Said has backup forward. So we are at seven o'clock. Yeah, one more question, madam, pro tem, we're at seven o'clock. I've been waiting a minute. Okay, go right ahead. Go ahead. Okay,
so, Carl,
so I'm looking at this budget here. You said that the revenue is on two. What is it is on one and two, right? Okay, so when I get to the end of one and two, if it's revenue, explain to me why there is a proposed, a proposed Mayor revenue of $13,516,300
why is it a proposed
revenue? Well, this entire budget is proposed. It's the mayor's proposed budget. That's just the name of this budget. It's mayor's proposed budget to the city council for their approval and adoption.
Okay, so, so, so Carl, in the future, if this is, if this is, is revenue, what? What should have been done is this, this one and two page should have been listed as what the city brought in period, not a proposed, okay? Because it's like, you're it's like the proposal
is just the name, okay, I
got you that. I got you. But, yeah, it's confusing. It makes it seem like, it makes it seem like there's
a word, missing budget. It didn't say marriage, proposed budget, right? You don't saw that, right, right?
It makes it seem like it's an expenditure. Gotcha. Okay. So, so Carl, again, so, so real quick I'm on because Council pro tip has got the question I want to save the time. So I noticed that everything, everything in this budget, has gone up, not significantly, but just a little bit. Okay, each column is gone up a little bit. The mayor's proposed budget is a little bit higher than the previous year. Okay. So what I want to note is, have we taken out time, energy and effort to see where we can actually cut some posts, or do you want council to make those cuts for you? Again,
the mayor's proposed budget, I explained how it came. It's basically last year's budget adjusted for fringe benefit increases. I got contracts so there was
no I got that. But my question is, the
answer is no, there was no research in
Okay, that is something that you need to do. That is something that you need to do. They're paying
for it. It's a matter of approach. Because he did say that the cost, the increase, he stated at the very beginning, this is inflation adjusted, he said, he said it, it is an inflation adjusted tariff, rich environment, the cost of doing business as a municipal nonprofit. He said it at the very beginning. He said, This is
a cost. All I'm saying is, according to it looks like what I'm looking at, from what I'm for, from what I'm looking at. And we have great expenses here. And one of the biggest expenses I talked to miss Kathy square earlier today, and I answer the question, the courts are bringing in millions of dollars in tickets and citations. Why alcohol finance for their for their budget? Why is their budget on our backs? So
pause right there, Carl, that's going to be for the next workshop, and approach him. Did you have a question that Carl could take with him? Take with him at his lunch? Um,
mention and correct me if I'm wrong, that that 20 million is in cash. Where is that sitting in the right savings account?
Yes, okay, and I'm going to stop right there, Carl. We have those of you who had mom, Miss Manica, we sorry we didn't have you here at the beginning the recording of the meeting. Is there that you have an opportunity to go back and hear from the audit. The audit presentation was nutrient rich. It was a really good presentation, and I want to make sure that you get that. Carl, thank you so much for
your time. And I just want to stay for the record that the only thing that we have on our agenda for today is selling up properties and lots
of stuff so we could add a protein. We still in the workshop. We still in the workshop. I sure am. I sure am. Thank you very much. And so, ladies and gentlemen, we are at the end of the meeting at 704 I will call the workshop Meeting adjourned. Thank you very much. Members of the audience, we're going to wait about 10 minutes. We had some members come in at the last minute. Give you an opportunity to go to the restroom. Gives
us some come to her promptly at 710,
okay, 645,
oh. He's taking
me doing
today,
matters, Yes,
you know, so
I know, okay, alright, yeah, okay.
With that, okay, perfect, because the mayor is not here. So, yeah,
I am super excited. Mister Garrett, block club up in here a second. Mister Garrett, I'm super, super excited
I See y'all. I appreciate it, too.
Oh. You Alright.
Mister, New question.
Oh, You. She was Did she was hard.
Like tomorrow. Thank you, sir.
Cool, Yeah, Miss
Manica Are you ready? Coming
to her house. Recording in progress. I
I just want to make sure.
