    Yeah, because we definitely don't want to be here beyond the eight o'clock hour. And the fact is that the way we're gonna operate, it fall off the agenda. There you are, you saw. And so we're apologizing for that, because we always have a paper agenda. But if you all would allow roses to do that, being a corresponding secretary, and we've got two different meetings that always go on, just so you all know, we have all of you in person, and then we have those folks that are on Zoom. So as I'm clear now, Scotty is hosting, and Dennis is noticing who's on Zoom and who's in the chat. Okay,

    I know I can answer more quickly where I'm from. I was actually born in a place called Deaconess hospital that was over in East Jefferson in the city of Detroit, and lived in East English village for part of my life. Lived in, been living at in Morningside on bell for 2023, years, and lived in other places now and then, like Harper Woods, gross point in Kalamazoo.

    But now you live in West area of District Four, yeah,

    um, over in Morningside, morning size,

    everybody probably understand. We've got 23 neighborhoods in District Four, and most of those neighborhoods are extremely active as DPR,

    and everybody is either elected or appointed. And so there's seven

    it those, those who want

    to running

    as writing candidates while is, but there is a question to be, one to Be and get a

    form.

    You complete that form. You I've got circulate couple of them so we can certainly and basically, it's gotta be okay, that's why I'm doing it. Okay, okay, thank you. Okay, we circulate

    But we don't think we're good, but we you're going to be able to bring it up. Is it related to, oh,

    Okay, and I will be making a motion that our CAC go to the legal department about this and try to get things corrected, because the Election Commission informed us explicitly, explicitly in writing, I have a copy of the Paper. I know Rose has a copy of the paper. She actually brought the matter to my attention. I found my copy of the paper that clearly says that candidates for Community Advisory Council have until July 22 to file their petitions after the filing deadline. Go back a little bit the day before the filing deadline for everybody else, April 21 I went over and actually spoke with Andre Gilbert, who's like, deputy or something like that, or assistant clerk, and me, and I was with Byron Osborne. We both, who is on the district five, CAC, he petitioned to create that one. We went over, talked to mister Gilbert, and basically to clarify a couple of things, because I had heard some people telling me that they thought that they had to file on the 22nd of April. And I asked him, you know, I showed him the document, and I said, So what's up with this then? And he's looking going, Oh, okay, well, then you're right, yeah, I guess this is the right thing. And he called Gina Avery on the phone to verify that, and she said it was the right thing that the July 22 not April 22 and following that, I also even had an additional conversation about the fact that it says primary on the nominating petitions, and what to put there instead, you know, put you cross out primary, right, the general election date or what? And he said, and he called up, and he asked gene Avery about that, and she says, Believe it blank. So there was a clear discussion about this. I brought it up in the county. Context of CAC members currently seeking election this year, and that's critical, because at the election commission meeting that we had on that they had on Friday, um, all of a sudden, this is after the April 22 deadline would have happened. All of a sudden they suck to a 180 and they're like, Oh, well, guess what. No, we're not going to count that anymore. Now we're deciding that what that actually means, even though it doesn't say it anywhere, okay, what actually means is that it means, if you just formed a CAC, a newly formed one would wouldn't have to file until the 22nd of July. Now, you know how many CACs are newly formed right now that have never had people elected to their membership before? I'll give you a hint. It's begins with a Z and it's not a zillion. Um, that's how many. So how and how could they possibly know that I was talking about anything other than existing CACs when I was discussing the petition and this year's deadlines, it makes no sense. The paper said 2025 on it, July, 25 22nd 2025 it could not mean anything other than existing CACs, so it's completely BS. And so I think I'm going to be making a motion when we get to new business to have that matter rectified, that we're going to go to the corporation Council or the legal department with this and ask them to make good on their word that they have till July 22 to file.     but we want to end up with an action yes to be taken as a result of what is presently happening with the ballot.

