I see them all the time at my apartment building, somebody who stay at 204, he continued to be stalking me, hacking into my devices. My phones don't even work anymore. That's not acceptable. And when you violate my constitutional rights, it's an issue. Clearly, a lot of people that's homeless are unable or do not have the will to come to these meetings or might not even be aware of I'm speaking about the people who really need help, the people that don't have the avenue because officers are taking up these spaces from the homeless. Good afternoon, good afternoon. I would like to just speak to the issue of the Detroit Police supporting ice in the raids in our community. And I don't want to raise this necessarily with the department itself, because it seems like there's rules that are being put forth that are terrifying to our community. I really would like to address it more to you as human beings and to officers as human beings, not as officers taking orders, not as officers that are watching people get rounded up by masked people who are not identifying themselves. The police, the Detroit Police, do not need to help this kind of terror in our community, the Detroit Police don't necessarily have to have the people in our community hate them the way ice is hated. Ice is absolutely acting as bounty hunters. And we're asking for you to think about what you're doing to support this kind of activity. If the Detroit Police are allowed to do this, I'm asking the Detroit Police officers and the commissioners to think about themselves, not as people following rules, not as necessarily government employees or city employees, but as human beings and what this does to our community. I would just like to add to that DC, if you could respond to a question that I have as it relates to an incident that occurred in southwest Detroit where the ice were supposedly had a search warrant and went to a home in southwest Detroit, and Detroit police came to assist them, and it was my understanding that the Detroit police's policy is not to work with or assist ice. This is very well documented on all manner of videos, because all the neighbors were watching it, and many people helped. through the chair Deputy Chief Mark Bullis, thank you for that. I want to first start off by saying that the Detroit Police does not engage in immigration enforcement. That's not what we do, okay? As a police department, we were called not to assist. We were called there to ensure that there is not a breach of peace, okay? And that is so that whatever warrants, if that federal warrant, whatever they were acting out. We're there to make sure that there is no breach of peace. That is it. We're not assisting. We're there strictly for breach of peace. When that happens, then we we, as a law enforcement agency, have to react, and that's what we did yesterday, but we were not assisting in that type of warrant that is solely up to ice. And I just want to reiterate again that we don't enforce immigration policy. The federal government has their own entity for that. We do not do that.
May I respond, Yes, okay, if you know that there's someone coming toward you who is masked and is not identified, and you don't have a chance to say anything, you don't have a chance to show a passport, a birth certificate, or anything else, you've simply been profiled, and also that you can be deported to a third country, or that you can be sent away without any due process at all. Then if you know that that's what's going to happen to you, then I guess it will be a lot of occasions that you're going to have to intervene to keep the peace, because people are trying to defend their own lives
through the chair. Ma'am, unfortunately, I'm not familiar with the case. I'm not familiar with the search warrant. Are
you familiar with the world we're in?

Yeah. My name is Adam Barrett. I live in District Six. I just want to reiterate my support for the resolution that was recently passed regarding DPD involvement in federal activity and ICE raids. I want to thank the board for adopting it, but I also just want to make sure that it's being implemented with all due speed. I see other cities kind of showing us the way in this new era of whatever you want to call it, I hear Chicago is actually arresting ICE agents, and California is introducing a measure that bans law enforcement from wearing masks or otherwise hiding their identity. I think we can get some of that here in Detroit. If we believe that crowd control is merely about protecting people on both sides of a protest in a vacuum, then that's one thing. But if we believe in context, then we're forced to admit that the entire reason that crowd control is needed is because the federal activity and activity in question is so objectionable to so many people in the area that it sparks protests practically everywhere it occurs. Whether the raids are constitutional or lawful is pretty much a moot question. According to our city charter, the people have ultimate authority over the direction of the police department. So if the federal activity in question cannot proceed without crowd control from DPD because of that objection ability, then DPD is, in fact, de facto performing immigration work alongside of ice. Are they not? I mean, there's de jure and de facto, and I like to see it as de facto. What's happening? Thanks.

Good afternoon. Commissioners, good afternoon. Good afternoon. Wake up sleeping giants and think, as I have stated several times before, that we have some dark days ahead. That day has arrived. The United States Supreme Court has given President Trump unchecked powers to do as he please. It is about black and brown people, citizens and non citizens. Some time ago, I read in the Detroit Free Press A leader's response in addressing illegal people. I believe no one is illegal but undocumented. I equate the bill that has passed the Senate and the possibility of passing it in the house with abatements that have been given to businessmen and corporations our city, businesses, businesses not paying their fair share and taxes and more to pass the bill. Now on the floor of the House, we'll provide money to create the largest illegal the largest federal law enforcement ice to incarcerate and deport people. A couple of weeks ago, Commissioner Ricardo Moore was reading from a document that we should hear when he referenced ms, Michelle George and my name, Commissioner woods. I believe you didn't want to hear it, but we need more information and not less. There is more to come, and that bill has passed while I was sitting in my car today. Thank you.