Let's go straight crack. We got stuff to do. Good
evening, ladies and gentlemen, it's my pleasure to call to order the in person and virtual regular meeting for the city of Highland Park scheduled for today. Monday, April 7 at 7pm scheduled for today. Monday, April 7 at 7pm as part of our opening ceremonies, as many people who have been long time Highland Parkers are aware, at the end of last month, Mayor Huber yacht made his transition. He was a towering figure in the city of Highland Park and as someone who's lost somebody recently, I feel for his family, and I would like to take a moment to recognize the anguish and pain and suffering that that family is going through losing that man, as well as people in this city who considered Him beloved. One thing is sure you had an opinion about Mayor yacht. He was his own man, no matter what you think of him, and he served the city in the way that he could and the way that he felt was right. So if you would mind joining me in a moment of silence for mayor. Here we got please,
may God judge him with compassion, and let's pray for his family. Madam,

on that? I want to make a motion to approve of proposed minutes in person and virtual regular meeting, March 17, 2025, is there

Asha Yes. Councilwoman Martin, yes. Councilwoman Manica, yes. Council proton Robinson, Council President Thomas, Yes.
Motion carries at this time. Typically, we save us a portion of the meeting, and we set it aside for the mayor. The mayor is dealing with a family issue right now. She's got a loved one, and she's caring for but we have something actually. This is inspired by last week's meeting. We had a water department here with the survey, and I'm so super excited that I see familiar faces from the last meeting that you took me to heart. Mr. Damien Garrett is putting on his helmet, in his pads right now. He's going to put his mouthpiece in and he's going to come up and talk to the audience about a document that was prepared based on last week's meeting. Thank
you. Thank you. So after, after the the beat down that I took at the last meeting we we have, we're working on a safe streets for all grant. It was grant that came through, through the state of Michigan to improve the safety of our streets, construction of our streets. So a part of that process is to put together a survey, go to the people and ask them what they want. I've been here people talking about traffic calming, speeding, improper signage, all types of things, even the issues that came at the meeting. So downstairs, there's 30 of these five page survey. If you don't want to do the paper, and I don't want to do writing, it's QR code on there, takes you right to the QR code. Just do your Highland Park thing. Just spill out in that. I don't I don't like this. Got questions on new bike lanes, lack of lighting, safety, speed limit, all kinds of things that are in here. So we, we have this. This survey will be open to the end of April, so to the 30th. So you can do, you can do as much of these. I can print these out. I can give them to district members. Your council members have. And you can do the QR code. This is, this is the time that you do all that you beat on this, not on me. And then I take what you say, and then I go and get you money to do the things you want to do. So I just want to take a couple minutes to say is out here, you can do what you need to do with it. You can do it virtually. You can do it in by old school filling it out is here. So that's all I wanted to say. I'm gonna go back and sit down. There was no question. There was not a question and answer period. What can I do for you? Safe Streets? Yes, ma'am, all streets, all streets and city everyone, except for m dot roads, except for m dot roads, which, you know, right Woodward. But anything else
is Manchester? Nope,
no, ma'am. Manchester is a Highland Park Road,
so why is that traffic light still crossing the walkway with exposed wine? Thank you.
Thank you. Why I have to look into that?
Okay, it's pretty much alright. Then thank you.
So let me go fill out the survey. I mean, you gonna fill out the survey? Everybody
that's here today, every citizen that's here today that has a phone, if you watch Tiktok, you got a couple seconds for us to hit this QR code and fill this information out, largely inspired by the activity of an unnamed block club that's not far from here. It showed up. I'm just saying, do we need more people to do it? We need more people to show up like this, and we need more people to win? Okay, I'm sorry, auntie, I'm so sorry. I'm sorry, but we gonna get you. We gonna have a paper one for you to fill out. Everybody has an opportunity to fill one of these out. Thank you, Mr. Garre good stuff. Alright, I really appreciate that. So moving on into the citizens participation. We have a very short agenda. Thank you, Lord, praise God. And we have a bid opening, and we have 1234, items under community economic development for us to go over today, a great meeting to have citizens here for so if you have questions that specifically pertain to items on the agenda, this is now where you come forward and you get your two minutes, or the Highland Park two minute, which is two minutes and 30 seconds, and you have raised questions about the bid opening process for the water main and the service line project, or The resolution and sell to vacant property at 12, 535, Hamilton, or the resolution to sell to two vacant lots at 126, Kindle and 130 Kindle. Or resolution to sell to vacant lots at 69 and 73 and 79 Kindle, or the resolution to sell to vacant lots at 16143 open Avenue. Those are the things that are on the agenda for tonight. This is an opportunity for those of you who have comments about those things to come up and speak otherwise, we'll move right into our agenda. So if you have comments, you got a couple minutes worth of comments. Come on up
agenda items, yes, sir.