    Yeah, the denial of ballot access by the election commission that was previously assured. Okay,

Letitia Johnson back is, yeah, we have a city council person at large represented here. So we got two representatives. So in this case, I'm going to ask that three minutes join Underwood, representing our city council person at large. Mary waters, did you have any information or that's permanent? What's happening is that we want to create. Sent issues to city council and get feedback. That's our goal. So we really are not looking forward to their calendar. We're looking forward to action items that they actually are reporting out on, but at this case, we just go ahead. Thank you

    CHC denial of promise,

    valid accession and backup protection plan, particularly, plan, particularly for this area, because we are aware of the flooding that happens consistently over here. Also we secure $5 million for homelessness. And the city of Detroit, which is the Opera House specialist, and I don't have a lot of time, but the homeless race is very bad. We got 435, people in the shelters right now. One out of 919, kids with EPS is term homeless. And so we have a lot of work to do in that area. Um, we also, I want to talk about the reduction of the $5 million that council member Gardner led concerning Detroit land bank authorities. I know it's a lot of issues with land based on people in favor of some people are now, but what a lot of people do not know is that they get a government subsidy from the city of Detroit. And we found out it wasn't mandatory for us to fund them to a government subsidy out of our general fund. So we requested the reduction and it turned out that the whole reduction of the 10 million for the first time out of 10 years, the city of Detroit did not fund the land bank government subsidies. That is major also, Council Member want to create even and Tim's rights conviction with the housing specialist, we have over 100,000 ringers in the city of Detroit. 70,000 of them are living in property does not register as rental properties. This is causing mass evictions wildlife city also, we created a new compliance ordinance reporting landlord to register their problems as rental properties, because it's because you're a landlord in the city of excuse me, just because you're a land owner in the city of Detroit, do not make your landlord. You have to educate the difference between land owners and landlords. You have to go through a process in the city of Detroit. You have become a landlord and rent out your property. You need to make sure that you have something expected, and we gotta make sure that you people now they may put on a Housing Commission to prevent death, likely holidays which inspire the 200 plus million dollar of the housing Detroit service number now people complain about the housing house line that we need not but without member waters, we wouldn't have no house On we wouldn't even know where to call no one worksheet houses.

    So we've

    been doing a lot of work. I'm out short out of time, so I know I'm going to work with time, but it's a pleasure. Thank you for your

    interaction between a limited degree this CAC and

    charter walking all the up and running. We've been making unified abortions, and that's what I'm hoping. So if the CAC can work with the other CAC, we need one and one, and we need one and two. And I think that's the last two districts that haven't had no

    And for the record, all, all of the CAC chairs have been working together behind the scenes, and we thank you for your recommendations. She made very two powerful recommendations, one, that the CAC be funded. All of us need to know. That's why y'all eating chips and boys, okay? And the other is that we need to be acknowledged, because we were elected to serve the community. Okay? So, thank you.     Could you give us clarity about the city wide council meeting that's happening just before

    it's going to be a English village you can also attend online as well, and it's

    going to start at seven o'clock.

    this is really good. Moving to the next item here on our agenda, and this is at the core of what, why the CAC exists. And I want to, I was listening to the zoom from the last meeting, and I take credit for, okay, they're kind of all over the place when I listen to it. We're not going to do that today, but we are going to do is that we're going to give opportunity those who are identified as community leaders to update us as to what is happening in our community, and then we're going to give opportunity for the CAC members who are in various neighborhoods to update us, but let's start with our community leaders. Would you please take three minutes who wants to go towards and let's start with you, say, your family table here. So

    real quick, so the legal food Street project on. The Commission stories rezoning on Thursday, June 5, we are obviously opposed to that. We have 371 signatures from residents throughout the district that are opposed to the project. We'll be continuing to collect signatures until the Sunday before now first. So if you're interested in opposing the project and supporting our efforts to oppose it, you can go to the Jeffrey Thomas Water project.org website, and there is a red box on the right inside, we understand that HUD has approved the draft action plan submitted by HRD to to HUD, included in that this year's proposal for the $346 million of funds that is specifically responding to the August 23 disaster, $20 million is proposed, stop logs and select dates to restrict access to the water in our community. We are also opposed to that. There is a million dollars state resources, and we are working with counseling Johnson's office and with HRD to help design program, the administration attempted last fall to cite the numbers funds off for another purpose, and we were successful in ensuring that those resources will be available to residents to improve their sea walls. Lastly, we have a flood protection committee that met last Friday. We're dividing up during the four groups to address a variety of funding and agency issues. And again, june 13,

    We're encouraging anybody and everybody don't have to be in District Four, believe it as a regional entity. So quite frankly, anybody in the region is subject to what legal is doing. So we're encouraging anybody not to text. Anybody that's opposed to the project. We're encouraging,

    okay, and evidence that the community is standing strong was that they continue to push the meeting the CPC. And so we have to go collectively together and let them know this is an environmental hazard in our neighborhood, all this, and they have been doing a fabulous job of leading the charge. And so we have some person to follow who's credible. So let's

    All right, moving around another topic now, and that's the fact that we have another community leader and a CAC memberships who really is engaged in what's going on with the solar projects. So I asked Sandra, would she take time and talk give us an update?

