saying is because we've got this back, because we're having to do this catch up. We're taking away valuable resources that could be could be put into use to generate more income for us. And so I agree with Richard, we have we've got a we've got to figure out what's the strategy of how we stop always looking in the rearview mirror in mind to and I get COVID Cause a lot of issues with that labs and so forth, but

    it will tell you that this is a quote from the public housing side and on the voucher side, looking back at information retro actively. We're tempted I'm sorry. This effort this will help when we get there. So we the first time that this organization will be current in its recertifications going back five, six years. So it's been a long it's been a long time and it's lost focus, so it hasn't been just had to keep drawing

    but also paying it back to when we were in our certifications. We've had a conversation because everybody's gonna want to know how to do like this. And we were doing like this before COVID COVID was just and so and so. But, you know, in 2019 we were having this conversation I was saying hey, what's going on? Why are numbers fall off the cliff, and those type things. So we want to know, because a lot of people were still here, right? So, like we had this same staff level or something. Have the entire conversation. What was going on? You know, the real conversation fully, you know, it was like, Oh, well we use the Lena, the mirror this way and you suddenly in the mirror that we have that real conversation so that we can know how we came out of HUD oversight, and then start going down downhill from there and use us code. So because we want to know really what's wrong, so we can fix really what's wrong. And so, because I don't want to

    have this table, if I am so happy to have this conversation again. About another contract, to catch up and to catch up and to catch up. We're we're we're spinning our wheels. This is a business and it has to operate like a business and employees of a business need to know that their stakeholders and what that means is this were you this was your this is how you eat and if we don't operate in a fashion, that this is the income that pays me that provides the benefits. Then we're just coming to work to do whatever to collect a paycheck. And that's the wrong mentality to have. I bet you half of the people that work here for this organization top down would not want their family living in these units.

    And so if we

    do not change our mentality of if I don't want to live here, why would I expect anyone else and that's the pride that you have to have, but we also have to reward them. Right and so I just I feel like we're wasting, it's necessary. But we've got to come up with a process and a procedure not to throw away very valuable resources, right, because our real resources are already restricted. So I mean, I've moved to approve this because we've got to do it. But I'm just saying Sandra, I don't want to be at this table having to have the same conversation at this same level, because we are not in a place where we're managing the workload and researching the way we should be with the staff that we have. I'm sorry, I'm I'm very spirited today.

    You're saying all the things we've been saying around this table and staff for years now. And we are we don't want to we don't really agree with you. I don't I agree with you. We don't want to be here again. And I refuse to be here again. And I did all that,

    but well, we can't because we're so we're not actually fully government. Right. So we actually have financial constraints. So you know, it takes government's, you know, decades to actually go bankrupt and run out. But for us our results so pretty, pretty quickly, right? We don't do the work and we overspend then all of our places look crappy. And so, so and it's it's past time. And so, you know, the commissioners have been sitting here, you know, for a year or so now, absorbed and enlisted and be like, wait a minute, isn't this patch number seven, and so and so that's why we're going to have to have this strategy and it's not a it's not a what would be nice strategy. It is. This is it. This is IT strategy. This is occurring, no more wanting to know more. For years I'm planning to bring some construction inside no more, no more than this is it and it's scary because you say that you know, 12 times and people, whatever, but it's just on notice this is it. And so and so, you know, I mean it would be wonderful to move from clinching our teeth, passing these resolutions. But be like yes, great. I did break Oh, rip passing resolutions. And we haven't seen an

    average of one. Excuse me. Mr. Chair, I have one question and then I want to formally make that motion if not for the Douglas money. How was with this campaign?

    That's a really good question, I think

    so will not be funded fully, but because of the vacancies it will be a portion it will give maybe 25 or 30%. against that, but it would not we wouldn't have the funding for it. You know, we do have vacancies that we can offset costs against.

    But when we get to the strategy, draw that whole math of how the revenues work for us it goes because I don't understand how to bake as easily the revenues but let us know well. So

    here's the with the revenue so we're from we've been made whole again and I'm sure when we get to that section by the vouchers. Okay, so right now we do we are saving some vouchers. It's just you know, we're not losing any money per se but it's not money readily available to the public. Right? That's

    right. So so which is in the strategy section where you show us dollars coming in and get stuck here go there like we need to see the whole picture because that's how killing the does all day long to see to see how the business operates. And we need to know so that we go when you say oh, the vacancy sucks that money stuck over here and we can't use it for there. Let's all get on that same.