And while start the timer, once you state your name,
good evening, Mr. President and city council members and the great citizens of this great city, Highland Park, I have a comment pertaining to what Mr. Garrett just spoke of, so I don't know if I will be allowed to make that comment. Now. Shall I wait that will best be
done at the end of the meeting too. All right? That way they'll give you more opportunity, and depending on how many people line up, we might get to three minutes tonight, depending because we have a short agenda,
so okay, because I want to give them an understanding what the unknown block unnamed block Club, which is grand brush block block club. Reason why we was here last week, thank
you spoken. It'd be our pleasure. Thank you for coming back. I mean that from the bottom of my heart. Thank you all for being back here
today. Yes, ma'am. Uh, good evening, Council. My name is Joyce Sims. Now you said we could get up and make comments regarding anything on the Yes, ma'am agenda specific to the agenda, okay. Um, I am looking at Community Development, the resolution to sell the two residential lots at 126 Kendall and 130 Kindle, and I just want to present to you all again, our purpose in trying to purchase that property so that we might have parking as well as green space to accommodate community events that we've done in the past. Would certainly appreciate your approval of that resolution. Thank you, ma'am. Thank you.
Any other citizen that would like to speak on agenda items, or we'll move straight into the agenda. We'll get down to the nuts and bolts. Okay, seeing none, let's move right on. So we have item five, the bid opening for the 2024 water main and service line replacement project. Um, assuming that we have submits, yes, okay, to where I entertain a motion to begin the bid opening. I'll try, but you know, we have to stay on the item, so we need to get a motion to get activity going. Yes, ma'am, when these bids
are dropped off, are they timestamped?
Yes, okay,
you're more than welcome. So ladies gentlemen, I would entertain a motion to begin to open the bid. So we have a motion from Councilman al sharpity To begin the main opening process. Who gave me that? Miss you? Miss Manica, yes. Miss Manica offered a second tour. Any questions, concerns or dissent, Madam Deputy perfect, you call the roll on the bid opening. Councilman
Shafi yes to open the bids. Councilwoman Martin Yes. Councilwoman Manica Yes. Council protein Robinson, Yes,
madam, we're taking a vote right now.
Well, I'll make a vote. I need you to answer to that question. Madam,

Okay? We have a total of four bids. The information was recorded. Are there members that need to record additional information? Remember, this is just the opening of the bids. The bids will go to the city administration. They will be vetted, and they will pick the vendor that is most in alignment with our needs, their capacity and what we can afford. Motions can be entertained right now to close the bidding process and move on to community development,
I move to close the bidding process.
One thing first, I'm so sorry I made a mistake here. We need to make a recommendation to refer these to the city administration, and then we can close this bidding process. So Miss medical. Would you like to take the lead on
that? Okay, I moved to refer all bids to the administration.
You can also throw in and close the bidding process.
And close the bidding process. Do we have
a second? A second with questions? Yes, sir. Go right ahead. Um. Mister Garrett,
yeah, man, you guard in
I promise. I'll keep the globes above the government. Alright,
what I need to remind the member that today we will stay on the agenda items. This is where we don't have a parliamentarian, but we will stay on the agenda item as it relates to bids only.
Okay, so I see, I see, in phase one, you're starting on, on beers for Winona, East Bonavista fair, Park, McLean, Colorado, Rhode Island, Massachusetts, California, connect
and Connecticut,
and you're going to replace the main lines, is that correct? That's correct, okay? And you're also going to, also going to replace the lead service lines leading to everyone's homes. Correct, correct, okay, those, those lead lead service lines are approximately 5236 linear feet, right? That's correct. Okay, um, I remember we asked you this question a little while ago about how much of the lead service line did you get done in District Three? Where does that fall at in this, in this proposal here?
Cuz I definitely haven't had mines done yet.
So the question on the, the question of the of the hour right now, is the opening of bids only, yeah,
I'm just curious. You know, he did mention earlier, uh, Council President, that some of the work had started.
Oh, so if the work has started, that doesn't refer to this, to the subject on the floor right now, which is the opening of the bids for this area. Okay, this, that's why I asked about the scope of work. Okay,
so, okay, where
does district three fall in this bid, bid process? Is that going on?
I don't think district three is included in the in this particular bid here at all. Not, not an information I'm looking at now. Oh,
sir, is that correct? Drew, is that right? Okay, okay, madam,
protest. And I have a question for Mr. Garrett after you. I have
some concerns, because
we have folks that own property, that pay water, sewage and their taxes, and they've been skipped over because noone lives in that property. Are they going to be skipped over again and replacing the lines or
all the houses and
so are you? Are you referring to people who are owning property after these projects, like just for example, if you're on Massachusetts, are you not on Massachusetts right now? We come through, we do lead service lines, and we do the main lines, and then you move on to Massachusetts. Let's say, in a couple years, are you talking about those people being passed over because we we only get funding one time, because some of the things that I've been familiar with, where people were on streets, where projects happened, and then a couple years later, they moved on the project and said, Well, isn't my lead service line? I'm supposed to get my lead service line replaced. The city's supposed to pay for it. Yeah. Okay.