I didn't plan on coming to the board meeting today because I need a break. I'm tired, but I had to address something that happened last week. My members and the Detroit Police Department is not here to play Whack a Mole with with anybody. This is real. An allegation was made that members of the Detroit Police Department bum rush individuals at gas stations, party stores and other venues with no proof that false and dangerous and inaccurate and misleading, misleading falsehoods sends a bad message to these citizens that encounter the police, that count on the police inaccuracies and truthfulness in our world is called Giglio determination. If you have something, bring it. This union will work hard to address any issues to make this department the greatest department that it could ever be. And we do that, but don't make accusations without backing it up. Don't put things out there like that. It's not fair to you. It's not fair to the citizens and it's them. So now fair to the people that I represent and the members of my profession with law enforcement, period. Let's not throw a rock and hide our hands. Let's not make this about political pontification. You. Gas stations and party stores call the police on a regular basis. I know I was one of those officers that would ask us to come because these guys are outside selling dope, got guns and everything else. A gentleman stood before you last week and told you that the cops encountered him and do an encounter. Gun fell from his waistband. Hmm, interesting. Silence is dangerous. Let's not play whack a mo with the Detroit Police Department. These men and women deserve better. If you got something, bring it. Let's let's address it. Let's deal with it, because we want this to be the best department, too.

Good afternoon. Board, good afternoon. Congratulations, Madam Chair, thank you. I'm looking forward to continuing work with you and other commissioners on improving police policy. I want to just preface what I am going to say by reinforcing what was said earlier, that our police department is insubordination to the people of Detroit. So that's the first thing that needs to be said, and I want to commend the board for passing the resolution last week that pushes back on federal agents in cooperation with federal troops in our streets. However, the activities that I've seen on video from the last couple days regarding these raids from federal law enforcement is not aligned with the direction that we thought we were headed after that resolution. Now I recognize that a resolution is just that it's it's pretty much a statement of intent, and that it takes a lot of work to put the expectations and policies and procedures in place to support that, and so I would ask this board to move very quickly on that in collaboration with the community. And I'm not talking about letting people come up for two minutes and Madam Chair, I commend you for allowing some ongoing dialog from the community members today, but it's time for a real sit down and some open dialog, especially with the community members who are most impacted by this activity, to get an understanding of what is the expectation of the people on what DPD will do under these circumstances. Because the reality is these circumstances are happening. The federal government is doing what it's doing, and we need to hear very clearly from the community what it is we expect law enforcement to do, and we need you to then implement that into policy and direct and hold DPD accountable to doing exactly what the community wants them to do. Went to the NAACP dinner and make a long, short story short, I saw my police standing there, as usual. You know, they, they, they're on guard there. So I was lucky enough, I'm fortunate enough to be a guest to one of the persons that had two tables. I was in the second table. So what I did, I saw my police standing there. I said, Come on over here and sit and eat, because you're standing there. No, ma'am, we can't come because we're on duty. So wood can tell you, I did a telephone call to our chief, he was on the dais. I said, Chief, this mother, Bernice, can the police come and sit here at the table? Man got plenty of room. Chief said, yeah, let him go. Let him go. So I just want to let you know I love my police department. I look out for him. And it was not only two came, but I saw two more and another police woman. I said, Come on over here. You guys can come and eat at this table because there was no one there but myself and another lady. So I just want to let you know I love my police department. I try and look out for them at all times. Now, the sad part of my story, what is wrong with these youngsters that's running around here, hijacking, shooting, and doing everything that they can possibly do to disrupt this city? I am very upset about it. And another thing, when they go before the judge, why don't we see the parents there in the courtroom? Also, I've been wondering about that you don't care, is it just let them go amok and do whatever they want to do, and don't give a darn about them. So I just want to let the public know we have a city here that we love, and we're tired of you tearing it up, shooting it up, and doing everything that you awfully think that you want to do. I like to start off by saying I think the board of police commissioners should be doing a little bit more. I think they should be doing public service announcements. I think they should be having a town hall at least once a year in the community, and to help to enhance the image of the board. Also, I think anytime to Detroit, police officers have to go and intervene for help, to for safety in our ice event, they should ask, is there a physical warrant, electronic warrant that they have for this, for this person, or persons, far too often. You know, you hear about ICE raids and other things, but you don't see or you know you have people requesting the warrant and asking to see a warrant, but it seems like we live in the police state now, and also, I like to say that I have gotten calls from young people and their parents saying that they have been bum rushed at police station, at the at the gas stations and party stores, where two or three officers have come up and pat them down, and, you know, and ask them a bunch of questions, and all they could be doing is just walking out or walking into us, you know, to get service. You know, I do believe, you know, my degrees are in law enforcement, criminal justice and what have you, but I do believe the vast majority of our Detroit police officers are good, hard working people, but as in any barrel, there's always a couple of bad apples, and you will need to make sure that everyone is above reproach, and make sure that everybody is serving our community. These are the most uncertain times we've been dealing with in our history, and the idea that people are being picked up from school, they're being picked up from work, and the community has come around and supported the families that are being targeted. And I just want to thank the police department, your our police department, the Detroit Police Department, and the city of Detroit that has not gone into collusion with the ice people, because they are actually hiring pounding hunters so people are afraid to open doors, and it's been happening, and we're doing as much as we can to educate our people not to open the doors. But I just thought it was very important that we come before you on these uncertain times, thanking you, all of you, for participating and protecting this city and the community and specifically the families.