    Well, prior to the solar project, I need to update what's going on on our Friday night. Okay, so Rose and I are going to do this. Okay? I forget some rose can pick up. Okay.

    So you all are doing a report on what's going on in your district.

    Okay, and so, okay, so go

    ahead. Dennis, okay,

    in District, well, in District, of course. Across the city this week is Police Week. That's the first thing I want to notify everybody. So if you live in District Four, you're either in the fifth precinct or the ninth precinct, right? Please just stop in and say thank you to your police department. This is the week where we we actually feed them every single day. This week, they're being fed. The council woman's office is feeding the police team. We have a ninth on Saturday. I don't know which day she has the fifth. She's feeding them. And other organizations throughout our community are doing feeding all three shifts of the police department for the next seven days. So that was going on. What else? Oh, we did have the honor of having our newly appointed Police Chief, Chief Edison, did a walk with the walk with the walk of mine with the chief. And we did walk over in nose house Park, we did the walk with the chief, and it was awesome. The community turned out and turned up, and it was just good, the support that we got from our residents in our community.

    I'm just asking that we keep explaining. So if you're going to throw a report on as a community leader, what's going on in your

    an update on the and actually it was. There were some community members at our last meeting, and they brought up a discussion about not knowing what's going on in their community. Part of our CAC was to help we have information with residents in our district. So within Denbigh Whittier framework, I was able to reach out to residents in Rico, three of the communities to have them come on to a community outreach ordinance mandated meeting so that they can learn the process of what's going on. We didn't know about ABC Well, the Councilwoman, as well as planning developer, wanted to tell them that was not them, but the soul of COVID. But this is a great way to do to get involved and understand what's going on in this community. And they were appreciative all three of the meetings and going forward, it's important that we may not, we may not feel like we have hands in a pot, but if we don't know what's going to know what's going on. And as a matter of fact, community outreach ordinance mandates that the community advisory council shares that information throughout this so that's what I've been trying to do. I missed the the book is the Ashland virtual project, but it's worth

    how to drive to Whitney. And that is a project, because so much has been going on in our community. We have so much disinvestment now that we are working in input. Government, the community the city, is now coming in and going to do a study to start putting more dollars back into our community. So it's all because of residents. That's why I'm saying. It's the work of the residents that have spurred this development within our community and the investment of dollars.

    Okay, first things concerning this, outreach

    ordinance, I believe there's a section that says advisory council wants to go

    to council. Oh, sorry the community outreach organs, requirement,

    district, community advisory, the

    planning department, doing outreach, CAC, and also, yeah, do something like that, just to verify that what they are doing is actually reaching out, getting residents. They're trying to get 500

So are any of us members? They have an update on what's going on in the war area before we move to the work groups.

    well, I can report that our new district boundary extends to clean reports. But walkway, walk past connect, connects to pigment Park, and they have a lot going on over there. I've been participating with them in some of the planning development and others to help win additional voice from another community member and CAC as to what's going on over there. And they work very, very, very hard with very related to city assistance. And they accomplish all

    right, awesome. So now we're going to go back to our agenda, and we're going to take time now you put public comments

    in the middle.

    So at this point, we're going to open the meeting up for public comments. Each of you, they have a comment, our time keeper is going to pay attention. So it's three minutes, and believe me, your comment is going to be recorded. And I have to say this to everybody, I'm apologize, because what I really. Would love to see is that everyone who makes a public comment puts it in writing. That's so we can identify what action needs to happen.     is George, thanks. I would like to make about the solar update that was given last week, the city council, directly there's from the city of Detroit, made the allegation that all residents from each of the three areas were on board. The area that I'm in was the Van Dyke rich solar areas, the two people that they had for coming for City Council in our area, people in our community, Attorney development for Scott Winston made reference to the fact that they have representatives of community support. These two residents live on the industry, which is one of the entire area, so I would like to partner as communities that are impacted by the soul to make sure that when representatives comes and they're on the city council agenda for the solar updates, that it's Not just an administrative representation that gets the opportunity to speak, and I think that's how the community advises councils to make sure that it's actually the committee votes we not have a CAC any district. That's why I came to the last meeting. I did follow up, following Mr. Golden's wife's council to go down to the elections department, and I, too had a meeting. I was there for several hours. I got a map, but I got a boundary for the printout for all of the boundaries, and I was given the same information that anyone running at until July event, July date. Statistician, it did not the implication I was giving. Did not say if you were already existing community advisory council that that date being filed to what this may seem just different from that date that's published, whether you were already formed or not. So I received the same information that Scott involved in us as He gave us instructions to go down to the elections department. So I'm very concerned about the land grabs that are being taken and then, even with solar that's being proposed, it does not transfer to allow the residents and businesses to get a discounted rate my utility bill, and I've been a voter opponent to the solar my bill has been averaging between 800 to $1,000.08 months, ever since the sober, I don't have a working boiler. I don't have a working hot water tank. I'm in a room, and I just wanted to say that. So if you are not in support and you own your husband, you also are targeted by the administration and retaliated events if you are not in support of Solomon. So I just wanted to say that time is up