I said, if someone owns a home
or any other streets within
this project, within this project,
that are paying their taxes, their water and their sewage, but it's unoccupied, they still get the replacement lines.
We have not been replacing service lines to vacant homes that are not occupied. No,
we're not allowed to do that by Eagle.
Okay, so the motion is on the floor made by Councilwoman. I'm by Councilman Manica to refer these to the administration. We had a second from Miss Al Shafi. I see Miss Manica. Hand went up. You had additional questions? Yeah, Miss, Miss Manica made the motion. She was supported by Miss del shop, and we've had Council,
I would like to resend my support in District Three is not included.
Okay? As we pause right there, I will offer my support and replacement, and I'll ask a question to confirm that, and Miss man, I'll recognize you first. Go ahead. You have no question. Oh, I can go now. Yes, ma'am, you go first, and I ask my question second. So
I just want to, it's point of information. Actually, I hear, I heard the phase one, phase two, phase three and phase four, those streets that Mr. Ashafi mentioned were named, is in phase one. Does that mean in phase two, then there are going to be different streets, because you've already done those in phase one. Yes. So that is other places in the city, like district one and district three. I mean two and three as well.
From what I what I know is we're in two and one, not in three with this particular project. So like Waverly, Tyler West, Buena Vista, Avalon, Glendale, that's a part of the project, but that is not, I mean, that is a part of the project, but it's not in three. So
we come up here, then,
did they answer your question? Miss, ma'am, still answering? Okay, I have a question, and I'm going to call for the
book. This is what I have on.
So that's that's shocking. This is what phases
is. They just had the whole project on this map. So have a so, so, so let me. Let me stand corrected. As Mr. Richmond just said, Waverly, Tyler West, Buena Vista, Avalon and Glendale, between Hamilton and third is being replaced as a part of this project that is in your district. It's just a portion of the district, though, it's not all well. First, you said none. So I'm clarifying. So there are, there are streets in three now this is so you realize that all, all of this has to be done, right? Everything in the city, and a large portion of three is proposed in FY 27
phase three, like we This shopping right here.
Remember, ladies and gentlemen, the the the order on the floor is to accept the bids that we just received and to refer them to the administration and close the bidding. That is the motion that is on the floor made by Councilwoman Manica, to accept the bids and to refer them. All we're doing is accepting the bids and we're referring them to the city, and we're closing out the bidding process. Now I will ask my question, and we will call for the vote, what is the most densely basic in quadrant? What is the most densely populated area in the city?
Quadrant C and D? So that's the
southeast portion of the city that is the most southeast and southwest. Okay, so that is the most densely populated and in your years of experience as an engineer, your problem solving. So it is prudent to fix the areas that are the most densely populated first, because if there is any failure of those lines, that means you will have a significantly higher number of people who will be affected by a negative outcome as it relates to the water lines. Am I correct? Am I so
I'm gonna, I'm gonna tell you back in 18 we did a bunch of water main up in northwest, which is not densely populated. I remember answering questions on that. So when you, when you, when you do the replacement, it's partially based on property, but it's also based on the size of the modern main and how the system is functioning. So if you have water that's coming from Hamilton McNichols through six inch pipes, and it can't get to the south, and it might not be densely populated. Be prudent to increase that size from a six to an eight inch. So it doesn't it's not all common sense is what you see. Some of it is happening below the ground. And so when you have older pipes in, the diameter has been compromised. Because it's 100 years old, it's supposed to be eight, and it's now six and four because you have tuberculosis in the main you would probably need to replace that. And you gotta also look at fire flow. So it's not, it's it's not a necessarily a geographic thing. It's
engineering. You just answer my question. No. Ma'am, I'm gonna call for the vote because, again, we're just talking about Go for it. Ma'am, thank you. Regardless of procedure, just go for it. Thank you very much. Remember the motion on the floor is to receive the bid. All bidders
will be required to attend the mandatory pre bid meeting at the time and location or remotely, as mentioned above. If attending in person, please submit the number attending in each bidders party in writing by March the 18th, 2025, to the procurement blah, blah, blah Metro. You
have that documentation.