    So we'll also say that in the past, what we've been doing is allowing overtime tied to how do you drive down? The number of delinquent restarts? What am I what is the overtime bias in moving that needle forward? So that's been part of this strategy, but but it's being done by people who have a regular caseload that they've got to keep current and then scoop some some delinquencies to do and it just doesn't, it doesn't work you don't get

    Exactly right. All in favor. Any DC information items? I have. So anything that's rise into the need to talk to you about these department and monthly reports only that we got to get out of here and get to the city smack around. So.

    So commissioners, anything that you guys, so part of skipping a lot of the section is it hasn't gone anywhere anyway and we need to actually have this as as deep dives in the strategy will have conversations about what will be in the strategy who needs to show up? Who needs to tell us what they do and how it works. Kind of educational third party, you know, however many days that we we need to do it. That works for all of you all I want this to be holistic so we can make radical decisions. And so it's and so we spoke to see why they put you guys in and because we want it to be operational. We want it to not just the informational, then we need to have an open meetings, and so and so however my understanding is that it can be offsite zoom option, and so so this this is happening and so we we will be talking about what we would like to see there and the structure and the like and and how we're going to do it and all I need to know from the commissioners, what you guys want in there, what times work for you all how many days you want it to be how you wanted to be structured, and then we'll get executive staff involved in in figuring out but this this has happened. So it's a you know, it's it's another thing that we asked for for a long time. So So any other let's see. We'll go to general public comments if there's nothing the part of our of our second opportunity to speak to comments so this is for comments on any any matters unrelated to or related to agenda action items. Here are some updates on what the person has accomplished since the last CDC commissioners commissioners meeting provided food and also items more than 175 individuals publish and distribute our bi weekly newsletter The Parkside community connector, continue hosting our weekly Tuesday bingo game for seniors from one to 145 for additional fop team members as licensing your planet instructors to provide computer classes to seniors completed our after school tutoring and food and fitness program with Michigan State University Extension services took Parkside church to the annual patient program hosted by the Detroit riverfront conservancy held our seventh annual karate tournament sponsored by the curls foundation in dogs. More than 35 children participated this year, continued our collaborative collaboration with the University of Detroit Mercy Detroit community design center to have parts at residence reimagine what the community room can be. continued partnership with the University of Michigan on various research projects including the Pursat energy burden project video voice and community tech worker initiative. We're planning a community meeting on safety scheduled for Tuesday, June 27. From six to 730 5000 Connor. We have provided representative from the Detroit police precinct the Wayne State University urban safety program in the village of Personnel Management Office. We also like to invite SI joint Housing Commission head of security to attend as well. We are planning our 14th annual personal health safety and job fair on July 19.     Yeah, yeah. I just want to say I really appreciate are listening in or you're bored leading to business you all are taking care of the causes that are being asked and answered. And I just enjoyed sitting on this meeting us. So the average resident of these apartments VAT properties during the process of contacting the board through their respective management companies. And Saturday, the CEO said earlier that she had not received any complaints so well, by being the previous lecture the council precedent for how for heavy traveling and have friends over stay fair. They have said things to me that they may not know to present these to you or to go to their management company because they don't submit information to you owe what people say to them. Basically what they say is, well, that's not within our purview. That's not within our authority. So I'm just glad to be in the know where to contact and appreciate the response fallacy. I don't know if you've gotten used to changing your management companies. So I see. Okay, good. And then once the company starts, effective July wonder they're on site now. They're doing transition. They're walking the site, they're looking at issues and build a more formal handover. But that's happening now. After they start, there will be an announcement and an invitation to residents to come to a sort of a meet and greet with our residents, our residents Services Department and the new management company and their staff at the site so people can have a chance to ask questions, say hello be introduced and so on.

    Yeah, actually legally. So we do we do have a resident Commissioner so Commissioner Williams is our is our resident. Commissioner so so not as great idea.