    Lori, so my comment, yeah. Are they looking to place solar panels on home on their own? If so, when, if not? Why? Because they are not allowed to put solar panels. But single family home needs to be filled with garage instead apartment building that keeps that building to organize, but everything they feel this is apartment building this city was built for. Wasn't called on garage and driveway and drag. Instead of us all clumped up in apartment buildings, you can put solar panels on groups, like they do another thing.     I was not able to hear at last meeting we were I was on Zoom, and we could not hear so I am told that there was comments about land grabs and in the domain and all of this kind of stuff going on with the solar project. Well, Michelle just left the room. She is one of the outreach people. Oh, she is one of the outreach people did go throughout the community, and caregivers the residents around the solar project. Now, I may not know what went on in Van Dyke Lynch, but I know in the other areas that I know for a fact that if residents did not want solar in their community, and we had a lot of residents turn out we are outreach was door to door. We had over 20, 3040, residents come out to our meeting. So we had a large turnout. The residents agreed with the solar project in the Houston, Whittier area. We were also told that if any of our residents disagreed with the solar project, they would move on. So a lot of the communities that were picked for solar due to the vacant land that they had available that did not want solar, they were taken out of the running. If those residents said no, they were taken out of the running. They did not go further in outreach notes, I don't know what happened in Van Dyke lunch, unless the residents did not come out and forth, raise their voice, if only two people had comments, and that means the other residents chose not to come out. And that's a lot of the problem that we have when we have these things going on. Residents are not coming out and amplifying their voices about what they want to see in their own communities. So then we have these, this misinformation that floats around. It is not any house that are in the boundaries where the solar is being done in my area, if they wanted to stay in their homes, they actually carved around their house. They did not take anybody's home if you wanted to sell your home for fair market value. That's what happened. Now we do have a resident in the room who would who is not in the boundary area by an alley, because the boundary area stops on rosemary, and he lives on out of drive. He wanted property within the boundary area. And of course, by being the boundary areas and what he set the boundary area and he lived outside of the area. That property was not for sale because it had already been set and as I said, he lives a block outside of the boundary area. So could you tell us what happened with that that property for you and your neighbor that came up at the at the last minute and ask for the lot Sure, yeah,

    referring to the red boundary is kind of what the President selected as, like the neighborhood, even though it broke several rules And like the mayor's speech. This location, this location, this location, regardless of the boundary is so they did on the body. Excuse

Okay, they extended the area. And as you know, you do not live within the boundaries. So your street wouldn't have gotten benefits because it's beyond the boundaries. Uh, but that's what was prior to you, prior to you even coming to the meeting, asking for profit that would send the boundaries. The boundaries already been set. Okay? This

    okay, I don't have no gavel, but I'm going to say that this, there's a way that we're going to do business to get an outcome Okay, and the back and forth probably won't work. Okay? In a situation like this, we're going to have to get the facts in place, okay? And as a CAC, our question is always to the mayor, to anybody who will elect, how is this going to benefit the people.     in process for a long time, and I have to say, I am the leading organization for my area. And if you know anything about sand and Turner handy. I speak for my people. I am a strong community advocate, and always have been when they do something right. And having renewable energy in our city is the thing that we need to understand. Is needed, right? We have been pushing for renewable energy forever. We are probably the only large city in the country that is not on board with sustainability. We we had an incinerator in the middle of our city killing people and who showed up to close it down. Okay? No. Sandra Turner, handy, Michelle who showed up.