When we see the packet, we we can confirm. So when it gets received, trust review. We have to review pricing all the stipulations that we had in the specifications to in the RFP, to bid the job, they have to check those. If not, then we have to come back to the council. We make recommendations and says so and so might have been low. They weren't the bid, or they didn't provide this document that's we're trying to get to that process. So I haven't seen the packet, so I don't have all
the meeting is in the packet. It never
attended the meeting.
Any of these bidding process. I'm not
I'm not talking to him. I'm talking to you. I got no problem with the process, but to say that district three is going to be put on the back burner to 2027 I find another level of
disrespect. So I'm going to just say this, and we're going to call for the vote. The city is a big, gigantic square. The city has pipes underground that go for miles. What is it about 500 miles? Is it several 100 miles? They are. They are going in a sequence. They are in a sequential pattern to replace the pipes underground. And today, ladies and gentlemen, I'm glad that you guys here, because we're just trying to get the bids received so that this gentleman can actually see him. The clerk has the bids. The order on the floor right now is a motion made by Councilwoman Manica to receive these bids and to refer them to the city. That was seconded by the chair. That is the order on the floor. Madam Deputy Clerk, would you please call the roll? Councilman Shafi,
I want to vote no, since we not included
Councilwoman Martin Yes. Councilwoman Manica, yes,
yes. Just
writing sorry.
Council Pro Tem Robinson,
I'm going to vote yes, but I leave
the answer to my question. Mister Garrett, please.
Council President Thomas Yes.
Motion carries. This is what has been going on for the last 28 months. Yes, sir, those of you who are here today, this is what's been going on for the last 28 months. Moving on to item six under community development, Item A is a resolution to sell the vacant commercial lot at 12535, Hamilton Avenue to the commercial property owner at 12647, Hamilton Avenue motion to bring the missionary motion to deny healing springs, missionary, Baptist Church, non profit, corporate. Motion now with with explanation. So we have a motion on the floor by Councilman El shapi To deny the sale of the property. He says he has an explanation. Do we have support to deny this sale? What
sells this healing springs,
seconds, that emotion?
So we have a motion on the floor to deny the sale of the property for healing springs made by Councilwoman, a shopping supported by council I said, Councilman No, you said, Councilwoman, I've my deepest apologies. Okay, I'm flabbergasted by what I'm saying. So maybe that's the issue. We have a motion on the floor to deny the sale of the property to healing springs, Missionary Baptist Church, who've been here over and over, and it's supported by council pro Tim Robinson questions, concerns or dissent. Madam, proton, would you please call for the role on the motion to you know what information? Yeah, I'm ready to call for the role. You have an explanation? Yes, I do. I'll offer you a minute to give that explanation as to why we should deny the sale of this property. This is,
this is a commercial property city on Hamilton Avenue, and our charter clearly states that this property must be sold at market value, which is not in market value. On top of that, it is development. I need to know what they're going to do with it. And if it's a parking lot, I'm definitely, in fact, facing Hamilton angle. They have plenty of parking already. I don't see why we need another big parking lot sitting on Hamilton instead of a business or residence where people can grow and the city can grow. This is your government, okay? So all I'm simply saying is that works. The charter clearly states this property must be sold. It's a commercial property. It must be sold at market value. When you bring it back to me at market value, I'm willing to consider it then. So
we have a motion on the floor to deny the sale. Madam, Miss Manica,
so is there anyone here? Mister Shafi has some legitimate questions. I hear mister Clive born in the corner here. I don't know he had a remark. But then the other question is, what is the development? Good
evening, the residents Council, the charter state's fair market value, fair market value, fair market value, and that is fair market dollars. It's been $8,000 fair market value. When I looked it
up, it was closer to $40,000 for that
particular so there's a difference between municipal corporations and private corporations. As municipal corporations, why wasn't it? Cannot you want you going to answer. So I can answer or no
saying is it's, why wasn't it bought? Because if it's a development, then why wasn't it brought to us as an option to purchase?
Because we don't need an option to purchase on this development. So it's $8,000 for a parking lot for their church. So we don't have to come for option to purchase. They have
a huge parking lot in front of their church already, another parking lot. I guess we going to have the whole city as parking lots.
