Time? Thank you. Good evening, everyone. I appreciate your doctor, I agree with you and the team to move forward. In presenting today. Agendas five, single audit report meeting financial or federal financial aid program. We are
committed to the to the cancer.
Thank you. Dr. Murray. We have with us tonight. Our internal auditor Mr. Syed Hussain and our extra leverage to Greg Terrell can present on our single audit. Single Audit is a report on our federal awards both received directly and those procedures have passed from other agencies
on compliance.
Good evening, everybody. Our external auditor capital has joined us this evening to present for one single audit report to the board. I think audit is a fine audit under the Federal Office of Management and Budget and the status whether the district is applied within the federal standard we'd like to invite. Right.
Thank you. Just Just a brief summary in terms of the Civil War, every organization that receives or expend seven or $50,000 or more in federal Wars has to have a single audit, a single audit, audit, various federal programs, in compliance with compliance supplement calls for certain compliance testing. And also test of internal controls to ensure we have good controls in place for compliance. And so those areas include, in most cases, funding spent activities, allowable cost, sometimes there's ability requirements that have to be met to spend those dollars. Cash Management, making sure that we didn't draw down funds in excess of what our needs were in advance. Reporting to the financial coordinator program boarding, and things of that nature. And so the federal government outlines for every major program, that we have to test what our requirements are. And we bottled those requirements for this audit, which was we were required to audit
compliance
with the student financial aid programs was 24.5. Higher education versus the fun, which this year about finding, finding one, Perkins, which was about one, almost 1 million for the year. So we audited out of 32 million and we spent about 32,000,007, we audited for compliance, about $30 million on those on those funds. In the report that you have, there's a report on internal compliance, reasonable programs. And we had basically, it's a ton qualified opinion in terms of compliance. There's a schedule of expenditures of federal awards, which I mentioned is seen there. It'll show that we spent for student training programs and 24 point 5 million. And it goes on to show that we spent in total revenue $2.7 million dollars. In terms of findings and question costs, or terms of our audit, the UN has any thing that you consider to be a significant binding or question costs. And there were no findings from the prior audit. For the June 30 2022, we will only be required to audit her program because of the significant dollars from the Student Aid and institutional portions. That was really the first years since I've been involved that we didn't have to audit the student financial aid, that was in 2022. But by 2023, we actually heard and also the Perkins So overall, we had no findings in terms of compliance or internal controls over compliance.

I want to demand our our affairs for the right job management for the largest system in a way that really shouldn't. i i In a conversation I had with him a couple of days ago, a couple of months ago, I was impressed with the fact that we're offering so many different languages and I don't know the minutes to do this. You get lucky to get Spanish and maybe one of them have a language that students will have access to the schedule. But I'm just gonna raise little ones which we have here. In our curriculum I listed in our schedule. We have French, Spanish, Arabic, German, Chinese, Japanese, English, a second language and American Sign Language that impresses me it couldn't happen without a great faculty guide. But to say that I'm a faculty member too, but I'm not saying And yeah, I was just really proud of you want us to feel were to do?