So we're going to use land, and the vacant land that has been dumped on in our city. And nobody's cleaning up this vacant land, but sand return. I ended out here picking up trash off this vacant property. And if I can look out my back window and see six blocks over with nothing in between me and those six blocks but trash, I'm all for them putting a nice Solar Park in my community, renewable energy. Now this is for those we know. It's municipalities only. Now, what I need from all of you, and I've talked with Councilwoman Sheffield and the mayor and other council people, what I need is for when the city begin to realize saving from the soul. When the city sees saving, we need them to create a residential solar fund where residents are able to get money out of that solar fund if they want solar panels coming down. If the city saved money, that means the residents should be saving money. Okay,

    okay, can we last? You just made a statement, and the question is, is that a proposal? Yes,

    that's action item. We want a solar fund for residents in the city

    and put that in writing so that we can move forward with that, because it doesn't exist. If it's not in writing, at this point, we're going to have to call the meeting to close their yoga. Yes. God, okay.

    Um, I've been waiting patiently while we discussed on this matter, and I have a letter because, because this was called misinformation. So I just, I know I got to bring the darn thing up again. I got a letter to verify that, and I'm just trying to click to it to verify that, in fact, this is not misinformation. And I'm just trying to find out

    what's not missing. Um, the claim of property here. I just reopened this thing. Um, the claim of property being seized in eminent domain. I'm reading a letter here. It was forwarded to me. Um, it's on the Detroit, City of Detroit letterhead. It's got in the top line and includes Wayne County Treasurer Eric Sabri, I'm not sure why he's got the Detroit City letterhead. And Steven Owen, chief legal officer from Michigan State, sending a letter out to Rory Quentin Hyde, who lives in 9721 Easter drive, and it says, Dear property owners, the city of Detroit has determined it's is necessary to acquire the property located at 14, 900 rosemary, Detroit, for a 213, property for city solar neighborhood project initiative. The Solar Initiative is part of the city effort to repurpose blighted land for solar energy to generate clean energy to offset electricity used by residents by by being part of the transition to renewable energy. This good faith written offer is the city's offer to purchase property from property owners. For what the city believes is just compensation for property in accordance with MCL 2013 213.55 the amount of good faith written offer is $3,500 The city has written a summary showing the basis for the amount and establish a compensation for the property, a copy of which is enclosed with this letter, if you like to accept this good faith written offer, or if you have questions, please contact the city outside legal counsel who are coordinated on behalf and it gives Lisa Gardner, Esquire zousimer as the signee there the attorney. Here is the next part, and this is why what we've said earlier is not misinformation. If you do not agree to sell the property to the city, it will have no choice but to begin eminent domain procedures to condemn the property the city reserves its rights to bring federal or state cost recovery actions against the owner of the property arising out of a release of hazardous substances. In addition this good faith written offer, you may be eligible for relocation and payments assistance and so on. The point is, it did indeed threaten the forcible seizure of the property. As as you said, did not have

    land bank property,

    and I know for a fact, um, this person owning the property,

    or why else? Why? Why the letter go to him and not the land? Okay?

    so I just wanted to have a very quick update in regards to budget. So we utilize our $1 million funding for the basin backup protection program as well. Us to get the CVI group back on track in the northern part of this report, we also secured $3.7 million for Community Land Trust citywide. I had my hopefully final meeting internally for the community management ordinance, we'll be having meetings with all of our colleagues, just to do a run through with them and to get their support and see if they have any specific commitments. And then we will share the information with the community organizations for input as well before we have a public hearing, so certainly one can also weigh in prior to it going before council for a public hearing, and then we have the $1 million that they already know about, or they came from the state for sea wall. So the administration, I've met with them. Rico Ron, those team that oversees grants will oversee this program as well. They're working through the details of it, and we'll have everything rolled out within the next three months, I am also working with Jay jergenson to add some additional components to that 1 million accounts, just so that we are also working towards a collective, unified effort on getting Yeah, So that's that's a big deal, but we can work very closely on this thing. And so just with you, the block grant funding agreement being heard that it was approved by the federal government to come to the city of Detroit, we were all concerned, because we didn't know if it would be pulled back by this federal administration, but it looks like it is coming here, about 200 million for alleyway she will retire. So if you go throughout the city, you'll see broken up concrete collapse in the alleyways that also has compromised solar bonds under them, those are going to be replaced the concrete impaired as well throughout the entire city. You all know that a portion $20 million of that is proposed funding for stop off system and just tolerance that we're advocating against and looking to have those dollars repurposing plan on how we're working through that, which I'm sure Jay has already shared with you all.