Okay? So we have a motion on the floor to deny the sale. So the we have a resolution, a item, a has still not been addressed. This is a separate motion that was made by Councilman ashapi, who made a motion to deny the sale. We're going to call the roll on denying the sale. Madam Deputy Clerk, if you would, the motion was made to deny the sale of this property to healing springs. I'm
sorry. I'm sorry. Court of order, I mean information. Ma'am, Mister Shafi, I just have a question. Yes, ma'am, if they had a development plan or something else, would you still be denying it? I'm just more than willing
to consider it. Okay, okay, so let's call the roll something right, right, right. I'm sorry. There's
something else that we can do, other than to deny why we told because they because only as I say that it's because if we deny it, then it's gone. Ladies and
gentlemen, let me pause you right there. No the item on the agenda says resolution to sell the vacant commercial lot. This denial, this this motion that is made, which is viable and legal within the Robert's Rules of Order. Remember, three of y'all voted not to have a parliamentarian. He has the absolute right to make a motion to deny he still has an address, Item a. If that motion doesn't carry, we can move on to Item A and sell this property to healing springs. We have the authority to do that. So he has a motion on the floor to deny them. Let's call the role on denying this organization that property. Madam, Deputy Clerk, the motion on the floor is made by councilman. Go ahead
of information, go ahead, ma'am.
So versus putting that motion on the floor to deny it, we stay with the motion that is here, and we just maybe table it, or say further discussion or table it, versus, in case they did have a development plan,
according to Robert's Rules, according to Robert's Excuse
me, ladies and gentlemen. Ladies and gentlemen, if, if this, if this, will satisfy this council, I will be willing to receive the motion to deny and and make a motion to take
Okay, so I told the chair will entertain a motion. So for the record,
I receive the motion to deny and I move to table,
and I understand my second
so before we move to table, the table. Okay, so the motion has been rescinded. The support has been rescinded. We are back to item four in the community development resolution to sell to vacant commercial lot at 12535, Hamilton motion to table, to the commercial property owner at 12647, Hamilton Avenue, healing springs, Missionary Baptist Church, a non profit corporation at the cost of $8,000 we have a motion to table, made by Made by Councilman ashapi, seconded by Councilwoman Martin. A second, okay? Made by made by council protein,
the dismissal. I second, the table. Okay.
Second. Can we
call for the role? We have a motion to table made by Councilman shop. He seconded by Councilman Martin. Would you please call the roll to Table to
Table, to what date
to the next city council meeting. The next
city council meeting?
Councilman Shafi Yes, the table. Councilwoman Martin Yes. Councilwoman Manica Yes. Council proton Robinson.
Council President Thomas no
to tabling. Moving on to Item b, resolution to sell to two vacant residential lots at 126, Kendall Street and one motion to approve Kendall street to the owner at 129, Oakland Boulevard at 809, Oakland Boulevard to Holy Ghost temple, Church of God in Christ at a Michigan Nonprofit. Now Michigan nonprofit corporation, for a total cost of $1,000 we have a motion made by Councilman El shapi, seconded by Councilwoman Martin, questions concerns dissent, madam, would you call the roll on item 6b Please?
Councilman Shafi Yes, Councilwoman Martin, yes. Councilwoman Councilwoman Manica Yes. Council Pro Tem Robinson Yes. Council President Thomas Yes. Motion
carries moving on to Item 60 you got a lot today resolution to sell to three vacant residential lots of 69 Kendall Street, 73 Kendall Street and 79 Kendall street to the property owner at 66 Kendall Street, 74 Kendall Street and 77 Kendall Street, Greater Philadelphia tabernacle church and not a Michigan nonprofit corporation for its total cost of $1,500 city
motion to table. This is clearly a development. That's emotion. It's three properties in one resolution. This is a development, and I needed to be taste. We
have a motion to table made by Councilwoman, council Councilman El shapi, three ladies, and it's two of us. Call it a Freudian slip. It's usually more ladies than us here. My apologies. No disrespect intended. We have a motion on the floor made by Councilman El shapi, supported by council Pro Tem to table this item, item C, the resolution, and sell the vacant residential lots at 6973 and 79 Kendall to the next council, next council meeting. So let's call the roll on item C, please, if you would.
Councilman a Shafi Yes, the table. Councilwoman Martin Yes. Councilwoman Manica Yes. Council proton Robinson Yes. Council President Thomas No.
Moving on to item 6d resolution to sell to vacant residential lot at 161 motion to approve Oakland Avenue. Would you allow me to finish to the adjacent property owner at 16141 Oakland Avenue, uh, peripheral industries LLC, Michigan limited liability company, for a cost of $500 we have a motion to approve, made by Councilman El shapi, seconded by council Pro Tem questions, current concerns, dissent. Miss Monica, the floor is yours.
I'm going to back up for a second. He was going so fast. So we're talking about Oakland Avenue. Yes,
yes, ma'am.
Information, piece
of property. He was here last time that is
surrounded by all of this property.