Thank you these efforts, combined with study abroad, VDI that language to further for our students opportunity to understand what it feels like local society, I think that's a critical piece of of it. But also, we found that being bilingual is something we also found that being bilingual, increases your creativity, your linear reasoning skills, so there's a lot of benefit from it. But it also makes you a well well rounded person. So we're really proud of providing six foreign languages, English as a second language service in America sign language search service. And as we look at how America is evolving, since 1980, it's a 200% increase since 2019, in visuals, something of the English in the household. That's a tremendous amount of growth. During the period, and division individuals, my daughter's talk to me about vacation scores got hurt. I probably just tuned you out, I don't know where I'm going here, we see that sign language is going to be a sign that things of that nature, we have infuses across our curriculum. So that that issue of diversity being a good citizen is across our curriculum. One of the things I really appreciate you jump into that is the ability to teach other individuals to recognize, particularly like first responders, when they go into a situation, they have seconds understand what they're walking into, and what the culture is that they're walking into, consequently, quickly misinterpreted, that something's normal in that culture, and that a different culture. So we're really proud of what we've done, and tons easier and striving to help the students understand the world. And people
who want to say a word about the language lab has
become coming back late surge of students who may speak a different language other than English at home, and they're bilingual, you have to have the support services for them as well. So the language institute provides a central location where students like college you can come and camaraderie and work together with faculty and staff to get a little extra tutoring a little extra time to support what you're trying to do. Sometimes it's something as simple as understanding the FAFSA form, and we'd have people in the leg level just to that can support their needs. Sometimes it's just simply having learning new games and new cultures, and having the conversation about what it means to be at Wayne County Community College District. That's been a rich experience for them. And we want to keep supporting them and offering and
I read this agenda item thoroughly. And I was really impressed with learning that what I'm learning a foreign language could do for you. And helps in every aspect of your life. And the sign language. What you do with that? I think it's just awesome. I really liked it. I liked what you said about first responders. You know, they need to learn that there's a lot of different cultures around and how to communicate when you go in when people are having a problem. So I really was impressed with this. I'm happy we're doing so proud of you.
I'm like you I'm so impressed with our what we call it the language not too late, but the put that the program the silent program, which
really then we can get to the fact that we couldn't do without our faculty adequately. We limit to the given up that what an opportunity to do a number of things and we our best practices come they talk to us about what we're doing. In many ways, we're the we're the institution that owns statewide but I think nationally, people have looked at what we do and as Dr. Hines to really engage and work against and work with faculty to ensure that they have the resources to do the kinds of things that that make us proud. For example, we have, we have how many faculty members we have participated in outside America seven. Just doing a tremendous job. Doug, can you want to say a word about the professional development?
I do. It's amazing. Professional development is not limited. Some people believe that it's limited to staff and in human resources, but it's much broader. It's about narrowing skills, acquisitions, it's about sharing best practices, strategies and innovation. And recently, Wayne County Community College was on a national stage once again, previously, we had the benefit of with some of our faculty and presenting it many conferences. But Dr. Abby Freeman, Provost of our health sciences in recently presented on authentic support of researchers and community colleges as monitoring labs in support of health science classes. And it was so well received, they looked at us as a best practice, best practice strategy as to how our faculty coming together and doing projects besides in the classroom, different types of authentic research, many actually even your about in summer research in the classrooms, our faculty and our students have been published in research journals, magazines, they've developed and identified streams of moving into areas of science that I probably should stay out of, but they have developed the genome streams, and has been named after WCG 67. They are doing research and watering up all cross with our university partners, and individually and most importantly, in the classroom, where learning is taking place, and those students are moving on and being published and presenting on their own. And so professional development here at the district supports all different activities, including faculty, as they do instructional skill up that enhances their teaching and learning such as Woodstock to go much mentioned with Nisa. But it's not limited to that and so much broader. I can go on and on. But I know that I probably should not. But again, please know that Wayne County Community College District continues to maintain on a national stage, we continue to be well received, and they can be reached out to us as a best practice. They cannot just leave this caveat. They were taking pictures right during the session and sending it back to their colleagues saying we can do this we need to connect with them on how
we have that kind of one back here. And you wanted to talk a little bit about faculty leadership and competence. We certainly wanted to work together.
With you My name is Dr. Christian Mamba from Nigeria, but I've been here for four years. I started here at Wayne County Community College as a full time. With me or two faculties, please recognize the first vice president for the Union. Professor Deborah Robinson over there and she negotiated grant is a professor in biology. We're Not yet Not yet.
But instead we're here to recognize commend the one and only person in leadership ham of this institution called Wayne County in the name of the parties who I have come to know since I've been here going after I do have a little bit out She told me that for me to speak, I have to put something together. Otherwise, I would have been speaking from my head and go all over the place. But anyway,
what is this kind of summarizing? Right?