Okay, I just want to make sure we were on open
it's not even a full lot. It's a half a lot of corner
last year. So that address your question. Man, yes, it does. Okay, we're going to take the roll on item 6d resolution to sell the vacant lot at 161 43, open Avenue. Please call the roll. Councilman
a Shafi Yes. Councilwoman Martin Yes. Councilwoman Manica Yes. Council Pro Tem Robinson Yes. Council President Thomas, Yes.
Motion carries you got a lot today, sir. So we're going to move on to citizens participation. I'm going to extend this timer to three minutes. Hopefully you won't need three minutes. Let me just provide a little bit of structure moving forward for citizens participation. This is an opportunity for citizens to talk to us. It is not question and answer. So if you come here and you have a question, it is incumbent upon you to hold whoever you're directing that question to responsible. Get our business cards. This is not the forum for us to answer those questions. We don't have the bandwidth, we don't have the capacity, and in many cases, we don't have the answers. So know that during Council affairs, we will not have any more speechifying. It will be related to issues of the Council. This is not a political grandstanding forum for any of us. So moving forward, these next two items, citizens participation, excuse me, citizens participation, you can do that during Council affairs so that that is within our right, and she can take as much time as she need to answer those questions within Council affairs. So just citizen participation, I'm going to extend it to three minutes, because two minutes is rarely enough. I also want to make the point during Council affairs that is for issues related to council, it is not an opportunity to campaign speech. So I'm going to set the timer at three minutes, even though the actual agenda says two minutes, because two minutes is rarely enough, and I don't like shoeing you away from the microphone, because I know this is the only opportunity you have to come and have your voices heard. So I'm going to move over to my timer, and I will not start the timer until you state your name, so that will allow you an opportunity to provide an introduction, salutation to us, and then we'll turn the floor over to you sir as our first guest. Please join us here
again. Greetings, city council Lodge. How are you doing? Well, sir. Citizens of Highland Park, first and foremost, I want to thank you for your time and state your name. Oh, forgive me. Robert Lodge, thank you, Mr. Lodge. Go ahead. Thank you. Allow me to give my condolences to you, President transition of your we were informed at the last meeting and the first I've heard, and I didn't get a chance to give you my condolences to you and your family at the last Council meeting on the 17th of March, I, along with my neighbors of the city of Highland Park, East Grand Bullough, East Grand Avenue. We came here with a major concern, and I'm concerned we believe, was valid. You made several comments of that. You were surprised that the grand residents were upset and came here to ask questions. You felt that someone has had given us some wrong information, and because the wrong information, and your in your thoughts and your perspective was given to us that we came here upset for no reason, and it was obvious that our residents, our neighbors, were upset. So please allow me to address that issue, because first and foremost, I'm thankful that someone gave us that information and we found out who that someone was at the same moment you found out. And I want to commend Pro Tem Councilwoman, President Pro Tem Robinson, for taking time out of her schedule to make sure we was aware of a vote that was taking place that night, and we was fully unaware, and so my questions would have been but this is not the place to ask questions. Who was responsible to let the citizens know that something of that magnitude was taking place, and it's quite obvious to me that our concerns were valid, because now a survey has been created to get information from all the citizens of this city before this Council makes those kind of decisions. And the reason I was going to stand here tonight was to make my complaint about this council making decisions pertaining to this city without informing the residents of the city. We are very knowledgeable and deserve that respect. So thank you, Mr. Garrett, for creating that survey so that anything that happens in this city, the residents of this city, will be informed. And my second question would have been, but since this is not the place to ask questions, is why would this council vote on such a major issue without informing us? And that has been answered, I still would like to know in the future who was responsible to let my citizens Forgive me, my neighbors, my family, know what was going on on their block, and who was accountable to make sure that person responsible informed us. Thank you so for your time. Thank you. Thank you
very much, and thanks for don't let this be the last time we see because I like having I like having people here. You're not. I don't feel under attack at all because you're raising the level of discourse. Thank you, sir. Alright. Good evening, ma'am. Good evening. One of our usual suspects, go right ahead and state your name, please.
Charlene. Excuse me. Charlene Turner Johnson, Highland Park residents in seventh, second grade, first grade. Anyway, I'm here on behalf of the children of Highland Park this evening, on behalf of two organizations, the mothers club of Highland Park, to ask council members and the residents to support the scholarship for children. The mothers club is giving out scholarships. I have some flyers here. I'd like for the council members to take a flyer and distribute those to your constituents, also on behalf of face incorporated my brother's keeper and my sister's keeper regarding the I am a keeper out of school time program. This program is going on at the park place every Tuesday, Thursday and Saturday. Is for the young people, 10 to 1213, homework help, mentoring, life skills, training, field trips, and it's all free. We like for council members to distribute the information to your constituents. We have a master's degree educator who is helping with the homework assistance. We have a master degree counselor who's helping with social emotional learning. And we want as many Highland Park kids from the ages of 10 to 13 to participate. It's a free program. It will go on all summer long, and we want as many Highland Park kids as possible to participate. So I have flyers here for that. And if you would take a flyer and distribute the information that would be helpful and for any resident that knows any kid ages 10 to 13, please share the information. Thank you. Thank you. Ma'am.
Yes, sir, come on up. State
your name for the record.
Sir. Good evening. My name is Patrick Franklin, pastor of healing spring Baptist Church. We're located on Hamilton, 16, I'm sorry, 12, 647, Hamilton. I just got the news that our project to purchase the lot on Hamilton was postponed or tabled. I was here about the last meeting, and I followed up with what was asked for me to provide for the packet for tonight's meeting. And it seems I don't know exactly what you're asking me to do. I gave a layout of what we're planning to do, sent a drawing that was requested. And at this point, we've been in the community 65 years. You know, church has been established. You know, I highly rarely, you probably only recognize my face because I don't come here asking the city for much. But I thought that, you know, we've been cutting that lot for years. We've been taking care of it and is adjacent to where we are, we were willing to pay the market value for it that was quoted to us, and I don't understand why our project came to consider that's troubling to me as a resident for years and as a church that is Established in this community and has been, obviously, we need more parking, because with the bike lanes that came down through Hamilton, that parking is not available to us, and so we need to additional parking, and that's why we're coming. And so I would like that you would recent reconsider that request, and
that's why I'm here tonight. Thank you, sir.
Any other citizen,
yes, sir, would you state your name for the record? Pastor
James Cook, Senator fort Kendall, Highland Park, Michigan, for Greater Philadelphia. We own the lot in between the lots we trying to purchase for our new parking lot. Our church caved in, and we build a new church right now as we speak. So we need additional parking so it wasn't no development because we own the lot in between the two lots we trying to buy, and we own the corner lot on Lincoln. So I just want to, just want to know why we have to take with it, because we we own it. Nobody can come in. So we own the lot right in the middle of the two we trying to buy. So I just need council to explain, to clarify me for I can let the conversation know what's going on. Thank you. Alright, yes, thank you.
Good evening, ma'am, come on up. I think you're the last contestant on The Price Is Right. Good evening. Good evening.
I just want to thank City Council. I was sitting here calculating, and I didn't share this we've been in. That church has been in the community for 58 years, and prior to the apartment building that's next door to the church, that was the parking structure that our church used for years, and we started this process several years ago. I just want to say thank you. That's all. God bless. Thank you, ma'am, you're welcome. Okay,
you closing us out here. Miss Ford.
Good evening Council. My name is Renee Ford, and I live on West buna Vista. I would like to thank the lawyer for following up with me, but there's a correction that I need to show you afterward. Also, I have a question, and it's really been bothering me. A grant was application was bought to the council and to denied it. So my question to you is, what is the council going to do to resolve this grant that came before us about the police officers, the overtime and some other stuff they needed? So my question is, what is Council doing to secure other grants. Are you helping look for stuff so we don't have to pay for the overtime out of our regular budget and then the next if it I wasn't here for the budget meeting, so excuse me if I'm repeating myself, or you heard this already. So in the budget, if you approve it, is it somewhere in the budget that will allow for overtime for the police officer, because, as you know, it's getting warm and things are happening, well, not even when it's warm. So those are my question mainly to the two council person that deny the approval for the grant to even go through the application. So if I could get a question, you call me later on. You know, just whenever Council affairs, okay? Thank you. Thank you. Okay,
so, seeing no more people approach the podium, we're
going to move into Council affairs moving forward. After the last meeting, we had speechifying, and people got up and walked out as the Chair, if you don't know Robert's rule, the chair has an enormous amount of leverage that has not been used at all. I will not allow the order of the minute to be drawn over for political presentations. We will not speechify any longer. If you want a grandstand, you have to go to your local coffee shop and grandstand there. We during this, and this would never happen in the city of Detroit. You granted right now, for people in the city of Detroit, you're doing right now? What's going on right now? So that is the order of the day, and it what, what the chair will do is abruptly adjourn the meeting. Your grand standing right now. I'm we don't. You didn't have an organizational meeting. I asked for a commentarian. Let's just adjourn the meeting. So we will move into, we will move into, let's just adjourn. We will move in, into Council affairs
meeting. Say, what's the headache? Point of us? Headache? 811, thank you. It