So don't have got this out. I haven't been here since 1995. And I know how this is generational was when I joined, when he joined, has made tremendous impact at this institution. The impact that all of us know has been so recognized by maybe, from within, as well as from without, as a union, we've seen that Charity begins at home, no matter what Recognition Award, it has come from somewhere else. The Union felt that it is important that we've also placed on our own recognition and our shoulders on our hands on his shoulder to give them the support that we are with him. I'll put briefly here, that having come to note of the purchase, ivory, we've come to know that is a true leader, a champion of faculty has to do well. Here leading this delegation of 2000. Its members, and all the faculty that college to begin with. He is one of the uniquely dedicated, committed very passionate sea of institutional and community leaders. I have known at Wayne County Community College District, the Chancellor of Qantas, I repossesses, a lively curiosity and desire to successful that makes him dissatisfied with superficial explanations, that you're creating a lack of vision. This quest, desire and curiosity put bluntly lead our institution down avenues into areas that otherwise would have remained as blocked, as is evident in the newly constructed and commissioned health and wellness center of the college, where our basketball team now practice, play, and compete with other institutions. It is important to note that before he can, we have not been like that, our students will go somewhere else to practice. It was unfortunate. But he's been transformed. His body recognizes him to the point of changing the name of not only that Health and Wellness Center, this particular building, as well as the downtime to now the call parties. Complex, if I'm correct. He has received many local community and national organization a lot was in addition to the recognition by the board here, which includes us recent, of course, as 2022. American Association of Community Colleges, for the first time, they got, for the first time, an inaugural award of what is called a CD, Octavia Foster. It doesn't come just like that in college because he deserved it. Because they looked into what he did and is doing here for that and was selected all over United States received an award. We congratulate him for that. He has also been named a street here in Detroit after all because of what he does, even locally within the community. And very recently, it's replacing graduated from that place. If I may say, in terms of focus, science, where he got him convicted Unhatched into one platform towards his college where he went so far can source College of Education and Health and professions in 2024 FM, an hour, an hour, that was among those who listen, for that will come in. One only has to meet and speak with him to recognize his openness to ideas and eagerness to run better ways to lead and improve the institution's vision, go Image, infrastructure, and all that is needed for better student learning. In line with faculty and started working, has always been an active facilitator, as well as participation in various trading Olympics, events, local, national and international is truly a client or member of educational leaders. And Trustee Wagner had mentioned that we probably should think more about what we're doing, because we're doing so much through the ministry, and we're not talking about, we need to get the word out. So we have a plan to let people know, we're going to celebrate the kinds of wonderful programs we're offering through MIPS. And we'll bring that back to you on I think Tony and Pat is going to be meeting in a few days to put together a program we're going to bring it back to the show not only with the board but with the committee

And the one year old is learning Spanish besides English, and I am so pleased to understand that we are taking that pathway to be able to broaden the horizons for future citizens. So household parents grandparents, I think that is a huge big deal that we are undertaking to understand the cultural differences to be able to bridge those gaps so that we have left that we don't know more of what we do know. So I am so glad that we've taken a leadership role in that and to my fellow trustees, I appreciate everything that you all do in supporting Dr. Highbury and this institution

as adults since January the board, which I unfortunately have tan I've been going to community organizations throughout my district, which is district one part of what we do is go to this East Side Advisory Council. It's one organization that the college partners with this character, Associate Provost at the university side. Because all of this we meet and chaired activities and interests we introduced expansion plans, academic programs, news around the district, listen to the other members of the council, to learn how the Congress can continue to bring awareness to the college programs and benefits to the community. It's very worthwhile and get us Wednesday. Another one where I went to was called connecting the points now this is sponsored by the Brooklyn Chamber of Commerce, and brings various local school library charitable and non governmental organizations together to collaborate and partner for sharing. Again, very

Interested in that book, I found insights perspectives that will help me be a better trustee.
